I'm
head
of
investigations
for
the
office
of
education,
accountability.
You
folks
have
our
annual
report
for
2021
and
it's
similar
to
the
ones
you've
had
in
the
past.
It
describes
our
investigative
procedures,
and
so
I
don't
need
to
go
into
great
detail
on
that.

I
just
want
to
comment
on
staff,
some
numbers
that
we
have
and
also
any
effect,
that
a
couple
of
pieces
of
legislation
from
this
last
session
might
have
on
on
the
office
of
education,
accountability,
we're
fully
staffed,
there's
myself
and
four
investigators
and
toward
the
end
of
last
quarter.
We
were
down
a
couple
of
people,
but
we
already
had
two
fine
investigators,
I'm
happy
to
report
we've
hired
two
more
and
they're
working
out
very
well
they're,
fine
as
well,
so
we're
adequately
staffed
and
as
to
what
we
do.

You
can
see
the
numbers
on
page
two
of
the
report
there's
table
1.1,
which
deals
with
the
2021
investigations
numbers,
and
you
can
see
that
for
2021
we
opened
22
cases,
we
closed
27.
Obviously
we
had
some
that
were
hanging
over
from
the
previous
year
and
the
chart.
There
shows
that
we
had
19
pending
at
the
end
of
the
year.

I
can
tell
you
that,
right
now,
as
of
june
7th,
that
number
is
25
that
we
have
pending.
You
can
see
in
the
paragraph
before
that.
Apparently
covid
took
its
toll,
everybody
blames
everything
on
covet
and
the
number
of
complaints,
I
think,
were
affected
by
that
in
2020
we
had
236
written
complaints
and
that's
significant,
because
we
don't
move
to
even
think
about
opening
up
a
case.
Until
we
get
a
written
complaint,
we
have
to
have
a
written
complaint
to
act
on
it.

They
can
be
anonymous
because
we
found
they
can
be
as
as
accurate
as
a
named
complaint,
a
complaint
with
a
named
person
behind
it,
but
we
had
236
in
2020
and
in
the
past
year
you
can
see
it
jumped
up
to
363,
which
is
not
an
unusual
number,
and
now
that
363
220
of
those
were
anonymous,
and
you
can
see
that
we
we
only
open
up
a
fraction
of
those
and
I'll
go
into
briefly
the
reasons
for
that.
I
think
that's
significant.

We
we
get
so
many
complaints
and
we
turn
most
of
them
down.
I'm
kind
of
the
gatekeeper
on
those
I
read
every
one
of
them
every
day,
a
lot
of
times
they're
just
meritless.
They
don't
even
state
a
violation
of
education
law,
somebody's
upset
or
somebody
has
an
axe
to
grind,
and
they
they
file
a
complaint
with
us
and
so
there's
just
no
merit
to
it.

For
instance,
if
it's
an
allegation
about
a
testing
violation,
cheating
on
testing
those
go
to
the
kentucky
department
of
education.
Likewise,
they've
got
a
good
unit
over
there
of
early
learning
and
special
education.
So
if
we
get
a
special
ed
complaint,
that's
a
real
specialized
field
to
get
into
and
we
send
those
special
ed
complaints
to
the
department
of
education.

One
one
thing
that
I
really
look
for
is:
is
a
complainant.
Talking
about
they've,
already
talked
to
a
lawyer
or
they're
going
to
talk
to
a
lawyer,
they're
thinking
about
going
to
court,
or
they
may
already
be
in
court.
When
we
see
that
there
is
a
potential
for
litigation
or
litigation,
we
run
the
other
way.
We
understand
that.
I
think
this
committee
and
the
general
assembly
and
myself
we
don't
want
our
investigators
tied
up
in
litigation.
They
don't
have
any
business
sitting
in
every
circuit
court
from
pikeville
to
paducah
every
day.

So
if
there's
any
litigation,
we
don't
get
involved
in
it.
Also.
Another
reason
for
that
is
you
know
anything
that
oem,
I
could
do.
You
know,
would
pale
in
comparison
to
what
a
judge
or
a
jury
might
do
on
something.
So
it's
a
tough
call
sometime,
but
if
there's
litigation
that
we
contemplate
might
happen,
we
don't
get
involved.

We
certainly
don't
run
from
them,
but
we
are
are
concerned
about
whether
or
not
we
should
be
opening
up
that
case.

I'd
like
to
conclude
by
just
talking
about
recent
legislation
effective
on
july,
in
july
of
this
year,
the
school-based
decision-making
councils
are
no
longer
going
to
be
hiring
principals.
I
looked
at
that
to
think
you
know:
is
that
going
to
affect
our
caseload
any?
I
don't
really
think
so.
You
know
used
to
the
councils
hired
the
principals.
We
never
got
a
lot
of
complaints
about
about
the
principal
hiring.

The
other
one
is
also
in
july
that
councils
are
no
longer
going
to
be
determining
what
curriculum
is.
To
be
frank,
whenever
councils
were
required
to
have
a
curriculum
policy,
it
wasn't
in
that
much
detail
anyway.
We
just
tried
to
make
sure
that
they
at
least
had
one
so
the
the
superintendent
determining
curriculum
along
in
consultation
with
the
council.
I
don't
think
that's
going
to
have
any
big
effect
on
our
caseload.

that's
just
some
comments
about
our
staffing
and
our
numbers
and
whether
or
not
any
recent
legislation
would
have
any
effect
on
us,
so
I'm

the
14th
year
of
the
report.
The
first
year
of
the
report
was
the
2008
school
year.

information

each
district,
including
test
performance,
teacher
qualifications,
school
safety
and
much
more.
Please
note
that
for
school
year,
2021
west
point
independent
school
district
merged
with
hardin
county
schools.
For
this
report
there
are
171
school
districts
a
little
bit
about
the
data.
The
data
were
recorded
in
by
districts
in
two
main
systems.
The
student
information
system
usually
referred
to
by
its
vendor
name:
infinite
campus
or
ic,
and
munis
the
accounting
payroll
and
financial
system
used
by
all
districts.
