committee
on
State
and
local
government
and
the
house
standing
committee
on
local
government
for
today's
review.
I
want
to
welcome
everyone.
I
especially
want
to
welcome
our
colleagues
from
the
other
end
of
the
Capitol,
the
senate
members
Senator
Mills,
chairman
of
the
state
and
local
government,
I'm,
going
to
turn
it
over
to
you,
sir.

So
thank

chairman
Bridges,
and
the
members
of
the
committee
for
the
opportunity
to
to
appear
before
you
today.
We
are
here
to
fulfill
the
requirements
of
state
law
and
the
department
for
Housing
and
Urban
Development
regarding
the
Community
Development
block
grant
program,
and
unfortunately
our
commissioner
Dennis
Keane
cannot
be
with
us
today,
but
also
joining
me.
Is
our
staff
in
the
office
of
federal
grants.
Jennifer
Peters,
Mark,
Williams
Travis
Weber,
Gabe
Nichol.
They
are
the
branch
managers
of
these
programs
and
their
program
staff
are
with
him
as
well.

In
order
to
provide
a
little
background,
the
department
for
local
government
administers
several
different
federally
funded
programs,
the
largest
of
which
is
our
community
development
block,
grant
also
known
as
the
cdbg
program.
This
program
is
federally
funded
by
the
U.S
department
for
Housing
and
Urban
Development
or
HUD.

The
department
for
local
government,
along
with
the
Kentucky
housing
Corporation,
works
on
a
Consolidated
plan
every
five
years
regarding
the
state's
needs.
The
discussion
today
serves
as
our
public
hearing
for
the
2023
application
to
HUD
khc
will
host
their
own
hearing
on
the
program
at
a
later
date.
In
general.
Cdbg
funds
must
be
used
to
benefit
persons
with
low
to
moderate
incomes.
Hud
requires
that
at
least
70
percent
of
all
funding
be
allocated
to
benefit
loading.
Low-Income
persons,
Kentucky,
has
always
exceeded
the
70
percent.
Usually
our
LMI
benefit
percentage
is
in
the
90
percent
range.

There
are
two
other
ways
projects
can
be
made
eligible,
which
is
by
urgent
need
or
the
elimination
of
slums
in
blight
cdbg
funding
that
comes
to
the
department
for
local
government
is
only
for
the
smaller
more
rural
areas.
Areas
Kentucky's
largest
cities
receive
direct
allocations
from
HUD.
Those
areas
are
Louisville,
Metro,
Lexington,
Fayette,
Urban,
County,
Government,
Ashland,
Covington,
Bowling,
Green,
Hopkinsville,
Henderson,
Owensboro
and
Elizabethtown.
The
funds
we
will
discuss
today
are
to
be
used
outside
these
identified
urban
areas.
Let
me
go
through
the
amount
of
funding
we
expect
to
receive.

We
propose
to
allocate
the
funds
in
six
program
areas,
the
program
areas
and
the
split
of
funds
are
identical
to
last
year
and
they
are
as
follows:
public
facilities
about
8.8
million
the
funds
in
this
program
area
are
used
for
water
and
sewer
projects.
Loan
funds
are
available
through
the
Kentucky
infrastructure,
Authority
and
other
sources,
but
there
is
still
a
need
for
Grants
to
make
these
projects
affordable.
Our
community
projects
will
get
a
estimate
of
5.8
million.

These
funds
are
used
to
support
needed
projects
at
small
communities,
find
difficult
to
do
on
their
own
and
examples
of
these
types
of
projects
are
volunteer.
Fire
departments,
libraries,
Health
Centers,
food
banks
and
Senior
sitters
economic
development
is
a
little
over
5
million.
This
program
area
is
used
for
projects
that
create
jobs.
Usually
we
provide
equipment,
financing,
land
acquisition
or
infrastructure
to
the
site.
Our
Public
Services,
which
is
our
recovery
Kentucky
program,
they
get
an
allocation
of
2.8
million
each
each
year
because
of
the
tremendous
drug
problems
this
state
faces.

The
recovery
centers
are
where
we
plan
to
focus
our
Public
Service
dollars
again
this
year,
and
these
funds
are
used
for
operating
expenses.
Housing
is
3.2
million
housing
funds
are
used
to
rehab,
low-income
properties
and
do
conversions
of
buildings
such
as
old
schools
for
senior
and
low-income
apartments.

The
community
emergency
relief
fund
known
as
Surf,
and
that
is
to
be
determined.
It
is
impossible
to
project
how
much
money
will
be
needed
for
service,
since
it
is
restricted
to
emergencies
declared
by
the
governor.
If
there
are
emergencies,
the
commissioner
of
dlg
has
the
authority
to
move
the
amount
of
funds
required
for
other
program
areas
to
address
the
emergency
needs.
We
believe
this
split
of
funds
responds
closest
to
the
types
of
applications
submitted
and
the
amount
requested
we
submitted.

These
is
because
these
caps
have
not
been
raised
in
over
10
years,
increase
of
self-help
from
250
000
to
300
000
that
will
not
exceed
1.5
million,
and
also
this
has
been
several
years
since
we've
addressed
an
increase
and
the
increase
for
the
locals
could
improve
their
systems.

increase

this

to
meet
the
current
standard
cost

operate
and
maintain
these
facilities
that
have
increased
over
the
years.

were
changed
in
numerous
places,
such
as
thresholds,
which
is
reflected
on
Pages,
seven
and
eight
for
the
current
year.

ownership
added

fundability

application
window
for
Community
projects
and
facility
projects
will
be
beginning
on
April.
The
1st
and
ending
on
September
1st
of
this
year
and
the
application
window
for
economic
development,
housing
and
Surf
and
public
services
begins
on
April
1st
and
will
end
January
31st
of
next
year.
These
documents
will
be
posted
on
the
dlg
cdbg
webpage
and
communicated
to
all
the
area,
development
districts
and
our
certified
administrators
further.

applicants
