statutes

bias

training

enforcement,
basic

training

resource
offices
across
the
Commonwealth.

that

mandated

chiefs

policy
meetings
at
caico
involving
those
agencies,
as
well
as
other
police
officers
and
sheriffs
and
Chiefs
across
the
state.

perspective,

training
and
the
better
training
that
we
can
get
police
officers,
the
more
they
know
the
better
they
will
respond
out

Part
of,
if
you

funding
of
Department
criminal
justice
training

surcharge
risk
mitigation.

another
big
area

where
this
is

concern

the
overarching
number

amount

dollars
that

appropriated

Attorney
General's
office
for

Council
complaints

That
number,
as
we
provide,
is
about
980
000,
but
it
is
for
five
fiscal
years.
There
was
some
confusion
about
it
being
an
annual
number.
It's
not
correct.

So
it's
not
as
if
the
980
000
could
be
spent
on
any
one
particular
Year
we're
about
halfway
or
more
I
think
through
those
five
fiscal
years.
So
there's
only
about
320
000
at
this
point
that
could
be
spent.
All
the
rest

it

been
closed
because
those
fiscal
years
have
been
closed.
Now,
all
that
aside
to
me,
then
the
takeaway
is
the
general
assembly
appropriated
990
thousand
dollars
for
these
kinds
of
instances.
Our
office
has
been
a
fraction
of
that
amount,
8.5
percent
or
so
about.

that's
been
spent.
So
far,
so
I
think
there
was
a
concern
that
a
million
dollars
had
been
spent.

dollars

authorized
only
eighty
three
thousand
dollars
has
been
spent.
We
have
one
contract
under
this
authorization
that
it
has
two
Federal
cases
billing
against
it
right
now.
The
money
on
that
contract
is
going
to
run
out
sometime
soon.

reaction
would
be
the
the
money
on
that
contract
would
be
billed
until
it
ran
out,
and
then
we'd
have
to
find
an
alternative
way
to
provide
counsel
for
these
state
employees
who
are
being
sued
for
the
work
that
they've
done

behalf
of
the
state
in
a
state
job.
We
wouldn't
be
able
to
represent
them
because
we're
conflicted
out
by
the
rules
of
ethical
behavior
and
if
there
was
no
money
on
this
contract,

we'd
have
to
find
alternative
means
to

make
sure
that
they're
defended.

we're
providing
funds
for
the
LGBT
community
competence,
training,
Consulting
on
Aging
issues
and
provide
National
conditioning
for
the
restrained
staff
and
I
think
my
specific
question
was
what
aging
issues
health
issues
may
be
specific
to
this
specific
population.
That's
not
the
same
with
their
overall
population
and.

Thank
you
for
that
Senator,
Meredith
and
again
for
the
opportunity
to
share
this
information
in
front
of
you
specifically.
The
problem
that
this
contract
is
is
solving
is
that
the
administration
on
community
living
provides
over
50
percent
of
the
Department's
funding
to
go
towards
our
Kentucky
aging
population.
It's
a
little
over
a
million
individuals
specifically
ACL
has
deemed
has
asked
that
all
states,
especially
Kentucky,
to
identify
and
describe
how
the
greatest
social
needs
are
determined.

Therefore,
we
have
to
have
training
to
support
our
aging
staff
through
our
area,
development
districts
and
our
area
agencies
on
Aging
as
to
how
they
can
survey
this
information
within
within
their
communities.
It's
just
another
tool
in
their
toolbox
to
ensure
that
they're
addressing
the
needs
of
their
entire
Community.
This
is
a
training
that
has
not
been
done
before
in
specifically
Senator.
The
question
was
looking
at
at
the
at
the
data
and
I
can
share
with
you
Kentucky
specific
information.

The
University
of
Kentucky
in
2016
did
a
Health
Equity
and
access
study,
supporting
or
looking
into
lgbtq,
plus
aging
individuals
and
most
participants
reported
negative
experiences
with
health
insurance
and
care
providers
related
in
some
way
to
their
identity.
All
participants
agree
that
Health
messaging,
that
explicitly
targets
the
lgbtq
community
is
important
and
would
be
greatly
encouraging.
Additionally,
many
participants
noted
that
additional
training
for
providers
of
care
and
insurance
will
be
helpful
in
creating
a
welcoming
climate.
That
is
just
one
example.

Another
one
was
in
partnership
with
the
University
of
Kentucky
and
the
nest,
the
National
Institute
of
of
health,
and
it
cited
that
the
lack
of
social
services
available
to
rural
aging,
gay
and
lesbian
individuals
influenced
participants.
Overall,
quality
of
life,
aging,
gay
and
lesbian
individuals
may
be
for
a
full
of
accessing
the
services.
Social
isolation
and
loneliness
are
now
viewed
as
major
predictors
across
Kentucky,
and
we
saw
the
social
isolation
impact
through
through
covid
as
major
predictors
of
more
morbidity
and
mortality.

Additionally,
there
needs
to
be
a
more
fully
integrated
experience
of
rural
aging,
gay
and
lesbian
individuals
in
the
development
of
programming
that
specifically
targets
the
community,
such
as
affirming
care
practices.
So
all
this
contract
does
is
it
allows
the
opportunity
for
our
aging
I'm,
sorry
for
our
staff
and
our
aging
Partners,
just
to
receive
the
basics
in
affirming
language
to
support
the
lgbtq
community.
This
is
not
a
community
as
we
work
with
our
aging
partners
that
they're
going
out
and
specifically
identifying.

be
asking
generalized
questions
as
far
as
any
individuals
getting
their
feedback,
but
it's
ensuring
that
our
aging
staff,
Our
Community
Partners,
have
the
tools
in
their
toolbox
to
know
what
language
to
use
to

support.

service

and

addressed

was

basis

act

and
State
dollars.

just
as
you
said,
regardless.
Whatever
your

background
is
that
we
do
support
that
end

this
year.
Our
department
has
supported
more
older
adults
than
any
year
before

of
their
sexual
preference
orientation,
it's
because
they
just
don't
have
access
to
care,
like
all
the
other
kentuckians
do
so.
Are
we
going
down
a
rabbit
hole
here
but
saying
we're
going
to
look
just
at
the
LGBT
community?

folks
just
sit
back
and
wait
shouldn't.
We
barely
be
focusing
on
the
real
issue
which
lack
of
access
to
care
in
rural
communities
for
everybody.

specifically,
as
ACL

asked
us
to
look
at
is
to
put
a
focus
in
on
the
lgbtq
community:
it's
not
to
take
Focus
away
from
any
other
any
other
entity,
but
to
add
an
additional
focus

way

that,
and
we
have
the
studies
that
show
the
concern
to
access.

again
we
have

across
the
state

are
providing
that
Social
Service
access
and
utilizing
our
aging

disability
Resource
Center
Partners
to
ensure
there
is
ongoing
access.

have

more

any

ever

and
I

not
disagree
with

there
does
need

be
more
access
to

support
rural
individuals.

training
just
gives
another
tool
in
our
aging
staff's
toolbox.

aging
staff
have
come
forward
and
stated
that
they
want
this.

want
this
contract.
They
want
this
training
amongst
all
of
their
other
trainings,
to
ensure
that
they
are
serving
all
kentuckians.

is
a
comment
made
about
how
to
serve
this.

survey
this
community
that
bothers
me

little
bit
in
that
surveys,
aren't
by
unbiased
surveys,
aren't
meant

support

undercut

particular
community,
any
particular
community,
so

just
I

concerns.

about
how
to
survey
that
I
know,
there
was
a
word
used

little
bit
earlier,

state
government
uses
are
based

CGI

determination

pay

vendor,

CGI
computers,

ourselves
as

qualified
long-term
vendor
in

good
standing
with
the
Commonwealth

contract
with
them
in
order
to
provide
these
services
and
applications
for

Consulting
relationship

them

first

months

to
give

report
that
showed
the

off-the-shelf
products

shopping
around

consumers

literally
asking
us
to
do
is
trust

worked
with

company

to
give
us
the
cheapest
bid-

close
to

this
again
next

and
we
have

couple

other
contracts

here

worried
about.

concern
is
with
the
consistency
or
the
inconsistency

it
were.

Master
lists

vendors

state
government
agencies

able
to
contract
with
that
have
that
state
government,

finance
cabinet
has
established
prices
for
services,
paper,
pencils,
furniture
and
so

many
instances,

out,
agencies
will
go
to
that
Master
list
and
do
business
do
business
with
those
entities
so
context
for
your
question.

situation

reasonable
request

her

this

nothing

treasurer's

maybe

bit

commend

letting
me

share

that
there
are
extenuating
circumstances
with
this
request
for
retroactive
approval
and
then
please
proceed.

saying
the
treasury
does.

it

serious.
The
procedures
by
which
contracts
should
be
should
be
issued,
and
so
it
it
is
a
standing
role
for
us

our
staff
that
we

not
want
retroactive
contracts.
We
had
some
unexpected
circumstances
that
arose
with
the
staff
person
that
was
overseeing
this
contract
and
it
caused
some
delay.

eligible
for
Renewal
and
because
of
the
delay
it
it
pushed
us
outside
of
that
window
and
caused
the
contract
to
need
to
be
retroactive.
So,
just
to
be
clear,
this
was
a
contract
that
had
been
there
was
a
bid
process
actually
pre-dating
treasure
ball
in
2015
and
went
through
that
process.
Part
of
the
delay
of
why
it's
taken
a
little
while
to
get
the
contract
to
you
all
is
that
we
had
about
six
rounds
of
back
and
forth
with
the
finance
cabinet
just
jumping
through
different
logistical
hopes.

our

unforeseen

leave
