A
Okay,
we
have
one
bill
on
the
orders
for
today
house
bill
321.
We
have
ryan
underwood
coming
to
the
desk
to
explain
the
chairman's
bill.
A
F
Good
afternoon
committee,
my
name
is
ryan
underwood.
I'm
representing
the
kentucky
automobile
dealers
association
house
bill
321
is
a
simple
bill
relating
to
temporary
tax
for
vehicles.
The
current
statute
states
that
a
temporary
tag
can
be
valid
for
no
more
than
30
days.
One
additional
tag
can
be
issued
for
an
additional
30
days.
F
A
D
D
I'd
have
double
my
salary,
as
I
currently
do
as
a
legislator,
it's
like
ten
dollars,
and
so
you
know
one.
I
really
always
try
to
listen
to
some
of
our
older
members
and
something
that
one
of
someone
I
really
respect
always
says.
Is
we
pass
a
bunch
of
feel-good
legislation,
and
so
my
that's
my
concern
with
this
bill,
and
so
what
can
you
explain
to
me
why
this
doesn't
feel
good
legislation
is
actually
needed
in
the
commonwealth.
F
It's
a
matter
of
continuity
to
have
the
statutory
language
in
in
step
with
the
regulatory
language.
It's
clarification.
D
What
groups
have
you
worked
with
to
provide
input
on
for
this
bill?.
F
Well,
the
kentucky
automobile
dealers
association
has
worked
closely
with
the
chairman
on
this
important
piece
of
legislation,
as
well
as
a
number
of
the
rental
car
companies
throughout
the
commonwealth,
and
I
know
that
carvana
has
been
involved
in
this
project
as
well.
So.
D
Another
follow-up
certainly
did
you
include
the
county,
clerks
and,
and
I'm
assuming
I
don't
know,
that's
for
sure,
but
I
assume
the
county
clerk's
association
is
the
one
that
puts
out
the
the
tags,
the
motor
for
motor
vehicles.
F
Yes,
we
have
worked
with
the
county
clerks
on
this
as
well.
This
was
this
is
a
bill
that
kind
of
goes
very
similarly
with
284.
It's
just
kind
of
a
separate
piece
for
to
clarify
some
of
the
language
as
far
as
regulation
and
statutory
language.
C
C
A
Thank
you,
representative
santoro,
representative
huff
has
a
question.
E
It's
not
so
much
a
question,
it's
just
a
statement
on
it.
I'd
like
to
thank
the
sponsor
for
bringing
this
bill
up
every
everything
we
look
at
now.
We
see
delays,
we
see
all
kinds
of
with
the
mail
supply
shortages
everywhere.
You
look,
and
I
know
for
a
fact
being
in
the
automotive
business
that
titles
that
used
to
take
two
or
three
weeks
now
take
two
or
three
months,
and
I
really
appreciate
you
bringing
forth
this
bill.
G
Follow
up
on
representative
huffman
and
it
it
may
be
a
feel-good
piece
of
legislation,
but
it's
an
important
piece
of
legislation.
The
biggest
complaints
that
I'm
having
right
now
is
getting
titles
in
getting
the
work
back
from
frankfort,
and
what
this
right
here,
in
my
opinion,
doesn't
go
far
enough.
I'd
like
to
see
a
90-day
tag
to
give
time
for
frankfurt
to
do
their
job.
G
Mr
mr
chairman,
I'm
and
I
and
and
I
know
that
we've
gone
through
a
critical
time
and
but
a
lot
of
people,
half
of
our
workforce
working
from
home
has
delayed
and
you
may
be
able
to
speak
on
how
much
phone
call
how
many
phone
calls
you're
getting,
because
I
know
you're
getting
a
lot
more
than
I
am
out
of
my
district.
But
the
biggest
complaint
that
I've
had
is
this
right.
Here
is
the
waiting
on
titles
and
waiting
on
the
paperwork
to
get
back.
G
I'm
talking
about
the
permanent
paperwork
and
also
on
the
rebuild
titles
rebuild
and
salvage
titles,
which
my
area
is
a
big
there's,
a
big
business
in
in
eastern
kentucky
and
I'm
sure,
maybe
in
other
parts
of
the
state,
but
they
shouldn't
have
to
wait
six
months
on
getting
a
title
back
on
a
salvaged
title
on
being
transferred
to
a
rebuilt,
and
I
say
that
to
say
that's
the
complaints
I'm
getting.
G
And,
mr
chairman,
I
I
just
I'm
glad
that
you're
addressing
this,
I
I
wish
you'd
go
a
little
further
because
I
think
90
days
would
still
be
in
a
window.
That's
hard
to
get
back.
So
in
saying
that
that's
it
was
more
of
a
statement,
but
if
mr
underwood
wants
to
follow
up
on
that
he's
the
one
that
probably
gets
a
whole
lot
more
calls
than
I
do.
F
We
are
working
closely
with
our
dealers,
as
well
as
the
salvage
and
rebuild
industry
on
this
284
addressed
a
lot
of
those
issues.
The
state
is
moving
forward
with
an
electronic
title
and
registration
system.
I
think
that's
you
know
that's
going
to
get
us
the
place
where
we
need
to
be
to
make
doing
business
in
the
commonwealth
significantly
easier
than
what
it
currently
is.
A
Thank
you,
ryan,
the
chairman,
since
this
was
to
my
understanding
mr
underwood's
first
time,
testifying
before
a
committee
on
a
piece
of
legislation
the
chairman
may
or
may
not
have
planted
a
couple
of
hot
questions
because
we
do
like
to
have
some
fun
with
people
on
their
first
time
in
committee.
I
think
representative
hevron
has
experienced
that
so,
let's
everyone
give
him
a
round
of
applause
for
his
presentation.
C
D
Well,
I
do
think
this
is
probably
another
feel-good
bill,
as
representative
santoro
would
say.
I
do
agree
with
my
colleagues
with
that
this
is
a
necessary
bill.
So
thank
you
all
for
bringing
this
to
the
transportation
committee.
We
greatly
appreciate
it.
I
think
it'll
bring
good
change
to
the
commonwealth.
Thank
you.
F
C
C
C
H
I
had
I
have
had
issues
with
this
pre-pandemic.
I
am
the
last
vehicle
I
bought.
It
took
many
more
than
30
days
to
get
my
plate.
So
yes,.
