A
A
Here,
I'd
like
to
call
on
senator
mills
for
the
pledge
of
allegiance.
C
C
D
Dear
lord,
thank
you
for
giving
us
another
day
on
the
beautiful
earth
and
thank
you
for
all
the
many
blessings
that
you
give
us.
Lord.
Keep
everybody
safe
in
this
building,
as
we
do,
the
commonwealth's
worth,
keep
us
safe,
keep
the
staff
safe
and
and
keep
everybody
focused
on
what
we
do
up
here
and
do
the
right
things
for
our
constituents
and
for
and
for
you
to
be
pleasing
for
you
and
thank
you
everything
you've
given
it
for
us,
amen.
A
Okay,
we're
gonna
go
in
reverse
order.
Today,
I'd
like
to
call
on
representative
cook
to
come
forward
with
his
presentation.
Everyone
identify
themselves
through
the
record
and
proceed
with
your
presentation.
C
E
I'm
the
executive
director
department
of
military
affairs,
brigadier
general
charles
jones
good
morning,
sir.
F
Thank
you
good
morning,
chairman
cousin,
I'm
corian,
howard
jackson,
legislative
liaison
and
advisor
department
of
military
affairs.
E
Sir
good
morning,
this
this
bill
is
basically
to
allow
our
service
members
that
that
are
injured
in
a
military
status,
whether
that
be
drill
or
idt
status
transition
that
our
state
employees
use
their
military
leave
their
state
military
leave
hours
until
such
time
at
the
lod.
The
line
of
duty
is
approved
and
they're
put
on
incapacitation
pay
from
the
military.
E
It's
no
no
cost
to
the
state.
It's
leave
that
they've
already
earned
and
what
it
does
an
example
would
be
a
soldier
that's
injured
on
saturday
in
military
status
until
they
get
moved
over
to
the
military
incapacitation
pay,
he
could
continue.
He.
She
could
continue
to
use
their
state
military
leave
until
those
times.
C
A
A
Hi,
okay,
it
passes
with
favorable
oppression
and
we'll
go
to
the
senate
with
the
recommendation
that
be
approved,
the
vote
was
unanimous.
Thank.
G
G
G
Permit
change
of
station
responsibilities,
including
packing
out
household
goods,
finding
housing
at
the
next
location,
helping
their
children
find
decent
education,
recreating
their
networks,
securing
certified
child
care
and
finding
employment
opportunities.
These
professional
spouses
experience
additional
unique
challenges
with
license
versus
reciprocity
and
maintaining
licensure,
as
they
continue
to
pcs
during
the
military
lifespan
for
professional
military
spouses.
These
additional
requirements
may
include
submitting
additional
paperwork
applications,
copies
of
orders,
copies
of
transcripts
test
scores
and
additional
continuing
education,
class
classes
and
additional
fees
for
applications
in
licensure.
G
G
G
G
G
G
One
point
to
make
this
bill
applies
to
spouses
of
active
duty,
so
the
kentucky
national
guard
and
reserve
is
included.
The
benefits
of
passing
this
bill
is
by
waiving
the
dues
and
fees
for
military
spouse
professionals.
We
are
supporting
the
military
families
currently
serving
and
helping
them
focus
on
the
mission
at
hand
of
protecting
our
nation.
G
This
helps
military
readiness
by
waiving
dues.
We
are
helping
alleviate
a
financial
burden
on
the
military
family.
The
average
pcs
costs
to
military
family
is
around
five
thousand
dollars
and
that's
out
of
pocket
money.
Spouses
should
not
be
penalized
for
moving
with
his
or
her
service.
Member
excuse
me.
Additionally,
many
spouses
maintain
multiple
license
which
require
the
necessary
paperwork
for
verifying
credentials,
certifications
and
dues.
G
The
department
of
defense
states,
military
spouses
are
a
cross-section
of
the
american
population,
although
a
greater
percentage
of
them
are
in
licensed
occupation
than
their
civilian
counterparts,
and
they
are
significantly
more
mobile.
In
many
ways
they
represent
the
canary
in
the
coal
mine,
clearly
demonstrating
the
importance
of
license
portability
and
maintain
a
career
in
a
licensed
occupation.
G
G
The
fourth
point
is
military
retention.
The
secretary
of
defense
is
actually
exploring
ways
to
improve
military
retention
and
how
particular
issues
such
as
spouse,
employment
and
loss
and
effect
quality
of
life.
In
fact,
the
department
of
defense
recently
recognized
spouse
employment
and
licensing
as
the
top
quality
of
life
concern
in
the
2019
blue
star
family
survey.
G
Any
obstacle
to
a
spouse
is
an
obstacle
for
the
active
duty
service
member
and
could
possibly
contribute
to
the
service
members
separating
from
the
military.
The
u.s
military
depends
on
well-trained,
highly
skilled
and
motivated
service
members.
Let's
be
the
forerunner
of
other
states
to
pass
this
type
of
law
in
support
of
military
spouse
professionals.
H
G
H
But
all
your
talking
points
were
to
do.
This
were
pretty
much
about
active
duty,
regular
or
you
know,
regular
or
active
duty,
because
you
talk
about
moving
national
guard
folks,
I
don't
think
move
as
often
as
you
referred
to
and
I'm
I'm
not
against
national
guard.
B
H
G
H
But
you
need
a
you
need
a
reason
to
include
you
should
give
some
reasons
why
we
shouldn't
include
national
guard,
because
you
didn't
really
give
any.
You
know
the
ones
you
gave
were
primarily
for
active
duty.
G
Well,
if
I'm
correct,
the
national
guard
has
already
been
called
to
washington
dc
this
week,
so
they're
moving
too
so
they
came
to
us
and
I
said
we'll
include
you
because
you're
moving
too
and
you
know
the
national
guard
has
really
been
draft.
By
default.
They
went
to
probably
every
theater
battle.
There
is
so
they're
moving
too,
so
we
include
them
for
that
reason.
Well,.
H
G
H
H
H
H
So
I
vote.
I
Let's
play
my
vote,
please
I
wrote
I
and
I
appreciate
representing
bentley,
bringing
this
bill.
It's
it's
a
lot
of
different
fronts,
not
only
being
military
friendly,
which
we're
striving
to
be
the
best
in
the
nation
at
that,
but
it's
family
friendly,
and
we
don't
do
enough
to
support
our
families
and
right
now
it's
workforce
friendly.
We
certainly
need
everybody
we
can
get
to
to
be
able
to
participate
in
our
workforce
shortage.
So
I
appreciate
this
hits
a
lot
of
different
fronts
but
appreciate
you
bringing
the
bill.
Thank
you.
