want

make
first
of
all,

want

congratulate
you
on
them
on
your
job,

that
you've
been
there
for
a
while,
but
now,

as
a
former
FOP
president
myself
and
you
being
a
former
FOP
president
as
a
retired
police
officer
and
one
of
the
things
I
like
about
your
appointment.
Mr.
Commissioner
is
you
do
come
right
from
the
street
and
I
think
that's
a
good
thing
and
the
times
were
living
in
and
I'm.
Also
a
graduate
of
your
institution.

think
of
that
I
remember
back
many
years
ago,
when
I
went
through
and
been
to
a
lot
of
graduation
since
then
they
tremendous
esprit
de
corps
that
was
developed
with
relationships
by
the
recruits
and
when
people
are
isolated,
they
don't
get

benefit
of
that.
But
I
understand
completely
what
you're
forced
to
deal
with
and
I
want
to
congratulate
you
on
doing
a
great
job.

need
this
waiver,
probably
sooner
than
later
of
all
times
in
our
history,
I
think
we
need
a
full
complement
of
police
on
the
street
and
we
need
a
good
pool
of
police
officers
out
there.
What
is
your
view
of
the
governor's
response
to
the
waiver,
as
has
his
office,
been
positive
in
their
response,
and
what
do
you
think
about
the
timeframe.

those

haven't
gotten.

latest

spent
an
inordinate
amount
of
my
last
10
days
dealing
with
this
issue
on
every
level,
with
every
agency,
every
local,
official
and
inmates
and
their
families.
So
last
10
days,
I've
been
consumed
by
this
and
I'm
glad
to
do
this
because
it's
it's
important
to
me.
We
have
state
prisoners
in
county
jails
with
lack
of
consistent
protocol.

It's
all
great
what
you're
doing
in
the
facilities
I
feel
much
better
about
my

people,
my
constituents,
my
clients,
my
you
know,
and
other
people's
that
are
in
the
state
facilities,
because
I
know
what
you're
doing,
because
I've
got
clients
and
and
and
guards
throughout
the
state
that
tell
me
what's
going
on,
but
I
had
to
hear
all
this
from
inmates
and
there's
like
a
uniform
protocols.
There's
lack
of
reporting,
there's
lack
of
oversight
in
this
instance.

have
great
discrepancies
with
where
some
inmate,
but
some
luck
of
the
draw
gets
put-
and
you
know
this
is
something
we've
got
to
talk
about,
and
I
want
to
Committee
to
know.
What's
going
on
here
and
I
want,
we,
as
policymakers
are
responsible
for
these
state
inmates.
I
don't
want
to
operate
in
a
silo
anymore,
I
need
we
need
information
about.
What's
going
on
here,
I
appreciate
what
you're
doing
I
appreciate
how
you've
handled
it
except
you've
had
not
much
communication
with
me
other
than
me.

our
county
jails
and
shackles,
better
work
on
commissions
and
task
forces
and
everything
else
through

years,
but
this
is
really
consumed
a
lot
of
my
time.
Energy

passion
in
the
last
10
days
and
I
have
great
concerns
for
what's
going
on
with
my
with
our
state
inmates
and
I
just
want
to
see
more
oversight
and
consistent
protocol
from
the
corrections,
cabinet
and
I'm
just
I
guess.
My
question
is:
what
are
we
gonna
do
about
it?

they
want
to

what's
happening.

commissioner
that
it
knows
what
it's
like
to
be
in
a
prison
and

there

two

important
things,

two
questions
for
you
number
one
are
the
inmates
getting
their
mail
and
that's
question
number
one
and
number
two
is
tell
me
the
direct
effect
of
the
COBIT
on
prison
population.

much
of
the
population
has
been
reduced
as
a
result
of
Cova
and
correction
policies?
