investment
committee

also

tobacco
settlement
agreement
oversight
fund.
So
I've
really
got
a
first-hand
experience
in
dealing
with
agriculture
issues,
problems,
concerns
and
opportunities
here
in
the
state.
So
that's
the
reason
I
bring
390
to
you
today.

would
like

draw

attention
to
is
there
is
no
emergency
clause
and
the
board
that
we
will
be
hoping
to
alter
and
add
a
member
to
is

kentucky
economic
development
partnership
aboard
governing
the
cabinet

economic
development

you'll
find
that
right
there,
at
the
top
of
your
bill
very
easily,
on

taking
the

bill

it's
a
very

very
good
bill.
It's
a
safety
bill,
no
question
about
that,
and-
and
I
appreciate
the
community
for
hearing
it
just
to
give
you
a
little
background
on
this.
This
is
something
we've
had
for
a
couple
years
now
has
passed
the
house
several
times
and
and
hopefully
we'll
get
through
another
passes
of
the
committee
and
and
the
house.
I
Hopefully
this
this
bill,
I
worked
on
it
and
actually
have
driven
to
northern
kentucky
and
met
with
at
least
one
person
to
address
some
concerns
that
they
had
and
couldn't
get
anything
in
writing,
but
I
had
the
opportunity
to
meet
with
them.
I
have
sent
letters
to
anybody
who
has
opposed
this
asking
for
input
what
we
can
do
to
improve
that
thus
far,
I
have
not
received
any
response
and
have
always
welcomed
anyone
to
come
in
and
talk
to
me
or
call
me,
and
let's
talk
about
the
possibilities
other
than
just
don't
like
it.

got
to.
We
got
to
find
out
what
the
problem
is,
so
we
can
fix
that
so
really
what
it
does
when
when
I
would
say
safety,
we
we
our
lives
are,
are
surrounded
by
coal
books
coats.
I
was
just
thinking
this
morning
coming
here
got
on
the
elevator
that
is,
that
is,
there
is
the
elevated
code
that
they
have
to
follow
for
safety,
whether
it's
electrical
code,
so
you
have
to
make
sure
electrical
codes
are
followed
for
safety.
If
you
don't,
then
something
could
burn
down
plumbing
codes.

There's
many
multiple
codes
in
our
lives
that
we
probably
don't
even
realize
it
that
are
there,
there's
also
welding
code
for
wealth
code
for
welding
and
that's
what
this
this
bill
does.
But
it
only
applies
as
you
as
you.
I
know,
you've
read
the
bill
only
applies
when
the
engineer
says
it's
in
the
spec
in
the
specification
job
specs
to
apply
this
code
book
now,
the
engine
the
this
code
book
is
called
d
1.1
and
it's
through
the
american
welding
society.
The
american
welding
society
is
not
associated
with
anybody.

So
when
the
job
specification
says
to
use
this
code
book
for
bridges
and
buildings,
public
public
buildings
and
and
bridges,
and
we
have
a
possibility
of
a
lot
of
bridge
work
to
be
done.
We
want
to
make
sure
for
safety
that
these
codes
are
followed.

changed
our
name
from
the
home
builders
association
a
few
years
ago,
as
we
also
I
represent
commercial
industrial
builder
developers
in
our
region
and
forgive
us
if
there's
any
noise,
I'm
actually
currently
in
our
welding
lab
at
the
innsweller
building
institute
a
facility
that
we
have
used
since
1967
to
train
new
folks
into
the
construction
career
trades
and
as
well
as
have
have
taught
welding
and
supplied
a
numerous
amount
of
welders
to
the
market
over
the
years,
we'll
be
expanding
into
another
facility
and
partnership
in
the
city
of
covington,
our
largest
municipality
in
our
jurisdiction
and
we'll
be
offering
welding
in
that
facility.

There,
too,
we
have
testified
a
number
of
times
over
the
years
against
this
bill,
and
we
have
some
key
points
to
bringing
you
today
and
I
want
to
go
ahead
and
thank
you,
ladies
and
gentlemen,
on
the
committee
to
allow
us
to
testify
today-
and
I
please
forgive
me
for
any
noise.
We've
got
about
30
high
school
students
in
the
lab
next
to
me,
learning
carpentry.

As
it
stands,
employers
really
don't
use
a
third
party
certifications
to
test
the
abilities
of
their
of
their
welder
applicants.
H

The
specification
of
v1.1
that
was
referenced.
It's
not
only
for
public
projects
and,
in
fact
an
engineer
would
specifically
have
to
take
d11
standards
out
in
order
for
those
standards
to
not
apply
to
a
multiple
number
of
jobs.
So
it
will
affect
more
than
just
bridges
and
public
projects
we'll
recycle
an
awful
lot
of
fabricators
and
directors
across
our
states.

Also
that
we
have
for
the
bill
is
that
as
welding
stands,
a
certified
welder
has
to
be
reselled
or
certified
every
six
months.
Welders,
don't
always
weld,
there's
literally
hundreds
of
different
welding,
certifications
and
welders,
don't
always
weld
in
one
certification
area.
They
may
weld
in
several
different
certification
areas
and
that
those
certifications
can
span
over
six
months
if
they're,
not
welded,
in
that
one
special
certification
in
the
past
six
months,
they
have
to
retest
with
an
added
cost
and
additional
trouble.

We
don't
believe
that
safety
is
improved
by
this
bill.
We
definitely
laud
the
sponsor
of
the
bill
to
be
concerned
about
safety,
but
as
it
stands
in
areas
across
the
state,
safety
is
addressed
by
inspections.
So
we
have
testified
on
numerous
occasions
over
the
last
few
years
and
have
met
with
representative
mccool
both
locally
and
in
his
office,
and
have
stated
that
fact
that
a
bill
that
would
be
filed
that
would
represent
inspections
instead
of
certification.

It
would
go
much
further
to
address
safety
than
what
you
have
before
you
today.
So
we
have
been
very
responsive
to
representative
mccool
and
his
invitations.
We
appreciate
him
hosting
us
in
his
office
and
us
hosting
him
here
as
our
guest
to
address
these
issues
and
the
american
welding
society
as
a
side
note
is
only
one
of
the
numerous
amount
of
societies
that
have
standards,
so
it's
not
the
only
one
in
the
market,
but
for
whatever
reason,
we've
decided
upon
on
this
one.

So
you
know
this
bill
has
been
has
been
brought
before
several
committees
in
frankfort
and
it's
in
this
committee
now
and
overall,
when
the
free
market
principles
are
in
play,
we
don't
see
this
moving
safety
forward,
but
doing
nothing
but
adding
costs
and
in
a
committee
that
concerns
itself
with
the
workforce
investment.
We
see
this
as
a
hurdle
rather
than
a
welcoming
track
into
the
profession,
and
we
asked
that
the
members
of
this
committee
consider
turning
down
this
union-backed
bill.

a
water

many
many
years
and
taught
welding
very
rarely
is
that
ever
needed
unless
it
requires
some
type
of
code
book
and
the
reason
that
the
code
books
are
used
is
for
safety

ensure
that
you
follow
the
correct
procedures
and
processes
and
use
the
correct
techniques.

county

concerns
about
the
bill
as
well,
but
I
guess
it

nice
at
this
point

know
we've,

we've
talked
about
it
for
a
couple
two
or
three
years,
it'd
be
nice
to
what
originally
got
you
motivated
to
run
this
bill.

wouldn't
think
there
was.
If
I
remember
right,
there
were
some
instances
that
that
maybe
happened
that
and
if
not
has
there
been
any
occurrences
over
the
last
couple
years
that
this
bill
would
have
made
a
difference.

that's
a
great
question:
what
brought
this
to
everybody's
attention?
This
is
a
safety
bill,
mccracken
county
school
collapsed
and
it
was
discovered
after
interviewing
the
welders
on
the
project
that
they
had
fake
welding
certification
papers
and
the
company
actually
got
paid
for
erecting
the
building.
They
got
paid
for
removing
the
steel,
the
collapsed
steel
and
they
got
paid
for
re-erecting.
The
building
kentucky
insurance
division
started
investigating
the
company
and
it
was
claimed
insurance
fraud
because
they
claimed
insurance
after
they
falsified
the
welding
documents.

So
we
started
checking
this
facilities
out
that
certify
these
welders
and
it
actually
was
a
long-running
story
on
channel
19
in
cincinnati.
We
actually
welded
up
some
weld
test.
Plates
dropped
them
off
at
these
facilities
and
we
currently
have
three
dogs
and
a
cat
certified.
That's
how
easy
it
is
to
get
these
fake
certifications.

it's
a
continuous
effort
from
aws
and
and
if
I
could
mention
two,
it
was
referred
to
as
a
union
bill,
I'm
not
anti-union
and
I'm
not
either
way.

So
it
is
nowhere
if
you,

you
look
up
the
american
wealth
society,
they're
not
affiliated
with
any
union
whatsoever,
they're,
not
anti-union,
they're,
not
pro-union,
or
it
just
doesn't
matter,
they're
there
strictly
for
ensuring
that
safety
procedures
are
followed
so
that
we
can
as
we
go
throughout
life,
then
we
can
work,
work
and
drive
through
bridges
that
have
followed
the
procedure
for
safety.
That's
it

inspectors
will
come
to
your
company's
facilities
or
anybody's
facilities
and
do
the
testing
at
their
facilities
or
on
the
job
sites.

This
will
not
increase
cost

asked

reason
why

asked
that
question
is,
for
instance,
if
you
had
an
engineer
that
was
a
new
a
contractor
that
was,
you

had
had
welders
with
the
certification
versus
one
that
didn't.

kind

oversees

lot
of
different
criteria
force

these
type

code

The

is
very
specifically
when
they
require

for
anything
else,
it's
very
specifically
for
that,
so
they
they
narrow
it
down.
There
are
other
certifications,
but
it
doesn't
apply
in
in
most
in
in
the
bridges
and
buildings
you
have.

apply
this

book

the
buildings
