Oversight
Committee
we're

so
just
kind
of
bear
with
us,
but
we
can
still
do
this
the
right
way
and,
let's
have

Oh
wait
before
before
we
get
to
that.
I
do
want
to
let
everybody
out
there
watching
or
if
you're
not
well
I.
Guess
you
got
to
be
watching
to
find
out
this.

D
You
mr.
chairman
and
I
understand
that
these
may
have
to
be
answered
in
the
future,
but
in
the
quarterly
capital
project
report
there
there
is
an
item
in
the
Secretary
of
State's
office,
1.5
million
dollars
for
the
enhanced
statewide
election
administration
and
online
ballot
delivery
system.
This
committee
authorized
that
in
October
of
2013
I'm
thinking
that
went
with
the
Secretary
of
State's
military
voting
initiative,
but
I'm,
not
certain
and
I,
wanted
to
know
I
mean
clearly.
This
has
been
out
there
for
pushing
seven
years
at
this
point
and
still
isn't
finished.
D
D
We
have
got
authorized
debt
authorized,
but
unexpended
that
to
the
tune
of
1.1
billion
dollars,
going
back
as
far
as
2010,
413
million
of
which
is
general
fund.
How
is
that
actually
booked
on
the
balance
sheet
or
account
for
in
the
budget?
Or
do
you
know
that
off
the
top
of
your
head,
or
we
get
budget
staff
to
answer
that
it's.
C
Included
in
the
debt
ratios
or
the
internal
OSB
DS
internal
calculations
authorized,
but
unissued
debt
isn't
is
included
there
and
then,
in
terms
of
investors,
the
amount
of
authorized
but
unissued
debt
is
included
in
the
official
statements.
So
but
it's
not
booked
anywhere,
it's
more.
It's
factored
into
the
6%
internal
rule,
upon
ratio
and
bang
out
the
amount
of
authorized,
but
unissued
debt
is
included
in
the
official
statements
for
our
debt
issues
is.
C
D
C
Essentially,
when
a
Finance
submits
their
budget,
they
include
in
the
debt
service
of
what
they
realistically
believe
to
be
issued
within
the
upcoming
biennium.
So
even.
C
D
D
I'd
like
to
get
a
break
out
of
what
it
is
that
we
authorized
but
didn't
spend
and
then
what
his
finance
actually
requested
in
their
budget.
Just
for
the
interim,
so
we
can
take
a
look.
I
mean
we'll,
obviously
we'll
be
revisiting
the
budget
again
next
year.
So
that'd
be
some
good
information
heading.
That
way.
Thank
you
for
the
annoyance.
Mr.
chair,
thanks
cats
would
appreciate
you
Thank.
A
If
not,
there
was
no
action
required
on
those,
but
we
will
move
to
action.
Item
number
5
project
report
from
Western
Kentucky
University.
Now
we
don't
have
testimony,
but
everyone
has
sent
it
in
so
we
all
have
it
in
the
packets
I
believe
everybody
out
there
watching
it
is
actually
posted
on
the
website,
so
they
can
access
it
also,
and
what
I
thought
I'd
do
is
actually
jump
into
the
letter
that
Jennifer
sent
us
and
I'm
only
going
to
read
the
middle
body
of
it.
A
If
you
don't
mind
me
doing
that,
and
that
way
we
can
keep
everybody
watching
on
video
informed
also,
so
to
do
so,
it
is
Western.
Kentucky
University
is
requesting
authorization
to
reconfigure
three
classrooms
into
two
classrooms
for
a
nursing
program.
Western
Kentucky,
University's
nursing
program
has
continued
to
expand,
which
has
caused
the
capacity
issue
in
the
current
classrooms.
The
nursing
classes,
heaven
to
divide
students
between
two
classrooms,
with
half
the
students
in
the
actual
lecture
and
the
rest
to
in
an
adjoining
room
watching
the
lecture
be
electronic
media.
This
is
creating
an
unwanted
learning.
A
Environment
requires
additional
staffing
to
meet
accreditation
requirements.
This
project
is
expected
no
more
than
1.5
million
and
will
be
completed
using
academic
affairs
carry-forward
funds.
This
project
has
been
approved
by
the
Western
Kentucky
State
University
Board
of
Regents,
the
Council
on
post-secondary
education,
Finance
Committee
and
is
included
in
the
2020
21,
a
sec
youtube
branch
budget
recently
passed
by
the
General
Assembly.
So
if
not,
if
there's
any
questions,
they
should
have
already
been
submitted,
because
we
don't
have
anyone
here
to
answer
them
really
as
much
but
we'll
just
move
for
Madam
Secretary.
A
And
this
next
one
we're
gonna
move
into
item
number
six
and
let's
see
here,
Bri
submitted
this
and
I'm
going
to.
This
is
the
least
report
and
I'm.
Just
gonna
read
the
middle
body
again
just
for
the
public's
information,
and
this
comes
from
Scott
Aubrey.
It
says
today,
I'm
reporting
on
a
lease
modification
for
the
Transportation
Cabinet
in
Warren
County
part
of
this
modification,
the
Transportation
Cabinet.
A
By
and
through
the
finance
and
administration
cabinet,
entered
into
a
lease
agreement
in
March
of
2019
at
their
current
location,
the
owner
spent
approximately
one
hundred
and
twenty
thousand
dollars
unimproved
to
the
1726
square
feet
of
space.
In
order
to
meet
their
needs.
The
lease
is
being
modified
to
accommodate
additional
staff
in
order
to
meet
the
federal
Real
ID
Act
requirements.
There
is
no
additional
vacant
space
adjacent
to
their
current
space.
However,
the
owner
offered
alternative
space
in
the
current
facility
to
which
they
could
relocate
their
existing
office.
A
The
owner
is
estimating
the
fit
up
of
the
space
to
be
approximately
200,000.
The
new
suit
suite
is
3852
square
feet
and
cost
21
dollars
and
37
cents
per
square
foot
for
a
total
annual
cost
of
82
thousand
three
hundred
and
seventeen
thousand
twenty
four
cents
with
a
new
expiration
date
of
June
20th
2027,
so
wanted
to
report
on
that.
I
will
entertain
a
motion
and
a
second
to
approve
that
motion
by
Senator
Girdler.
Do
we.
B
D
Yes,
sir
I'm
gonna
cast
a
no
vote.
Mr.
chairman,
this
is
a
reflective
of
a
change
in
the
way
that
we're
issuing
IDs
and
we're
incurring
additional
cost
of
transportation.
In
my
estimation,
there
should
be
an
offset
elsewhere
across
the
Commonwealth's
expenditures
and
absent
that
I
won't
vote
for
this,
so
I'm
casanova.
Thank
you,
sir.
B
A
A
B
A
A
Item
a
and
fund
F
is
the
city
of
Lebanon
FBO
Lebanon,
Water,
Works
Company
in
corporate
and
in
Marion
County
is
requesting
a
fund
F
loan
in
the
amount
of
five
million
two
hundred
and
thirty-eight
thousand
two
hundred
and
thirty
dollars,
and
then
kya
is
funding.
A
hundred
percent
of
the
total
project
custom
that
one's
so
is
there
any
questions
most
of
them
would
be
submitted,
but
it's
not
too
late
in
case
we
could
probably
get
information
later,
but
we
are
gonna
have
to
vote
on
this
item.
A
B
D
It's
going
to
increase
$700,000
with
that
one
business
coming
to
town,
that's
not
insignificant
at
all
and
in
the
ripples
of
these
different
things
are
just
tremendous
and
so
I.
Just
while
I
cast
an
aye
vote,
I
wanted
to
praise
them
as
well
for
their
foresight
and
to
understand
you
don't
always
know
where
all
the
positive
benefits
are
going
to
land.
But
this
particular
agency
is
going
to
feel
one
as
well
so
Thank
You
mr.
chair.
Thank.
