health
flag

goal

to
increase
awareness
and
reduce
the
stigma
of
mental
health
disorders.

to
travel
quite
a
bit
through
kentucky,
so
I
love
this
beautiful
state,
but
I
was
married
in
louisville
and
I
raised
five
children
in
louisville
and
we
were
your
typical
family.
You
know
we'd
hear
about
tragedies
on
the
news
or
through
the
urban
grapevine
and
kind
of
always
happened
to
somebody
else
kind
of
thing.
Until
one
day
it
happened
to
us.

So
I
want
to
read
my
son's
obituary
because
it
was
written
by
his
brothers
and
his
sister
and
it's
the
way
they
wanted
to
tell
the
world
about
their
brother,
our
much
beloved
son,
brother,
grandson,
nephew,
cousin
and
friend
to
all
taken
from
all
of
those
who
loved
him
much
too
early.
He
leaves
behind
his
parents,
molly
cassero
jones
and
dr
jeff
jones,
his
identical
twin
brother
matt,
his
older
brothers,
jeffrey
and
jack,
and
his
sister
michelle.

Pete's
final
note
to
us
stated
that
he
had
suffered
from
depression
and
anxiety
for
the
past
10
or
11
years.
I
was
only
aware
of
his
suffering
during
the
last
year
of
his
life.
I
helped
him
seek
treatment.
He
embraced

treatment.
We
spoke
often
of
his
treatment.
How
he
was
doing.
I
worked
every
day
to
make
sure
I
was
doing
for
pete
what
pete
needed,
but
it
was
too
late.
Frankly,
the
damage
was
done,
10
years
of
suffering
without
treatment,
10
years
of
a
deadly
disease
without
any
treatment
had
taken
its
toll
on
pete.

no
idea
when
I
discovered
pete's
illness
how
much
damage
had
been
done,
and
it
was
because
we
don't
talk
about
mental
health.
It's
something
that
we're
afraid
to
speak
about,
there's
a
stigma
around
it
and
we
can't
speak
about
it,
I'm
sure
for
pete
many
times
during
those
10
years.
He
didn't
even
know
what
was
going
on
inside
of
him.

need
to
change
that.
We
need
to
be
able
to
raise
our
children
with
a
full
understanding
of
mental
health,
mental
wellness
mental
illness
and
how
to
seek
help.
What
the
signs
are
we're
not
doing
that
and
therefore
our
children
are
not
going
to
raise
their
children
with
that
understanding.
So
we
have
to
stop
that
trend.

feel
like
the
way
to
help
mankind
is
to
realize
what
a
great
person
pete
was
like.
So
many
other
people
that
suffer
mental
illness
and
it
took
him
and
it's
taking
so
many
of
them.
We
can
change
that.
We

In
the
conversation,
the
reason
it's
not
included
is
because
there's
a
stigma
attached
to
mental
health
and
mental
illness.
That
stigma
is
centuries
old,
it's
as
old
as
mankind,
but
if
we
fly
a
flag
to
represent
a
cause,
there
cannot
be
a
stigma
attached
to
it.

piece

legislation
that
is
a
priority
for
speaker,
osborne

house
leadership.

jenkins
also
has
an
interest
in
it
and
has
been
aware
of
the
work
that's
been
going
on,
but
representative
petry
has
worked
on
this
for
a
couple
years
now,
maybe
even
filing
the
legislation
in
the
last
session.
So
I
thought
it'd
be
good
to
have
him
here
this
year.
If
certain
questions
come
up
about
how
the
bill
has
evolved
over
the
years,
he
would
be
here
to
answer
those
questions
but
I'll
get
into
it.
Now
the
committee
sub
for
house
bill
312
addresses
various
provisions
of
kentucky's
open
records
act.

The
changes
enacted
by
the
bill
ensure
the
public
agencies.
Responding
to
these
requests
are
able
to
prioritize
those
filed
by
the
very
taxpayers
they
serve.
Unfortunately,
many
of
our
public
record
custodians
are
inundated
with
out-of-state
requests
from
groups
and
people
who
are
fishing
for
anything
they
can
sell
or
repurpose.

The
amendments
in
this
section
restore
the
constitutional
separation
of
powers
by
making
it
clear
that
ultimate
decisions
and
appeals
related
to
records
and
the
possession
of
the
legislative
branch
will
be
made
by
the
full
legislative
research
commission
by
removing
the
jurisdiction
of
the
franklin
circuit
court
to
review
denials
for
legislative
branch
records.
This
amendment
creates
parity
with
the
judicial
branch
of
government
and
gives
the
legislative
branch
equal
authority
to
the
administrative
office
of
the
courts.

law
is
maintained
that
initial
requests
for
review
are
to
be
directed
to
the
director
of
lrc
as
the
official
custodian
of
the
records
who
must
respond
in
five
days,
individuals
may
appeal
decision
to
the
director
of
the
commission.

requests

remade

an
individual
legislator,
lrc
is
required
to
notify
the
individual
legislator
within
one
day
of
receiving
the
request.

been
working
with
the
kentucky
press
association
for
well
the
past
several
years,
but
specifically
on
this
legislation

years

try
to
come
come
to
an
agreement.

know.
Sometimes
you
think
the
league
and
the
press
association
is
arguing
with
one
another,
especially
about
newspaper
publications,
mr
chairman
and
other
other
things
of
that
nature.

But
on
this
one
we

have
tried
to
balance
the
the
rights
of
taxpayers
to
to
have
a
transparent
government
with
with
the
rights
of
the
entity
that
has
to
respond
to
the
open
records
to
be
able
to
do
so
in
a
fish
in
an
efficient
way.
So
I
think
there's
a
letter
in
your
all's
folders
chairman

I

mention
that

says
the
press
association
is,

this
legislation
they're,
not

hadn't
voted
to
support

legislation

provisions

the
bills
that
relates

cities

public
agencies,
counties
and
other
public
agency
is
to
do
what

states

done
in

states

vest
the
right

access

public
records

residents
of
the
commonwealth

seven
states
in
the

right
only

citizens
and

with

citizens

the

the
commonwealth,

the
ones

deluged
by

any

to
amend
their
rules

regulations.

all
have
to
have
rules
and

law
requires
that

they
put
an
email
address
for
the
official
custodian

address,

to
accept
the
form
if
it
comes
via
email.
That
was
attempted
a
couple
of
sessions
ago
in
a
senate
bill.
It
didn't
hit
the
mark,
but
this
clarifies
this
clarifies
that
now
all
public
agencies
would
have
to
respond
from
email
to
email.

addition,
because
we
put
the
requirement
for
residency
in
this
in
this
bill
draft,
we
ask
the
attorney
general
to
promulgate
a
form,

lot

public
agencies
kind

fumble
around
with

submit

attorney
general
create
a
standardized
form
where,
where
the
information
being
sought
is
specified
and
every
public
agency
would
have

a
commercial

with
the
certification
that
it's
a

is
a
resident

qualified
resident

we

an

requests

the

been

of
these
changes
are
taking
place

politics

governing,
if
you
put
politics
ahead
of
governing,
then
you
will
have
problems
in
the

that's

we're

with
these
changes.

appointments
of
the
chief
executive
officer
of
the
commonwealth
of
kentucky,
I
vote
no.

search

a

and

agree
with
my
colleague,

have
done
fantastic
work

face
in
the
legislative
branch
and
to
be
fair,

house

twice
unanimously
passed
the
bill

represents
