A
A
C
All
right
as
she's
making
her
way
up,
I
am
Julie.
Rocky,
Adams
and
I'm
represents
Senate
District
36.
C
C
And
so
229
it
passed
out
of
the
Senate
almost
unanimously
and
here's
what
229
does
and
it's
kind
of
this
bill
has
been
around
for
several
years
and
the
reason
it's
been
around
for
several
years
is
during
the
Louisville
Explorer
Program
debacle.
We
realized
that
there
was
a
loophole
in
disclosing
child
abuse,
and
so
this
was
really
kind
of
the
Genesis
of
this
was
a
result
of
the
explore
program
in
Louisville.
A
E
A
A
Yes,
let
me
let
me
finish
the
motion
real
quick,
so
we've
got
a
motion
from
representative
Fleming
in
a
second
from
representative
Banta
representative
Wilner.
A
E
Can
ask
the
question:
thank
you
Senator
Adams
I,
just
wanted
to
this
sounds
great
to
me.
It
sounds
like
we
need
it.
Could
you
just
quickly
like
what
the
difference
is
between
the
sub
and
the
original
bill.
C
And
I'm
happy
to
do
it:
yeah,
okay!
Well
it
it
was
just
a
few
tweaks
and
actually
they
were
brought
by
the
Kentucky
youth,
Advocates
and.
D
So
the
one
of
the
changes
was
allowing
for
the
office
of
legal
services
within
the
Cabinet
for
Health
and
Family
Services
to
present
a
dependency
neglect
and
abuse
case,
instead
of
or
in
addition
to
the
county
attorney's
office.
Right
now,
the
County
attorneys
are
currently
Prosecuting
the
dependency
neglecting
abuse
cases.
This
allows
for
the
cabinet
to
come
in
a
little
bit
sooner
in
the
process.
The
intent
is
to
increase
timeliness
to
permanency
and
actually
just
improve
timelines
overall
for
cases.
A
A
And
then
I'm
going
to
do
Senator
Carroll's
bill
for
him.
A
So,
basically,
a
stable
Kentucky
account.
This
is
kind
of
Bittersweet
as
I
was
the
former
stable
Kentucky
director
when
I
was
at
the
Kentucky
State
Treasury,
it's
a
529a
account,
so
it
allows
kentuckians
with
different
abilities
to
save
money
without
getting
hurt
with
Public
Assistance
or
with
Medicaid
clawback,
and
so
what
this
bill
does
specifically
is
it.
F
We
got
a
motion
a
second
any
questions
before
we
proceed.
I
want
to
thank
Senator
Carroll
for
this
bill.
I
think
this
is
a
great
opportunity
to
help
those
who
are
disadvantaged
for
whatever
reason,
and
it's
sometimes
you
vote
on
bills
that
are
difficult,
and
sometimes
you
vote
on
bills
that
are
that
make
you
feel
good,
and
this
is
one
that
not
only
makes
you
feel
good,
but
you
know
it's
the
right
thing
to
do
so.
If
we
could
we'll
go
ahead
and
proceed
to
vote.
Okay,.
A
F
Senate
Bill
160,
with
the
sub
passes
with
favorable
expression
by
11-0
vote.
Oh
I'm,
sorry,
there's
no
sub,
we
sub!
So
many
of
these
things
late
that
you
get
mixed
up
on,
what's
got
a
sub
and
what
doesn't
so
there's
no
sub
is
11's,
yes,
zero,
no
zero
pass
and
it
passes
with
favorable
expression.
Thank
you,
representative
Hebron,
for
taking
this
heavy
load.
