Description
This is the first part of the up coming live stream for the Kentucky Legislative Ethics Commission. The meeting will be held in in room 169 of the Capitol Annex and will contain both in person and remote members.
Part Two will begin if and when the Commission enters into an executive session.
A
Okay,
for
it
appears
as
though
we
have
a
quorum
and
duly
constituted
to
do
business.
Can
we
turn
up
the
sound
for
our
folks
on
zoom,
because
I
can't
really
hear
them.
A
And
the
first
order
of
business
is
the
approval
of
minutes
from
the
july
12
2022
meeting.
Is
there
a
motion
to
approve.
A
Second,
motion
made
and
seconded
any
discussion
any
conditions,
corrections
snide
remarks
appearing
to
be
none
without
objection.
The
minutes
are
approved,
we'll
go
into
staff
report
and
recognize
laura
for
our
staff
report.
E
Thank
you,
chairman
nicholas
it's
great
to
see
you
all
here
and
in
person
and
and
and
on
zoom
for
the
second
time
we're
in
we're
in
person
which
is
which
is
great
and
we're
also
streaming
on
the
lrc
site.
For
for
folks
who
who
want
to
watch
as
usual,
I'm
so
proud
of
our
staff's
work
during
this
time.
It's
you
know
just
amazing
how
much
these
these
folks
get
done
and
and
as
usual,
we've
been
we've
been
busy
in
terms
of
just
general
goings
on.
E
I
went
to
the
national
conference
of
state
legislatures
and
was
on
a
on
a
panel,
an
ethics
panel
there.
Unfortunately,
I
brought
kovad
back
with
me.
It
didn't
go
to
the
other
people
in
the
office,
but
I've
I've
recovered,
I'm
I'm
okay,
so,
but
I'm
really
really
thankful
for
the
staff
who
who
kept
everything
going-
and
you
know
probably
didn't
even
notice
that
I
was
at
home
so
so
that
was
good.
E
Emily
also
spoke
was
asked
to
speak
at
the
u.s
asia
rule
of
law
program,
which
I
think
is
really
really
great,
that
they
asked
her
to
do
that
and
and
she
did
that
via
via
zoom,
and
you
know,
of
course
telling
telling
people
about
our
code
and
and-
and
then
we
also
had-
I
also
was
asked
to
the
louisville
metro
council
is
doing
some
revisions
to
their
code,
so
I,
via
zoom,
I
appeared
at
one
of
their
one
of
their
commission,
their
committee
meetings
on
that
and
gave
them
they
just
wanted
an
overview
of
the
code
so
and
they
had
a
lot
of
good
questions,
so
that
was
good
in
terms
of
staff
work
and
things
like
that.
E
We're
still
working
and
we've
got
the
office
open
and
and
again
we're
being
flexible,
and
if
and
people
have
designated
days
days
that
they
can
work
from
home
or
or
if
they
just
need
to
work
from
home.
That
day,
it's
you
know,
it's
fine,
so
we're
again
we're
doing
you
know.
Hopefully,
nothing
knock
on
wood,
nothing
extraordinary
to
report
in
that,
in
that
way,
turning
to
the
things
in
your
in
your
book,
the
budget
is
in
good
standing.
E
A
C
A
Okay,
motion
made
and
seconded
any
questions
all
who
favor
the
motion
signify
by
saying
aye
aye,
all
those
opposed,
no
the
eyes
have
it
and
it
is
so
ordered.
E
Okay,
we've
also
had
obviously
a
lot
of
informal
opinions
and
also,
if
anyone
has
any
any
questions,
you
know
general
questions
feel
free
or
if
there
are
specific
things
again
with
names,
we
need
to
do
that
in
in
a
closed
session.
So.
E
Like
yeah
a
lot
a
lot
of
questions
and,
of
course
you
know
we're
coming
up
on
an
election
general
assembly
election,
so
that
engenders
so
you
know,
as
you
know,
a
lot
a
lot
of
a
lot
of
issues,
so
so
yeah,
okay.
F
Thank
you
laura
and
it's
great
to
see
the
members
of
commit
of
the
commission
and
and
and
I
noticed
sheldon
ball
has
been
able
to
join
us
so
good
to
see
you
sheldon.
Yes,
all
right
so
on
the
recommended
changes
just
as
a
reminder
from
last
month.
We
don't
have
to
as
a
commission
make
any
recommendations
this
year.
The
law
requires
that
we
make
the
recommendations
in
odd
numbered
years
by
july,
the
1st,
but
we
considered
your
comments
at
the
july
meeting
and
we
have
revised
our
recommended
changes
in
line
with
y'all's
comments.
F
F
You'll
recall
that
they
amended
the
provision
that
allows
legislators
to
accept
the
contribution,
but
they
didn't
amend
the
provision
that
allowed
that
prohibited.
The
employer
contribution
and
the
reason
for
this
recommendation
is
housekeeping
and
to
prevent
an
inadvertent
violation
of
the
cl
of
the
code
by
an
employer
so
that
those
are
the
recommended
changes.
F
A
Does
everybody
understand
the
that
two-part
that
inconsistency
thing
that
was
passed
and
and
what
we've
asked
them
to
do
is
to
eliminate
the
inconsistency
by
allowing
those
entities
to
give
campaign
contributions?
Is
that,
okay
with
everybody
sure?
Yes,
that
makes
sense
to
you
folks
on
zoom.
A
D
I
can
barely
hear
so
I
don't
know
if
there's
any
technician
that
can
turn
things
up
there
or.
B
A
B
A
So
we'll
have
you
before
you
can
hear
in
just
a
minute.
We
have
a
motion
in
a
second
all
those
who
favor
the
motion
signify
by
saying
hi.
C
Mr
chairman,
if
if
I
could
just
a
comment
about
what
emily
said
about
whether
we
propose
this
to
the
legislature
now
or
wait
a
year,
just
a
thought
and
we
have
elections
coming
up
this
year,
but
we
don't
have
any
for
two
years
and
maybe
when
the
elections
happen,
something
else
will
percolate
to
the
top
that
we
need
to
change
in
our
ethics
I
mean.
Who
knows
I
mean
we
know,
we've
got
this
one
little
glitch
right
now.
That
was
an
oversight.
F
C
You
know
that's
a
good
idea,
because
that
gives
us
the
it
gives,
the
the
folks
that
are
going
to
write
the
rules
right
another
hearing
another
year
to
say:
oh
yeah,
we
did
mess
this
up
or
we
did
oh.
This
was
an
oversight.
So
therefore
it'll
be
another
review
to
say
yeah.
We
need
to
fix
out.
I
like
your
idea,
so
I
think
I
would
agree
with
the
staff
to
go
ahead
and
forward
it
over
there.
Okay,.
A
A
At
this
point,
we're
going
to
the
chair
is
going
to
request
a
motion
that
the
commission
go
into
executive
session
pursuant
to
krs
61
810
sub
1,
sub
c
and
k
to
discuss
complaints.
C
A
All
who
favor
the
motion
signify
by
saying
aye
aye
aye,
all
opposed.
No,
you
guys
have
it
and
we
are
going
to
go
into
executive
session.
We
got
to
give
our
technology
folk.
