second
committee
meeting
of
the
standing
committee
on
state
and
local
government.
We
have
one
item
on
the
agenda
today
and
ma'am
clerk.
Could

the

thank

for
this
opportunity
to
present
to
you
this
bill
today.
This
bill
simply
moves
the
filing
deadline
for
all
people
who
are
running
in
the
may
primary
to
the
25th
of
january
2022.

I
appreciate
you
bringing
this
and
yeah
the
senate
bill
60
from
back
in
the
day.
Those
of
us
who
were
here
a
couple
of
years
ago
remember
there
was
a
refrain.
You
heard
around
frankfurt,
a
lot
which
was
well.
We
don't
want
to
start
that
until
after
the
filing
deadline-
and
so
we-
the
thought,
was,
we
got
more
work
accomplished
by
going
ahead
and
moving
this
forward.
There
were
various
and
sundry
theories
about
why
we
shouldn't
do
that.

So
there
are
four
reasons:
senator
mcdaniel
that
I
feel
besides
when
I
actually
asked
it
to
be
drafted.
I
just
asked
to
move
it
for
everyone
and
when
that
issue
came
up,
there
are
four
reasons
why
I
would
say
that
we
don't
need
to
do
that
number
one,
because
senate
bill
60
moved
it
for
every
one.

One
way
I
felt
like
this
is
undoing
that
for
one
year
we'll
move
it
back
for
everyone,
also
in
house
bill
2
that
you
will
be
hopefully
considering
tomorrow,
assuming
it
passes
today,
and
hopefully
you
will
be
considering
it
on
the
senate
floor
on
saturday.
This
language
is
mirrored
in
senate
bill
2,
but
we
felt
that
this
bill
should
be
moved
before
the
filing
deadline,
so
we
would
have
to
do
something
retroactively.

The
third
reason
is
because
of
a
court
ruling
in
2012
that
threw
out
a
redistricting
plan
that
the
general
assembly
had
passed
and
the
courts
move
the
filing
deadline
with
that
ruling
for
everyone.
So
we
feel
that
is
a
judicial
precedent
and
that
we
need
to
follow
that
and
thirdly
or
fourthly.
Finally,
the
other
reason
look,
I
understand
the
local
stuff
get
it.
I've
had
calls
with
local
clerks.
I've
had
calls
with
with
local
candidates,
but
the
fact
of
the
matter
of
all
the
138
members
of
the
general
assembly.

Very
good
well
clearly,
as
we
said
at
that
time,
there
were
different
opinions.
You
know
I
probably
differ
a
little
bit
on
this
one,
but
it's
still
good
legislation,
I'm
glad
you
brought
it
so
quickly,
so
that
we
can
try
to,
in
the
absence
of
having
had
the
special
session
that
we
asked
for
on
this,
try
to
provide
notice
to
people
and
the
ability
for
them
to
file
and
run,
and
mr
chairman,
if
there's
not
a
second
already,
I
will
gladly
provide
as
much
thank
you.

When
there
is
a
reluctant
or
uncooperative
governor,
we
wouldn't
have
this
situation
today,
because
we
would
have
called
ourselves
in
to
a
special
session
in
november
or
december
and
passed
the
maps
and
been
been
done
with
it.
So,
let's,
let's
hope
the
voters
have
the
wisdom
to
grant
us
that
authority
on
the
election
and
the
constitution
cost
you
a
ballot.
That'll
be
before
them
in
november,
and
we
will
and
then
10
years
from
now
we
won't
be
dealing
with
this.

I'm
voting
yes
and
I
fully
support
the
deadline
being
moved
back
to
what
it
used
to
be.
In
fact,
a
couple
of
years
ago,
when
this
debate
is
going
on,
the
the
bigger
question
needs
to
be.
Why
january,
I
think
that,
in
order
to
keep
our
campaigns
shorter
and
more
concise
spending,
less
money,
getting
less
involved
would
be
amazing
if
possible
in
a
later
filing
deadline.
For
example,
at
the
end
of
the
session,
when
everybody
can
sit
back
and
evaluate,
everything
would
actually
be
good
for
our
constituents.

chairman,
I
cast,
I
vote,
may
explain
my
vote.
Yes,
you
may
like
senator
mcdaniel.
I
would
have
preferred
to
bifurcate
these
for
the
offices.
It
did
not
require
redistricting,
although
I
think
that
the
leader
adequately
explained
the
position
why
it
is
constitutionally
mandated
that
we
do
it
for
all
offices.
So
I
appreciate
that
explanation.

I
wish
we
could
have
proceeded
differently,
since
I
think
that
those
folks
that
did
not
have
to
go
through
the
process
that
it
does
benefit
the
work
of
the
people
by
allowing
things
to
get
going
and
move
on.
That
being
said,
I
think
we
to
echo
senator
thayer.
We
do
have
to
recognize
that.
The
main
reason
why
we
are
here
is
because
the
governor
refused
to
call
us
in
for
a
special
session
to
take
care
of
the
people's
work
so
that
we
could
get
moving
forward
with
this
process.

It
is
essentially
fault
for
any.
Moving
of
this
deadline
lies
with
him
and
not
with
the
general
assembly.
So
again
I
cast,
and
I
vote.
