what
you
have
is,

paragraph

some
definitional
changes
about
average
trade-in
value,
basically
ensuring
that
we
don't
use
the
lowest
and

the
highest
assessment,
necessarily
and
also
eliminating
the
language,

information

deviation
from
the
value,
but
allowing
the
pva
to
make
an
adjustment
based
off
of
the
registrant's
appeal
further
to

to

happens

taxation

vehicles,

valuation

frozen

action

the

that

the

to
adopt

automobiles

liked,

property
taxes
dramatically
after
action
from
the
house
and
in
our
own
chamber
by
dr
douglas.

office
changed
that
ruling,
but
we
wanted
to
kind
of
make
sure
that
in
law
we
verified
that
this
was
the
intent
of
the
general
assembly
that
used
car
valuations
would
not
increase
like
this
this
year
or
next.

Last
year,
the
general
assembly
appropriated
money
for
the
first
time
to
help
the
dolly
parton
imagination
library
grow
in
kentucky.
This
is
a
phenomenal
program
that
gives
books
to
every
child
in
a
community
ages,
zero
to
five.
You
can
start
at
age
literally
the
day,
you're
born
you
age
out
at
age.
Five.

In
fact,
they
say
that
research
has
shown
that
a
child
with
25
books
in
their
home
25
books
is
an
average
of
two
years
of
additional
schooling
compared
to
their
peers,
who
do
not
have
books
in
their
home.
One
of
the
kindergarten
readiness
tests
right
now
is:
just
simply,
can
you
hold
a
book?
Do
you
know
how
this
this
is
a
curated
program
through
experts
and
professionals?
It
gets
books
into
the
homes.

It
even
has
a
cool
thing
in
it
that
tells
parents
on
an
instructional
flap
how
they
can
read
and
how
they
can
involve
their
kids
and
ask
certain
questions
about
the
books
we
put
money
in
the
budget.
Last
year,
there's
already
money
in
the
house
budget
for
this
year,
but
we
don't
have
a
program
in
statute
that
actually
kind
of
regulates
how
this
is
laid
out
where
it's
housed
and
the
structure
for
for
making
it
continue
to
grow.
We
want
it
to
continue
to
grow
right
now
in
kentucky.

have
many
counties,
who've
done
it,
but
we
are
continuing
toward
our
statewide
goal.
I
think
that
we
are
I'm
looking
at
my
statistics
right
now,
we're
in,
I
think
we're
in
90
programs
covering
76
of
our
120
counties,
but
we're
going
to
make
that
120
counties
by
by
hopefully
the
next
into
the
next
budget.
So
this
simply
sets
up
the
dolly
parton
program
in
statute.

exciting

kids
get
engaged
in
the
reading
and
just
a
personal

The
first
book
I
ever
read
from
covered
cover
was
freddy.
The
pig
plays
baseball
and
I
was
just
mesmerized
by
it,
particularly
when
I
got
to
in
the
book,
and
so
I
appreciate
this
only
concern
this
is
this
may
be
a
strong
statement,
don't
mean
it
as
such,
but
on
page
one
section
two,
we
talk
about
age-appropriate
books
and
I
think
that
certainly
is
a
warranted
given
today's
environment.

I
wonder
if
that's
enough,
you
know,
should
it
be
subject
appropriate
as
well,
because
I
have
seen
some
literature,
that's
considered
preschool
that
quite
true.
I
think
it's
inappropriate
content
for
for
children.
That
age
was
any
thought
given
to
that.

would
you
give
some
thought
to
maybe
adding
that
language
to
this
bill.

and
one

things
we're
doing
this
through
the
dolly
parton
imagination,
library

think
their
hallmark
is
one
how
they
do
it
and
I
think
how
they
do
it

is
really
neat

available

certain
type
of
person.

make
these
books
available
to
the
community
one
of
the
ideas
of
having
these
books
and
doing
the
program.

way
they
do
is
they
want
it
to
be

common
bond

they
have
for
that
month,
then,
when
kids
get
to
kindergarten,
they've
all
read
freddie,
the
pig
plays
baseball,
and
so
it's
that
kind
of
community
bonding
and
what
they've
shown
in
over

mean
in
tennessee.
This
program
has
been
statewide.
I
think,
for.
Let
me
look

they've
had
it
statewide
in
tennessee
for
several
years,
they've
had
it
statewide
now
in
north
carolina,
they've
pushed
us
to
other
states.

always
had
great
respect
for
this
program.

hope
we
mirror
tennessee's
success
on
this.

we
know,
players
change
over
the
course
time
and
things
get
shifted
and
you
know
I
just
feel
a
little
bit
more
secure.

in

program
existed
in
kentucky
and

they
had

they
just

private
partners.

this
does
is
it
creates

statute

program

money
is
appropriated

assembly,
how
it
goes
it
sets
the
guard
rails
up
so
that
they
have
a
better
idea
of
how
it
functions
where
it
is
housed
and
how
we
can
make
sure
that
it
continues
to
grow.

budget

they
