From YouTube: Legislative Ethics Commission 4/13/21
Description
Live Stream provided by LRC staff
C
Okay,
now
thanks
everyone
for
your
attendance,
I'm
calling
the
kentucky
legislative
ethics
commission
meeting
of
april
13th
2021
in
to
order,
and
I'm
going
to
ask
danita
to
call
the
role
when
you
answer.
When
you
answer,
please
identify
where
you
are
located
physically.
B
I'll
do
that
again:
pat
private
here
excellence,
tony
gates
here
in
the
ethics
office
bill
huddleston
here
in
frankfort
kentucky
at
my
home
dave
nicholas.
C
It
appears
as
though
we
have
a
quorum
and
ready
to
do
business
first.
Order
of
business
is
to
is
the
approval
of
the
minutes
of
the
meeting
of
march
17
2021
are?
Is
there
a
motion
to
approve
these
minutes.
B
C
Okay,
there's
a
motion.
Second,
any
corrections,
any
discussion,
anything
there
that
needs
to
be
changed
or
adjusted;
okay,
seeing
none
all
those
who
favor
the
motion
signify
by
saying
aye
aye,
all
those
pros
know
the
eyes
and
it
is
so
ordered
the
next
order
of
business.
Is
our
staff
report?
Laura
you
have
the
floor.
A
Okay,
great,
it's
great
to
see
you
all
again,
virtually
we
have
a
kind
of
a
short
staff
report.
We
went
over
a
lot
of
things
I
think.
Last
month,
as
of
now,
we've
still
got
our
office
closed
to
in-person
services.
A
Again
we're
still
coming
in
about
once
a
week
individually
and
are
working
from
home
the
rest
of
the
time
you
know,
as
as
more
people
get
vaccinated,
we're
hoping
to
you
know,
progress
to
more
people
in
the
office,
but
we're
taking
it.
You
know
taking
it
slow
for
everybody's
protection
and
and
think
I
think
it's
going
well
one
thing:
we
we
decided
to
order
new
laptops
for
the
staff
as
we
we
do
have
a
few
for
our
office,
but
they
they're
really
really
old
and
didn't
adequately
meet
the
needs
of
the
staff.
A
For
example,
I
think
laurie
had
said
when
she
pulls
up
our
database.
You
can't
see
the
whole
thing,
which
is
bad.
I
mean
you
need
you
need
to
be
able
to
see
it,
so
we
kind
of
ordered
four
four
new
laptops,
and
actually
it
had
worried
me
a
little
bit
because
we've
kind
of
we've
been
using.
A
You
know
personal
equipment,
some
at
home
danita
took
her
computer
home,
but
I
I
feel,
like
that's,
not
good,
to
make
people
you
know,
get,
wear
and
tear
on
their
on
their
personal
computers
and
I'm
you
know
I
kind
of
apologize
for
it.
Taking
so
long
for
me
to
progress
on
that.
But
again
I
feel
like
that'll
that'll
also
enable
us
to
to
be
more
flexible
and
and
to
you
know,
kind
of
separate
out
the
work,
the
the
work
use
versus
personal
personal
use.
A
Again
I
wanted
to
just
shout
out
our
staff
again
and
thank
lori
and
danita
and
emily
for
their
hard
work
and
and
being
flexible
and
working
together
to
to
really
just
keep
keep
everything
going
and
solve
problems
really
quickly.
I
I
really
I
wanted
to
particularly
commend
lori
smither
for
working
out
a
dispute
with
one
of
our
contractors
that
had
been
going
on
for
for
several
weeks
about
their
billing.
A
We
just
value
her
expertise
so
much
in
keeping
the
office
running
and
all
of
us
on
track,
including
me,
because
I'm
kind
of
spacey
but
we're
working.
You
know
diligently
too,
on
all
the
filings
and
and
for
the
employers
and
and
lobbyists,
and
things
like
that
so
kudos
to
to
her
also
lori
and
danita
are
going
to
meet
with
lrc
staff
next
week
on
our
database
project,
which
danita
had
talked
about
last
time
and
they're
gonna
they're
they
have
stepped
up
and
and
are
going
to
help
us
overhaul.
A
Well,
they
are
going
to
overhaul
our
our
ancient
database
and
to
bring
it
you
know
into
the
21st
century
and
and
really
enable
us
to
which
is
really
cool
to
to
pull
out
a
lot
of
this
data
that
we
have,
for
example,
the
bills,
the
bill,
information
that
where
people
are
lobbying
on
particular
bills.
You
know
danita
got
with
with
cot
and
we
have
a
report,
but
once
they
modernize
the
database,
we
think
you
know.
Obviously
lori
and
danita
will
be
able
to
work
with
it
much
more
smoothly.
A
There
won't
be
glitches
and
but
that
data
can
be
pulled
out
and
then
shared
with
the
public.
A
So
we
feel,
like
that's
a
really
good,
a
great
a
great
thing
for
the
office
and
again,
hopefully,
primarily
so
that
laurie
and
danita
can
work
work
work
more
smoothly,
although
they
do
I
mean
you
know
they
do
great
with
the
database
they
have,
but
it
has
a
lot
of
quirks
and
and
things
that
you
know
if
you
put
in
one
thing,
it'll
shut
it
down
and
anyway,
as
a
lot
of
you
know,
ancient
databases
do
from
what
I
understand.
A
So
that's
so
that's
great.
We've
also
had
a
good
response.
I
think
from
the
from
putting
out
the
bill
report
for
employers
showing
you
know
which
bills
folks
are
lobbying
on.
So
so
that's
good,
and
I
think
I
think
that's
pretty
much
all
I
have
on
on
that.
So.
C
Laura
here's
our
data,
backed
up.
B
A
C
Well,
I
just
wanted
to
make
sure
you
know
you
hear
all
the
time
about
these
fishing
things
that
happen,
and
then
private
companies
are,
you
know,
have
to
pay
a
lot
of
money
to
be
able
to
access
their
own
information
again,
and
you
know
I
just
wanted
to
make
sure
that
we
have
a
backup
and
maybe
a
backup
to
the
backup.
So
if
anything
that
were
to
occur,
we
don't
lose
our
stuff.
A
It's
from
to
my
knowledge,
it's
on
a
server
and
down
there
in
the
annex
and
the
capital,
annex
it's
in
a
locked
room
and
they
back
it
up
every
night.
I
believe
danita
right.
They
do
that's
a
great
question,
though,
because
you're
right
people
have
been,
I
think,
when
frankfurt
got
its
stuff
taken
hostage
recently,.
C
A
Yeah,
the
budget's
in
great
shape
again,
we
you
know
we're
fortunate
to
have
hampton
working
with
budget
staff
and,
of
course,
the
the
the
legislative
budget
went
through
with
us
in
it.
So
everything
everything
looks
good.
A
B
A
Oh
sorry,
I
was
just
going
to
say
the
informal
opinions
are
in
there
in
the
book
we
kind
of
doubled
up
on
that
last
month.
So
there's
not
as
much
to
read
this
this
time.
Fortunately,
for
you
all,
but
again,
if,
if
you
have
any
particular
questions,
I
can
answer
those
in
in
executive
session,
but
we're
just
kind
of
chugging
right
along.
C
Good
and
I
read
most
of
those
and
it's
a
great
service
that
we
do
for
the
legislators.
C
That
is
the
thing
that
keeps
us
from
having
hearings
every
few
minutes
and
we,
fortunately,
I
think
the
legislative
folks
have
learned
to
look
before
they
leap
or
ask
before
they
act,
which
is
a
great
thing,
and
that
keeps
a
lot
of
people
out
of
trouble.
So
thanks
for
doing
that,
they're
they're
very
well
written
and
very
good.
If
you
have
questions
we'll
entertain
those
during
the
executive
session.
C
C
C
B
C
Okay
notion
is
that
we,
the
complaint,
be
dismissed.
Is
there
a
second
okay?
Okay,
any
discussion
appearing
to
be
none
all
those
who
favor
the
motion
signify
signify
by
saying
aye
aye
all
opposed?
No,
you
guys
have
it
and
it
is
so
ordered.
C
Thank
you
very
much
we're
down
to
other
business
and
during
that
other
business
we
want
to.
I
want
to
talk
a
little
bit
about
a
couple
of
people
who
have
served
us
very
well
and
are
proceeding
on
to
their
next
adventure
other
than
the
ethics
commission,
representative,
pat
frybert
and
I'll
call
her
that,
because
that's
the
way,
I
first
knew
her
and
she
has
a
long
history
of
public
service.
She's
served
in
the
legislature
from
1979
to
1993.
C
She
was
instrumental
in
the
development
of
this
ethics
code
after
the
bob
trot
scandal
and
she's
been
on
our
commission
for
17
years,
which
is
a
should
deserve
battle,
pay
for
that
and
has
been
an
invaluable
resource
in
ensuring
the
strength
and
enforcement
of
the
legislative
ethics
code.
So,
representative
freibert,
we
appreciate
all
you've
done
in
your
career
public
service,
both
in
the
legislature
on
the
legislative
ethics
commission.
C
You've
been
a
joy
to
work
with
a
very
resourceful
lady,
a
wonderful
person
to
work
with,
and
so
we
applaud
you
for
your
service
and
we're
going
to
miss
you,
and
so
please
know
that
you
go
with
our
goodwill
and
our
thanks
for
everything.
You've
done.
C
Also,
I
want
to
recognize
phil
huddleston
bill
has
served
the
commonwealth
in
a
variety
of
positions
for
over
30
years,
he's
been
on
the
commission
since
2017
and
is
has
a
lot
of
institutional
knowledge,
government
knowledge
and
he's
been
a
great
asset
to
the
commission.
C
C
A
great
personal
friend
to
me
and-
and
I'm
he's
been
a
friend
to
a
lot
of
people
in
involved
in
kentucky
state
government,
he's
made
a
lot
of
impact.
C
People
didn't
always
see
or
know
he
was
involved,
but
behind
the
scenes
a
lot
of
times,
he
got
a
lot
of
good
things
done
and
he's
gonna
leave
us
and
we're
going
to
miss
him.
Also
phil.
Thank
you
for
your
service,
both
to
the
state
government
and
to
the
to
the
ethics
commission.
C
B
Thanks
dave
that
it's
an
honor
to
have
served
on
the
ethics
commission
and
I
appreciate
the
and
value
the
friendships
that
I've
made
with
each
and
every
one
of
you,
and
I
wish
you
the
very
best.
C
Thank
you,
anyone
else
or
have
have
anything
to
say
or
where
you
wanna.
A
We're
just
we're
just
thrilled
to
have
had
both
of
you
all
to
work
with
as
a
as
staff.
I
mean
we
just
you
know.
We
couldn't
ask
for
nicer,
nicer,
more
thoughtful
people
who
care
about
ethics
in
the
commonwealth
and
as
as
we
you
know
as
you
all
depart.
I
hope
you
know
that
you
know
you.
A
Please
call
us
anytime,
we
may
call
you
we
may
just
show
up,
you
know
to
have
lunch
or
whatever,
and
normally
we
do
have
lunch,
but
things
being
the
way
they
are
we
can't
and
and
which
I
hate.
You
know,
because
I
I
really
I
miss
seeing
you
all
in
person
and
interacting
but
lori
danita
and
emily,
and
I
have
put
together
a
few,
a
few
parting
gifts
for
you,
and
I
think,
maybe
I
think
danita
may
bring
yours
and
pat
and
and
we'll
bring
yours
phil
to
your
to
your
house.
A
But
we
wanted
to
get
you
just
a
little
token
of
our
appreciation,
which
is
just
a
gift
card
from
a
couple
of
garden
centers
so
that
you
all
can
continue
to
garden
and
do
the
things
you
all
like
to
do
and
hopefully
send
us
some
pictures
of
what
you've
come
up
with
and
also
danita
had
a
had
a
connect,
a
connection
with
a
cookie
cookie
people.
So
a
little
cookie
tray
will
be
coming
your
way
as
well.
Phil-
and
I
see
that
pat
has-
has
hers.
C
A
B
A
Plaques,
yes,
we
hurt,
we
hear
you,
we
heard
you
no
problem
the
things
to
eat
and
things
to
plant.
So
again
we
just
we
just
I'm
just
overwhelmed
with
just
thinking
about
all
the
things
you
all
both
have
done
for
the
commonwealth
and
and
the
people
in
it
and
are
our
good
wishes
to
both
of
you
all.
A
C
Thanks
to
both
of
you
all
having
no
other
business,
is
there
a
motion
that
we
adjourn.
B
C
Okay,
yeah,
that's
last
act
was
the
second
the
motion
to
adjourn,
and
so
it's
not
debatable
all
those
who
favor
the
motion
signified
by
saying
aye
all
those
opposed.
No,
it
is
so
ordered
and
thanks
to
all
the
commission
members
for
your
attention
and
your
work
on
this
thanks
staff
do
a
great
job
consistently
and
we
are.
We
are
gifted
to
have
a
wonderful
staff,
and
so
you
all
take
care
and
we'll
see
you
in
the
future.
