the
language

of
the
results

I'll

to
in
a
minute
that
loan
could
be
forgivable

only

action
of
a
future
general
assembly.

legislation

tremendous
amount
of
oversight
and
accountability.
It
directs
the
council
on
post
secondary
education
to
initiate
plans,
and
you
can
go
through
the
bill.
There
are

factors
that
they're
asked
to
perform

a

ask

thompson
to
address
those.

also
has
reporting
requirements.

that
the
president
and
the

board

ksu

times

year
for
the
next
three
years
before
various

going

there
needs
to
be
accountability.

needs

think
it's
important
to
understand
this.

had

people
say
well,
we're

we're

giving
them
more
money,
but
we

accountability
piece

happened,

we

make
sure
it
doesn't
happen

reports
that
we're
going
to
be
doing
is
such
an
in-depth
analysis
doing
even
financial
evaluations

up
with
indexes
that
can
predict
if
they're
going
down
the
path
that
they
shouldn't
be
going
down
at
cpe.
We

people
dedicated
to
making
sure
that
they
do
that.
As
a
matter
of
fact,
I'm
bringing
greg
back
from
ksu,
where
he'll
be
dedicated
to
that.

next
year,
they're
going
to
take
seven
million
dollars
out
of
their
budget
to
make
sure
that
it's
a
balanced
budget
again
we're
working
with
them
to
do
that
now,
along
with
the
board,
there's
many
elements
to
this
management
and
improvement
plan
that
goes
beyond
the
finances
are
the
points
I
want
to
make.

If
there
will
be
better
than
general
good
accounting
in
place,
there
will
be
accounting
that
is
done
in
such
a
manner
that
the
board-
and
you
all,
along
with
cp
in
this
case,
will
know
every
element
on
a
very
formative
microscopic
level.

we're
also
going
to
look.
As
I
said,
how
do
we
set
the
campus
up
with
our
administrative
staff,
faculty
staff,
programmatic
and
a
variety
of
other
areas
that
are
part
of
the
management
plan?

will
have
that
plan
actually
done
and
starting
to
implement
by
the
time
we
distribute
the
23
million
dollars
too.
We
will
report
the
first
time
in
on
the
november
1st
of
this
year
to
and
on
a
regular
basis.
So
once
again,
you'll

idea
exactly
how
they
are
improving
and
we'll
give
you
an
idea
of
exactly
what
we
need
to
do.

we
need
to
work
in
an
immediate
way
to
ensure
that
they
continue
to
improve.

a

two
we've
been
told
that
the
financial
situation,
the
the
school
around
roughly
around
the
end
of
march,
will
not
be
financially
solvent
without
this
23
million
dollars.
That's
why
this
legislation
includes
an
emergency
clause,
so
it'll
become
effective,
immediately
bomb
passage
of
the
of
the
legislation.

people
might
ask.
Well,
why
is
this
important
kentucky
state
university?
Is
our
only
public
historical
black
community
bla
bla
hbcu
in
the
commonwealth
of
kentucky?
We
also
have
a
private
school
in
louisville.
It's
also
a
land-grant
institution.
It's
one
of
two
land-grant
institutions,
but
the
most
important
reason
I
think,
is
we
need
to
do
this
for
the
students
who
are
currently
students
at
ksu,
and
we
need
to
do
this
for
the
future
students
of
ksu,
because
without
this
there's
going
to
be
tremendous
uncertainty,
there's
going
to
be
tremendous
disruption.

I'd
like
to
add
one
other
point
too,
I
mean
we
so
often
have
concentrated
on
what's
gone
wrong,
but
let
me
tell
you:
we
have
at
ksu
one
of
the
best
aquacultural
programs
in
the
world,
one
of
two
number
one
in
the
nation.
We
have
a
strong
land
grant.
We
are
solvent
in
that
area,
really
solving
thanks
to
the
general
assembly
for
the
full
match
since
2006
there's
a
lot
right
with
the
institution.
Graduation
rates
are
up,
retention
rates
are
up,
students
are
serving
the
community
and
there's
opportunity.

it
over
a
15-year
period,
just
a
slight
bit
of
degree
over
time
could
be,
doesn't
appear
to
be
now,
I'm
not
going
to
get
into
adjudicating
or
attempted
adjudicating
the.
How
I
leave
that
to

people

are
forensically
investigating
the
ones
that
are
trying
to
figure
out
the
details
and
those
things.
That's
simply
a
question
in
front
of
a
legislator.
I
can't
avoid
now.
Does
that
mean
that
ksu
we
shouldn't
work
to
make
it
succeed
if
there
is
any
way
possible
not
just
to
succeed,
but
to
make
it
thrive?

being
a
no
vote,

that
will

I

have
to
state
that
question

supportive
because
dr
thompson
is
being
brought
on
board.

hold
him
in
the
highest
regards
possible.

People

surprised

actually
have
credit
hours
from
ksu
when
I
went
through
the
academy
back
in
the
90s
ksp
we
coordinated
with
ksu
and-
and
we
got
credit
hours
and
and
many
of
our
troopers
went
on
to
finish
degrees
through
ksu,
and
it
is
an
important
part
to
our
secondary
education
system
and
this
commonwealth
and
it
behooves
it
behooves
us
as
legislators
to
one
correct
whatever
has
happened
in
the
past,
but
two
to
support
and
move
forward
to
help
it
to
be
the
institution.

the
representative

accountable

turnarounds

spearheading

money

reserves,

this

happened
in
the

we've
seen
several
things
one

consider
legitimate.

was
money
spent
on
building
the
student
infrastructure
to
help
them

grow
very
legitimate.
There
were
a
lot
of
items.
I
would
consider
very
illegitimate
and
you
all
know
I'm
straightforward
in
my
wording.
In
that
regard,
I
think
there
were
money
spent
uselessly.
There
was
no
bounds
in
the
money.
There
was
no
way
of
thinking
about
exactly
how
much
money
you
have
in
the
bank,
so
there
were
things
bought
that
probably
shouldn't
have
been
bought.
There
were
statues
put
up,
maybe
shouldn't
have
been
put
up.
There
were
a
lot
of
things
spent.

So
there's
a
lot
more
in
that
report
that
you've
seen
that
we've
spelled
out
very
clearly.
The
transparency
is
there.
This
is
something
that
I
feel
totally
good
about.

we're
doing
now.

be

easy

means

do

development

they
were
designed
to

codification

formula

additional
appropriations,
we
are
able

further
that
original
and
still
principal
mission

the

branch

Looking
at
treasury
guidance
funds
that
were
allocated
out
of
arpa
a
particular
piece
of
arpa
allocated
towards
school
construction.

Later,
as
treasury
guidance
was
firmed
up
and
rules
became
available
that
no
longer
these
funds
would
no
longer
apply
appropriately.
So
this
adjusts-
and
the
second
page
actually
terminates
that
appropriation
in
our
existing
budget
out
this
year.
It
not
only
replaces
those
funds
on
school
construction
for
127
million,
but
I
think,
increase
those
to
180
million
plus
to
capture
more
school
construction.
