circumstance

found
when
I
arrived
at
the
justice
cabinet
last
august
was
that
the
old
toxicology
contract
had
expired,

vendor
retained,

better
than
200
untested
samples
and
so
that
credit
created

only

good
bit
of
confusion
but
but
an
absolutely
unacceptable
delay
in
getting
those
tests
completed.

intend
to
work
very
closely,
of
course,
with

medical
examiner's
office,
as
well
as
our
friends
in
the
corners
association
to
make
this
transition
as
smooth
as
possible.

think
I
know
this
has
been
a
tortuous
process

that
we've
reached
a
positive
outcome

I'm
happy

real

operate
behavioral
health
hospitals,
where
we
have
obligations
under
federal
law
to
provide
certain
compliance
requirements.
We
operate
prisons
where
we
have
an
obligation
and
can
find
voluntarily
confined
populations
to
provide
certain
safety
and
protections.
So
it's
not
as
simple
as
not
providing
these
services.
These
services
are
essential
and
we
have
a
variety
of
requirements,
probably
under
krs,
for
assuring
safety,
but
also
under
federal
obligations.
For
some
of
this
to
provide
services.

The
vast
majority
of
this,
if
not
almost
all
of
it,
would
be
federal
dollars
coming
through
either
grants
directly
from
the
federal
government
or
arpa
funds
to
the
extent
that
they're
used
for
this.
So
it
would
be
a
scant
amount
if
anything
that
comes
from
state
funds
and
should
that
be
the
need.
That
is
almost
certainly
going
to
be
a
very
defined
use
case.

would
urge
the
committee
members
to
to
take
into
consideration
that
this
is
actually
very
important
to
have
a
list
of
approved
vendors,
so
we
can
provide
for
a
safe
environment,
but
yes,
as
the
pandemic
is
in
a
calmer
environment

testing
has
already
plummeted
dramatically

there
is
clearly
a
shift
going
forward
to
antigen
tests
and
people
using
them
at
home,
but
this
the
pandemic's
been
unpredictable

we
have
an
obligation
to
provide
for
the
resources,

the
agencies
can
operate
safely.

point
out
that
that
we're

dangerous
sphere,

people

purport
themselves
to

experts,

I've
talked
to
people
who
our
experts
on
it
have
said,

this
edge
or
changing
virus,
an
issue
that
they're
constantly
learning
that
they're
spending.
You
know
the
time
to
try
to
stay
above
the
curve
and
even
they're
behind.

always
urge
all
my
friends
to
be
careful
on
what
you
depend
on
with
that
being
said,
we
recently
passed
the
senate
bill
to
use
antigen
testing
as
part
of
the
requirement.
It
means
that
you
have
to
provide
the
testing
to
do
so.
There
was
some
dangers
in
doing
that
because
they
didn't
know
what
level
it
was,
but
if
we
were
to
disapprove
a
contract
to
have
the
routine
test
that
would
otherwise
be
with
antigen
seems
to
be
irresponsible
at
this
point.

So
there's
some
people
based
on
that
that
legislation
in
which
we
passed
chose,
maybe
not
to
get
a
booster
said
they
want
to
rely
on
their
angiogen
because
they
have
had
it
before
now.
If
we
don't
have
the
testing
for
the
androgen
well,
then
that
might
have
just
been
well,
it
would
just
it
would
have
been
in
just
so.

hope
that
we
wouldn't
disapprove
this,
and
I
always
worry
about
when
we
do

this
federal
money,
the
arpa
funds,
some
of
the
actions

know

vendors

deal
this
thing

it
could
be
an
ongoing

is
something
the
federal
government
has
given
us

approximately

million
dollar
grant
to
provide
for,

also
something
that,

special
session

senate,

senate
bill

Rather
when
money
was
appropriated
specifically
test

stay
was
one
of
the
three
enumerated
programs
we
were
tasked
by
the
legislature
to
accomplish,
but
in
order
to
provide
testing
to
all
120
counties
and
just
to
provide
some
sense
of
scope
here.

At
present,
we
have
provided
testing
in
111
counties
to
more
than
fourteen
hundred
and
fifty
schools
and
provided
over
one
million
cova
tests
across
the
commonwealth.

So,
in
order
to
ensure
every
public
district
and
private
school
in
kentucky
had
access
to
testing,
we
had
to
take
an
approach
that
allowed
us
to
get
a
multitude
of
vendors
and
then
in
the
spirit
of
local
choice
and
local
control,
provided
them
a
menu
of
options
so
that
they
could
reach
out
to
these
approved
vendors
and
select
one
with
whom
to
partner
in
order
to
provide
the
best
possible
tailored
solution
for
their
setting
and
their
location.
So
that's
one
of
the
reasons
this
multi
approach
was
taken.

These
funds
that
are
being
added
to
it,
30
million
of
those
approximately,
are
from
the
federal
grant
that
can
only
be
used
explicitly
for
this
purpose.
So
if
we
do
not
use
it
for
this
purpose,
the
state
of
kentucky
essentially
concedes
it
back
to
the
federal
government
and
can't
use
it,
and
then
10
million
dollars
is
from
the
arpa
appropriation
that
the

legislature
provided

schools

to

successful

like
alcohol
and
drugs

socioeconomic
instability,

to

methodology,

people
they
selected
and
they're,
I'm
confident
that
this
is
all
done
with
parental
consent
and
that
all
of
this
fulfills,
whatever
requirements,

necessary

order

to
the
specifics
of
their
methodology,

would
be
something

foundation
would
have
to

look

expanding
opportunities

more

to

challenge
kde
and
our
local
school
districts
to
look

strategic,
their
own
strategic
plans
in
terms

they're
going
to
grow
teachers
recruit
more
teachers
and
retain
more
teachers
in
their
district.

heard

lot
about
the
coronavirus
response
relief
program,
and
this
person
will
also
work
with
about
four
or
five
districts
to
help
enhance
and
change
policies,
and
we
know
that
masking
requirements
are
dropping
and
so
helping
folks
to
adapt
to
that
and
other
procedures,
along
with
behavior
attendance
and
participation
in
rigorous
courses
with
our
cte
program.

talked
a
lot
about
having
this
career
technical
education
pathway
program.

we

partner

folks

the

the

that

partner
with

colleges
