representatives
of
the
Department
of
Corrections,
who
are
here
to
provide
an
update
regarding
the
substance,
abuse
treatment
and
job
training
pilot
program
included
in
the
current
budget,
as
well
as
this
strategic
plan
for
the
correctional
facilities
and
the
environmental
impact
and
feasibility
study
for
the
Kentucky
State
Reformatory.

are
the
main
issues
and
challenges
associated
with
the
success
of
the
substance,
abuse,
treatment
and
job
training
pilot
project?
We'll
start
there.

RFP

model
the
same
requirements
of
our
licensed
treatment
programs
that
we
offer
to
the
incarcerated
population
that
comply
with
908
are
1370-1372
and
1374..
So
those
were
the
standards
that
we
set,
but
there's
not
been
any
responses.

contacted
anyone
directly,
but
I
do
sit
on
different
boards
and
I
have
discussed
with
the
board
that
the
RFP
was
out
there.
If

interested

applying

they

share
it

RFP
process
provided

insight

what
could
make
that
successful

kind

it

But
that's
the
official
question
that
we
need
answered
today.

so
we
typically
pay
a
daily
per
diem
for
the
treatment
services,
so
it
would
be
dependent
on
how
many
slots
that
we
had,
but
the
daily
per
diem
that
we
currently
pay
is
forty
five
dollars
and
34
cents
per
day.
So,
depending
again
on
whether
there
were
20,
50
100
slots,
that
amount
would
change.

start
from
the
the
beginning
and

tell
you
where
we
are
as
far
as
progress
and
what
steps
have
been
taken
absolutely
go
ahead.
In
the
year
2022.
This
project
was
put
out
for
bid
by
the
division
of
engineering
and
contract
Administration,
a
division
of
the
the
finance
cabinet,
the
the
the
bid
was
awarded
to
kzf
design
and
they
were
selected
by
Deca.

We've
had
numerous
internal
discussions
with
the
Department
of
Corrections
and
the
cabinet,
the
Justice
cabinet
and
the
finance
cabinet
to
establish
parameters
of
what
this
study
is
going
to
look
like
what
we
have
to
determine
is
the
real
estate
involved,
with
a
big
sprawling
complex,
like
the
Kentucky
State
Reformatory
ancillary
services
that
may
affect
that
prison
could
affect
other
prisons
like
the
central
utility
plan.

So
all
that
goes
into
what's
called
a
scope
matrix.
It's
a
large
spreadsheet,
of
what
the
successful
contractor
is
willing
to
what
types
of
services
they're
willing
to
perform.
There's
environmental
real
estate.
You
know
title
searches,
it's
quite
an
extensive
list.

So
what
we
had
to
decide
was
what
is
in
this
Matrix
that
we
want
to
pay
for
what
is
going
to
be
unnecessary,
because
some
of
the
things
that
the
the
contract
organization
may
be
willing
to
perform,
we
simply
do
not
need
we.
We
know
what
our
boundaries
are.
We
don't
need.
You
know
real
estate
searches,
so
we've
established
the
scope
Matrix
so
that
we
can
keep
this
project
that
will
be
performed
by
a
contractor
within
the
allocated
budget,
because
we've
got
to
stay
within
the
budget.

what
we've
done
just
last
week
was
to
establish
the
scope
Matrix,
and
we
sent
that
back
as
it
was
approved
by
the
cabinet,
the
Justice
cabinet
and
the
Department
of
Corrections.
We
sent
that
back
to
the
finance
cabinet
for
a
decade
to
discuss
what
the
contract
organization
kzf
designs.
So
that's
where
we
are
in
the
in
the
progress
for
this
environmental
study.
