C
A
Here:
okay,
our
first
I'm
gonna,
start
off
with
house
bill,
465
representative
dawson.
If
you're
ready
to
go,
please.
D
You,
mr
chairman,
representative,
myron
dossett
from
the
ninth
district
and
I'll,
have
my
guest
introduce
himself
as
well.
D
Thank
you,
mr
chairman.
I
apologize.
I
had
my
paperwork
turned
upside
down
right
there.
I
think
you
and
committee
members
for
allow
me
to
present
this
morning.
The
intent
of
house
bill
465
authorizing
military
unit
license
plate
is
to
create
an
attractive
signature
license
plate
for
the
seven
most
historically
significant.
Active
military
units
in
kentucky
all
based
in
fort
campbell
and
fort
knox
are
active
military
personnel
and
their
families.
D
A
E
Just
a
veteran
who
attended
basic
training
at
fort
campbell
back
a
few
years
ago.
I
appreciate
you
ever
been
bringing
this
bill
forward,
I'm
not
in
that
elite
group,
but
I
really
appreciate
anything
done
for
the
military
as
it
gives
them
the
ability
to
accept
that
honor
and
let
everybody
know
where
they've
been
what
they've
done.
Thank
you
very
much.
A
A
Okay
motion
passes
and
I
apologize
for
rushing
this
morning.
I
was
afraid
I
was
gonna
lose
my
quorum,
and
so
we
had
another
bill
to
here,
but
that
looks
like
our
quorum
is:
is
safe.
Now,
we've
had
a
few
extra
members
to
show
up,
and
so
we
won't,
we
won't
lose
our
quorum,
and
this
is
an
important
bill
and
there's
a
lot
of
members
of
these
bases
that
be
very
excited
to
be
able
to
display
their
their
license
plate
with
honor.
A
E
A
A
Okay,
I'm
sorry
for
the
confusion
here
on
our
roll
call.
Nine
o'clock
meetings
are
early
here
to
kentucky
in
annex
and
we
have
one
more
before
we
close
the
row
senator
wilson
you're
here
we
just
we
have
a
bill.
If
you
want
to
vote
on
it
prior
to
us.
A
Senator
wilson
votes
eye,
okay,
again
apologize
for
the
confusion,
but
thank
you
all
for
being
here
this
morning.
Thank.
A
A
Okay,
our
quorum
is
safe,
so
I'll,
slow
down
and
good
morning
to
everyone.
Our
next
bill,
representative
kirk
mccormick
house
bill
46.
A
F
F
House
bill
46
is
an
act
relating
to
the
operation
of
a
motor
vehicle
using
device
with
amendment
krs
186
0.578,
to
provide
options
for
in-state
and
out-of-state
drivers
coming
to
kentucky
regarding
the
removal
of
daytime,
only
restrictions
in
the
licensing
and
provision
state
for
drivers
using
the
optic
device
amendment
krs
186.579,
to
comply
and
to
specify
the
evaluations
must
be
performed
by
the
office
of
vocational
rehab.
A
It
is
brief,
but
it
is
a
I
guess,
a
probably
have
some
questions
about
the
bob,
the
bioptic
device
and
the
bill
right
now.
Currently,
it's
legal
to
only
license
to
have
use
these
devices
during
the
day.
This
allows
us
to
to
anyone
who
qualifies
to
use
them
at
night,
also
correct.
A
Marlon,
thank
you
for
being
here
and
I
really
appreciate
I
get.
We
get
calls
from
time
to
time
about
these
type
of
licenses
and
it's
really
an
interesting
concept
that
we
have
these
devices
briefly,
you
know
explain
how
this
works,
what
this
device
does
for
a
vision,
impaired,
driver.
G
G
For
example,
you
may
see
that
sign
behind
you
know
it's
a
sign,
but
you
can't
read
it
clearly
and
that's
when
you're
instructed
to
it's
a
dipping
motion
to
go
into
your
device
and
it'll
magnify
most
of
our
drivers
are
using
that
for
traffic
likes
road
signs,
because
we
don't,
they
only
use
it
about
eight
percent
of
the
time
that
they're
driving
they
shouldn't
because
some
of
them
get
a
little
bit
too.
I
guess
using
it
too
much
and
really
you
can
use
it
too
much.
It's
just
using
it
for
specific
things.
A
G
Sir,
no
sir,
most
of
our
drivers
are
actually
a
lot
of
persons
with
visual
impairments
see
better
at
night,
especially
our
colorblind
individuals.
I
mean
it's
unbelievable,
almost
five
times
better
and
when
I
say
better,
I've
seen
a
time
where
some
of
my
clients
was
a
little
bit
more
comfortable
than
I
was
at
night
out
there.
That's
especially
the
colorblind
individuals.
Yes,
sir.
H
First
of
all,
thank
you
for
being
here
my
pleasure.
I
know
the
different
disabilities.
We
have
to
find
ways
to
work
around,
so
people
can
be
part
of
our
society
and
in
in
a
way
that
they
can
give
back
and
for
work
and
other
ways.
So
I
appreciate
you
doing
that
we're
always
finding
new
ways.
I
actually
have
a
niece
that
just
has
used
a
device.
She
has
the
way
it
was
set
up.
H
There
was
like
a
blockage
directly
in
front,
so
it
was
able
to
use
the
mirrors
to
kind
of
work
around,
not
just
wonderful
technology,
a
lot
to
participate.
Let
me
ask
two
questions,
though,
is
there
anything
on
the
actual
license
that
that
shows
the
restrictions?
Yes,.
G
Sir,
the
eight
restriction
which
I've
learned
can
cover
so
many
things,
but
the
number
one
is
just
corrective
like
I
wear
four
is
daytime,
only
eight
includes
bioptic
and
left
and
right
outside
mirrors.
Basically,
they
can't
be
riding
around
without
their
side
view,
mirror
on
so
and
then
once
they
take
the
time
test,
they
remove
that
number
four,
but
they'll
always
have
the
one
and
eight
up
there
and
my
my
next.
H
A
lot
of
people
struggle
with
issues
with
night
vision
anyway,
the
new
technology
on
a
lot
of
the
vehicles
is
literally
has
the
night
vision
set
up
in
place.
So
I
didn't
know
as
you're
looking
into.
I
know
it's
a
lot
of
the
2022
models.
Some
of
them
have
come
up
with
that
as
you're.
Looking
at
your
new
technology.
H
That
may
be
something
that
could
benefit
as
well,
but
you
know
if
they're
taking
the
test,
one
thing
just
to
have
the
the
glasses
or
what
not
you
have
it,
but
the
technology
in
place
now
is
just
amazing.
I
could.
G
G
E
So
another
question,
mr
chairman:
yes,
sir,
so
the
people
in
my
district
lecture,
county
harlan
county
knock
county
floyd
county
all
those
counties,
there's
somebody
there
that
can
provide
that
excess
availability
of
this
test
for
them.
Also,
my.
G
F
F
We
had
so
many
people
that
waiting
to
get
their
driver's
license
so
they
could
enter
the
workforce
and
we
put
them
out
there
just
as
quickly
as
we
could
get
it.
We
had
a
backlog
and
it's
a
timely
process.
It's
nothing
that
we
rush
through,
because
driving
on
a
highway
is
not
only
a
privilege,
but
you
know
it
can
be
very
dangerous,
so
we
wanted
to
make
sure
that
they
were
ready
before
they
got
their
license.
A
We
have
a
motion
on
the
bill
marlon
before
we
take
the
vote.
I
just
want
to
thank
you
for
what
you
do.
It
takes
a.
I
would
assume
it
takes
the
patience
of
job
to
to
do
your
job,
and
I
certainly
appreciate
your
dedication
to
these
folks
that
I'm
fortunate
enough
to
have
a
disability
that
and
thank
you
for
helping
make
them
whole.
It's.
C
A
Aye,
we
have
a
motion
for
consent
and
we
have
a
second
all
in
favor
signify
by
saying
I
opposed
the
eyes
have
it,
you
will
be
put
on
the
consent.
Counter
motion
that
same
shall
pass,
and
thank
you
for
being
here
today
and
good
good
luck
on
the
rest
of
the
session.
A
Okay,
we
senator
gerdler
here
sent
to
gerdler.
I
guess
we
will
start
into
the
portion
of
the
meeting
today
about
road
namings.
These
are
resolutions
that
will
be
done
on
the
floor.
A
We
will
not
there's
no
need
to
vote
on
them
here,
but
we
want
to
make
sure
that
that
the
these
honorees
these
folks
that
deserve
are
deserving
of
a
road
being
named
in
their
honor,
that
we
do
as
much
as
we
can
to
make
sure
that
they're,
they're,
honored
and
people
know
what
we're
doing
here
in
the
kentucky
state
senate
and
the
general
assembly
to
honor
these
these
folks,
so
senator
gerdler.
Your
the
floor
is
yours.
If
you
will
identify
yourself
for
the
record
and
and
talk
about
your
honoree.
I
All
right,
I'm
sinister
girdler
rick
gerdler
from
somerset
pulaski
county
area.
Today
I've
got
a
joint
resolution
165
for
jerry
eckert.
By
the
way
I
want
to
do
a
shout
out.
Thank
you
for
hearing
this
brandon
wyatt
you're
a
great
fellow
thank
you
for
helping
us.
You
really
know
what
you're
doing
so.
I
we
appreciate
that
out
there.
Thank
you,
mr
ackerd
was
what
we
call
a
shaker
and
mover
in
our
area.
I
He
had
anchored
bandy
coal
company
and
centerberg.
He
was
a
big
democrat
yeah
big
senator
yates,
but
he
got
saved
about
10
years
before
he
died
and
became
a
republican.
So
anyway,
I
just
want
to
throw
that
in
too.
I
Well,
he
thought
he
had.
He
wanted
to
go
to
heaven
before
he
died.
That's
what
he
wanted
to
do
anyway.
Mr
ackerard
was
a
big
businessman.
He
did
own
akron
bandico
company.
He
donated
the
place
where
we're
naming
this
road
to
summersport,
which
is
has
about
four
soccer
fields,
has
about
three
baseball
fields
for
youth
and
then
also
has
a
all
all-inclusive
park
for
kids
of
that
can
go
and
that
are
disabled
and
and
enjoy
the
the
slave,
the
rides
and
all
the
things
that
go
with
it,
then
also
on
over
the
hill.
I
It
is
a
football
field
that
he
donated.
Mr
eckard
was
as
for
several
years
on
and
off.
He
was
the
democrat
chairman
in
pulaski
county,
and
he
was
a
very
fine
man
and
what
I
want
to
do
is
name
the
road
number.
Is
you
know
when
y'all
go
into
town,
they
say
where's
3260.
I
I
have
not
a
clue,
but
I
know
where
pump
house
roads
at
so
going
by
number.
This
is
a
number
3260..
It's
pump
house
road.
It
goes
in
on
80
and
comes
out
on
80
on
the
on
down
the
road,
but
it's
a
it's
a
road,
that's
well
worth
naming
after
jerry
eichard,
because
this
is
where
all
these
things
are
at
and
that's
the
thing
about
mr
eckert
and
he
was
a
good
man.
Good
man
and
I
was
glad
to
thank.
A
I
This
one-
I
I
didn't
know
the
young
man
and
and
for
you
military
people,
you'll,
really
appreciate
this.
This.
I
got
this
resolution
from
the
fiscal
court
to
have
this
memorial
highway
named
after
jacob
cole
attend
a-t-o-n
or
it
could
be.
Ayton
was
a
graduate
of
placer
county
high
school.
I
Mr
acton
was
tr:
attend,
was
tragically
struck
and
killed
by
a
vehicle,
while
assisting
at
a
traffic
scene
in
addie's
military
base
and
and
the
place
county
physical
course
requests
that
the
kentucky
state
legislator
to
name
highway
1674
in
placer
county
in
his
memory,
and
so
he
was
our
fighting
for
our
country
and
he's
also
trying
to
be
a
good
samaritan
and-
and
he
got
killed
in
that
meantime.
So
this
is
the
reason
for
the
naming
of
this
road.
A
I
J
Senator
c,
okay,
senator
phillip
wheeler
31st
district,
and
I
would
like
to
echo
our
colleague
senator
gerdler's,
praise
for
brandon
and
wyde
and
john
snyder,
who
help
us
on
the
with
these
resolutions
on
the
committee.
They
do
a
wonderful
job
and
I
know
I
had
them
working
pretty
feverishly
yesterday
and
it's
sincerely
appreciated
to
allow
the
folks
to
to
really
feel
special
back
home.
J
The
first
memorial
resolution
that
I
have
is
for
private
first
class
jacob
andrew
horn.
Jacob
andrew
andrew
horn
was
a
veteran
of
the
vietnam
war
who
fell
in
combat
on
march
22nd
1967..
J
He
was
born
in
on
january
7,
1942
in
martin
county
and
is
kentucky
to
the
to
sherman
atlanta
horn.
He
began
his
tour
of
duty
on
september
28
1966
with
the
fourth
and
fourth
infantry
division.
First
battalion,
eighth
infantry,
eight
company
and,
as
you
can
see
from
the
resolution,
he
was
a
very
decorated
veteran.
He
was
awarded
the
purple
heart,
the
combat
infantryman
badge,
the
marksmanship
badge,
the
vietnam
campaign
medal,
the
army
presidential
unit,
citation
the
vietnam
gallantry
cross
and
the
army
good
conduct
medal.
J
So
he
was
a
he
fought
and
fell
for
our
country
and,
although
obviously
mr
horn
died
before
I
was
born,
he
has
many
relatives
in
the
area,
including
two
local
community
leaders,
junior
horn
and
who
are
cousins
of
his
that
remember
him
well
from
their
youth
and
and
sought
to
honor
him.
His
sister-in-law,
carolyn
horn
who's,
the
long-time
county
circuit
clerk
of
martin
county,
who
recently
had
an
article
about
her
in
the
herald
leader.
So
these
people
wanted
to
honor
this
brave
soldier
who
fell
for
our
country
in
a
land,
far
away.
J
Proceed
yes,
this
this
road
is
a
celebratory
naming
of
a
section
of
route.
Three
in
lawrence
county
as
louisa
trace
in
2022
lawrence
county
and
the
city
of
louisa
will
be
celebrating
their
bicentennial.
They
have
organized
a
committee
that
is
doing
a
great
job
to
celebrate
this
very
important
town
and
county
in
eastern
kentucky.
J
You
know,
I
guess
it
has
been
a
louisa
and
lawrence
county
have
been
a
bright
and
shining
star
for
many
things
in
eastern
kentucky,
including
you
know,
the
supreme
court
justice
fred
vincent
was
born
in
the
ways
of
kentucky
he
actually
practiced
there.
As
a
city
attorney
before
going
on
the
supreme
court
and
one
of
our
nation's
most
distinguished
justices,.
J
Louisa
and
as
a
as
a
river
town-
and
it
has
some
really
beautiful
architecture-
and
currently
it's
it's
home
the
headquarters
to
one
of
the
largest
rehabilitation
companies
in
the
commonwealth
of
kentucky
addiction
recovery
care.
So
they
have
a
lot
of
a
lot
of
stuff
going
on
there
a
lot
of
good
things.
It's
actually
the
only
county
in
eastern
kentucky
lawrence
county
that
had
a
gain
in
population
in
the
last
census.
J
J
But
this
will
assist
them.
They
plan
to
have
a
parade,
another
famous
citizen
of
louise
and
lawrence
county
democrat
governor
paul
patton,
who
currently
resides
in
pike
county.
So
I
think
he's
going
to
be
the
grand
marshal
and
plans
to
inaugurate
this
so
a
good
bipartisan
celebration,
and
we
appreciate
this
committee's
efforts
in
making
that
happen.
Thank.
A
You
senator
wheeler
appreciate
it.
Thank
you
chairman.
Next
up,
senator
douglas
all
these
resolutions,
you
know
we
required
a
local
resolution
and
all
the
paperwork
is
in
on
those,
and
I
appreciate
everybody
working
with
us
on
that.
This,
really,
I
think,
makes
it
makes
it
special.
So
senator
douglas
identify
yourself
for
the
record
and
the
floor
is
yours.
C
Thank
you,
mr
chairman,
and
good
morning
committee,
I'm
senator
donald
douglas.
I
represent
district
22,
fayette
county
jasmine
county
and
garrett
county,
I'm
here
to
request
a
resolution
for
naming
a
road
after
senator
thomas
buford.
C
C
C
He
also
was
instrumental
in
passing
approximately
320
state
resolutions
and
300
of
those
were
actually
adopted.
C
C
We
carol-
and
I
kind
of
laughed
about
that
because
my
wife's
name
is
carol
and
our
oldest
daughter
is
named
stephanie.
C
I
I
asked
this
committee
to
grant
this
resolution
for
his
long
service
his
enduring
legacy
that
he's
left
to
the
people
of
district
22,
the
commonwealth
of
kentucky.
I
think
we
need
to
do
this
for
senator
buford.
Thank
you,
mr
chairman.
A
Thank
you
senator
douglas,
and
you
have
to
have
a
smile
on
your
face
when
you
think
about
senator
buford
and
it's
it's,
it's
a
real
honor
to
be
able
to
do
this
road,
naming
and
and
and
to
honor
him,
for
you
know,
hopefully
people
when
they
travel
down
this
road.
The
kid
asks
their
mom
who
who
was
senator
buford
and
she'll,
laugh
and
say
he's
a
good
man.
A
He
was
a
good
man,
and
so
the
every
year,
when
we
do
the
road
naming
one
resolution
is,
is
picked
out
of
the
bunch
to
be
the
official
name
of
the
road
naming
resolution,
and
this
year
it
will
be.
A
Senator
buford
will
be
the
name
on
the
on
the
road
naming
resolution
so
and
hopefully
we'll
we'll
do
this
on
the
senate
floor
tomorrow
or
friday.
We
need
to
get
it
over
to
the
house,
so
they
can
add
their
their
honorees.
I
was
trying
to
see
if
we.
A
We
we
have
a
little
bit
of
discussion
here.
You'll
have
to
just
take
a
short
short
short
break
here
for
a
second.
While
we
discuss
a
technical
issue.
A
Well,
I
stand
corrected,
it
won't
be
specifically
say:
senator
buford
on
the
on
the
on
the
road
naming
it'll,
be
a
senate
joint
resolution,
but
he
will
be
in
there
so
anyway.
Let
me
one
other
one.
Other
item
of
business.
I
got
to
clear
up.
A
Okay,
some
housekeeping
here
we're
going
to
currently
we're
going
to
vote
on
senate
joint
resolution
six.
There
is
a
committee
sub
on
senate
joint
resolution,
six
to
have
a
motion
on
the
sub
motion
on
the
sub.
Second,
all
in
favor
for
the
on
the
committee
sub
signify
by
saying
I
am
all
right
and
senate
joint
resolution,
six,
a
joint
resolution
directing
transportation
cabinet
designate
the
warren
lanham
memorial
highway
in
davis
county,
and
so
that's
the
resolution
we're
voting
on,
and
that
is
a
a
roll
call
vote.
A
Okay,
I
think,
thank
god.
We
have
staff
okay
motion,
we
have
a
motion
on
the
sub
and
the
second.
So,
madam
clerk,
please
call
the
roll.
A
Hi
motion
carries
or
the
bill
the
resolution
passes.
I
have
need
a
motion
on
a
title.
Amendment
motion.
Second,
all
in
favor
signify
by
saying
I'm
motion
passes.
A
Okay,
we
we
have
our
road
naming
bill,
set
up
and
ready
to
go
and-
and
I
stand
corrected
it
will
not
exclusively
carry
the
title
of
tom
buford
senator
tom
buford,
but
it
will
be
included
and
hopefully
we'll
get
that
off
the
senate
floor
tomorrow
or
friday,
and
thank
you
all
and
I
and
I
apologize
for
putting
the
carp
before
the
horse.
Well,.
C
A
Thank
you
any
other
business
come
before
the
committee.
