first

I
thought
it
would
be
best
if
I
introduce
you

the
planning
department
itself
next
month,
we'll
probably
touch
on
zoning
board
of
appeals
process,
and
I
know
we
threw
you
into
a
zoning
case
immediately
today,
but
that
was
unfortunate
and
probably
the
mpo
process
next
month
and
then
we'll
go
on
from
there.

So,
first
off,
what
is
the
planning
department
go?

The
term
planning
department
is
generally
used
throughout
the
building
throughout
the
county.
It
refers
to
all
the
activities
that
my
office
performs.
However,
we
are
more
than
just
the
planning
department.
The
planning
department
itself
has
three
divisions:
there's
the
planning
division
that
does
all
the
planning
and
zoning
work,
the
building
division,
which
issues
permits,
does
inspections
and
handles
code
enforcement,
and
there
is
a
solid
waste
division
that
is
unmanned
at
this
time,
although
we
are
doing
some
solid
waste
works,
such
as
the
e-waste
program
that
you'll
probably
hear
about
in
the
coming
months.

I
also
have
the
gis
department,
which
is
actually
a
separate
department
for
those
of
you
who
doesn't
do
not
know
what
gis
means.
That's
geographic
information
system,
that's
basically
the
county's
mapping
system
for
all
of
your
parcel
mapping
and
other
mapping
needs,
and
we
have
the
can
key
area
transportation
study,
which
is
also
known
as
cats,
and
it's
part
of
the
mpo
process,
which
is
mpo,
is
metropolitan
planning
organization.

They
handle
the
transportation
planning
for
the
metropolitan
area
of
kaneki
county,
which
is
city
of
can't
key
aroma
park,
bradley
bourbonnais
and
mantino,
and
some
outlying
areas.
They
also
are
responsible
for
showbus
our
rural
transit
provider,
and
they
do
work
with
metro,
the
urban
transits
provider.

Each
one
of
these
has
their
own
budget.
They
each
have
their
own
employees
and
they
all
have
their
own
revenue
sources.
We
do
have
some
economy
of
scale
because
we
do
get
to
share
some
employees
and
some
of
the
resources
that
we
have

them

in
one
department
is
beneficial
to
us
next
and
I
wanted
to
parade
them
all
up
here,
so
you

least
put
a
face
with
the

what
is
our
purpose
by
ordinance?
Our
purpose
is
to
prom,
promote
and
protect
the
health,
safety,
comfort,
morals
and
general
welfare
of
kankakee
county
and
its
inhabitants.
We
are
a
public
safety
department
in
most
aspects,
one
of
our
main
charges
is
to
develop
and
maintain
a
comprehensive
plan
in
all
the
various
auxiliary
plans
that
go
along
with
that
for
the
county.

How
do
we
do
this?
We
do
this
by
administering
and
enforcing
the
county's
land
development
codes
that
includes
issuing
permits,
conducting
inspections
and
investigating
violations
when
needed.
Next
and
when
it
comes
to
codes,
we
have
a
lot
of
them.
There
are
11
different
building
codes
and
building
regulations
under
chapter
105
that
we
administer
every
day.
They're
listed
there,
I'm
not
going
to
go
through
every
one
of
them.
We
are
currently
on
the
2015
international
codes
series
for
codes.

I
think
the
2020s
are
out
so
within
the
next
year
or
two
we
will
be
looking
to
adopt
those
you're,
usually
about
a
year
to
two
years
behind
when
the
new
ones
come
out
and
it's
important
that
we
do
keep
them
up,
because
that
affects
the
iso
rating,
which
is
in
the
insurance
rating
for
the
county.

those
codes,
we
also
administer
chapter
46,
the
solid
waste
code;
chapter
109,
the
flood
damage
prevention
code,
chapter
109,
article
3,
the
stormwater
management
code;
chapter
113,
which
is
impact
fees
that
only
affects
parts
of
the
county;
chapter
117,
the
subdivision
code;
chapter
119,
the
historic
preservation
code
and
chapter
121,
which
is
one
that
this
committee
will
will
use
intimately
the
zoning
code
next.

department,
what's
the
purpose
of
the
gis
department,
our
main
purpose
in
the
gis
department
is
to
maintain,
update
and
distribute
the
eight
framework
data
layers
for
use
by
gis
partners.
The
partners
are
k
are
the
county,
the
county
departments,
and
we
also
have
the
city
of
kankakee
bradley
bourbon
a
and
the
village
of
mantino
are
also
partners
with
us.
The
eight
layers
are
listed
there.

Aerial
photography,
cadastral
data,
which
is
your
parcel
data,
addresses
soil
data
survey,
control
street
center
lines,
political
and
regulatory
boundaries
such
as
municipal
boundaries,
township
boundaries,
voting
districts,
precincts
that
sort
of
thing,
and
then
plan
metrics
and
contours,
which
would
be
your
topography.
Those
are
the
those
are
the
layers
that
we
are
charged
with
doing
some
are
static
and
never
really
change.
Others
get
updated
at
various
intervals.

We
just
got
done
in
spring
of
this
year,
flying
the
new
aerial
photography
and
that
should
be
available
to
the
public
very
shortly
right
now,
we're
we're
having
a
little
bit
of
a
hold
up
about
layering
the
different
levels
you
cannot.
This
is
terabytes
worth
of
data,
so
you
cannot
load
the
entire
aerial
photo
aerial
photo
setup
when
you're
zoomed
way
out
on
the
map,
so
we
have
to
layer
it
down
so
that
you,
the
number
of
pixels
you
see,
increases
as
you
zoom
into
it.

three
foot
or
three
excuse
me:
three
inch
pixel
size,
so
the
clarity
of
it
is
quite
amazing
for
this
new
go
around.
Our
previous
photography
was
six
inch,
so
this
is
almost
twice
the
resolution
on
these
photos.

What
is
the
purpose
of
cats?
That
would
be
the
mpo
transportation,
their
main
purpose
isn't
to
ensure
that
we
are
compliant
with
the
federal
surface
transportation
requirements,
I'm
not
sure
exactly
which
act
we're
up
to
now.
There
was
ice
tea,
then
a
couple
of
others.
Every
time
a
new
one
comes
out,
the
rules
change
a
little
bit
and
we
have
to
make
sure
we
stay
up
with
that.

We
make
sure
that
the
federal
surface
transportation
funds
are
being
spent
in
the
urbanized
area
properly,
and
we
help
with
the
approval
process
for
any
projects
that
are
going
on
within
that
area.
We
also
review
and
plan
major
transportation
projects
such
as
the
6000
road
interchange
that
just
opened
up
recently
part
of
this.
We
have
to
develop
and
manage
a
long-range
transportation
plan
and
a
transportation
improvement
plan.
The
long-range
plan
is
every
five
years.
The
transportation
improvement
plan
is
every
year,
and
that
is
a
listing.

one

most
often
because
this
committee
does
have
to
review
and
approve
that
every
year
that
is,
the
that

a
five-year
outlook
on
projects
themselves
and
we
monitor
and
support
showbus
our
rural
public
transportation
program
next

there.

who
are
our
partners
in
this?
Well
certainly,
pza
is
one
of
our
partners
planning
and
zoning
committee
county
board.
We
also
have
the
regional
planning
commission
that
we
report
to
the
zoning
board
of
appeals
helps
us
with
zoning
cases,
historical
preservation,
commission.

handle
the
historical
preservation,
part
of
things
and
the
kanke
county
enterprise
zone
board
and
river
valley
enterprise
zone
board,
which
ben
is
in
charge
of
both
of
those
under
building.
We
have
the
board
of
examiners.
So
if
someone
has
an
issue
with
any
of
our
building
codes
and
wants
to
challenge
it
or
change
any
of
them,
the
board
of
examiners
handles
that
under
transportation.

committee,

mpo
technical
advisory
committee,
there's
a
safety
committee,
and
we
have
the
river
valley
metro
board
that
we
work
with
the
gis

I
stated

gis
department
really
consists

one
employee.

getting

point

that,

back

we're

a
lot

requests
from
other
county
departments
to
work
on
projects
that
they
have,
and
unfortunately,
mr
bishop
just
doesn't
have
the
time
in
his
day
to
accomplish
those
projects,
not
that
we
don't
want
to
do
them.

there's
only
so
many
hours
in
the
day
and
I've
been
in
discussions
with
mr
wheeler
about
this
and
we're
looking
at
going
a
bit
of
a
direction
of
possibly
hiring
mr
bishop,
an
assistant
to
help
out
that
would
be
paid
for
by
in
part,
at
least
by
these
other
departments.
The
gis
department
is
funded
by
a
fee
at
the
recorder's
office
that
pays
for
the
entire
department.
In
fact,
no
general
fund
money
is
spent
on
the
gis
department.

Unfortunately,
this
new
hire
is
probably
gonna
push
us
right
about
to
the
limit
of
that
revenue
stream,
and
we
have
to
save
money
in
that
revenue
stream
for
new
aerial
photography
every
five
years.
So
when
I
did
the
math
it
came
out
to
above
our
normal
yearly
revenue.

If
we
hired
this
person
at
what
the
salary
we
think
we
would
get
them
for,
because
we
have
not
even
advertised
it
yet.
We'd
have
about
we'd,
be
putting
about
seven
thousand
dollars
a
year
into
the
fund
for
aerial
photography,
which
usually
costs
about
two
hundred
thousand
dollars
every
five
years.
That
math
doesn't
work.

if
we
do
this
we're
going
to
need
contributions
from
the
other
departments
that
would
like
to
use
it
and
we
have
not
had
full
discussions
with
them.

that's
why
I'm
being
kind
of
vague
on
that
mr
wheeler
just
thought
it'd

committee

what
we're
up
to
and
where
we're
going

it

we'll,
of

everything

mandate

a
consultant
to
do
this
work
and
they
would
like
daniel
to
take

they're
needing

they
tell

do

county

person

yet

replace
them.

those

the
three
departments

it's

we

did
a
search.
We
talked
to
other
counties

did.
I
was
out
looking
around
to
see
what
other
people
were
doing.

come

find
out
the
gis
system.
We
have
right
now

module
for
redistricting
mapping,
so
we
approach
them.
Dell's,
got
a
trial
going
right
now
to
kind
of
play
around
with
it
to
make
sure
we're
okay,
but
it
snaps
right
into
our
current
gis
mainframe.
I
believe
the
cost
was
about
seven
thousand
or
five
thousand
dell.

I
think
it's
not
a
yearly
thing,
because
we're
only
going
to
use
it
this
year.
We
won't
need
it
again
for
ten
years.
So
it's
basically
let
the
committee
know
it's
budgeted.
We
have
that
money
in
in
there
and

requires

amendment
at
the
end
of
the
year,
we
think
we're
okay,
we'll
come
back
and
say
we
need
a
budget
amendment
for
planning,
but
for
the
most
part
it
couldn't
be
a
better
situation
as
far
as
ease
of
integration
into
the
systems
we
already
have
right.

software
we

work
with
the
data
that
we
have
obviously
there's
some
manipulation,
but
just
to
make
sure
we
have
the
most
accurate
data
for
doing

pretty
robust
software.
Actually,

move
lines
around
on
the
map,
it
automatically
changes
the
population
of
that
district,
so
you
can
equalize
and
distribute
your
population
accordingly.

you're
all
said
and
done,
it
will
actually
print
out
and
write
the
legal
descriptions
for
each
board
district,
which
I
had
to
do
in
2010
manually.
It
took
me
a
couple
of
weeks
to
do
that,
as
you
can
imagine
those
legal
descriptions
get
long.

do
that
and
for
mapping
purposes.
When
it's
all
said
and
done,
it
will
actually
print
out
to
make
individual
map
books
of
the
county
with
our
map
books
for
the
county
board
district
with
an
individual
map
for
each
each
district,
as
well
as
the
a
table
showing
all
the
population
and
other
attribute
information
for
it.
So
you'll
have
a
two
page
for
each
district
on
that:
