From YouTube: House Standing Committee on Agriculture (2-23-22)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
This
is
our
fourth
meeting
for
the
house,
agriculture
committee
and
do
a
little
housekeeping
here,
real
quick,
remind
everybody
to
silence
your
phones
and
then,
if
you're
interested
in
testifying.
I
don't
know
this.
You
usually
don't
have
a
problem
with
this,
but
apparently
it's
been
a
problem
in
some
committees,
so
we're
treating
everybody
the
same.
So
if
you're
interested
in
testifying,
please
use
the
sign
up
sheet
over
there
by
the
door
and
then
testimony
is
over
within
the
chair's
discretion,
along
with
a
lot
of
other
things
based
on
the
time
restraints
and
information
already
presented.
A
A
We
have
a
quorum,
we're
ready
to
conduct
business
before
we
do
that.
We
have
some
guests,
representative
walker.
You
can
go
first,
yeah.
E
All
the
way
from
fredonia
area
wanted
to,
and
christopher
driver
and
jim
seibert
coming
up
as
as
my
guest
today
and
we're
going
to
meet
in
a
little
bit
so
appreciate.
Y'all
driving
up.
E
Thank
you,
mr
chair.
Yes,
with
jonathan
pinkston,
please
stand,
I
think,
we're
going
to
hear
more
from
them
in
a
moment,
but
I've
known
him
since
he
was
a
little
bitty
tyke
and
his
entire
family
he's
a
wonderful
person
and
we're
so
blessed
to
have
him
in
this
leadership
role.
So
please
welcome
jonathan
this
morning,.
F
You
thank
you
chairman,
michael
sarge,
pollock
state,
representative
district
51,
glad
to
be
here.
Thank
you.
So
much
today
we're
going
to
talk
about
a
bill
that
basically
and
literally
it's
a
cleanup
bill,
and
we
hear
that
term
a
lot
around
here
and
so
house
bill
306
is
an
act
relating
to
pest
and
weed
control.
F
The
second
point
here
it
removes
references
to
a
johnson
grass
control,
a
new
eradication
program
and
changes
it
to
the
more
broad
past
and
noxious
weed
control
program,
repeals
outdated
statutes
related
to
thistles
canada,
thistles
nodding,
thistles
and
removes
the
penalties
for
those
statues.
So
basically
those
are
the
three
areas
there
in
this
particular
bill
that
they're
cleaning
up
again
on
the
renewal
date,
which
was
march
one
they're,
they're,
taking
away
that
and
and
including
that
into
all
of
the
other
renewal
dates.
F
So
for
the
licenses
and
those
type
of
things,
so
that
being
said,
any
questions
you
may
have
for.
A
H
Thank
you,
mr
chairman
representative
pollock.
I
appreciate
you
bringing
this
when
I
was
about
9
or
10
years
old.
My
dad
started
me.
I
was
the
one
responsible
for
taking
care
of
canadian
thistles
and
nodding
thistles
and
I've
got
them
in
pretty
good
control,
but
I
still
got
a
few.
Would
you
have
some
time
this
summer
come
up
help
me
spray.
H
E
C
I
B
E
Like
to
record
sorry,
I'm
present
from
my
annex.
G
B
A
A
B
A
I
A
E
A
We
will
hear
house
resolution
69
and,
while
representative
dixon
is
coming
to
the
table,
representative
cook
has
some
guests.
He
would
like
to
introduce
thanks.
Mr
chairman,
I'd
like.
D
Thank
you,
mr
chairman
committee
members,
I'm
representative
jonathan
dixon,
the
11th
house
district.
I
appreciate
the
opportunity
to
present
house
resolution
69
in
front
of
you
today.
This
resolution
came
from
the
department
of
agriculture
and
some
of
the
land
forms
that
that
the
commissioner
had
around
the
state
this
year.
D
This
resolution
simply
asked
the
federal
administration
federal
aviation
administration
to
update
some
of
its
regulations
on
unmanned
aircraft
systems,
specifically
towards
drones
and
use
of
agricultural
applications
as
far
as
spraying
and
and
pesticides,
and
those
kind
of
things
kentucky
is
very
dependent
on
their
agricultural
community,
and
this
drone
technology
is
becoming
a
fast-paced
industry.
So
this
resolution
simply
urges
that
the
house
of
representatives
urges
the
federal
administration
to
regulate
or
to
update
its
administration.
D
Its
administrative
regulations
pertaining
to
agricultural
and
unmanned
aircraft
systems
in
an
expedient
manner
to
keep
up
with
a
rapid,
changing
technology
and
advancements
motion.
I
Here
I
am,
I
just
want
to
ask
the
question:
how
long
has
it
been
since
they
put
the
current
regulations
into
place?
Okay,
go.
I
How
long
has
it
been?
Have
they
that
these
these
drones
and
do
they
have
regulations
on
these
drones
right
now
and
how
how
long
ago
was
it
that
they
put
them
in
place?
Yeah.
D
There
are
regulations
that
drones
is
an
evolving
technology,
so
you
know
it
started
out
years
ago,
as
as
small
drones
in
the
re.
Some
of
the
regulations
that
are
in
place
are
due
to
you,
know
them
being
a
hobby
aircraft
versus
using
for
technology
in
agriculture.
Specifically,
what
is
what's
transpiring
is
you're
having
these
drones
used
for
for
spraying
applications
and
the
weight
limit
is
really
the
concern.
If
it's
right
now,
it's
capped
at
55,
that's
a
general.
D
You
know
55
pound
rating
for
for
for
drones,
not
specific
to
agriculture,
but
in
agriculture
it
is
specific
that
those
regulations,
potentially
you
know,
look
at
those
and
see
if
they
can
be.
You
know
increased
so
that
that
those
drones
are
able
to
to
carry
more
product
for
for
the
application
process.
Okay,.
A
G
Thank
you,
mr
chairman.
I
appreciate
the
opportunity
to
come
before
this
honorable
committee
and
all
its
members,
it's
a
very
special
week
here
in
the
commonwealth
kentucky
and
for
the
and
for
the
nation
as
well.
It's
national
ffa
week.
So
here
today
we
have
house
resolution,
16
have
a
few
distinguished
guests
at
the
table
and,
as
you
can
see,
we
have
some
even
more
distinguished
guests
out
in
the
audience,
but
first
I'm
representing
brandon
reed
from
house
district
24
representing
that
district
proudly
and
also
the
1999-2000
state
ffa
president.
G
J
Hello,
my
name
is
my
name
is
jonathan
pinkston
and
I'm
from
mercer
county,
miss
kim
king
and,
like,
like
representative
reed,
said
I'm
representing
the
2021-2022
kentucky
ffa
state
officer
team,
as
this
year's
state
president.
K
A
C
K
A
While
you're
standing-
and
we
have
plenty
of
time,
your
name
and
what
school
you're
from.
G
G
I
know
for
a
lot
of
members
of
this
committee,
but
I'm
gonna
digress
and
turn
over
to
these
individuals,
who
has
had
a
wonderful
year
so
far,
they'll
be
finishing
up
their
year
around
june,
probably
and
as
their
state
fa
officer
year
comes
to
a
close,
and
I
know
they
got
a
lot
of
a
lot
of
testimonies
a
lot
of
things.
They
want
to
tell
you
this
morning,
so
I'm
going
to
turn
it
over
to
them.
J
I
will
go
ahead
and
start
by
just
just
sharing
some
of
some
of
the
great
things
that
kentucky
ffa
has
been
up
to
just
in
2022
alone,
right
from
the
beginning
of
the
year.
After
a
little
bit
of
a
break
from
school.
All
of
our
all
of
our
teammates
are
our
full-time
college
students
and
we
were
able
to
go
on
some
industry
tours
as
a
part
of
these
industry
tours
we
made
a
circle
of
the
state
where
we
were
able
to
interact
with
partners
of
kentucky
ffa.
J
We
were
able
to
interact
with
with
those
who
were
sponsoring
young
people
all
across
the
state
are
kentucky's
youth
and
agriculture,
and
that
was
a
phenomenal,
phenomenal
opportunity
for
us,
as
as
members
of
the
organization
to
see
and
as
now
as
as
leaders
in
the
state
of
that
organization.
So
it
was
a
really
good
opportunity
now
that
we
are
now
that
we
are
back
at
school.
All
of
our
all
of
our
teammates
are
staying
very
busy
with
with
our
activities
and
visits.
These
activities
and
visits
are
really
what
are
really.
J
What
comprises
the
the
meat
of
the
state
officer
year
for
myself,
where
I'm
able
to
interact
with
members
members
like
at
bourbon,
county
and
paris
independent?
It's
it's
a
it's
a
really
phenomenal,
really
phenomenal
opportunity.
As
as
we
approach
as
we
approach
some
of
our
some
of
our
upcoming
months.
J
Of
course,
we've
got
some
we've
got
some
leadership
events
that
are
upcoming,
but
what
I'd
like
to
share
a
little
bit
about
with
you
today
is
ffa
week
as
representative
reed
shared
ffa
week
is,
is
observed
on
the
week
of
george
washington's
the
week
of
george
washington's
birthday,
and
this
week
is
an
opportunity
for
for
us
as
ffa
members
and
us
as
kentucky's
youth
and
agriculture,
to
to
focus
on
this
phenomenal
industry
and
also
give
back
to
an
organization
that
develops
premier
leadership,
personal
growth
and
career
success
in
the
lives
of
its
young
people.
J
I've
had
conversations
with
several
of
you
and,
of
course,
had
conversations
with
representative
reed
about
the
impact
of
this
organization,
and
that's
that's
been
very
evident
to
me
this
week.
J
Just
this
week
alone,
I
was
able
to
spend
monday
morning
at
the
capitol
at
the
at
the
proclamation
signing,
and
then
I
was
able
to
spend
some
time
with
our
franklin
county,
ffa
chapter,
our
western
hills
chapter
and
then
our
lincoln
county
chapter
this
evening
and
then
last
night
I
was
able
to
spend
some
time
with
our
jasmine
county
ffa
and
just
this
week
alone,
spending
time
with
young
people
spending
time
with
leaders
within
kentucky
and
spending
time
with
young
people
interested
in
agriculture.
J
It
has
really
reminded
me
of
the
of
the
the
impact
of
this
organization
and
sitting
here
in
front
of
you
as
a
representative
of
that
organization.
I'm
I'm
I'm
I'm
very
proud
of
my
peers
and
I'm
very
proud
of
the
of
the
members
of
this
state,
I'd
like
to
turn
it
over
to
brady
to
to
fill
some
of
the
holes
that
I
may
have
missed.
K
Yeah
well,
I
would
just
like
to
start
by
saying
it's
such
an
honor
to
to
represent
such
a
great
organization
that
has
really
impacted
so
many
people
in
ways
that
you
know
they
may
not
even
really
notice.
You
don't
have
to
wear
the
blue
jacket
to
be
impacted
by
ffa.
I
think
we
can
all
agree
on
that
and
really,
I
think
that
the
mood
surrounding
ffa
is
excitement.
I
think
that
we
are
very
excited
to
be
back
doing
things.
K
The
members
and
schools
are
very
excited
to
see
state
officers
out
and
about
again-
and
just
really,
I
think
our
team
is
extremely
extremely
excited.
I
think
excited
might
be
an
understatement
for
the
most
part,
but
I
think
it's
just
really
great
that
you
know
we're
able
to
be
back
out
and
doing
things.
K
Actually.
I
was
in
nicholas
county
last
night
for
a
green
hand,
banquet
and
I
was
talking
with
the
gentleman
and
he
he
made
sure
to
remind
me
that
whatever
I
do
to
not
get
rid
of
your
blue
jacket,
you
always
hang
it
up
and
you
always
put
it
in
your
closet
you're
going
to
keep
that
forever
and
I
think
that's
just
a
testament
to
to
how
ffa
has
impacted
him,
and
I
think
how
it's
impacted,
thousands
of
kentucky
students
and
ffa
members.
K
A
Awesome,
thank
you
guys
and
when
I
was
a
freshman
in
high
school
and
I
got
my
first
ffa
jacket,
our
advisor
made
the
same
comment.
You
know
you
take
care
of
it
only
wear
it
on
on
meeting
days
and
hang
it
in
your
closet,
and
I
have
two
hanging
in
my
closet
to
this
day.
So
it's
just
one
of
those
keepsakes
memorabilia's
we've
had
several
more
guests,
come
in
I'll,
introduce
you
guys
here
in
just
a
minute.
I
want
to
go
to
representative
stevenson
for
a
question
or
comment
and
then
we'll
come
back.
E
Thank
you,
mr
chairman.
I
just
wanted
to
say,
welcome
to
the
capitol
and
to
thank
you
and
congratulate
you
all
on
your
premier
leadership
that
you
show
in
your
schools
and
in
your
communities,
and
I'm
so
happy
that
you're
here
and
I'm
so
happy
that
we
have
a
whole
week
to
honor.
You
guys,
thanks
for
what
you
do.
A
Thank
you
representative,
and
the
the
group
of
ffa
gentlemen
and
ladies,
that
just
came
in.
If
all
of
y'all
will
stand,
we
the
first
group,
we've
already
recognized.
We
want
to
catch
the
second
group.
All
of
you
guys
stand.
A
We
had
the
other
group
do
an
impromptitude
speech
and
we
didn't
want
to
deny
you
guys
the
same
opportunity
but
seriously.
Excuse
me
if
you
would
just
say
your
name
and
what
school
you
represent.
We'd
appreciate
that
and
you
get
to
pick
where
to
start.
A
Thank
you.
We
got
them
all
again
appreciate
you
guys
coming.
You
can
be
seated
now
you
can
go
home
and
tell
your
parents
that
you
spoke
in
front
of
the
house
agriculture
committee
in
frankfort
today,
representative
pollock
has
some
questions
or
comments.
F
J
I'll
tell
you,
I
have
been
asked
several
times
to
stick
my
hands
in
the
green
paint,
but
for
the
sake
of
for
the
sake
of
keeping
my
jacket
clean,
I
haven't
done
it
much
here
recently.
I
completely.
F
Understand
that
and
obviously
that
that
still
goes
on
as
far
as
hazing,
in
which
I'm
familiar
with
hazing
right
now
here
in
the
capital,
since
I
am
a
freshman
here,
so
I
I
wanted
to
make
sure
that
tradition
still
carried
on.
I
was
a
sentinel
at
breckenridge
county
high
school.
F
I
served
on
the
state
parliamentary
procedure
state
championship,
so
I
echo
everything
you
said
in
your
remarks
about
leadership
and,
ladies
and
gentlemen,
this
organization
is
what
that's
about
preparing
our
future
leaders
through
this,
and
I
I
applaud
everything
and
I
love
what
ffa
stands
for.
Thank
you.
I
I
just
want
to
follow
up
with
my
colleague,
representative
stevenson.
You
two
young
men
have
presented
yourself
really
well,
you
have
represented
your
organization
and,
as
a
former
high
school
teacher
who
represents
franklin
county,
I
know
that
our
organizations,
our
two
organizations
here
of
ffa,
are
very
strong
and
very
committed
to
the
community
and
particularly,
are
very
engaged
in
the
in
the
farming
community.
But
I
want
to
tell
you
how
impressed
I
was
with
your
presentation
and
just
being
very
cool
about
how
how
you
were
addressing
this
body.
C
Thank
you,
mr
chairman.
I
appreciate
you
all
coming
today
and
the
presentation-
and
I
I
do
too,
with
in
breckenridge
county,
there
see
the
outcome
of
not
just
learning
about
farming,
but
the
leadership
aspect
of
it
and
it's
a
great
organization,
and
I
also
want
to
say
that
we
appreciate
representative
reed
consistently
keeping
this
in
front
of
us
and
in
our
mind
he
loves
this
stuff
and
lives
and
breathes
it
and
makes
sure
that
anything
that's
going
on.
C
We
don't
forget
about
it,
and
we
appreciate
that
as
well
and
appreciate
the
advocacy
and
all
the
young
people,
it's
great
opportunity
to
step
up
and
to
learn
to
lead,
and
we
appreciate
what
you
do.
Thank
you.
C
Thank
you,
mr
chair,
and
I
I
think
it's
I'm
always
so
proud
when
I
see
these
young
men
and
young
women
come
here
with
these
jackets
on
and
I've
always
it's
important
that
we
share
with
them.
How
many
of
us
here
on
this
panel
actually
were
members
of
ffa,
and
I
think
it
would
be
a
good
thing
for
us
to
raise
our
hands,
so
they
will
see
that
we
follow
their
same
path.
A
So
everybody
in
our
committee
that's
been
an
ffa
4-h
fha.
You
can
raise
your
hand
yeah
4-h.
If
they're
all
kind
of
parallel
groups,
I
mean
it's
it's
about
promoting
leadership.
Anything
else
represented
us
representative,
tipton.
H
Thank
you,
mr
chairman.
I
appreciate
that
comment.
Many
members
of
the
general
assembly
first
learned
about
the
importance
of
leadership
and
developed
their
leadership
skills
through
their
time
in
vocational
agriculture
classes
and
working
in
the
ffa
representative.
H
You
know
your
grandfather
was
my
high
school
math
teacher,
mr
merle,
lawless
and
merlin
kitty
great
family
from
spencer
county.
So
I
know
you
come
from
good
traditions
and
good
roots,
so
good
to
have
you
here
today.
Thank
you.
A
Anyone
else
I'll
wrap
up
by
saying
I
enjoyed
my
my
days
in
the
ffa.
It
was
something
that
I
always
looked
forward
to
and
couldn't
wait
till
I
got
to
be
a
freshman
in
high
school,
so
I
could
join.
I
ended
up
graduating
from
cuba.
High
school
was
president
of
the
class
and
cuba
school
is
no
longer
there.
Representative
reed,
it's
it's
gone
so
time
has
passed,
is
by
in
a
lot
of
ways
and
served
as
a
district
ffa
officer.
A
H
G
Just
just
really
quick,
I
just
want
to
thank
these
young
men
at
the
table.
I
want
to
thank
the
ffa
members
behind
me.
I
want
to
thank
you
all
as
a
committee
for
making
sure
that
this
this
week
has
definitely
highlighted.
I
will
say
that
the
the
president
will
join
us
on
the
floor
today
and
he
will
lead
us
in
the
pledge
of
allegiance
and
before
we
close,
mr
chairman,
if
we
could,
mr
president,
you
got
a
few
ffa
members
behind
you.
Why
don't
you
stand
and
ask
why
they're
here.
A
All
in
favor
of
the
resolution
signify
by
saying
I
am
any
opposed,
nay
and
resolution
is
passed.
Congratulations.
We
need
the
members
who
joined
us
late
that
need
to
cast
a
vote
to
do
so
at
this
time.
Those
who
maybe
came
in
later
are
joining
us
by
zoom.
