three
bills
on
the
agenda
and
we'd
like
to
try
to
get
through
these
expeditiously.
Our
first
item:
we're
going
to
go
a
little
out
of
order,
is
going
to

senate
bill
111,
which
is
sponsored
by
senator
gerdler.

three
things
and

the
first
two
and
after
the
bills
voted
on
I'll.
Tell
you
the
third

There's
three
things
happen.
When
girdler's
got
a
bill,
gerdler
will
be
there.
He
always
has
a
pretty

this
bill's
presented.

first
got
here
and
I
learned
it
from
chris
mcdaniel
tiff,
I
thought
that
was
somebody's
name,
but
no
it's
not
that
we,
we
discussed
the
tiff
around
yum
center.
Well
now
this
is
a
tiff.
All
this
bill
does
is
correct.

What
my
cabinet
man
back
here
I
blame
him,
but
I
won't
let
him
get
all
the
blame
pointed
out.
This
needed
to
be
corrected,
addresses
language
added
in
2021,
regular
session,
that
created
an
unfunded
mandate
for
local
tilts,
and
this
clarifies
it
and
the
legislation
solely
applies
to
only
only
local
tiffs
and
does
not
impact
situation
where
the
state
is
participating
and,
as
you
can
tell,
brianna,
is
here
to
further
explain
the
bill.

Tax
increment
financing
is
a
valuable
tool
for
many
of
our
local
governments
to
assist
in
various
economic
development
projects
that
likely
would
not
have
occurred.
Otherwise,
some
have
used
local,
only
tiffs
to
finance
the
needed
infrastructure
and
improvements,
others
look
to
them
as
a
tool
to
revitalize
our
downtowns,
create
destination
locations
and
change.

The
economic
trajectory
of
our
entire
communities
senate
bill
111
is
a
collaborative
effort
between
the
cabinet
for
economic
development
in
the
kentucky
league
of
cities
to
address
a
statutory
change
made
in
the
cabinet's
omnibus
bill
that
was
passed
last
session.
Changes
were
intended
to
only
apply
to
area
development
districts
that
involve
state
funds,
not
solely
local
projects.

I
think
that
fact
that
the
language
that
was
anticipated
net
new
is
further
evidence
that
this
was
meant
to
be
placed
with
state
participation,
as
there
is
not
a
local
sales
tax
senate
bill
111
allows
cities
to
choose
whether
to
engage
an
outside
consultant
if
they
pledge
occupational
license
taxes
to
support
the
local
development
area.
This
legislation
only
applies
if
this
is
a
local
only
tiff
and
does
not
apply
in
any
situation
involving
state
participation.

introduce
yourself

reasons

join
together

2020
we
passed
a
bill
and
then,
after
that
realized
there's
different
discrepancies
between
the
statute,
and
so
really.
This
is
just
cleaning
that
up,
as
you
can
see,
it's
it's
one
page,
just
one
line
and
we're
simply
making
sure
that
when
we
are
amending
a
filing,
that
is
just
solely
additional
parties
that
these
cities
or
counties
whoever's
entering
into
the
interlocal
is
not
going
to
have
to
refile
with
the
secretary
of
state's
office
every
time,
so
it's
less
burdensome
than
them.

schroeder
actually
caught
the
conflict
in
the
statutes,

so
we
appreciate
that

we
asked
him
if
he
would
file

bill

the
agenda

and
I
am
the
sponsor
and
I'll
just
cover
a
few
things
up
here
and
miss
carroll
is
going
to
help
with
some
explanation
as
well.
If
we
turn
to
senate
bill
106,
this
removes
from
state
records,
former
cities
that
no
longer
collect
tax
or
funds
or
have
elected
officials.

The
need
for
this
legislation
became
apparent
when
the
cares
and
arpa
funding
from
the
federal
government
was
being
sent
out
to
these
cities,
and
several
of
these
cities
became
evident
to
klc
and
others.
For
instance,
in
the
city
of
vico
they're,
they
were
collecting
an
insurance
premium
tax
that
was
was
not
needed
and
and
the
citizens
there
have
not
asked
to
have
that
city
dissolved
because
of
additional
cost
to
them.

that
they
were
still
actually
a
city.
If
you,
I
remember
several
news
articles
like
they
were
the
first
city
in
the
state
to
pass
a
fairness
ordinance
down
in
coal
country
and
I've
spent
since
I've
been
here.
So
I
mean
I'm
just
kind
of
curious
how
many
of
these
cities
do?
We
have
right.

There's,
I
think,
nearly
a
dozen
cities
and
they
are
cities
that
exist
where
either
they
do
not
have
elected
officials
or
anything
in
place
right
now,
they're
not
operating
so
vico
does
not
have
they
do
not
have
a
city
official
elected
right
now,
and
so
what
we
are
doing
is
creating
a
process
and
it
immediately
stops
in
the
language
if
someone
files
for
office,
but
we
want
to
create
that
process
in
the
event
that,
because
right
now,
they
are
not.

The
department
of
local
government
actually
brought
this
to
our
attention
during
with
the
cares
funding,
because
they
contacted
reached
out
to
the
cities
and
didn't
know
where
to
send
the
money
and
so
they've
identified
several
cities
we've
reached
out
to
them
to
see
which
other
cities
are
on
their
list.
I
know
this
was
a
question
by
senator
southworth,
of
which
cities
we
have.
We
know
that
city
of
blandville
and
ballard
county
has
not
elected
anyone
in
nearly
two
decades.

And
that
is
that
was
a
question
yesterday
that
I
talked
with
someone
about,
so
it
does
say
in
the
last
section
that
they
can
reincorporate,
but
the
process
by
which
you
would
have
to
they
have
to
be
not
a.
I
mean,
no
one
can
be
elected
for
a
period
of
time
and
they
can't,
if
you
read
section
they
would
have
to
no
one
can
file.

So
if
someone
files
for
the
office,
then
it
stops
the
dissolution
of
the
city
and
right
there
we
enter
defense,
it
immediately
stops
the
dissolution
so
and-
and
then
we
talked
about
also
there
was
a
question
of
I
think.

Senator
mayor
or
senator
mcdaniel
would
be
interested
in
what
if
they
had
outstanding
like
pension
debt
or
something
well,
there's,
no,
there
aren't
any
employees
of
the
city
anyway,
the
debt's
not
being
paid
anyway.
So
that's
I
mean
they're
not,
but.

By
the
residents
of
the
city
so
like,
if
the
city
had
previously
enacted
an
insurance
premium
tax,
then
the
insurance
agents
in
that
city
are
collecting
the
the
tax
on
the
residents
insurance
bills,
so
they're
collecting
it,
and
then
they
have
to
submit
it
or
return
it,
but
they
don't
have
anywhere
to
because
there's
not
an
operable
city.
Does
that
make
sense.

Well,
like
the
sheriff
might
be
collecting
property
tax,
but
there's
nowhere
to
send
it
because
there's
no
nobody
in
the
government
or
you
know
in
the
city
government,
but
they
have
that
money.
Where
does
it
go
to,
and
if
say,
for
instance,
there
was
a
judgment
against
the
city
and
they
owe
a
debt
there's
money
there,
but
is
is
being
held
because
they
don't
know
where
to
send
it
and
there's
money
that
needs
to
be
collected,
but
they
can't
collect
because
there's
no
city.
So
what
happens
in
that
situation?

They
would
have
already
well,
they
wouldn't
just
resign.
They
would
like
they
would
have
to
not
there's
no
one
foul,
I
guess
if
they
resigned
and
they
weren't
in
office
for
a
long
period
of
time,
then
you
would
file
that
motion,
because,
with
the
way
the
process
is
set
out,
you
would
have
to
have
someone
not
in
office
for
a
period
of
time
and
then
any
of
the
debts
of
the
city
would
be.

If
you
look
at
section
8
here
or
section
sorry,
section,
1,
subsection,
eight,
any
debts
of
the
city
shall
be
satisfied
on
a
pro-rata
basis.
The
assets
of
the
city
remaining
shall
be
transferred
to
the
county
in
which
the
city
was
located
and
so
like,
for
instance,
in
vico,
we've
talked
with
the
county
judge
there
who
says:
there's
they're,
not
there's
no
one
here,
there's
no
one!
No
one's
been
here,
but
that's
the
assets
would
go
to
the
county.

actually
going
to
the
original
question
about
the
number
of
cities,
but
I
wanted
to
make
it
an
easier
question
on
dlg.
Currently
in
the
bill,
says,
are
not
in
the
bill
and
current
law.
They
have
to
receive
a
filing
from
each
city
every
year
before
january
31st,
and
that
was
a
few
days
ago.
So
do
we
have
that
number
from
them?
How
many
total
cities
did
file?
That's
actually
what.

we
reached
back
out
to
them
and
asked
them
how
many
cities
are
on
their
list
right
now
that
they
have
not.

cities
are
currently

and
so
any
response

a
city

this

incorporated
if
we
do
not
receive
a
response
from
the
city

cities
that
are
currently
incorporated
because
we're
looking
at
cities
who
obviously
who
are
filing,
who
have
not
submitted
with
the
department
of
local
government,
there's
cities-
and
you
can
look
at
other-
I
mean
they
know
who's.
Not
they
don't
have
elected
officials
in
place.

haven't
filed
their

mean
there's

ways:
the
county
judge
when
we
reached
out
to
them
just
we're
trying
to
get
in
touch
with
people
and
because
either
a

cares
money

trying
