Let's
pray
together,
heavenly
father.
Thank
you
for
this
day
that
you
give
us.
Thank
you
for
the
blessings
lord,
that
you
allow
us
to
live
another
day,
and
I
thank
you
for
this
committee
and
I
pray
lord
throughout
this
session.
Lord,
that
we'll
be
able
to
make
decisions
and
policy
that
would
help
our
people
who
serve
us.
Lord,
thank
you
for
our
military.
D
Thank
you
for
our
first
responders.
Lord
may.
You
bless
them
with
great
blessings
that
only
you
can
give.
I
pray
to
keep
them
safe.
I
pray
lord
for
our
country.
That
would
be
a
country
that
would
seek
you,
lord
and
turn
back
to
you.
I
pray
to
give
us
wisdom
today.
We
love
you
thank
you
for
down
on
the
cross
for
our
sins,
and
may
we
live
each
day
to
please
you
lord.
We
ask
it
in
jesus
name,
amen,.
F
All
right
before
we
get
to
our
distinguished
vet
and
we're
always
honored
to
have
have
these
men
and
women
in
front
of
us
I'm
going
to
divert,
I
think,
did
you
have
someone
that
you
wanted
to
introduce
or
so
and
if
anyone
else
has
some
introductions,
I
know
some
of
us
has
some
interns.
B
Thank
you,
mr
chair.
I
do
have
a
special
guest
today
and
she
is
my
intern
this
session
and
her
name
is
natasha
martinez.
B
She
is
originally
from
puerto
rico
and
she
moved
here
to
kentucky
as
a
child
and
is
now
a
freshman
at
the
university
of
louisville,
studying
political
science
and
so
she's
going
to
be
out
in
one
of
our
seats
one
day-
god
god
save
her
but
yeah.
If
you
would
please
make
natasha
feel
welcome.
Thank
you.
F
G
I
also
have
an
intern
here
today
from
northern
kentucky
university.
Her
name
is
kirsten
spellman
and
she
is
studying
law
at
northern
kentucky
university
and
she
wants
to
be
a
lawyer,
but
she
also
is
interested
in
the
political
world
as
well.
So
I
guess
we're
seeking
our
replacements
of
representative
gentry
in
the
future,
but
please
welcome
kirsten
kirsten.
F
All
right
and
I'm
looking
out
in
the
audience
to
see
is
caleb
hasslet.
Oh
there
he
is
okay,
you're
hiding
on
me,
I'd
like
to
introduce
my
intern
caleb
haslet
is
over
at
university
of
louisville,
even
though
they
didn't
play
basketball
overly
well
last
night,
but
we
appreciate
him
being
here.
He's
he's
been
a
big
help
so
far
and
continue
on
there.
So
are
there
any
others?
F
I
missed
all
righty,
if
not
our
distinguished
vet,
if
you
would,
sir,
please
take
the
middle
seat
there
and
I'm
going
to
turn
it
over
to
representative
matthey
to
kind
of
do
a
little
bit
of
an
introduction
before
we
get
started.
G
Thank
you,
chair
thomas,
and
I
want
to
thank
rep
or
td
friedman
for
being
here
today.
Master
sergeant,
freeman,
we've
known
each
other
for
a
long
long
time,
and
he
was
one
of
the
people
that
actually
got
me
affiliated
with
the
marine
corps.
Got
me
to
the
educator
workshop
at
paris,
island
and
the
rest
is
kind
of
history.
Some
things
we
can
talk
about
some
things
we
probably
shouldn't
in
committee
meeting,
but
I
want
to
thank
him
for
being
here.
Let
me
tell
you
a
little
bit
about
him.
G
Master
sergeant,
t.d
freeman
joined
the
corps
on
july
5th
1984..
He
graduated
as
a
squad
leader
and
went
to
engineer
school
at
fort
leonard
wood
missouri.
He
graduated
number
one
in
his
class
and
selected
okinawa
japan
as
his
first
duty
station
at
the
age
of
19.
He
attained
a
diplomatic
passport
with
top
secret
clearance.
He
was
then
assigned
to
help
rebuild
the
american
embassy
in
san
salvador
el
salvador
after
an
earthquake
destroyed
most
of
the
city
master
sergeant.
Freeman
was
often
a
decoy
for
ambassadors.
G
G
Freeman
has
not
only
been
a
mentor
for
young
kids
in
the
corps,
but
he
continues
to
be
a
strong
mentor
for
young
men
in
the
community
when
it
presents
itself
for
the
past
25
years,
he
has
been
an
active
supporter
of
the
toys
for
tots
charity
initiative.
He
continues
to
participate
in
annual
golf
scrambles,
I'm
not
saying
he
plays
well,
but
he
participates
that
benefits
disabled
veterans
and
has
done
so
for
several
years.
Freeman
has
participated
in
veterans
day
parade
for
the
past
10
years.
G
He's
also
worked
for
the
state
of
kentucky
as
an
employment
specialist
and
is
currently
working
for
the
veterans
affairs
as
a
vocational
rehabilitation.
Specialist
with
the
robley
rex
va
medical
center
freeman
aids
in
finding
veterans
employment
within
the
state
of
kentucky
in
southern
indiana.
He
continues
to
help
and
support
veterans
by
participating
in
events
benefiting
veterans
and
I've
known
him,
like
I
said
for
a
long
time
and
that's
a
very
quick
synopsis
of
his
commitment.
G
Those
of
you
in
the
on
the
committee
that
served
in
the
marine
corps
know
those
that
are
all
in
so
to
speak
and
in
in
the
movie
a
few
good
men.
They
talk
about
them
being
fanatical
and
they
say
what
and
they
say
about
being
a
marine
and
that's
kind
of
what
td
freeman
represents.
So
with
that
I'll
turn
it
over
to
him.
To
give
a
few
comments,
master
sergeant,
freeman
feel
free.
You
have
the
floor.
H
Just
there
you
go
all
right,
I
really
didn't
need
the
button.
I
can't
talk
loud
enough
as
a
master
sergeant,
but
at
either
rate
good
morning
to
all
it
is
a
privilege
and
an
honor
to
be
here
today.
When
I
got
the
call,
I
was
like
ed
anything
for
you,
but
definitely
putting
this
uniform
back
on
made
me
feel
all
the
pride
all
over
again
as
I
do
each
and
every
day
I
do
work
at
the
va.
H
I
am
a
vocational
rehabilitation
specialist
and
my
job
is
when
they
come
out
of
mental
health
to
find
veterans,
jobs
throughout
the
community
of
jefferson,
county
and
southern
indiana
veterans
suffer
from
a
lot
of
things
and
it
could
be
a
mental
barrier,
it
could
be
a
physical
barrier
and
sometimes
it
can
be
both,
but
I
strive
every
day
to
find
the
right
placement
for
that
veteran.
Some
vietnam
veterans
can't
work
around
loud
noise.
H
But
I
will
take
like
to
take
a
couple
of
minutes
here
and
just
cover
what
an
individual
kind
of
encounters
when
they
come
to
see
a
marine
corps
recruiter
and
what
it
takes
to
make
a
marine.
You
have
to
go
through
about
250,
young
men
and
women
to
find
one
marine,
and
that
is
not
easy,
especially
in
today's
tasks.
But
when
they
come
to
see
us,
we
have
what
we
call
benefit
tags
and
some
of
the
gentlemen.
That's
marines
may
remember
these
and
recognize
these,
and
some
just
went
in
and
said.
H
The
marine
corps
pushed
me
every
day
to
have
self-direction
and
the
marine
corps
pushed
me
every
day
to
have
self-discipline
and
what
it
should
mean
to
you-
and
I
know
everyone
sitting
on
here
today-
has
these,
but
to
push
yourself
on
a
daily
basis
to
have
these
and
to
enhance
these
daily.
As
a
marine,
we
have
how
many
marines
we
have
in
the
room,
one
two
or
three.
They
will
tell
you.
H
The
next
one
is
professionalism
and
development,
and
what
that
meant
to
me
every
day
is
I
needed
to
be
a
professional
now,
of
course,
y'all
don't
have
this
pretty
suit
and
the
marines
in
the
room
know
what
this
suit
represents
and
what
it
means.
But
you
are
dressed
professionally,
but
you
have
to
look
each
and
every
day
as
a
marine
to
be
the
best
marine.
You
can
possibly
be
the
professional,
and
with
that
said,
I'm
gonna
go
to
a
tag.
H
H
We
were
a
lot
of
proud
and
we
are
definitely
when
you
see
the
license
tags
and
you
see
the
marine
corps
sticker.
It
means
something
just
to
see
that
on
a
daily
basis,
it
means
something
and
you
in
this
organization,
you
are
one
a
select
few.
You
are
chosen
and
I
hope
you
have
that
pride,
because
it
means
something
to
be
a
part
of
not
many.
People
will
ever
be,
but
you
have
that
and
you
are
a
chosen
one.
H
H
We
as
a
state
need
a
challenge,
and
you
have
taken
on
the
challenge
of
leading
this
state
in
the
right
direction
in
very
difficult
times,
mind
you,
but
not
only
did
I
feel
and
have
the
confidence
that
you
are
going
to
lead
us
in
the
right
directions
in
these
times.
I
also
feel
that
you
have
accepted
the
challenge
to
make
this
state
the
best
and
show
the
nation
how
it's
done.
H
H
G
H
G
Is
coin
of
the
veterans
committee
and
glad
to
give
it
to
you
and
we're
honored
to
have
you
here
today
and,
like
I
said
he's
ever
since
I've
known
him
he's
been
all
marine
and.
E
G
Courage
and
commitment-
and
he
has
valued
those
loyalties
and
is
continuing
to
spread
them
around
our
state.
So
we
thank
you
for
your
service
and
your
time,
and
that
was
a
great
presentation
and
thank
you
for
the
challenge
you
gave
to
us,
because
we
need
to
hear
that
as
well.
Sometimes
we
get
beat
up
pretty
pretty
badly
here,
not
like
the
core
gets
beat
up
in
the
field,
but
with
that
being
said,
it's
very
good
to
hear
that
inspiration.
G
So
thank
you
for
that,
and
please
give
me
join
me
in
walking
one
more
round
of
applause
for
master
sergeant,
freeman.
G
H
F
Thank
you
very
much.
Thank
you
for
your
service,
sir.
Thank
you
thanks.
Everyone.
Thank
you,
man,
all
right
that
gets
us
going
in
the
morning.
We
appreciate
your
words
of
wisdom
there
and
and
those
need
to
not
go
unheeded.
There.
We're
gonna
stay
with
the
agenda
instead,
because
representative
massey
has
more
of
a
10
30,
but
he's
cleared
his
schedule.
F
F
F
Second,
okay,
I'll,
let
jessica
figure
out
who
said
yes,
the
first
two
so
but
we
do
have
a
motion
in
a
second
with
no
other.
Does
anyone
have
any
objection?
If
not
we'll
adopt
house
committee
sub
the
floor?
Is
yours,
how's
committee,
subs
in
front
of
us.
G
I'm
ed
massey
from
boone
county
district
66,
I
will
say-
and
I'm
going
to
turn
it
over
to
my
good
friend
and
and
colleague,
doc
bentley,
but
I
will
say
that
we
filed
this
bill
last
year:
we've
strengthened
it
since
then.
We
think
it's
a
well
needed
bill,
and
so
with
that
I'll
turn
it
over
to
my
friend
and
colleague,
doc.
Bentley
representative
bentley,
my.
E
Name
is
danny
r,
bentley
district
98
for
the
great
commonwealth
of
kentucky.
The
house
of
representatives
today
we're
talking
about
the
reliability
of
our
military
forces,
and
we
know
a
big
part
of
that
is
that,
with
the
spouses
supporting
the
service,
men
and
women
of
this
great
country,
my
other
guest
will
be
my
daughter
from
okinawa.
I
I
I
Jen
walker,
hello,
vmap
committee
members
and
it
was
great
to
see
master
sergeant
freeman
from
the
marine
corps.
It
was
interesting
that
his
first
duty
station
was
here
in
okinawa.
Yes,
so
it's
great
to
see
everyone
again
and
return
back
to
the
vmap
committee
meeting.
I
had
some
great
conversations
yesterday
with
the
national
guard
association
of
kentucky
and
the
kentucky
department
of
military
affairs,
and
sometimes
things
are
meant
to
be.
I'm
really
excited
about
the
new
language
that
we're
looking
at
today.
I
That
really
opens
the
aperture
for
the
categories
of
spouses
included
now
receiving
the
waiver
professional
licensing
dues
for
both
the
initial
license
and
the
renewal
licensing,
and
I
think
this
will
really
help
many
spouses,
who
are
professionals
trying
to
juggle
the
normal
military
spouse
life
as
well
as
their
careers,
but
also
in
terms
of
the
economic
side
you
know
of
them
and
their
spout
the
active
duty
service,
member
and
the
spouse,
even
returning
back
to
kentucky
because
kentucky's
been
so
military
friendly,
so
yeah.
I
I
am
here
for
questions,
I'm
not
sure
how
much
time
is
allotted
for
today,
but
I'm
here
to
you
know,
share
my
story
or
to
share
any
background
on
this
bill
and
kind
of
how
it
came
to
be
and
how
it
can
help
strengthen
our
military.
I
F
All
right,
we
do
have
a
motion
in
a
second.
Are
there
any
questions
for
aaron
or
we
can
continue
if
y'all
everyone
good?
So
any
questions
by
any
of
the
members.
F
We
do
have
someone
who
has
requested
to
speak
on
this,
but
I
think
it's
on
your
behalf,
james
sims,
if
you
would,
if
you
want
to
come
up
and
and
hit
that
little
button
that
says,
push
there
to
get
the
mic
going.
C
C
C
Eric
aaron
has
worked
tremendously
hard
on
this,
given
us
information
and
along
with
the
national
guard
association
and
the
department
of
military
affairs,
we
worked
on
this
as
a
collective
effort
to
put
together
something
that
is
well
deserving
that
our
spouses
deserve,
and
we
want
to
make
sure
that
that
continues.
This
is
another
step,
however,
to
make
kentucky
a
military-friendly
state
and
that's
what
the
association
is
striving
for,
so
anything
that
we,
the
association,
can
do
to
continue
this.
C
We
always
want
to
support
it,
and
this
is
definitely
one
of
those
bills
that
we
think
is
to
the
best
interest,
and
not
only
our
current
members.
The
active
duty
which
that
is
one
of
the
big
issues
that
was
on
the
bill,
was
actually
getting
that
correct
verbiage
or
that
we
always
been
able
to
identify
all
members
of
the
services
whenever
we
bring
something
forward
is
to
benefit
everyone,
because
we
are
a
veteran
minded
state.
We
respect
the
military
and
we
want
to
do
everything
we
can
for
them.
F
Thank
you
appreciate
you
being
here.
Is
there
any
questions?
If
not,
mr
secretary,
please
call
roll.
J
I
want
to
thank
aaron
for
being
here
from
okinawa,
and
I
know
how
proud
your
dad
is-
and
I
want
to
thank
representative,
massey
and
representative
bentley
for
bringing
this
legislation
forward
on
behalf
of
the
military
personnel
that
I
represent,
and
their
spouses
that
I
represent
in
fort
campbell
and
many
of
whom's
children
attend
pembroke
elementary
with
my
granddaughter
who
she's
close
friends
with
I
proudly
vote.
Yes,.

L
B
F
Hi
well
this
time,
I'm
actually
glad
that
we
don't
have
consent
on
the
floor
anymore,
because
I
look
forward
to
hearing
this
and
and
letting
more
people
across
the
state.
Be
aware
of
this
issue
and
it'll
be
up
to
you,
representative
bentley,
and
go
ahead.
I
I
Even
within
the
state
and
federal
level.
It
takes
all
of
us
to
work
together
to
learn
from
each
other
and
just
to
be
in
a
conversation
on
the
phone.
I
think
it
was
like
an
hour
and
a
half.
We
had
a
good
time.
We
shared
you,
know
stories
of
different
spouses
and
just
how
this
will
work
in
reality,
in
real
life
for
spouses
and
when
we
talk
about
spouses,
they
are
closely
connected
with
the
you
know:
service
member
in
the
u.s
forces.
I
We've
opened
that
language
up
there,
but
you
know
it's
it's:
it's
a
team,
our
military,
anyone
who's
helping
with
the
mission
of
serving
our
country.
It's
a
team
effort.
It's
just
not
the
activity
service,
member,
it's
the
spouse,
it's
the
family!
You
know
right
now
we're
sitting
in
okinawa
with
more
restrictions
because
of
kovit
and
lockdown.
I
Like
it's
a
team
effort-
and
I
just
I
was
so
happy
to
be
on
a
conversation
though
last
night,
and
I
think
it
went
from
like
11
to
1
o'clock
here,
but
it
was
worth
every
minute
and
I
think
kentucky
should
be
so
proud
of
the
efforts
you're
making
and
how
you're
working
together
within
the
system
to
make
a
difference
for
military
across.
You
know
the
isles
and
it's
really
a
nonpartisan
issue.
It's
it's
our
country
in
service,
and
I
just
I
couldn't
be
more
proud
of.
F
Well,
thank
you
again
for
your
service
and
and
at
least
no
remember
in
interim,
it
was
2
a.m
in
the
morning
and
you
had
just
gotten
over
there
the
day
or
two
before
so
so
we're
moving
you
up
a
little
bit.
So
I
appreciate
that
get
some
sleep.
We
appreciate
what
you
do
and
your
service
too,
so
with
that.
Congratulations
we'll
see
that
bill
on
the
floor
and
we'll
lobby
to
try
to
get
it
heard
pretty
quickly.
So
thank
you
all
gentlemen.
F
I
am
going
to
at
this
time
turn
the
chair
over
to
my
vice
chairman
mccool,
and
I'm
going
to
come.
Stay
take
a
seat
with
chris
fugate
here.
F
J
F
Mr
chairman,
larry
came
to
me
about
maybe
a
week
or
two
ago,
and
what
I
did
is
I
he
he
had
this
concern,
and
so
we
crafted
this
concurrent
resolution
and
at
this
time
though,
I
I
try,
I
went
ahead
and
filed
it
because
it
is
very
important
to
our
communities
and
to
our
veterans,
but
I'm
going
to
let
brother
fugit
go
ahead
and
he's
going
to
carry
this
bill
and
I'll
be
here
for
moral
support,
so
I'll
turn
it
over
to
him.
Thank
you,
mr.
D
Chairman
co-chairman
mccool
and
the
members
of
this
committee,
I'm
thankful
to
be
able
to
serve
on
this
committee.
It's
a
it's
one
of
the
highlighted
committees,
I
guess
of
the
whole
general
assembly,
because
we're
trying
to
help
those
who
have
served
our
country
and
served
us,
and
both
military
and
police
and
and
those
throughout
the
past
years
and
even
currently,
and
so
a
few
years
ago
there
was
a
bill
passed
by
representative
stanley
and
tim
moore.
That
would
would
allow
veterans
as
a
hyperbaric
oxygen
therapy
for
the
treatment
of
traumatic,
brain
injury
and
ptsd.
D
There's
estimated
almost
13
000
kentuckians
and
almost
nine
hundred
thousand
veterans
nationally
have
this
disorder
and
studies
have
shown
that
the
hyperbaric
oxygen
therapy
can
repair
the
brain
tissue
and
significantly
improve
quality
of
life
for
all
the
patients.
Kentucky
has
approximately
34
wound
care,
centers
that
are
equipped
with
73
hyperbaric
oxygen
therapy
chambers.
D
I
have
a
friend
back
home,
served
in
the
united
states
navy
and
he
has
he
has
been
in
one
of
these
hyperbaric
chambers,
for
other
reasons,
for
sugar,
diabetes
and
ulcers
on
his
feet
and
that
it
has
helped
and
helped
in
that
situation.
So
I'm
sure
that
it
would
be
a
help
to
our
veterans.
Now
this
legislation
is
a
concurrent
resolution
that
urges
our
kentucky
congressional
delegation
to
recognize
the
importance
of
this
treatment
for
veterans
that
have
served
our
country
and
it
also
encourages
the
reimbursement
to
these
facilities
within
the
current
medicare
rates.
D
K
Okay,
we
have
a
motion
in
a
second
do
we
have
any
questions
comments.
G
I
just
want
to
thank
you
for
bringing
this
forward.
I
think
this
stuff
is
so
important
and
I
think
a
lot
of
people
that
aren't
familiar
with
it,
don't
realize
how
impactful
it
is.
I
know
you
saw
t.d
freeman
here
earlier.
We
have
mutual
friends
that
have
had
to
have
treatment
through
this,
especially
with
results
from
traumatic,
brain
injuries
that
have
just
hurt
them
and
hurt
their
families
and
to
give
them
any
relief.
G
K
B
L
Thank
you,
mr
chair.
I
too
would
like
to
thank
all
of
you
for
bringing
this
forward
and
make
another
point
one
of
the
things
that
I
think
is
important
about.
This
is
people
our
constituents
come
to
us
and
they
want
us
to
fix
all
problems
and
frequently
I
find
myself
saying
you
know,
sir
ma'am.
We
would
love
to
help
you
and
I
would
love
to
help
you,
but
that's
a
federal
issue,
so
you
need
to
reach
out
to
your
congressional
delegation
or
to
the
senate
delegation.
L
I
think
this
is
a
really
important
opportunity
for
us
to
use
our
muscle
as
a
body.
I
hope
this
will
pass
on
here
unanimously
and
on
the
floor
unanimously,
so
that
we
can
use
that
muscle
to
say
please
federal
delegation.
This
is
something
we
need
to
do
for
our
veterans
and
also
educate
our
constituents
that
they
need
to
be
advocates
at
the
federal
level,
not
just
talking
to
the
folks.
They
see
every
day.
F
Just
just
real
quick
if
this
passes
there,
I
would
love
to
have
you
all
support
lobbying
the
senate
side
of
a
r
to
maybe
try
to
put
50
000
into
this
program
to
help
some
of
the
vets
until
we
can
get
the
congressional
delegation
to
recognize
it
right
now.
I
think
the
winchester
is
is
still
doing
this
for
veterans,
but
there's
still
a
cost
factor.
So
if
we
can,
hopefully
we
can
catch
the
senate
since
the
budget's
over
there,
and
maybe
we
can
try
to
get
50
000
towards
this
program.
K
B
Explain
my
vote.
I
am
not
on
the
campus,
so
I
can't
vote,
but
I
do
want
to
let
you
know
I'm
very
in
support
of
this
bill
and
we'll
be
happy
to
vote
at
the
house
floor.
Thank
you.
