talk
about
house
bill
394,
which
candidly
is
something
I'm
passionate
about,
because
I'm
a
an
outdoorsman.
This
is
a
fish
and
wildlife
bill
and
something
we're
trying
to
do
to
keep
that
agency
stable
and
continuing
the
good
work.
It's
already
doing.
So
that's
what
I'll
be
testifying
on,
but
I'll
I'll
turn
it
over.

I'm
pastor
of
hope,
community
church,
I'm
a
former
sixth
district
commissioner
of
fish
and
wildlife,
active
sportsman
club
member
here
in
kentucky.

Thank

The
purpose
of
this
bill
is
that
we're
trying
to
make
sure
that
we
can
keep
a
commissioner
in
the
role
of
commissioner
without
them
being
removed.
You
may
remember
about
a
year
ago
we
had
a
situation
arise
where
the
commission
had
given
our
commissioner
a
contract
that
would
have
kept
him
in
office,
but
based
on
budgetary
concerns,
the
governor
actually
asked
the
commissioner
to
leave
the
office.

There
was
some
disruption
in
the
in
the
fish
and
wildlife
department
and
they're.
Also,
the
one
thing
people
need
to
understand
about
fish
and
wildlife
is
generally,
their
funding
comes
from
their
selling
of
licensures,
and
the
commissioner
at
that
time
had
done
a
great
job
of
building
a
very
good
surplus.

They've
they've
we're
kind
of
floundering
for
a
while
without
that
leadership
that
continuity,
and
so
the
purpose
of
this
bill
is
allow
the
commission
to
hire
the
commissioner
and
that,
of
course,
that
would
still
be
subject
to
the
governmental
contract
review
board.
So
they
couldn't
just
go
and
hire
this
commissioner
and
pay
them
whatever
they
want.

It
would
have
to
to
meet
all
the
requirements,
but
will
also
allow
that,
commissioner,
to
do
the
work
without
being
subject
to
removal
by
anybody,
but
the
commission
itself
and
that's
why
there's
the
provisions
to
keep
it
accepted
from
krs
chapters,
42
45,
45a,
56
and
64.,
the
obviously
the
department
is
under
tourism.
We
just
believe
this
is
good
policy,
because
we're
trying
to
keep
the
agency
intact,
so
we're
not
trying
to
create
a
a
situation
for
any
individual,
we're
not
trying
to
move
it
to
any
other
department.

father
worked
in
the
department
of
fish
and
wildlife
retired
from
there,
and
I
retired
also
from
there
I
retired
16
years
ago,
and
it
it
really
seems
like
it's
been
six
months
ago.
To
be
very
frank,
it
was.
It
was
a
great
passion
of
mine
to
to
work
for
that
department
and
over
those
course
over
that
course
of
those
30
years.
I
And
I
have
I,
I
love
this
department
because
I
mean
it
was
my
life
I
mean
I.
By
working
there,
I
sent
my
my
sons
to
college
put
food
on
my
table.
It
afforded
me
down
through
those
years,
my
my
livelihood,
and
so,
let's
be
honest,
gentlemen
and
those
two
that
are
joining
us
and
the
members
here.
I
I
And
the
commission
members-
I
do
believe-
and
I-
and
I
say
this
respectfully-
do
bear
some
of
that
responsibility,
but
it's
time
it's
time
right
now
that
we
move
forward
here.
We
cannot
continue
to
look
back
in
the
years
behind
us
and
say:
well,
it's
it's!
This
person's
fault!
It's
that
person's
fault.
This
legislation
that
you,
gentlemen,
have
brought
forth
here
today.
I

think
it
is.
I
think
it's
very
vital,
very
important
that
we
move
forward
and,
as
you
said,
representative
massey,
this
department
is
funded
by
the
sportsmen
and
the
people
of
this
state
that
by
the
hunting
license
the
fishing
license.
The
deer
tags,
the
turkey
tags,
all
of
those
permits
that
they
purchase
and
and
most
of
that
money
comes
through
that
a
few
federal
dollars,
but
it's
a
very
small
percentage,
but
comes
through
the
sale
of
those
license,
and
so
we
have
an
agency
in
a
department
right
here
that
needs
to
move
forward.

The

the
members
of
this
community
today
my
passion
for
fish
and
wildlife,
and
I
encourage
us
to
pass
this
piece
of
legislation,
move
it
forward
because
fish
and
wildlife
is
a
great
agency.
It's
a
great
agent.

solely
funded,
it's
separate,
the
monies
come
in
from
people
that
want
to
participate
and
those
hunting
and
fishing
activities.
So

that
is
mostly
because
I
have
actually
been
contacted
by
some
avid
sportsmen

district
asking

vote
no
on
this
bill
and
I
was
in
complete
shock
I'll,
be
really
honest.
You
know
I
talk
to
these
folks
on
a
regular
basis
and
they
are
constantly
advocating
for
fish
wildlife.

just
all
kinds
of
things
in
the
lifestyle
that
is
associated
with
sportsmen
and
I
think
that
maybe
a
lot
of
it
has
to
do
with
a
lot
of
what
rip
hale
talked
about,
and
they
just
said
that
they
did
not
believe
that
this
complete
autonomy
would
be
what
is
best
to
move
everything
in
a
better
direction.
So
I'm
going
to
vote
no
for
them.

believe
it

bill

house
bill.
453
is
a
reorganization
bill
for
the
department
of
tourism.
This
re
reorganization
is
needed
to
properly
align
employees
and
duties
with
the
divisions.
Currently,
the
department
of
tourism
has
three
divisions:
the
division
of
tourism
services,
division
of
marketing
and
administration,
and
the
division
of
communications
and
public
relations.

Over
the
years
the
employees
have
shifted
to
incorrect
to
the
incorrect
division,
while
job
duties
and
initiatives
have
changed,
the
impact
to
the
cabinet
will
be
limited
and
the
services
provided
by
the
department
will
not
change.
The
impact
will
include
the
creation
of
the
division
of
tourism
development
and
the
establishment
of
a
new
division
director
to
discuss
the
impact
and
changes
to
greater
detail.

For
us
this
is
a
reorganization.
Frankly,
that
is
long
overdue.
Many
of
you
may
know
that
this
is
my
second
stint
as
commissioner.
We
were
discussing
this
even
then
as
an
example
in
the
language
under
our
marketing
services
division.
It
talked
about
staffing,
a
phone
room
to
monitor
constituent
calls.
We've
not
had
a
phone
room
in
about
15
years,
so
this
really
just
updates.
It
updates
the
language.

The
the
division
of
tourism
development
is
something
that
we
are
requesting
to
put
into
the
reorg.
We
do
not
have
plans
currently
to
fund
that
mainly
or
to
fill
those
positions
mainly
due
to
our
general
fund
allotment,
but
we
wanted
it
in
place
as
those
funds
allow
and
as
we
continue
to
grow
that
area.
So
with

I'm
happy
to
answer
any
questions
regarding
our
services

anything
about
the
legislation,

no

we
want
to
make
sure

be
very
transparent.

sure
you
know
that
there
may
be
a
floor
amendment
coming
just
that
outlines
the
services
of
each
division
in
more
detail.
