exciting
and
humbling
to
be
on
this
side
of
the
table,
because
about
a
decade
ago,
I
worked
for
the
Judiciary
Committee,
so
I
know
the
hard
work
that
the
staff

I
know
all
of
the
work
that
the
committee
members
do
and
how
important
the
topics
that
this
committee
touches
so
I
can't
say
I
expected
to
be
on
this
side
of
the
table.

Senate,
Bill
271.

We

the
Kentucky
State
Police,
and
we've
been
working
very
closely
with
representatives
of
the
administrative
office
of
the
courts.
I
know
that
they
were
maybe
going
to
be
in
the
room,
but
I
wanted
to
give
them
a
shout
out,
because
we
have
been
working
so
closely
with
them
on
implementation.

So
I
don't
want
to
speak
for
you
Senator
Westerfield,
but
as
we
understand
it,
Senate
Bill
271
was
born
out
of
an
identified
need
for
quality
and
connected
data
around
interpersonal
violence.
As
you
all
are
well
aware,
domestic
violence
is
multifaceted
and
pervasive.
It's
an
issue
that
touches
every
sector
of
the
criminal
justice
system
and
many
other
fields.
It's
also
a
crime
that
spans
across
backgrounds,
demographics
and
lived
experiences,
and
it
has
many
forms
from
physical
and
sexual
abuse
to
financial
and
emotional
abuse
as
well.

Kentucky
has
a
strong
history
of
supporting
victims
of
crime
and
investing
in
key
services
to
help
bring
Justice
healing
and
security
to
survivors.
The
work
and
collaboration
among
all
three
branches
of
government
and
other
state
and
local
agencies
has
strengthened
and
expanded
protections
for
victims
over
the
years.
Increased
penalties
for
offenders
and
supported
advocacy
efforts
to
better
address
domestic
violence
throughout
the
Commonwealth
and
I
know
you
all
are
probably
intimately
familiar
with
your
domestic
violence.

Kentucky
also
has
high
rates
of
substance,
abuse,
parental
incarceration,
poverty,
child
abuse
and
mental
health
issues.
Each
of
these
intersect
with
contribute
to
and
can
result
from
experiences
with
domestic
violence.
Furthermore,
victims
of
domestic
and
interpersonal
violence
face
many
barriers
to
successfully
leaving
these
situations
and
accessing
Services.
They
need
even
with
the
best
resources.

There
are
so
many
opportunities
to
intervene
and
make
positive
change
to
prevent
domestic
violence,
help
victims
in
the
midst
of
volatile
situations
and
ensure
survivors
have
every
opportunity
to
thrive
and
heal,
and
we
have
wonderful
programs,
amazing,
Advocates
and
committed
efforts
across
Kentucky
that
do
just
that,
like
the
elected
officials
in
this
room,
one
of
the
core
missions
of
the
Bashir
Coleman
Administration
is
combating
violent
crime,
Seeking
Justice
for
victims
and
supporting
survivors
in
their
moments
of
Crisis
and
on
their
journey
toward
healing.
Furthermore,
the
justice
and
Public
Safety
cabinet.

Because
of
these
things,
we
saw
an
opportunity
to
fully
leverage
the
potential
of
Senate
Bill
271
into
something
that
could
be
transformational
for
domestic
violence,
prevention
and
services.
As
a
reminder
in
the
22
regular
legislative
session,
Kentucky
took
an
important
step
forward
when
the
path
with
the
passage
of
Senate
Bill
271,
sponsored
by
Senator
Westerfield.

This
bill
improves
the
ways
in
which
domestic
violence
data
in
Kentucky
is
collected,
analyzed
and
utilized
by
requiring
that
CJ
Sac
provide
an
annual
report
on
domestic
violence.
Related
data
throughout
the
state
agencies
like
the
Cabinet
for
Health
and
Family
Services
Kentucky
State
Police
AOC
they're
required
to
submit
domestic
violence
data
that
they
collect
to
CJ
Sac
through
Senate
Bill
271,
which
will
inform
this
annual
report.

But
we
knew
that
simply
regurgitating
and
submitting
a
report
from
the
data
that
was
submitted
to
us
wouldn't
provide
you
all
as
policy
makers
and
Advocates
with
the
information
that
would
truly
be
sought
and
would
be
helpful.
So
at
the
cabinet
we
utilized
Senate
Bill's
271's
passage
as
an
opportunity
to
reimagine
CJ,
sex
or
criminal.

I'm
gonna,
let
Elsie
go
into
further
detail
about
specific
implementation
steps,
but
CJ
sac
in
the
Justice
cabinet
have
been
working
since
June
to
implement
Senate
Bill
271
by
coordinating
with
necessary
partners
and
at
the
cabinet
we've
leveraged.
This
work
to
identify
key
areas:
Beyond
Senate,
Bill
271,
where
domestic
violence
data
can
be
enhanced
to
better
serve
victims
in
the
field.
The
Justice
cabinet
has
entered
into
preliminary
conversations
with
agencies
like
KSP
Kentucky,
Center
against
domestic
violence,
AOC
KY
stats,
the
child
Fatality
and
near
fatality
external
review
panel
and
legislative
leaders.

The
consistent
theme
from
these
conversations
reiterates
that
there's
a
need
to
break
down
information
silos,
create
uniform
data
collection
and
Reporting
systems
and
expand
the
ways
information
is
distributed,
we're
exploring
ways
we
can
partner
with
national
organizations
like
the
Council
of
state
governments
on
initiatives
that
could
help
us
to
assess
our
systems.
Implement
key
changes,
develop
strong
public
policy
and
potentially
be
a
model
and
leader
in
the
country
on
Statewide
domestic
violence,
data
efforts.

In
this
way,
Senate
Bill
271
demonstrates
how
good
public
policy
is
Reliant
upon
strong
coordination
among
the
three
branches
of
government
and
Community
Partners.
We
each
play
a
critical
role
in
alleviating
and
reducing
domestic
violence,
and
we
can
solve
it
by
working
together,
while
data
isn't
always
the
most
exciting
topic.
Data
collection
and
Analysis
are
essential.
Quality
data
around
domestic
violence
allows
service
provider
providers
to
better
Target
programming,
increase,
critical
funding
opportunities
and
fill
gaps
and
services.

It
also
enhances
training
for
First
Responders,
strengthens
Corrections
and
re-entry
efforts
to
prevent
recidivism
and
determine
the
efficacy
of
Criminal
Justice
processes
to
better
develop
solutions
for
domestic
violence
issues
by
measuring
outcomes.
In
short,
better
data
will
save
dollars
and
save
lives.

Oh
no
one
November
of
this
year,
I
was
appointed
as
the
executive
director
of
Criminal
Justice
statistical
analysis,
Center
I'll
generally
refer
to
it
as
CJ
sack
for
the
remainder
brief.
A
brief
background
of
my
relevant
experience
about
I
graduated
with
a
Bachelor
of
Science
degree
from
Eastern
Kentucky
University
in
Psychology
I
served
in
the
Marine
Corps
Reserve
as
a
Communications
and
most
specifically
Information
Technology
office
officer,
a
lot
of
what
we
do.

Deals
with
that
information
technology
infrastructure
I
worked
as
a
consultant
at
the
private
sector,
primarily
supporting
studies
and
Analysis
for
Department
defense
agencies,
specifically
in
capabilities-based
assessments
that
require
substantial
statistical
analysis
and
I've,
worked
for
the
Justice
cabinet
since
November
of
2015
and
a
variety
of
roles,
managing
contracts,
finances
grants
and
policy
and
procedure.
A
few
General
notes
about
CJ
Sac
as
an
organization
on
one
November.
We
established
it
within
the
office
of
legislative
and
intergovernmental
Services,
which
is
the
office
Natalie
heads
within
the
office
of
the
secretary.

Additionally,
we
appointed
Drew
ritzel
as
our
deputy
director
and
he's
our
first
employee
other
than
myself.
We
currently
enjoy
the
full
support
and
resources
of
the
office
of
the
secretary
and
the
Departments
within
just
some
Public
Safety
Academy.
Additionally,
we're
working
to
partner
and
build
relationships
with
all
state,
statistical
analysis
and
research
agencies,
as
well
as
all
criminal
justice
agencies.
Those
Partnerships
are
what
help
us
do.
Our
do.
Our
job
relationship
building
was
a
top
priority
for
the
administration
and
for
CJ
Sac
leadership,
and
it
has
been
a
key
part
of
our
initial
implementation
efforts.

We
know
that
information
sharing
is
a
two-way
street
and
that
getting
Data
Systems
to
talk
to
each
other
requires
intense
coordination
and
that's
why
we
work
with
our
partners
to
build
currently
Bridges
between
those
systems.
So
we
can
get
those
data
out
of
those
silos
and
together
where
it
can
be
more
evidence-based
and
more
collaborative,
so
that
we
can
provide
that
information
back
to
the
relevant
agencies
that
need
it
to
make
decisions.

Foreign
update

specific
Senate
Bill
271
implementation
efforts,
as
Natalie
mentioned
in
June
of
this
year,
the
cabinet
leadership
stood
up
a
Senate
Bill
271
standing
meeting.
It
meets
every
Monday
at
the
cabinet,
both
in
person
and
virtually,
and
this
meeting
is
attended
by
cabinet
leadership,
the
justice
and
Public
Safety
cabinet
Financial,
legal
and
Grant
staff,
members,
the
external
child
Fatality
and
near
fatality
panel,
the
Kentucky
State
Police
and
the
administrative
office
of
the
courts.

a

local

Enforcement
Officers
utilize,
the
jc3
form
for
reporting
of
domestic
violence,
Dating
Violence,
child
abuse,
victimization
of
elderly

disabled

the
Kentucky
State
Police
to
the
Kentucky
Kentucky
Cabinet

Health

year,
CJ
Sac
staff

met
with
Kentucky
State
Police
in
the
records
Branch,
including
Captain
Mortimer
who's.
Here
with
us
today,
to
learn
more
about
the
form
and
the
upgrades
that
would
be
needed
based
on
the
Senate
Bill
271
in
our
collaboration.
We've
thus
are
provided
an
initial
upgrade
of
a
proposal
from
our
vendor
and
we're
currently
working
through
those
updates
with
the
Kentucky
Coalition
against
domestic
violence
prior
to
full
implementation
and
recently
on
December
12th.

CJ
Sac
met
with
the
administrative
office
of
the
Courts
for
a
demonstration
of
the
electronic
emergency
protective
order
system,
we're
providing
an
initial
overview
of
the
current
electronic
forms
and
the
system
processes
and
we
were
walked
through
in
the
entire
process.

On
the
29th
of
November,
deputy
secretary
Jackson
and
I
met
with
our
Bureau
of
Justice
statistics,
Federal
program
manager
to
discuss
the
Kentucky
CJ
Sac,
our
standing
up
of
that
and
our
implementation
of
Senate
bill
271..
That
was
a
very
well
received
meeting.
Currently
CJ
sack
the
Kentucky
State
Police
and
the
administrative
office
of
the
courts
are
coordinating
our
data
and
Technical,
or
coordinating
a
data
and
Technical
staff
meeting
to
allow
for
the
discussion
and
identification
of
any
data
or
technical
system
challenges.

initial
meeting
will
be
to
discuss
the
jc-3
form
at
the
Kentucky
State
Police
record
Branch,
with
a
follow-on
meeting
at
the
administrative
office
of
the
courts,
division
of
research
and
statistics
to
discuss
the
electronic
emergency
protective
order.
These
meetings
should
enable
us
to
determine
the
best
methods
by
which
to
process
the
data
from
the
Kentucky
State,
Police
and
administrative
office
of
the
Court's
Data
Systems.
Additionally,
it
will
allow
us
to
identify
as
a
work
group,
the
best
possible
solutions
to
overcome
any
system
or
data
related
challenges.

groups,
there
were
we're
not
all
doing
the
exact
same
thing.
We're
not
like
just
the
jc3
is
an
example
there
that
we're
not
all
using
it
electronically,
but
I
assume
they're
going
to
be
other
gaps
there
other
places
where
we're
not
getting
data,
or
it's
not
being
reported.

changes

to
make
legislatively

identify
them

that
we

working

those
changes

the

assembly
