male
or
female
impersonators
who

or
not
performed
for
consideration
just
going
to
briefly

through
what
this
bill
committee
substitute
does

changes

the

that
have

to

female
impersonators
have
somehow,

late,
become
heavily
marketed
to
children.

performer

in
Florida
revoked
the
liquor
license

the
business
after
multiple
warnings

perform

Kentucky

testify,

behalf
of
the
committee
substitute
of
Senate
Bill
115,
which
would
restrict
sexually
oriented
performances
from
public
places.

Actually,
let
me
rephrase
that
publicly
owned
places
and
specifically
to
protect
children
from
being
exposed
to
these
performances.
It
is
my
understanding
that
there
are
no
Statewide
restrictions
on
these
activities
in
public
places
across
the
Commonwealth
sexually
explicit
performances
in
public
areas,
as
Senator
tichenor
just
mentioned,
are
becoming
increasingly
common,
and
this
has
become
an
issue
of
concern
for
parents.
Last
year,
I
was
asked
to
speak
to
a
women's
group
in
Bowling
Green,
where
there
were
sexually
explicit
performances
in
a
public
park
where
children
were
present.

The
Bowling
Green
Daily
News
took
a
position
on
what
happened
in
an
article
that
they
released
or
opinion
piece
they
released
on
October,
the
22nd
2022
was
entitled.
Public
drag
show
inappropriate
for
children
and
they
went
on
to
say
this
and
bear
with
me
I'm
in
a
quote
at
length.
On
Any,
Given
Saturday
at
Circus,
Square
Park
you'll
find
children
playing
in
the
water
fountain
picnicking
on
the
grassy
Knolls,
with
their
family,
jumping
on
bouncy
houses
at
the
International
Festival
or
running
through
the
hay
Mazes
at
the
recent
Harvest
Festival.

This
Saturday
there
will
be
another
family-friendly
festival
at
the
park.
The
Bowling
Green
Pride
Fest.
That
will
unfortunately
feature
an
event
that
is
very
troubling
and
should
not
be
held
outdoors
in
that
public
space
for
children
to
see,
drag
culture
and
drag
queens
tend
to
sexualize
their
performances
and
mimic
strippers
in
revealing
costumes.
They
portray
exaggerated
objectified
women
by
performing
strip
club
style
dances.

Needless
to
say,
drag
is
inappropriate
for
children
and
parents
can
no
longer
trust
our
institutions
to
Shield
children
from
that
age.
Inappropriate
content.
Why
is
this
practice
of
exposing
our
children
to
drag
and
drag,
shows
suddenly
so
popular?
And
why
are
adults
going
along
with
this
drag?
Performances
are
featured
everywhere
from
farmers
markets
to
elementary
schools
in
our
country
these
days,
sometimes
without
parental
consent
or
knowledge.
Given
that
drag
is
clearly
a
form
of
adult
entertainment,
it
is
worth
asking
ourselves.

The
intentions
of
this
committee,
substitute
Senate
Bill
115,
is
to
preserve
the
health,
safety
and
Welfare
of
the
community
and
to
ameliorate
the
negative
secondary
effects
associated
with
such
businesses
and
activities.
It's
also
in
the
community's
best
interest
to
Shield
minors
from
activities
and
performances
that
are
sexual
in
nature.

Regulation
of
sexually
oriented
businesses
and
activities
have
been
upheld
in
court.
There
are
currently
14
other
states,
according
to
our
account
at
Commonwealth
policy
Center
that
are
considering
legislation
similar
to
this
bill
that
we're
talking
about
just
a
few
days
ago,
Tennessee
enacted
a
bill
that
prohibited
sexually
oriented,
drag
performances
in
public
venues,
with
the
intent
to
protect
children.

close
with
this
challenge
that
the
Bowling
Green
Daily
News,
put
out
as
it
closed
its
column.
They
put
this
out
to
their
elected
officials.
They
said
the
organizers
of
the
Bowling
Green
Pride
Festival,
the
city
and
our
City
commissioners
should
put
a
stop
to
this
indecency
move
the
drag
show
inside
and
do
not
force
parents
who
want
to
bring
their
children
to
the
Bowling
Green
pride
festival
to
have
to
witness
what
amounts
to
chat
to
adult
entertainment,
I
believe
it's
good
public
policy
to
protect
children
and
Community
standards
and
I.

substitute

our

property

sexually

adult
performances.
The
committee
substitute
to
SB
115
is
a
straightforward,
common
sense
and
necessary
Bill
to
protect
Kentucky
children
from
inappropriate
adult
performances.

would
simply
prevent
these
adult
performances,
including
performances
involving
male
or
female
impersonators
at
public
libraries,
public
schools
and
anywhere
else
that
children
might
be
over
the
past.
Several
years
has
has
been
discussed
in
great
detail
here

Kentucky

Across
the
Nation.
We
have
seen
a
growing
problem
of
adult
sexual
performances,
specifically
targeting
children
at
public
libraries,
in
schools
and
on
other
public
property.

has
been
a
coordinated
effort
to
push
men
dressed
in
exaggerated
hypersexualized
caricatures
of
women
performing
for
children,
including
reading
hypersexualized
and
age,
inappropriate
books,
there's
been
many
examples
shared
one
one.
Other
example,
an
organization
here
in
Kentucky
drag
queen
Story
Time
Kentucky,
regularly
hosts
these
events
for
children
and
openly
advertises
their
availability
to
perform
at
public
libraries
at
schools
and
in
community
centers.
Their
vision
statement
is
very
straightforward.

say
that
what
they
do
is
exactly
what
it
sounds
like
they're
about,
drag
queens
reading
stories
to
children.
Let's
State
the
obvious
sexually
explicit
adult
performances
should
not
take
place
on
public
property
and
should
not
be

near
children

115
would
help
protect
our
children
from
these
performances.

this
very
important
and

bill

tens

thousands

churches
and
Advocates
across
the

familiar

the

what

seen
so
far,

changes

just
quickly
want
to
remark
in
Senator.
I
know
that
we
too,
at
the
ACLU
of
Kentucky
experience,
hate
and
violent
words,
and
sometimes
violent
actions
and
I,
certainly
don't
want
anything
I
say
to
perpetrate
further
hate
or
harm
against
anyone.
We're
definitely
coming
with
the
spirit
of
of
Love
here.

course,
the
ACLU
of
Kentucky.
Our
whole
thing
is
the
Constitution
and
the
Bill
of
Rights
for
the
United
States
Constitution
and
the
Kentucky
Constitution.
With
this
new
committee
sub.

lot
of
our
concerns
have
been
address,
but
what
remains
is
I
think
the
concern
when
it
comes
to
who's.
Defining,
excuse
me
puriant,
which
is
a
word
I,
was
unfamiliar
with
before
this
legislative
session.
But
now
I've
heard
quite
a
bit
so
I
think
our
concern
remains
that
this
will
include
some
censorship
from
the
government.

not
in
compliance
with
our
first
amendment
protected
rights
and
in
particular,
that
the
expression,
not
only
of
individuals
who
are
drag,
performers
will
be
undermined.
But
the
individuals
who
are
trans
will
be
stopped
from
being
able
to
perform
and
include
individuals
who
are
not
trans
but
who
might
be
performing
in
ways
that
undermine
your
concepts
of
gender.
And
so
we
still
remain
concerned
that
this
undermines
our
First
Amendment
right,
not
only
in
the
Kentucky
Constitution,
but
the
United
States
Constitution.

done
for
the
bottom
line

small
businesses

more

many
legislators

attacking
a
Kentucky
small
businesses
at
their
core.

this
is
about.
At
least
we
know
what
the
aims
of
the
national
groups
coordinating
this
effort
are.

caught

Pawns
in
a
war
to
erase
our
community,
eradicate

acknowledgment

transgender
children

school
at
home
and
in
health
care
settings
and
eliminate

places

this
bill
attacks
are
the
nearly
25
beautiful,
Pride
festivals
that
have
cropped
up
all
across
the
Commonwealth
of
Kentucky
these
days,
perhaps
you
missed
the
fact
that
Kentucky
made
it
onto

New
York
Times
list
of
52
places
to
visit
in
2023.

were
only
13,

destinations.

state

Kentucky

told

polite

I'm

hard

seen
you

go

leadership
for
the

much
worse
shape

we

Capitol
grounds,

it

much
more
like
a
community
picnic

paid

Christmas
drag
queens,
where
parents
paid
for
their
students
and
their
kids
to
go
you're
going
to
hurt
the
economy.

people's
opportunity
to
gather
share
their
Community
with
one
another
and
have
a
good
day

have
a
pride
on
the
old
capital
lawn,
which
maybe
is
your
purpose
and
keep
anybody
under

age

18

seeing
it
is
impossible.

think
you
know
that
I
don't
think
you
care,

I

you

statistic

percent

lgbtq

are
kentuckians
who
deserve
fair
and
Equitable

lives

legislated
back

closet

legislated

closet.

examples
of

gratitude
from
parents

families
that
I'm

to
share
with

but

moment,

the
sake
of
time
the
impact
of
this
decision

decide

move
forward

incredible
damage

lgbtq
community?

damage

economic
situation

Commonwealth

even
young
professionals

not
part

the
lgbtq
community

be

inclusive

outside

Kentucky

interest

leaving
Kentucky
with
all
due
respect.

so
misguided
on
this
issue.
You've
clearly
never
been
to
a
drag,
show

never
taken

opportunity

discuss
what
this
means

our

and
funding
related
to
lgbtq
activities.

there's
just
an
avalanche
of
these
anti
gay
bills
introduced
in
the
House

Senate

understand
it.

targeting

people,

want
to
write

the
law

discrimination
against

who

for
what

are

this
bill
will
have

lot
of
unintended
consequences

things
not
only
LGBT
performances
that
are
not
sexually
explicit,

get
caught

same
broad

also
even
people
who
are
not
LGBT
will
feel
the
consequences
of
this

know
every
play.

representation

featured
part
of
the
performance,

you
know
it
seems

me
like
this
bill,

result
in
every
public,
school

even
church.

does
a
play
being
fined
for
having
a
girl
playing

male

Baptist
Church
that
I
grew
up
in
did
play,
did
plays
with
girls
playing
male
roles.

me
like
this
bill

to
catch
a
lot
of
kentuckians.

meant

part

system

accept

Sometimes
we
lose
elections
and
we
don't
see
policies.
We
like
one

the
policies
that

general
assembly
is
pushing
is
to
move
the
tax
base
from
individuals
to
the
sales
tax

Don't
necessarily
think
that's
a
great
policy,
but
you
know
it's
it's
one
that
you're
pursuing
and
so
I
encourage
you
to
slow
down
and
think
about
this
and
exercise
restraint,
because
you're
going
to
undermine
your
own
fiscal
policy
by
weakening
our
economy
and
hurting
our
tax
base,
this
bill
will
prohibit
all
manner
of
legal
entertainment.

be
a
significant
impact
on
the
economy
by
reducing
economic
activity
and
creating
disincentives
for
companies
to
invest
in
Kentucky
and
for
what
to
send
a
message
that
you
do
not
approve
of
lgbtq
people.
That
message
has

received
loud
and
clear.

don't
need
to
wreck
the
economy
to
drive
the
point
home.

majority
parties
disdain
for
lgbtq
people
is
well
established.
It's
reinforced
every
time.

child
is
bullied
for
their
actual
or
perceived
sexuality
and
every
time
a
Kentucky
and
takes
their
own
life
because
they
can't
imagine
a
world
that
isn't
full
of
isolation
and
despair.
Every
time
a
company
loses
out
on
qualified
employees,
because
our
state
has
developed
a
reputation
as
a
bigoted
Backwater
or
every
time
a
company
chooses
not
to
relocate
to
Kentucky.

is
your
public
policy
at
work,
and
you
can
take
pride
that
your
hatred
is
reverberating
every
time
the
best
and
the
brightest
young
minds
choose
to
leave
the
Bluegrass
State
for
greener
pastures.

know

bills
are
a
mean-spirited
attack
on
drag
performers
and
anyone
else
who
doesn't
conform

your
ideas
of
what
is

right

way
to
be

or

spread
of

off
from

who

healthier

when

work
with
adults

sex

broad
