bill
related
to
health
care
actions
to
increase
and
improve
protections
of
kentucky
citizens
during
the
state
of
emergency.
In
response
to
the
kevin
19
pandemic,
we
adopted
the
committee
sub.

year
we
passed
senate
bill
8
to
amend
keras
214036,
which
has
been
on
the
book
since
at
least
1968
to
provide
protections
for
citizens,

vaccines
that
violate
their
religious
beliefs

conscience.

did
not
include
local
health
departments,
and
so
this
amendment
cures
that,
and
I
would
note
that
the
bill
passed
in
the
senate,
I
think
33
to
one
and
in
the
house,
every
member
of
the
majority
voted
for
it.
We
had
777
votes.

that

a
doctor
submits
a

statement
that

finding

regulations
deficient,

clarification
about
why
those
rights
were
found
deficient.

believe

rationale

finding
the
statewide
mask
mandates
deficient
was
that
this
can
really
be
handled
on
a
local
level.

are
two
different
regulations:
one
has
to
do
with
the
statewide
mass
mandate
on
health
care
facilities
and
most
health
care
facilities
have
their
own
rules,
dictating
the
use
of
masks
and
safety
for
their
patients
in
their
and
their
constituency,
and
the
second
krs
stat
or
the
k
the
administration
reg
excuse
me
had
to
do
with
the
statewide
mask
mandate.

For
everyone
and
again
we
are
asking
local
businesses,
local
school
boards,
local
governments,
to
decide
what
is
best
for
their
constituents
and
and
their
clients,
and
you
know,
certainly
some
of
the
questions
that
have
come
up
are
around
metrics
and
they
can
certainly
take
all
of
that
into
consideration,
and
I
would
encourage
them
to
do
so
and
make
intelligent
decisions
for
their
for
their
constituents.

roman
catholic
religion
has
had

taken
some
issue
with
the
previous
use
of
fetal
cells
in
some
of
the

development

vaccinations

happen
anymore.

know
this,

I

it's
a
carryover
from
that,
and
that
was
really
why
we
decided
to
add
the
conscientious
objection
as
well,
because
you

as
we
know,
there
are
folks
who
feel
strongly
about
this
and
they
were
using
the
religious
exemption
when
it
was
really
probably
more
accurate
to
use
a
conscientious
objection,
and
they,
you
know,
can
at
least
be
honest
now
right.

think

vaccinated
and
we
strongly
support
vaccines.
One
can
support
vaccines
and
I
encourage
all
kentuckians
if
they've
not
had

virus

they've

get
vaccinated.

encouragement,
but
one
can
support
and

encourage
the
vaccine
while
at
the
same
time
recognizing
individual
right
to
their
own
religious
beliefs
and
conscientious

not

vaccine.

jehovah's
witness
don't
believe

judge
others

on

don't
think
it's
our
place
to

that

deficient

require
that

due
process

established
for
someone

violates

law
and
in
the
regulation.

was
arbitrary
capricious
as
far
as
the
committee
was
concerned,
and
it
had
no
promulgative
due
process
for
people
who
violated
that.

part
of

problem
is,
when
you
put
in
say
this
is
going
to
be
illegal
and
you
don't
have
any
due
process
people
to
appeal
that
that
was
one
of
the
reasons
why
it
was
found
deficient
and
part
of
the
reason
why
it's
till
june,

believe,
is
if
you
find
something
deficient,
that
it
goes
beyond
the
second
term.
So
it's
going
to
last
about
two
years
and
that's
why
the
date
that's
put
in
there
is
part
of
the
regulatory
process
as
well.
