agencies

survey
this
information
within

their
toolbox
to
ensure
that
they're
addressing
the
needs
of
their
entire
Community.
This
is
a
training
that
has
not
been
done
before
in
specifically
Senator.
The
question
was
looking
at
at
the
at
the
data
and
I
can
share
with
you
Kentucky
specific
information.

University
of
Kentucky
in
2016
did
a
Health
Equity
and
access
study,
supporting
or
looking
into
lgbtq,
plus
aging
individuals
and
most
participants
reported
negative
experiences
with
health
insurance
and
care
providers
related
in
some
way
to
their
identity.
All
participants
agreed
that
Health
messaging
that
explicitly
targets
the
lgbtq
community
is
important
and
would
be
greatly
encouraging.
Additionally,
many
participants
noted
that
additional
training
for
providers
of
care
and
insurance
would
be
helpful
in
creating
a
welcoming
climate.
That
is
just
one
example.
Another
one
was
in
partnership
with
the
University
of
Kentucky
and
the
nest.
A
The
national
aging,
gay
and
lesbian
individuals
influenced
participants
overall,
quality
of
life,
aging,
gay
and
lesbian
individuals
may
be
for
a
full
of
accessing
the
services.
Social
isolation
and
loneliness
are
now
viewed
as
major
predictors
across
Kentucky,
and
we
saw
the
social
isolation
impact
through
through
covid
as
major
predictors
of
more
morbidity
and
mortality.

Additionally,
there
needs
to
be
a
more
fully
integrated
experience
of
rural
aging,
gay
and
lesbian
individuals
in
the
development
of
programming
that
specifically
targets
the
community,
such
as
affirming
care
practices.
So
all
this
contract
does
is
it
allows
the
opportunity
for
our
aging
I'm,
sorry
for
our
staff
and
our
aging
Partners,
just
to
receive
the
basics
in
affirming
language
to
support
the
lgbtq
community.
This
is
not
a
community
as
we
work
with
our
aging
partners
that
they're
going
out
and
specifically
identifying.

will
be
asking
generalized
questions
as
far
as
any
individuals
getting
their
feedback,
but
it's
ensuring
that
our
aging
staff,
Our
Community
Partners,
have
the
tools
in
their
toolbox
to
know
what
language
to
use
to
to
support.

additional
information
at

know
you
said
it's.
It's
been
a
long
day,
but
I
will
share
with
you
most
importantly,
that
our
cabinet
has
a
duty
to
provide
the
very
best
service
to
all
kentuckians
understanding
that
each
individual
experience,
that
of
that
individual
needs
or
approaches
and
what
their
fears
may
be.

one
gets
better
Services
under
the
law,
just
that
they
get
good
service,
and
this
contract
ensures
that
our
Community
Partners
and
our
staff
provide
good
service
to
all
kentuckians,
regardless
of
background.

trainings

our
department
does
offer
internally
and
externally
to
Our
Community
Partners

something
that
had

brought

as

and

was
founded

1965

Johnson
addressed
rural,
older
adults.

was
the
basis

old
Americans
act
program,

we
are

entity

through
Federal
and
State
dollars.

just
as
you
said,
regardless.
Whatever
your
your
background
is
that
we
do
support
that
end
to
this
year.
Our
department
has
supported
more
older
adults
than
any
year
before
I'm.

don't
have
access

care,

all
the
other
kentuckians
do

we're
going

focusing
on
the
real
issue
which
lack

access

care

rural
communities

know

specifically,
as
ACL
has
asked
us

look
at
is
to
put
a
focus
in
on
the
lgbtq
community:
it's
not
to
take
Focus
away
from
any
other
any
other
entity,
but
to
add
an
additional
focus
and

way
or
to
that,
and
we
have
the
studies
that
show
the
concern
to
access.
And
again
we
have
195
senior
centers
across
the
state
that
are
providing
that
Social
Service
access
and
utilizing
our
aging
and
disability
Resource
Center
Partners
to
ensure
there
is
ongoing
access.
We
have
answered
more
excuse
me.

More
phone
calls
to
provide
access
than
any
time
ever
before
and
I
do
not
disagree
with
you,
Senator
that
there
does
need
to
be
more
access
to
to
support
rural
individuals.
This
training
just
gives
another
tool
in
our
aging
staff's
toolbox.
Some
of
our
aging
staff
have
come
forward
and
stated
that
they
want
this.
They
want
this
contract.
They
want
this
training
amongst
all
of
their
other
trainings,
to
ensure
that
they
are
serving
all
kentuckians.

a
comment
made
about
how
to
serve
this.

how
to
survey
this
community
that
bothers
me

little
bit

surveys,

unbiased
surveys,

meant
to
support

undercut
or
undercut
a
particular
community,
any
particular
community,
so
I
I,
just
I
have
some
concerns.
When
we
talk
about
how
to
survey
that
I
know,
there
was
a
word
used

little
bit
earlier,

word

state

that

a
survey
every
three
or
four
years
of
all

communities

aging
individuals

communities
to
provide
that
information.

this

ensuring
that
all
individuals
are
able
to

contribute
to
that
survey
and
that

language

is

is
inclusive

support

allows

affirming

approved

software

if

thinking
about
Landing
the
Space
Shuttle,
that
means
we
would
need
something
in
place
tested
in
operational
in
late
fall.

the

committees
to
use
that
next
session
to
draft
the

budgets
for
the
executive
branch,
legislative
branch
in

tight
time
frame
and
the

nature

work

needed

be

not
in

RFP
and
have
time

agency

vendor

vendor
with

the
back

vendor

heard

before
they
are
the
back

vendor
for
emars

for

essentially
all
of

financial
reporting

systems
that
state
government
uses
are
based
on
CGI
platforms.

we
made
the
determination
that,
rather
than
pay
a
vendor,
to
figure
out
how
to
talk
to
CGI
computers,
we
would

ourselves
as
a

qualified
long-term
vendor
in
in
good
standing
with
the
Commonwealth

Industry
into
a
contract
with
them
in
order
to
provide
these
services
and
applications
for
this.

the

extremely
tight
time
frame
to
have
this
new
system
installed
and
operational
for

and

business

with
those
entities

circumstances
with

request
for
retroactive
approval

treasury

procedures

which
contracts
should

issued,
and
so
it

standing
role

us

retroactive
contracts.

had
some
unexpected
circumstances
that
arose
with
the
staff
person
that
was
overseeing
this
contract
and
it
caused
some
delay.

eligible

Renewal

because

delay
it
it
pushed
us
outside
of
that
window
and
caused
the
contract
to
need
to
be
retroactive.
So,
just
to
be
clear,
this
was
a
contract
that
had
been
there

bid
process
actually
predating
treasure
ball
in
2015
and
went
through
that
process.

of
the
delay
of
why
it's
taken
a
little
while
to
get
the
contract
to
you
all
is
that
we
had
about
six
rounds
of
back
and
forth
with
the
finance
cabinet
just
jumping
their
different
logistical
hopes.
