telling
saying
that
house
bill
274
is
basically
an
economic
development
bill.
This
came
to
me
several
years
ago.
I
introduced
a
bill
because
I
have
the
high
honor
of
writing
the
road
plan.
I
have
a
lot
of
members
come
to
me:
requests
for
new
bills,
our
new
house
districts
and
new
senate
districts
with
roads.
But
the
problem
is,
we
don't
have
enough
transportation
funding,
so
I'm
going
to
let
judge
moore,
explain
the
bill
and
then
I'll
be
ready
to
ask
for
answer
questions.

Through
many
years
of
serving
as
the
judge
executive
in
boone,
county
and
adjoining
ohio,
I
have
observed
that
the
transportation
improvement
district
tool
that
ohio
uses
has
been
very
successful
and
it's
a
way
to
better
plan
and
execute
projects,
sometimes
in
partnership
with
the
state
road
plan,
but
sometimes
in
concert
with
federal
grants
or
local
projects
and
local
partners,
a
city
and
a
county
and
and
local
property
owner
possibly
could
use
this
tool
as
well.
So
it's
another
tool
in
the
toolbox.

It
will
cut
off
a
corridor
that
we
need
for
a
future
north-south
road
through
the
county.
With
a
transportation
improvement
district,
we
could
negotiate
with
that
developer
at
pre-development
cost
and
preserve
the
corridor,
the
right-of-way
for
the
future
road.
If
we
had
a
tool
like
this,
we've
tried
to
use
interlocal
agreements
and
other
contracts
through
the
planning
and
zoning
process
to
do
this,
but
the
tid
as
we
call
it
transportation
improvement
district,
would
be
a
much
better
tool.
I'd
be
happy
to
answer
questions.

transform
a
lot
of
the
ways
we
do
transportation
projects,
especially
for
developers
and

as
representative
santoro
will
tell
you,
we
get
a
lot
of
requests
from
from
developers
that
we
simply
you
know
we
just

can't
do
for
them,
and
this
gives
them
a
tool
without
coming
to
to
the
to
the
state
to
ask
for
for
assistance.
So
I
think
it's
a
great
great
way
to
move
forward
on
these
transportation
districts.
