We
are
here
to
fulfill
the
requirements
of
state
law
and
the
department
of
housing
and
urban
development
development
regarding
our
community
development
block
grant
program
joining
me.
I've
already
induced
billy
director
of
the
office
of
federal
programs
and
in
order
to
provide
a
little
background,
the
department
of
local
government
administers
several
different
federally
funded
programs,
the
largest
of
which
is
our
community
development
block
grant
program.

The
cdbg
program
is
federally
funded
by
the
u.s
department
for
housing
and
urban
development
or
hud
the
department
for
local
government,
along
with
the
kentucky
housing
corp
work
on
a
consolidated
plan
every
five
years
regarding
the
state's
needs.
The
discussion
today
serves
as
a
public
hearing
for
the
2022
application
to
hud
khc
will
host
their
own
hearing
on
the
program
at
a
later
date
in
general.
Cdbg
funds
must
be
used
to
benefit
persons
with
low
or
moderate
income.

Hud
requires
that
at
least
70
percent
of
all
funding
be
allocated
to
benefit
low-income
persons.
Kentucky
has
always
exceeded
the
70
percent.
Usually
our
lmi
benefit
percentage
is
in
the
90
percent.
There
are
two
other
ways:
projects
can
be
made
eligible
emergency
type
situations
or
for
the
eliminations
of
slums
and
blight
cdbg.
Funding
that
comes
to
the
department
for
local
government
is
only
for
the
smaller
and
more
rural
areas.

Kentucky's
larger
cities
are
provided
their
own
direct
allocation
from
hud,
so
the
funds
we
are
talking
about
today
can
only
be
used
outside
the
identified
urban
areas.
Let
me
go

the
amount
of
funding
we
expect
to
receive.
The
amounts
provided
to
you
for
2022
are
estimates
based
on
the
actual
2021
allocation.
We
are
hopeful
to
receive
our
actual
allocation.
