E
Thank
you,
mr
chairman,
members
of
the
committee,
I'm
state
senator
jimmy
higdon
and
here
today
to
do
senate
bill
91
and
it's
good
to
see
see
a
lot
of
you
during
the
interim,
it's
good
to
be
before
your
committee.
This
is
a
very,
very,
very,
very
simple
bill.

Next
on
the
agenda,
a
senator
storm.
A
Okay,
all
right:
let's
skip
up
to
house
bill,
4,
98,
representative
santorum.
F
Mr
chairman,
I
guess
there's
no
need
to
swear
me
in
like
we
do
in
a
r
we're
all
honest
here
house
bill.
498
we've
seen
this
once
before
it
comes
back
again
house
bill.
498
is
an
attempt
to
prevent
legal
challenges
to
denial
of
our
personalized
license
plates
the
bill
states
that
personalized
plates
shall
not
be
issued
if
it
discriminates
discriminates
against
race,
color,
religion,
sex,
national
origin.
The
bill.
A
A
Okay,
all
right!
If
there's
no
questions
on
this
bill,
we'll
go
ahead
and
call
the
road.
Madam
secretary.
C
C
C
C
C
C
A
All
right,
let's
go
ahead
and
we're
going
to
move
with
senate
bill
30..
Senator
storm
has
sent
a
very
good
delegation
to
present
his
bill
for
him
today.
So
we'll
go
ahead
and
move
on.
If
you
all
don't
care,
please
introduce
yourselves
for
the
record
and
then
proceed
with
the
explanation
of
your
bill.
G
We
are
so
honored
to
be
here,
honored
to
have
the
circuit
court
clerks
here
and
and
their
support
in
this
initiative
of
senate
bill
30,
along
with
the
support
of
the
county,
clerks,
the
kentucky
transportation
cabinet
and,
of
course,
all
those
impacted
by
the
mission
of
organ
and
tissue
donation.
What
this
bill
does
is
it
allows
the
kentucky
transportation
cabinet?
Well,
hello,
senator!
G
G
G
My
dad
died
very
suddenly
about
20
years
ago
I
was
17
years
old
and
my
mom
remembers
it
being
the
one
moment
of
light
in
a
day
of
complete
darkness
for
our
family.
When
we
were
asked
if
he
would
like
to
be
a
donor
and
of
course
we
knew
that
that's
what
he
wanted
to
do.
He
was
such
a
giving
person
in
his
life.
G
Of
course,
when
he
was
gone,
he
wanted
to
impact
other
people
and
and
save
and
heal
lives,
so
we
knew
his
wishes,
but
not
all
families
do
and
that's
really
the
power
of
the
registry
is
that
families
don't
have
to
question.
They
don't
have
to
wonder
what
their
loved
one
wanted
if
they
had
never
talked
about
it.
G
Of
course,
we
encourage
people
to
talk
about
it,
but
if
they
don't,
the
registry
is
a
statement
and
a
wish
that
someone
would
like
to
save
and
heal
lives
when
they're
gone
over
a
thousand
patients
are
currently
waiting
on
an
organ
transplant.
A
C
A
D
Yes,
I
had
more
of
a
comment
I
had.
I
had
a
house
bill
75.
Last
year,
it's
a
live,
donut
organ
donor
bill.
I
got
house
bill
47
this
year,
so
I
really
really
applaud
and
I
started
off
each
speech
by
saying
this
is
not
like
the
donor
bill
of
this,
but
it
is
in
the
sense
of
so
I
really
appreciate
what
you're
doing
and
giving
more
people
opportunity
to
to
sign
and
do
and
to
be
an
organ
donor.
So
I
appreciate
that.
C
C
C
C
C
C
A
A
C
A
Fine
you're
fine!
Thank
you.
Thank
you
very
much.
Next
on
the
agenda
is
house
bill.
46.
representative
kirk
mccormick.
H
H
I
have
some
former
co-workers
that
are
here
as
guests,
marlon
linton
from
louisville
kentucky,
and
he
is
one
of
the
bravest
souls,
probably
in
america
and
on
my
right
I
have
miss
brenda
edens
from
lexington
and
she
is
another,
the
second
bravest
soul,
probably
in
the
state
of
kentucky,
and
then
we
have
the
director
miss
hilga
gilbert
from
louisville,
and
we
also
have
brandon
davis
from
monticello
and
brandon.
Is
he
drove
here
with
his
bioptic
driving
device?
H
It's
part
of
his
training
and
when,
as
soon
as
brandon
gets
his
bioptic
driving
license
brandon's
going
to
work.
So
that's
how
important
this
program
is
to
our
commonwealth
and
to
our
people.
These
are
our
two
trainers,
the
only
two
that
we
have
in
the
state
and
they
cover
the
entire
state
which
they
go
out
there
every
day
and
work
with
visually
impaired
people
to
pass
the
driving
test
and
to
get
a
bioptic
driving
license.
I
Seven
smith
months
ago,
I
had
a
request
from
a
mother
to
get
her
son
this
through
maybe
laurel
county.
They
had
a
maybe
a
program
there.
Her
problem
was
getting
in
and
I'm
sure
it
had
do
a
lot
to
do
with
pandemic
and
a
lot
of
things
struck.
Is
it?
Is
there
a
backlog
for
this
type
of
program
and
that's
what
I
ran
again.
I
ran
up
against
that.
Is
there
one.
J
I
E
B
J
I
Quick
follow
up,
mr
chairman,
so
if
you
were
estimating
the
backlog
in
time
and
we
had
someone
entering
today
doing
the
full
application
with
your
program,
what
would
the
estimated
time
be
for
them
to
be
accepted,
not
not
finished,
but
just
accepted
into
the
program.
I
If
we're
talking
about
a
high
school
student
that
may
be
a
junior
or
senior
they're
out
by
then
they're
trying
to
find
work,
does
that
move
them
up
the
ladder,
or
is
I
guess
what
I'm
getting
at
is
there's
something
that
we
can
do
on
this
end?
To
maybe
get
to
these
people?
That's
willing
to
get
out
there
willing
to
with
it
with
with
a
disability,
basically
they're
trying
to
get
into
the
you
know,
into
the
life
and
normal
life
of
being
able
to
work.
To
do
things.
C
J
Could
hire
two
or
three
more
people
that
would
certainly
make
the
process
go
much
quicker.
C
C
C
C
C
C
Yes
and
mr
chair
I'd
also
like
to
register
a
yes
vote
for
senate.
