one
thing:
it
actually
changes
the
time
required
from
from

months
to
24
months
to
allow
those
applying
for
their
CDL
license

a
bus
driver
to
obtain
that
physical
examination
extended
it
from
12
to

the
director

transportation
for
Jessamine
County
Schools,
as
we
were
researching
this
bill
and
and
the
information
they're
in
the
Federal
Motor
Carrier
Vehicle
Administration
sets
the
guidelines
for
CDL
and
Dot
holders
and
in
their
guideline
it
it
says
that
a
driver
may
obtain
a
medical
card
that
is
good
for
up
to
24
months.
The
doctor
has
discretion
within
that
to
say,
I
will
only
approve
you
for
a
year,
maybe
you're
on
some
type
of
medication.

I
want
to
monitor
your
your
physical
ability
within
a
year,
and
that
applies
to
every
CDL
holder
in
the
state
of
Kentucky,
except
for
a
bus
driver.
So
if
I,
but
if
I
drive
a
city,
bus
or
a
Greyhound
bus
or
a
dump,
truck
or
or
any
other
type
of
CDL
required
vehicle,
it
doesn't
apply
to
me.
But
if
I'm
a
school
bus
driver
that
medical
card
is
only
good
for
12
months
under
the
current
legislation,
and
so
our
request
is
to
extend
that
to
24
months,
just
like
it
is
for
every
other
driver.

competitively

roads

Kentucky,

little
bit
about
that,

hosting
events
like
this
all
across
Eastern
Kentucky.

he's
done,
it's
not
just
as
easy
as
putting
it

local
communities

counties

was
born
and
raised
the
son
of
a
paralyzed
coal
miner
of
electric
County
Kentucky
I
had
a
passion
for
me
and
be
able
to
do
something
for
my
communities.

What
I
can
say
about
Eastern
Kentucky
as
a
whole
in
the
state
of
Kentucky,
but
especially
Eastern
Kentucky
is
we
have
exactly
what
organizers
wants
to
be
able
to
come
in
have
a
good
time
in
a
safe
time
manner,
but
the
most
important
thing
is
support
our
local
communities
through
Economic
Development.
Last
year
we
have
an
economic
impact
done
from
the
University
of
Pikeville
that
we
brought
in
over
11.9
million
dollars
this
bill
with
Senator
Smith
and
other
centers
and
House
Representatives.

We've
talked
to
give
us
an
equal
playing
field
to
the
state
of
West
Virginia
West
Virginia
has
contacted
me
multiple
times
for
us
to
be
able
to
go
to
cross
state
lines
and
put
on
more
events.
We
are
limited
in
the
state
of
Kentucky
to
utilize,
County,
Roads,
National,
Forest
property
and
State
Park
roads.

What
we
do
is
we
organize
with
the
Sports
Car
Club
of
America,
the
USAC,
and
also
NASA
organize
events,
which
is
a
sanctioning
United
States
bodies
that
caregivers
with
either
from
a
three
to
five
million
dollar
insurance
policy
that
has
to
pass
Tech
inspection
for
people
to
enter
the
event,
and
it
is
a
safety
plan
required.
We
work
with
our
County
governments,
we
work
for
City
governments,
emergency
and
also
fire
and
rescue
to
put
on
a
closed,
safe
event
with
insurance
that
holds
the
county
state
and
Backroads
of
Appalachia
secondary
on
the
insurance
policy.

under

ordinance
that
adequate
Insurance
to
pay
any
damages
incurred
because
of
loss
of
or
injury
to
any
person
or
property.

worked
in
a
small
rural
Hospital

Indiana

years,
and
we
had
something
going
on
up
the
street
where
people
would
get
hurt
and
they
would
show
up
and
they
had
no
health
insurance.
Nothing

cover
the
cost
of
these
injuries
is
that
a
requirement
ma'am.

Through
our
organization,
what
we
do
we
do,
we
are
officially
as
of
this.
Actually
last
week
we
ordered
a
sanctioned
body
for
the
American
Rally
Association
Red
Bull
and
Ultra
4..
With
that
being
said,
if
we
create
events
to

opportunities
on
anything
that
on
the
state
highway,
County,
Roads
or
national
forestland
anyway,
they
have
a
five
million
dollar
insurance
policy,
where
they're
added
as
secondary
to
Medical.
In
case
you
don't
have
medical
insurance
to
cover
them.
We
always
look
out
for
our
people
but,
most
importantly,
I
I
care
about
the
racers.

don't
give
me
this
wrong.
They
understand
what
they're
doing
they
have

safety

protocol,
including
Halon,
is
required
on
their
vehicles
because
we
don't
want
forest
fires,
but
I
care
more
about
our
volunteers,

local
kentuckians

will
volunteer
events.
We
give
a
training
program
for
each
and
every
individual
and
I
am
pleased
to
say
that
last
year
we
made
history,
not
just
United
States
history,
but
world
history.
We
partner
for
addiction,
recovery
care
and
had
a
rally.

Virginia
law

only
difference

what
was
proposed
here
in
the
West
Virginia
law
was
crossing
state
highways
and
the
transportation
cabinet
had
some
concerns.

takes
crossing
state
highways
out
of
the
original
Bill
and
so
help
me
understand
and
I'm
trying
to
picture
what
what
this
looks
like?

the
race
are
the

track?

it

We
focus
on
three
to
four
miles
total
and
we
do
not

racing

bad
word
when
it

do

individuals,

not
racing

never
put
together

in
the
Motorsport.
If
you
go
to
Bowling
Green
or
you
go
to
Road
Atlanta

insurance
sanctions

they
don't

can't
get

we
individually

is

up

Bell
County
Kentucky
at
Pine,

we

do

and

to
the

West
Virginia,

they've

to

secondary
State

already
have
the
authority

state

and

judges

able

on
Kentucky
State,
Park
roads
and
also

the
authority
through
Daniel
Boone,
National
Forest,
because
every
vehicle
that
races
it
has
to

street
legal
and

to
have
their
private
motor
insurance.
They
can
legally
Transit
on
our
public
roads
as
it
is
right
now.

I,
like
watching
some
of
these
old
car
races
and
stuff
like
I,
know
the
one
in
Europe
like
they
caught
the
milly
million.
That
goes
through
all

streets

everything,
and
in
my
understanding
you

for
these
old
Ferraris

Ford

are
highly
collectible,
that
they

start
time

an
end
time
and
they
actually
win
based
on

close

it
to
the
very
minute,

stopping

altering

the

roads

will

miles
per
hour

doing
already
in

have

TV

giving
us

they

stop

against
the

have

groups
out
of
Lexington
and
Louisville

facility
to

Kentucky

lot

racing
than

we

after
the
big
fish.
That's
got
big
Pockets
to
invest
in
our
region.

bill

it

I'm
from
across
the
Hill
from
you

in
Harlan,
County
I'll
have
a
question
because
I'm
going

heard
that
sometimes
little
Shepherd
Trail
gets
shut
down
in
sections.

exactly
secondary
non-residential
areas,
but

been
shut
down
by
us
because
it
is
a
state
highway
in
our
statue,

allowed

We
use
Little
Shepherd's
Trail,
the
section

county
road

can
go

the
County
judge
and
the
magisters,

as
long
as
we
have
the
insurance
and

County

vote.

have
the
right
to
close

road
down
for
a
sanctioned

nothing

that
in

daytime,

the
night
time,
but
we
would
like
for
State
highways

the

pedigree

know

we

better

Virginia

us

version
on
on
the
senate
floor
and
get
it

this
is
not
a
bill
that
that
would
be
vetoed,
and
so
it's
we're
late
in
the
session,
but
I
think
we
can
get
it
done.

Kentucky.

up

lake
house
in
Tennessee
because
of
our
mission.
What

do
and
I

moved
back

the
Commonwealth

Kentucky

roots
down
here

make
all
this
kind
of
flourishing
for
our
people.

Thank

this
bill
starts
out
with
you
heard
that
word
Avis
earlier
well.
Part
of
this
bill
involves
Avis
and
what
it
does
it's
to
provide
an
operator's
license
database.
So
when
you're
stopped
you
get,
this
registration
is
issued,
renewed
suspended
or
revoked.
When
the
peace
officer
stops
you
he
can
check
to
see.

If
you
have
all
those
items
through
that
database,
it
allows
proof
of
the
operator's
license
and
the
registration
and
electronic
format
so
that
you
don't
have
to
dig
through
your
glove
compartment
and
all
that
to
say
and
they're
afraid,
you're
reaching
for
a
gun
or
whatever
it
just
really
assists
that,
for
both
the
driver
of
the
automobile
and
the
officer.
That's
checking
you
to
stop
for
whatever.

That
purpose
may
be
the
registration
receipt
and
all
this,
if
you
don't
have
the
material
with
you
and
this
bill
changes
it
so
that
you
can
have
it
in
a
format
on
your
phone.
There
was
one
provision
that
prevented
you
from
having
the
insurance
card.

The
other
thing
Avis
does
is
when
you
get
that
you
hear
about
people
that
cancels
your
insurance
two
months
after
they
buy
it.
Well,
that's
goes
to
Avis
Avis
picks
that
up-
and
this
will
be
a
notification
that,
when
you
get
stopped,
but
also
this
bill,
provides
that,
if
you
don't
have
some
of
these
items
that
you're
able
to
send
them
to
the
clerk's
office
instead
of
having
to
type
the
court
docket
and
get
a
judge's
docket
and
everybody
involved
in
it,
you
can
send
that
document
in
which
you
do
anyway.

If
you
go
to
court
and
you
take
in
your
insurance
card
that
you
didn't
have
in
your
possession,
they're
normally
going
to
dismiss
it
anyway.
So
this
gives
the
availability
to
send
this
material
back
to
the
clerk's
office,
where
it's
taken
care
of
by
the
clerk's
office.
The
bill
also
provides
that
a
lot
of
people
that
get
taken
to
jail
end
up
getting
their
driver's
license
misplaced
somewhere
and
that's
happened
many
times
in
my
perspective
in
other
lawyers,
I've
talked
to
and
it
just
helps
everybody.

So
the
bill
provides
that
upon
the
release,
the
jail
shall
provide
the
driver's
license
back
to
the
person.
Sometimes
the
peace
officers
will
have
them,
so
this
is
going
to
say
that
they
give
them
to
the
jail
unless
that
item
is
needed
for
a
criminal
investigation,
if
the
driver's
license,
because
it
could
be
a
fraud
or
something
like
that's
different,
but
the
valid
driver's
license
will
be
given
back.

The
second
part
of
the
bill
is,
if
you
have
some
type
of
defective
equipment
and
I'll
tell
you.
I
came
up
the
Road
I-75
the
other
night.
Just
looking
and
two
vehicles
didn't
have
tail
lights
on
the
left
side,
and
one
of
them
was
a
newer
BMW
and
the
other
was
a
newer
Cadillac
and
those
people
probably
don't
know
that
they
didn't
have
a
tail
light
missing,
but
you
get
stopped
and
you're
going
to
get
a
ticket.
You've
got
to
go
to
court
for
that
this
bill
provides
for.

If
you
have
no
headlight,
if
you've
got
a
headlight
out
tail
lights,
brake
lights,
some
vehicle
lights
on
tow
turn
indicator
lights.
You
can
send
in
proof
of
repair
and
fix
of
that
to
the
clerk's
office
and
that'll
get
dismissed.
Now.
If
you've
got
somebody
we
did
provide
if
you've
got.
Somebody
that
says
well
I'm
not
going
to
get
mine
fixed
you
get
caught
within
10
days,
then
the
officer
is
going
to
cite
you
to
court,
and
then
you
go
to
court
and
talk
to
the
judge.

Then
also,
if
you're
doing
less
than
five
miles
an
hour
over
the
speed
limit,
you
can
get
a
warning
rather
than
a
citation
I've,
the
that
comes
from
every
officer.
That's
an
expert
with
radar
will
tell
you
that
it's
not
a
exact
science,
it
has
to
be
recalibrated.
So
it's
given
the
police,
some
ability
to
warn
you
they
used
to
give
you
warning
tickets.
They
don't
have
to
write
you
a
citation.
They
can
just
warn
you
or
I,
mean
and
write
you
a
warning,
courtesy
warning.

If
you
get
a
subsequent
defense
in
any
of
these
things
within
a
certain
time
period,
then
you're
required
to
pay
a
fine
in
the
system.
There's
a
provision
in
there
about
Towing.
If
your
car
breaks
down
or
for
any
reason
you
somebody
will
see
somebody
sick,
they
got
to
take
in
the
hospital.
If
it's
on
public
property
you
get.

If
it's
not
obstructing
traffic,
then
there's
24
hours,
that
you
have
some
family
member
or
somebody
to
remove
that
vehicle
before
it
gets
towed
and
then
you're
owing
a
big
lot
of
bills,
for
something
that
you
didn't
intentionally
cause
it
does
take
care
of.
The
towing
company
is
all
about
if
they
do
told
giving
them
a
certain
kind
of
payments.

The
other
thing
is:
if
they
do
tow
it,
they
have
to
release
the
property
out
of
it
to
the
person
a
relative
or
somebody
else
designated
for
them
to
be
able
to
obtain
that
material.
That's
been
a
problem,
that's
this
will
take
care
of
that
problem.
Mr

that's
pretty
much
motion
on
the
bill.

Yes,
the
circuit
clerks
is
the
one
that
handles
all
of
the
Court
processing.
The
County
Court
Clerk
does
not
have
any
jurisdiction,
or
does
it
take
care
of
any
of
the
Court
processing,
because
this
will
be.
If
you
get
a
citation
or
you
get
this
notice,
you
have
to
send
it
to
the
clerk's
office.
The
Circuit
Court
Clerk
same
place
that
you
used
to
be
able
to
go.
