this
bill.
I
do
want
to
take
just
a
moment
and
that
that
committee
sub,
that
was
discovered.
I
was
training
an
intern
yesterday
who
had
never
looked
at
a
bill
in
her
life,
and
I
was
going
over
how
how
bills
are
written.

How
bold,

underlined
means
this
new
language
strike
through
is
is
taking
out
existing
language
and,
first
time
ever
looking
at
a
bill
said:
hey,
isn't
there
an
extra
zero
in
that
number,
and
so
there
you
go
sometimes
takes
completely
fresh
set
of
eyes.
So

spotted
that
on
her
first
day
of
internship
with
kohs
all

this
bill
is
fairly
simple.
It
does
three
things.

The
the
most
important
component
is
that
it
shifts
a
portion
of
funding,
as
all
existing
funding
has
nothing
to
do
with
raising
or
lowering
the
911
fee
that
folks
pay
for
their
wireless
communications
devices.
It's
just
doing
some
shifting
with
this
within
the
existing
funding
structure,
so
it
moves
some
funding
from
the
competitive
grant
fund
into
what
we
call
the
next
generation
911
technology
fund.

Currently,
the
technology
for
wireless
calls
is
predicated
upon
cell
phone
towers.
When
you
make
a
phone
call,
it
hits
a
cell
phone
tower
that
spectrum
is
assigned
to
a
call
center
and,
as
you
can
imagine,
it
is
not
the
most
accurate
system
as
it
could
be,
because
there's
often
a
case
where,
if
you're
on
a
a
border
of
a
cell
phone
tower,
it
could
send
you
to
a
different
county
or
kentucky
having
seven
bordering
states
could
even
send
that
call
to
a
neighboring
state
which
then
has
to
transfer
back
to
the
call
center.

It
should
go
to
which
takes
a
number
of
seconds,
sometimes
even
a
minute
and,
as
you
all
know,
the
first
responders
in
the
room
that
seconds
are
absolutely
critical
and
can
be
different
between
life
and
death.
So
the
more
accurate
calling
location
we
can
gather
the
better
public
service
we'll
be
able
to
give
in
our
emergency
response.

So
in
a
next
generation,
911
environment
calls
the
right
routed,
geospatially
so
based
on
the
xy
plotted
coordinate
of
where
that
call
is
made.
So
it's
a
highly
accurate
system,
but
it
is
predicated
on
accurate
mapping
information.
So
with
our
our
foundational
grants,
we
are
investing
heavily
in
our
statewide
mapping
to
ensure
we've
got
current
and
accurate
mapping
information
across
the
state
and
we're
going
to
make
that
available,
not
just
to
the
psap
or
the
call
center
that
originate
that
information,
but
we'll
make
it
available
to
everyone
through
a
shared
data
portal.

9-1-1
is
the
same
manner.
What
we
don't
want
to
do
is
leave
anyone
behind.
We
don't
want
to
have
situations
where
some
counties
have
different
capabilities.
They
can
offer
their
constituents
than
others.
So
we
want
to
make
sure
that
everyone
is
progressing
along
this
path
together,
so
we
can
have
the
most
efficient
and
timely
transition
to
next
generation,
911
full
statewide
deployment
as
possible,
and
that
is
the
bill
in
a
nutshell:
again,
there
is
no
additional
cost
to
the
commonwealth
or
the
taxpayer.

first

who
responded

calls
quite

run

this
issue
quite
frequently
and

time
covington
had
its
own
dispatch
and
kenton
county.
Had
a
dispatch
and
hamilton
county
had
a
dispatch
it
was,
it
calls
could
get
rerouted
incorrectly,
but
to
tag
along.

sharp
just
asked
about
about
a
mandate
it
sounded
like
their
all
dispatch
centers
would
have
to
be
brought
up
to
a
certain
level
throughout
this
period,
and
so
that
is
not
a
local
mandate
on
those
dispatch.
Centers

may
not
have
quite
the
funds
through
the
911
funds
collected.

just
trying
to
to
confirm
that
that's
the
case.
