passed

There
so
you'll
hear
some
good
testimony
behind
us
in
a
sec
there.
So
today
we're
presenting
house
bill
636-
and
this
is
kind
of
just
expanding
the
duties
of
mfast
mfast-
is
kind
of
a
support
group
for
our
national
guard.
So
with
that,
I'm
just
supposed
to
give
the
highlights
and
I'll
let
major
general
storm
go
ahead
and
introduce
himself
and.

I'm

military
affairs,
legislative

and
policy

Sir,
I'm
here
today
to
talk
to
you
about
and
and
request
your
support
of
the
mfast
military
family
assistance,
trust
that
commonwealth
kentucky
enacted
back
in
2006..
H
Basically,
the
mission
set
of
the
guard
and
reserve
had
changed
dramatically
since
2006,
and
initially
it
was
focused
on
oconus
operations,
which
would
have
been
primary
in
afghanistan
and
iraq
and
those
kentucky
guardsmen
and
reservists
returning
back
to
the
commonwealth,
kentucky
and
and
having
economic
financial
issues
that
they
needed
assistance
with
this
program
kind
of
mirrors.

What
you've
got
in
the
in
the
army,
mercy,
relief
act
or
the
navy
marine
corps,
emergency
relief
act
which
excludes
guardsmen
the
change
we
we
changed
it
in
2012,
amended
2012,
to
include
the
kentucky
national
guard
adoption
program,
and
we
reviewed
that
again
last
year
in
2021
to
increase
the
funding.
Basically,
this
program,
what
it
does
for
the
kentucky
national
guard
is
their
service
members
that
we've
had
on
for
say
covic
operations
for
the
last
two
years.

one
source
and
so
forth
before
they
get
to
this
program.
The
balance
we're
setting
at
about
270
some
thousand
dollars
in
this
account
today
with
an
additional
in
this
coming
budget
if
it
passes
for
an
additional
hundred
thousand
each
each
year
of
the
biennial.
If
it's
passed,
so
we
request
your
support
to
provide
this
service
to
our
kentucky
national
guardsmen,
who
are
coming
off
service
and
experiencing
financial
issues,
do.

first
responders
have
committed
themselves

think
this

least

try

help
them.

it's
a
very
common
sense
field,
but
I
guess
my
curiosity
is
it's
so
common
sense.

would
think
that
most
departments
around
the
state
would
offer
this
as
as
part
of
their
package.
If
an
officer
is
involved
in
an
incident,
is
that
not
the
case.
I
Well,
apparently,
that
is
not
the
case
and
oftentimes
with
you
know.
This
bill
also
extends
some
some
time
to
our
volunteer,
firefighters
and
also
emt
or
emergency
response
units,
so
that
would
give
them
an
option.
As
I
said
it
does
say
in
the
bill
that
the
employer
can
make
this
leave
paid
leave
if
they
so
choose,
but
it
does
not
have
to
be
paid
leave.

comment.
I
think
this
is
a
very
good
piece
of
legislation
I
can
see
where
you
know
if
folks
had
issues
with
their
superiors
or
things
like
that
forced
overtime,
things
of
that
nature
right
after
a
traumatic
situation
that
this
could
come
into
play
and
if
it's
not
codified,
it
needs
to
be
codified
in
our
rules
that
we
play
by.
So

mean
I
shared
a
couple
examples
where
especially
the
volunteer
bases
where
there's
pressure
to
do,
and
so,
but
it's
very
hard
to
do
your
job
correctly
after
having
experienced
such
traumatic
episodes
and
those
things
coming
right
back
in
without
any
time
downtime,
and
as
we
talk
more
and
more
about
mental
health
and
those
things
that
this
time
is
needed.
So
thank

for
that,
and
someone
just
made
a
motion
on
the
bill
and
not
second
to
none.

We
do
financial
reviews
and
just
regular
training
records
audits
on
fire
departments
every
four
years
and
what
we
found
with
this
financial
disclosure
reporting
was
frequently
it
was
filled
out,
incomplete
incorrect
and
we
spend
a
great
deal
of
time
tracking
down
the
records
and
it's
you
know
we're
all
about
the
transparency,
but
the
information
wasn't
always
correct.
So
what
we
are
just
asking
and
I've
already
implemented
internally
through
director
robertson
and
director
potter-
is
to
remove
the
paper
financial
reporting
for
the
chapter.

that
was
basically
the
only
changes
just
taking
the
pipe
paper
reporting
and
adding
a
yearly
financial
review
and
of
the
two
page
report,
the
first
demographic
page.
The
report
is
100
duplication,
half
the
information
we
already
gather
and
the
other
half
they
already
submit
to
the
secretary
of
state's
office
for
their
non-profit
status.

wasn't
where
it
was
supposed
to
be
and

caused
a
lot
of
a
lot
of
problems
in
a
black
eye
for
the
department.

oversight
will
be
very
helpful,

this
measure
that
is
vital
to
the
safety
of
our
communities
house.

414
amends
various
statutes
relating
to
public
safety
personnel
to
ensure
cities
can
recruit
and
retain
the
best
people.
For
these
official
roles,
our
commonwealth
faces
a
public
safety
personnel
crisis.

As
we
move
this
bill
forward,
it's
making
it
an
opportunity
to
allow
us
to
reach
out
to
those
that
may
not
be
considering
the
role
of
first
responders,
but
it
does
nothing
to
hinder
the
quality
of
personnel,
but
it
makes
it
simply
easier
for
those
who
would
choose
to
go
into
that
role.
The
bill
removes
the
maximum
age
currently
in
statute
for
new
police
hires.
It
helps
city
hire,
cities,
hire
retired
public
safety
personnel
without
additional
cost
of
retirement
contributions.

think
this
is
the
first
time
we've
had
the
opportunity
to
present
a
bill
in
your
committee,
and
I
know
you
understand
these
issues
as
a
as
a
former
mayor
as
well
I'll,
just
I'll,
preface
briana's
comments
with
saying
we
attempt
when
we
do
legislation
to
work
with
stakeholders
prior
to
the
introduction
of
legislation.

In
this
instance,
we
worked
with
the
kentucky
fop,
who
has
no
objections
to
the
bill
prior
to
being
introduced,
and
we
also
work
with
the
chiefs
of
police
association,
who,
who
also
is
supportive
of
the
of
the
measure
to
address
several
issues
related
to
to
recruitment
and
retention.
I
don't
know
if
brianna
wants
to
explain
in
in
more
detail,
but
these
are
very
important
provisions
for
city
governments
as
they
as
they
go
forward
dealing
with
with
their
staffing
issues
related
to
police
departments.

Also,
a
city
that
averages
between
five
and
100
officers
would
hire
either
five
retired
officers
or
that
equivalent
would
be
25
percent
of
their
previous
year's
average
staffing
figure
without
the
additional
pension
expense.
So
we're
hoping
that
these
departments
can
compare
the
number
of
the
retired
officers
to
the
current
environment
and
not
that
of
seven
years
ago.
What
it
currently
is,
there's
no
limit
to
how
many
retired
officers
a
city
may
employ,
and
this
only
pertains
to
those
that
require
a
pension
contribution.
So
that's
really
important
to
note
as
well.

Right
now,
other
police
departments
around
the
state
are
constrained
to
a
seven-day
40-hour
work
period,
but
this
would
allow
80
hours
over
a
14-day
period
to
allow
some
flexibility
in
the
scheduling
that
louisville
that's
worked
so
well
with
louisville
motion.

service.
The

crux
of
the
bill
that
I
think
you're
talking
about
is
in
krs
95
450.,
and
so
we
clarified
in
that
issue
that
that
the
hearing
process
in
95
450
for
police
officers
would
not
apply
if
the
police
officer
biller,
writes
krs
15
520,
which
governs
most
most
every
police
disciplinary
matter
is
applicable.
