A
B
B
But
my
three
pages
today
are
abigail
jordan,
cooper,
campbell
and
also
tanner
campbell
and
their
parents
are
here
with
them
today,
joey
campbell
and
also
a
parent,
abigail's
father
is
here
aaron
and
her
father
aaron's
with
us
this
morning.
So
let
it
guys
let
why
don't
you
all
stand
there
real,
quick
and
make
them
welcome
here
to
the
committee.
B
And
I
I'm
sure,
maybe
most
of
our
most
of
the
people
in
our
group
here
this
morning
have
maybe
heard
this,
but
I've
been
in
contact
through
the
evening.
Quite
a
bit
with
representative
white's
family
and
his
surgery
went
very
successful
through
the
night
they
were,
they
were
able
to
find
a
liver
and
do
the
liver
transplant.
The
surgery
concluded
around
three
o'clock
this
morning
and
the
last
update
that
I
had
from
his
daughter
was
that
the
the
doctor
said
that
immediately
upon
the
liver
being
attached,
then
it
started
working
and
started
functioning.
A
And
ministering
to
that
family.
Thank
you
and
thank
you
for
the
pages
visiting.
A
There
just
a
few
reminders:
please
silent
your
cell
phones
if
you're
interested
in
testifying,
please
sign
up
on
the
sheet
and
if
we
have
any
questions
from
the
committee,
please
just
signal
to
one
of
us
as
you
answer
roll
call,
please
let
us
know
where
you're
located
and
as
a
reminder,
you
can
only
vote
if
you're
in
the
room
or
in
your
annex
office,
and
we
look
forward
to
having
a
a
wonderful
meeting
this
morning.
Sasha,
please
call
the
roll
representative.
C
B
C
C
A
Chairwoman,
king
present,
in
the
room,
thank
you
for
that
and
if
our
first
presenter
representative
flannery
will
please
approach
the
presenters
table,
he
has
other
meetings
today.
So
we're
going
to
stay
in
order
and
let
him
present
house
bill
716
first
and
if
you
would
please
introduce
yourself
for
the
record
and
please
proceed,
make
sure
you
there
you
go.
Thank.
F
You,
madam
chairwoman,
representative
patrick
flannery,
96th
district.
I
know
we
often
hear
that
when
bills
are
filed
and
presented
on
the
floor
and
sometimes
a
committee
that
they
are
simple
bills,
I
think
that
qualifies
for
this
bill.
It's
about
half
page.
So
if
you
haven't
read
it,
you
can
read
it
very
quickly,
but
I
can
tell
you
what
my
motivation
is
behind
this
bill,
I'm
blessed
to
have
three
state
parks.
F
In
my
district
and
and
in
my
region
there
are
several
state
parks
and
my
my
goal
and
my
intent
with
this
is
to
try
to
find
a
way
to
connect
the
dots
between
all
the
state
parks
and
cities
and
communities
that
have
trail
town
and
kind
of
relative
trail
program
and
try
to
find
ways
to
incorporate
a
very
comprehensive
system
and
network
of
trails
throughout
not
only
the
region
and
state.
I
think
it's
very
good
for
tourism
and
and
helps
our
equine
industry
motion
on
the
bill.
A
B
Thank
you,
madam
representative.
Flannery
are
the
are
the
department
of
parks
or
the
kentucky
state
parks?
Are
they
on
board
with
this
fully
about
these
trails
running
through
their
property
or.
F
I've
not
had
any
communication
from
them
that
would
indicate
opposition
and
and
really
what
this
does.
It
basically
starts
the
dialogue
and
a
consultation
to
get
these
agencies.
Communicating
with
each
other
and
and
the
current
version
of
this
bill
is,
they
would
have
to
present
by
the
end
of
this
calendar
year,
enter
inter
joint
committee
kind
of
what
they
have
worked
out
and
brainstormed
to
hopefully
come
up
with
some
idea
of
how
to
make
this
work.
F
If
there
is
any
opposition
representative,
you
know,
hopefully
they
can
get
worked
out
and-
and
this
will
hopefully
start
the
conversation
to
make
this
a
reality.
B
Just
one
more
is
first,
of
course,
representing
flannery
is
this?
Is
this
the
same
thing
we're
talking
about
that
representative
fugit?
F
You
know
often
times
sir
four-wheelers
and
horses
don't
mix
on
the
same
trail
and-
and
I
think,
there's
a
lot
of
opportunity
to
to
start
equine
trails
with
these
trail
towns
and-
and
you
know
my
goal
in
all
this
is
to
try
to
find
a
way
to
to
marry
what
the
good
things
that
the
mountain
recreational
regional
authority
has
done
and
to
try
to
in
some
ways
use
that
as
a
template
to
try
to
find
a
way
to
connect
the
dots
between
the
existing
communities
that
have
been
designated
as
a
trail,
town
and
and
the
rail
de
trail
rails.
F
The
trail
program
and
our
state
parks
to
just
incorporate
a
more
comprehensive,
like
I
said,
connect
the
dots
to
have
opportunities
for
equine
trails
and
other
sort
of
trail
systems.
E
I
will
thank
you,
madam
chair
and,
and
I
didn't
see
the
bill
till
last
night,
but
I
think
the
the
trail
authority
that
we've
we
established
a
few
years
ago
is
is
working
in
conjunction
with
the
the
parks
department
already.
But
you
know
statewide,
it
would
be
great
for
tourism,
you
know
for,
for
it
all
to
come
to
pass.
E
So
the
kentucky
mountain
regional
recreational
authority
is
currently
working
on
things
for
the
buckhorn
lake
state
park
and
I
think
it's
a
great
idea.
If
we
incorporate
our
parks
into
the
trail
system,
you
know
in
east
kentucky
and
throughout
throughout
kentucky,
so
it
is,
it
is,
I
think
it's
gonna
be
a
lot
of
work
and
it'll.
Take
us
a
while,
but
it's
a
good
thing
so.
D
Thank
you,
madam
chair,
just
a
comment
in
my
district
green
river
state
park.
We
have
horse
trails,
bike
trails,
walking
trails
and
obviously
this
time
that
we
have
is
an
opportunity
for
families
and
everyone
to
get
outside.
I
love
this
bill
representative
and
thank
you
for
bringing
this
to
our
attention.
I
also
serve
on
a
non-profit
that
provides
seven
more
miles
of
trails,
so
this
is
something
that
is
obviously
popular
right
now
and
thank
you
for
bringing
the
bill
to
us
today.
A
F
A
A
A
Next,
we
will
be
considering
house
bill
780.
I
am
the
sponsor
of
that
piece
of
legislation.
I
will
need
a
motion
on
the
committee
sub
to
consider.
B
A
A
Okay.
So
now
the
committee
sub
is
eligible
to
be
dis
discussed.
So
you
have
that
in
front
of
you
and
you
may
be
wondering
what
in
the
world
are.
Are
we
doing
with
this
committee
sub?
The
chairs
policy
analyst
did
some
research
for
us
and
we
appreciate
her
bringing
this
oversight
in
current
laws
to
our
attention,
as
you'll
notice.
I'm
proposing
that
we
will
add
the
old
state
capital
to
the
current
buildings
and
furnishings
that
will
be
curated
by
the
commission.
A
So,
on
the
first
two
and
a
half
pages,
you
will
see
that's
what
I
added.
A
What's
added,
I'm
a
functional
and
just
a
practical
gal
may
be
wondering
what
in
the
world
would
this
do
so
for
that
please
go
to
page
3
of
4,
section
2
and
you
will
see
the
commission,
in
addition
to
the
existing
buildings,
will
now
be
responsible
for
examining
or
inspecting
the
old
state
capital
and
be
over
any
construction
repairs,
making
sure
that
we
keep
that
building
in
good
maintenance
on
page
four
of
four,
and
they
will
also
maintain
an
inventory
of
all
the
furnishings
and
and
be
responsible
for
that.
B
Thank
you,
madam
chair.
Just
a
quick
question:
anticipate
a
cost
with
adding
this
in,
or
do
you
think
that
there's
going
to
be
a
a
significant
cost
with
that?
I
I'm
incredibly
supportive
of
it.
I
think
it's
it's
a
great
idea,
streamlining
it
making
sure
all
the
properties
are
under
the
right
order,
but.
