There
were
really
two
topics
that
were
brought
up
in
that
task
force
and
mostly
land
records,
and
then
the
secondary
topic
was
the
motor
vehicle
titling
system
in
kentucky.
What
house
bill
284
will
do
is
it
would
create
an
electronic
motor
vehicle,
titling
and
lean
system
for
the
commonwealth,
modernizing
our
archaic
structure
in
lines
with
many
other
states
around
the
nation.

The
bill
is
a
product
of
both
the
discussions
of
the
task
force
as
well
as
meetings
afterwards
with
all
of
the
stakeholder
groups,
including
the
clerks,
the
transportation
cabinet,
the
dealer
groups,
as
well
as
also
rental
car.
You
drive
it
companies
and
vendors
that
handle
these
types
of
topics
as
well.
At
this
time,
I
don't
know
of
any
opposition
to
this
bill
whatsoever,
and
the
language
has
been
agreed
upon
by
all
of
those
stakeholder
groups.

committee
substitute
just
real
quickly
only
addresses
two
very
small
issues.
One
was
a
status
quo
issue
with
regard
to
where
those
dealer
transactions
would
take
place
in
the
county
of
the
dealer
or
the
county
of
the
purchaser
and
the
other.
One
was
just
a
small
language
correction,
so
they
were
just
things
that
were
caught
after
the
bill
was
filed
by
the
clerk's
association.

had
regulated
advertising
devices
on
interstate
highways
and
state
state-controlled
highways
by
virtue
of
a
on-premise
off-premise
model
that
was
declared
unconstitutional
and
thrown
out.
We
still
have
a
case
pending
between
the
supreme
court,
the
united
states
right
now
detailing
that
issue.
But
out
of
house
bill
328,
our
body,
the
house
adopted
and
was
passed
to
a
new
model
was
based
on
compensation
and
the
only
two
things
that
were
amended
in
particular
to
krs.

advertising

billboards

the
definition
of
compensation
by
krs,

transportation
cabinet
was
directed
to
promulgate
this
regulation.

was

in
august
before

1st
2021,

received
by
the
stakeholders
and
what
we

proposed

amended
after
comments

the
regulation,

pertain
