report

going

turn
to
the
offices
of
Leeds
Council,
who
administer
this
fund
for
us
to
present.
The
report
in
front
of
us
is
that
okay.

Thank

terms

report
that
just
covers
the
context
in
terms
of
the
why
the
course
being
set
up
the
governance
arrangements
and
references,
the
memo
and
memorandum
of
understanding
of
the
lead,
City
region
pool
and
the
terms
of
reference
for
the
governing
Joint
Committee,
of
which
one
of
the
recommendations
is
seeking
approval
to
those
arrangements.

It
also
provides
an
update
in
terms
of
the
current
projections
for
the
23
24
liturgy
region,
business
rates,
pool
in
terms
of
income
projections
and
then
the
final
item
will
consider
the
proposed
allocation
of
the
funding
for
23
24
between
the
constituent
members
of
this
joint
committee.
So
just
remind
members
that
the
business
rates
pool
for
this
year
was
designated
by
the
government
from
the
1st
of
April,
and
the
benefit
of
the
pool
is
that
we
return
levies
from
business
rates
within
the
region
rather
than
them
being
returned
to
central
government.

That
comes
with
some
risk.
In
terms
of
if
business
rates
receivable
by
a
member
Authority
fall
below
the
92.5
level
of
their
assessed
spending
requirement
or
Baseline
funding
level,
then
a
payment
of
a
safety
net
payment
from
central
government
will
be
forthcoming
and
it
will
be
for
the
business
rates
pool
to
pick
up
any
Associated
cost.

In
terms
of
that,
and
of
course,
members
will
be
aware
that,
in
terms
of
business
rates,
it
comes
with
risks
in
terms
of
the
impacts
in
terms
of
level
of
income
receivable
from
things
like
the
the
cost
of
living
crisis
and
the
ability
of
businesses
to
pay
all
the
number
of
businesses
we've
got.

We
could
be
affected
by
that
so
impact
on
the
tax
base
for
business
rates
and
also
clearly
in
terms
of
every
local
Authority
who
made
assumptions
with
regard
to
growth
assumptions,
collection
rates
and
also
the
impact
of
the
level
of
relief
such
as
empty
weight
relief
as
well.
So,
although
the
leverage
will
be
retained,
further
some
risk
associated
with
that
as
well
moving
on
to
section
two
in
terms
of
the
structure
again,
they
set
sound
2.1.

The
six
members
of
the
Lisa
duration,
business
rates
pool
and
that
poorly
led
by
Joint
Committee,
comprising
of
leaders
of
the
member
authorities
or
their
nominated
representatives
in
terms
of
those
governance
arrangements
as
I
referenced
and
against
a
separate
recommendation
today,
appendix
one
contains
the
memorandum
of
understanding
and
the
terms
of
reference
is
in
appendix
so
appendix
a
and
appendix
B
is
for
the
terms
of
reference
for

Joint
Committee

one
of
the
the
recommendations.

There

member

contributor
to
the
funding
of
the
pool.

payments
made

pool

Top-Up
authorities
in
proportion

we've

the
government

of
the
four
sections
there
they
are
contained
within
the
memorandum
of
understanding.
The
terms
of
reference
which
we're
seeking
approval
for
today
onto
section
four,
which
is
estimating
the
level
of
resource
within
the
Lee
City
region
called
in
2324.

The
current
projection,
based
on
information
from
from
ourselves
and
from
York
as
well,
is
that
the
level
of
retained
leffey
would
be
3.7
million
pounds,
and
you
can
see
within
table
three
below
that
1.162
coming
from
Leeds
and
2.582
coming
from
York
or
totaling
3.744
million
pounds,
Section
5
just
covers
the
some
of
the
risk
and
a
really
reference
in
terms
of
some
of
the
risks.
Any
risks
we
all
face
in
terms
of
the
level
of
business
rates
receivable
and
for
each
of
our
individual
authorities
and
also
referencing
the
facts.

they
will

breaching

forecast

breach

any
resultant
loss
of
income.

the
risk

the
level
of

allocation

funding
across
each

administration
fee,
there's
a
200
000
top
slice
to
York,
and
then
the
balance
3.494
million
is
allocated
in
proportion
and
utilizing
the
the
the
25
before
25
that
when
I
went
through
previously.

current
position
in
terms
of
forecast
income,
the
the
allocation
of
that
income
and
highlighting
the
risk
