meeting
and
some
things
that
we've
been
doing
for
quite
a
while
and
we're
gonna
have
the
reading
of
the
minutes
from
last
meeting
with
lieutenant
mason
of
bradley
police
department.

All

last
meeting
august
19
2020
here
review
of
last
month's
meeting
notes,
which
the
prior
meeting
was
july.
23Rd,
we
kind
of
went
over
the
implementation
of
the
ten
shared
principles,
talked
about
the
eight
can't
wait:
police
reform,
review
of
police
policies
and
procedures
related
to
use
of
force
status
of
community
response.
Team
saro
spoke
on
the
civilian
review
board
body
cameras
we
spoke
about
and
where
departments
are
at
with
them.

Reading
of
the
adopted
resolution
by
the
kinky
county
board,
supporting
full
funding
of
kinky
county
public
safety
departments
supporting
illegal
immigration,
reaffirming
our
commitment
to
social
equity,
discuss
mental
health
issues
in
kinky
county
area,
lack
of
funding
increase
in
need
up
for
it,
training
updates
on
the
community
response
team.
We,
basically
chief
swinford,
summed
it
up
said
we
need
to
go
forward
with
training.
We
had
20
plus
members
2022,
something
like
that.

had
already
identified
for
the
christ
response
team,
so
we're
looking
at
possible
locations
and
kind
of
tossed
around
whether
we
wanted
it
recorded
or
not,
thoughts
on
modeling,
our
local
naacp
law
enforcement
meetings
and
bring
it
to
the
sheriff's
association
to
adopt
statewide
from
sheriff
downey,
discuss
local
law
enforcement
policies
and
procedures.
Most
agencies
use
lexipo
for
policies,
procedure,
review
and
implementation
agencies
can
push
out
daily
training
bulletins
that
just
basically
reinforces
the
policies
to
the
officers.

The
general
consensus
is
very
costly
and
time
intensive,
commander
austin
from
city
served
on
that,
for
I
believe
it
was
at
least
for
the
I
think,
they're
into
the
ninth
or
tenth
year,
now
very,
very
good
program,
a
lot
to
go
through
but,
like
it
said,
very
costly
and
time
intensive
and
then
the
body-worn
cameras
we
discussed.
Basically,
what
it
boils
down
to
is
whether
there
will
be
a
mandate
or
there's
not
going
to
be
a
mandate
either
way.

agencies
are

doing
some
hiring.

guys

accepted
applications,

the

will
be

start

this

as
we
talked
about
last
month,
you

we
thought
it
was
we
needed
to
push
forward
with
this
and
wrap
it
up.
We've
met
several
times.
We
came
up
with
a
training
regimen,
which
I
just
passed
out
to
everybody.
You
can
see.
We
broke
the
training
down,
hopefully
into
about
a
four
hour
time
period.
That
might
be
a
little
flexible.

We
have
a
section
in
there
for
the
milo
range
simulator,
which
is
a
like
a
fast
training,
simulator
legal
aspects
of
police.
He
supports
by
the
state's
attorney's
office
post
events,
event,
investigation,
a
civil
unrest
period,
and
then
we
have
a
period
where
we
can
talk
about
some
local
cases
of
protests
and
then
really
what
the
guts
of
the
task
force
are,
what
their
expectations
are.

then
we'll
close
it
out,
so
we
anticipate
lasting
about
a
half
a
day.
All
the
trainers
are
on
board
and
spoken
with
all
of
them.
So
at
this
point
we
really
just
need
to
pick
the
days
we
want
to
do
it
and
obviously
all
we
need
at
a
minimum.

need
all
these
trainers
available
in
those
days
and
then
we'll
put
it
out
to
the
membership
and
we'll
probably
have
to
pick
a
couple
of
different
days.

thing

see,

we
want
to
make
sure
that
not
only
the
administration
have
signed
up
on
it,
but

officers,
are
enforcing
and
implementing
the
ten
shared
principles
and

idea

the
eight
can't
wait
and
again.

know
that
our
state
lawmakers
have
signed
off
a
couple
years
ago.
You
know
regarding
the
chokehold
and
some
of
the
other
things
they
can't
not
do,
but
it's
about
again
reinforcing
and
implementing,
and
we
just,
I
think,
it's
the
thing
repetitiously
that
we
probably
need
to
let
our
staff
officers
aware
that
what
you
know
what
they
should
be
reminded
daily.
So
that's
that's
pretty
much
all
I
have
to
say
if
anybody
else
have
anything
and.

all
they've
all
been
issued
out,
or
at
least
to
the
departments
that
have
taken
them
right,
which
I
believe
is
everybody

with
that,
mr
hunter,
you
want
to
go
with.

Personnel
that
augmented
the
work
forces
for
the
various
departments
for
special
events
and
other
initiatives
that
provided
additional
personnel
for
the
various
police
departments
without
the
erosion
of
the
bargaining
units
additionally
wouldn't
preclude
the
lateral
entry
ordinances
which
I
assume
all
of
you
guys
have
now
right.
Everybody's
got
a
lateral
entry
in
their
respective
departments.

This
would
be
something
that
could
would
be
bought
bought
into
by
all
the
villages
in
the
cities
and
run
through
the
sheriff's
department,
meaning
that
that
everybody
would
pay
into
it.
It
would
just
just
fall
on
the
sheriff's
department
to
necessarily
put
the
bill
on.
This
would
not
preclude
you
guys
from
being
able
to
do
some,
your
own
recruitment,
but
it
would
identify
potential
candidates
for
hiring
in
your
respective
departments.

This
is
not
something
I
want
you
to
agree
to
now,
but
it's
for
a
topic
of
discussion,
so
we
could
take
some
some
initiatives
to
grow
our
home.
Not
only
you
can
even
expand
that
to
the
fire
departments
as
well
too,
because
if
you
take
a
look
at
the
the
various
fire
departments,
you
know
they're
very
homogenous
in
terms
of
the
scope
of
the
of
the
races
and
and
the
sexes
in
those
departments.

So
anyway,
there's
something
for
consideration
and
we'll
have
further
discussion
about
that
sounds
like
a
good
idea.
You
know
a
subject
came
up
about
cost
and
I
don't
want
to
be
redundant.
It'd,
be
a
shared
cost
in
terms
of
not
just
falling
on
the
sheriff's
department.
Would
it
be
a
shared
expense
for
all
of
those
who
want
to
participate
in
so
just
want
to
mention
that
to
you
and
we'll
have
further
discussion
about
that
in
the
future.

Yeah,
I
would
just
kind
of
hop
on
what
mr
hunter's
talking
about
and
one
of
the
things
that
we
do
and
that
we
have
actually
done.
We've
actually
changed
our
merit
commission
rules
and
give
not
only
additional
military
points,
but
we
also
give
some
extra
time
and
education
points
to
people
that
are
already
working
in
the
jail,
and
I
have
at
least
for
us.
I
don't
know
that
that
necessarily
applies
to
the
other
departments.

Those
requirements
are
basically
a
high
school
diploma,
and
I
can
tell
you
from
the
time
I've
been
here
to
now.
I
can
tell
you
that
a
start
in
the
corrections
division
for
a
kid
coming
out
of
high
school
with
no
degree
and
in
all
likelihood,
if
he's
18,
19
20
years
old,
might
still
be
living
at
home.

I
truly
believe
to
this
day
that
somebody
who's
coming
out
of
the
jail
and
the
skills
that
he
has
obtained
since
he's
been
here.
The
ability
to
talk
to
people
the
ability
to
deal
with
people
in
a
confined
area
in
a
place
where
we
know
they
don't
want
to
be
if
they
can
make
it
next
door
in
there
being
a
cop,
is
a
piece
of
cake,
and
so
we
encourage
those
that
want
to
be
the
police
to
start
at
the
jail.

And
so
I
don't
know
if
we
can
kind
of
combine
the
two
with
what
you're
talking
about,
because
this
would
allow
them
to
get
paid
a
pretty
good
wage
as
they're
putting
their
time
in.
I
know
that
some
agencies
and-
and
I
reference
will
county,
although
they've
changed
since
but
used
to
be
when
you
get
hired
at
will
county
you
got
hired
in
the
jail.
You
worked
at
the
jail
first
and
then,
once
you
proved
yourself
in
the
jail,
then
you
went
to
the
road
that
has
since
changed
now.

They've
now
separated
that
they
have
corrections
and
they
have
deputies
used
to
be.
You
got
hired
as
a
deputy
and
you
worked
in
the
jail
first,
so
you
know,
I
think
it's
beneficial,
because
one
of
the
things
that
we
look
at
is
your
work
history,
your
attendance,
you
know.
If,
if
somebody
and
and
you
know
the
thing
we
do
and
it's
probably
we
do
it
a
lot
in
law.

If
you
don't
hear
anything
bad
about
them,
they're
pretty
darn
good,
but
you
can
identify
the
ones
that
you're
dealing
with
every
other
day
who
are
always
getting
in
conflicts
with
inmates
who
are,
you
know,
not
doing
their
job
who
so
it
gives
us
a
sense
of
who
can
make
a
good
police
officer
as
well
and
the
other
benefit,
for
I
mean
for
those
working
in
the
jail
if
they
want
to
stay
in
the
jail
and
make
that
a
career.

That's
awesome
I
mean
that's,
that's
absolutely
awesome,
so
just
something
else
to
think
about
when
we,
when
we
talk
about
this,
because
I
think
it's
good
that
we
as,
as
the
title
says,
growing
your
own.
I
mean,
I
think,
that's
good,
and
I
I
know
that
every
department
in
here
every
department
in
the
county,
including
the
state
police,
have
former
correctional
officers
working
for
them,
and
you
know
that's
a
plus
for
that
agency.

They
know
who
the
players
are.
They
know
who
how
to
deal
with
them.
They
know
how
to
talk
to
them
and
they
sometimes
in
most
cases,
develop
to
develop
a
trust
that
they
can
communicate
with
them.
Much
better
than
you
know,
and
not
to
say
that
some
kid
coming
right
out
of
college
is
a
bad
thing,
but
there's
a
lot
to
be
said
for,
for.

Experience
what
we
might
be
able
to
do
is
modify
the
correctional
program
in
terms
of
auxiliary,
and
that
would
prepare
them
not
only
for
the
sheriff's
department
but
the
the
other.

schools

we're
offering

police
officers

counselors

far

they
supposed

interface

these
kids
regarding
career
opportunities

high

talked

stuff

pounds
and
had
an
afro

junior
cadet
program

the
respective
high
schools
as
well
too.

That
was
that
was
simply
amazing,
that
to
a
person
the

people
who
voted
on
it
voted
affirmatively
and
also
to
have
the
sheriff
indicate
at
one
of
these
meetings
and
also
criminal
justice,
and
maybe
even
at

county
board,
meeting
that
what
we're
doing
here
with
naacp
community
law
enforcement
should
be
a
model
for
not
only
the
state
but
for
the
usa,
so
that
that
probably
says
something
I
don't
know
of
any
place.

stuff
happens.
I
mean
there's
always
some
kind
of
adversarial
role
between
community
and
and
law
enforcement.
I
think
we're
in
the
process
of
bridging
that
gap.

Also,
this
response
team
is,
is
unique
and
they've
gotten
some
around
the
country
too,
but
I
think
ours
will
probably
be
an
upper
tier
as
opposed
to
what
we
see
in
other
places.
Civilian
review
board
is
something
that
another
initiative
that's
coming
out
coming
out
of
this
as
well
too.
So
I
appreciate
that
well,.

absolutely
correct
because
there's
a
a
number
of
other
counties
of

have
actually
called,

know
the
chief
is
aware-
and
I
think
it
was
one
of
our
meetings.

county
state

we're
doing

try

implement
it.

their
respective
communities
it's
not

but

in

week's
candidates
forum
and
it's
in
our

mentioned
it

We
have
another
more
progressive
state's
attorney
so
and
everyone
is
always
talking
about
the
money.

who's
running
for
state
rep,

it
was
clearly
stated
by
our
current
state
senator
that
you

so
we
need
to
make
some
connection
with
him
regarding
funding,

think

like
out
of
the
black
caucus.
There
was
at
least
a
four
peer-tier.

doing
our
due

have
the
second
vendor
that
we're
testing
their
product
on

some
officers

we'll

that
we'll
be
testing

capital
budget,

hopefully
everything
goes
well
after
the
new

vendor

each
person
might

have

conversation

it
was

for
the

to
build

bridge

our
respective

force

board

him

an

where
kankakee
is

this
particular
initiative.

the
city's
been
looking
at
the
civilian
review
board,
options
that
are
out
there,
and
I
presented
a
draft
to
our
public
safety
committee
last
meeting
and
they'll
be
reviewed
and
discussed
further
on
the
next
meeting
with
alder
alderman
brown
is
the
chairman
of
the
committee
is
here
and
what
the
model,
one
that
we're,
that
I've
presented
to
the
board
was
basically
based
on
the
bloomington
illinois
version
of
a
civilian
review
board
and
the
the
major
thing
in
reference
to
this
review
board
is
it's
a.

It
provides
a
recommendation.
It
does
a
a
number
of
things.
It
serves
as
citizen
advisory
committee
to
to
myself
and
to
the
mayor,
and
it
also
educates
the
community
to
have
meetings
with
the
community
about
different
issues
that
might
be
happening,
how
they
could
make
a
complaint,
how
they
would
also
what's
the
procedures
and
make
people
more
aware
of
policies
that
the
police
follow.

of
the

major
incidents
is,
they
would
actually
look
at
cases
that
would
come
up
that
would
go
through
our
regular
procedure.

that
happens
now,
which
we're
we're
a
little
bit
different.

inspector

at
from
someone

directly
reporting
within

department
as
the
city

city
personnel

police

we
would
go
through
that

satisfied

the

and
they
would
be
able
to
make
a
recommendation
to
the
mayor
and
the
police
chief,

concur
or

negotiate

talk

I
just
want
to
applaud
alderman
brown
and
the
police
department
and
the
mayor

least

there's

municipalities

at
least
thinking
about
it

know
states
attorney

and
I
will
be
meeting
some

lawmakers
in

municipalities
