Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
So
my
name
is
councillor
amanda
carter
and
I'll
be
chairing
the
meeting
today,
as
the
chairman
of
the
committee,
can
I
remind
everyone
that
we're
holding
this
meeting
with
kobe
secure
advice
and
we
would
have
to
get
it
over
with
an
hour
and
a
half.
Otherwise
we
have
to
break
for
half
an
hour
to
in
accordance
with
the
guidance.
A
Today's
meeting
will
be
live
streamed
on
youtube,
so
anybody
who
is
watching
welcome
to
you,
too,
kai
first
by
stop
by
reading
up
this.
This
also
health
and
safety
guidance
that
we've
received
from
the
council
officers
recommends
that
the
meeting
should
conclude
within
90
minutes.
While
I
do
suggest
that
we
do
not
curtail
debate,
could
ask
members
to
bear
this
in
mind
when
we
are
discussing
substantive
items
on
this
agenda.
So
please
don't
repeat
yourself
or
repeat
something
somebody
else
has
said
in
order
that
we
can
get
through
it
efficiently.
Please!
B
B
It
was
regarding
the
notes
which
were
taken
at
the
recent
outer
west
community
committee
consultative
meeting,
and
hopefully
you
should
all
have
a
copy
of
those
under
agenda
item
4.
Could
I
ask
members
to
declare
any
interests.
C
I
should,
I
think,
there's
an
item
coming
before
us
regarding
the
the
atc
base
at
thornbury
barracks
and
I
sit
on
the
civilian
committee
for
the
group.
Thank
you.
B
A
D
D
E
E
So
this
report
makes
the
recommendation
that
projects
funded
by
the
outwest
community
committee
from
the
youth
activity
fund
try
to
incorporate
some
of
these
themes
and
activities
where
opportunity
allows
in
the
upcoming
year
21
22,
and
it's
also
recommended
that
the
communities
team
arrange
a
physical
youth
summit
which
may
incorporate
virtual
elements
this
financial
year,
and
this
will
help
inform
youth
activity
for
spend
in
22-23
and
then
with
your
within
your
reports
on
page
25,
there's
a
nice
infographic
which
has
been
designed
to
try
and
bring
all
those
outer
west
results
into
one
space.
F
Comments
yeah
just
a
quick
one.
I
see
that
only
63
people
engaged
with
the
cons.
You
know
consultation.
How
does
that
fare
with
other.
E
Areas,
thank
you,
councillor
siri.
It
was
probably
about
average.
To
be
honest,
there
was
a
mixed
result
across
the
different
committee
areas
and
we
followed
the
same
process
through
in
all
the
areas
across
leeds.
The
aim
was
to
try
and
receive
as
many
responses
as,
hopefully,
we
would
have
had
people
attend
a
youth
summit
in
person
which
63
we
feel
does
reflect
that
I
take
on
board
what
you
mean.
E
There
could
have
been
an
opportunity,
maybe
with
it
being
online
to
receive
more
through,
but
there
was
areas
across
leeds
that
received
less.
There
was
areas
that
received
more,
so
they
were
satisfied
with
the
efforts
made
and
the
results
that
have
come
back.
E
E
In
you,
councillor
carter,
no
didn't
not
part
of
this
process,
but
I'm
more
than
happy
to
pick
up
a
piece
of
work
and
and
speak
to
them
in
the
next
next
few
weeks
and
see
if
we
can
get
some
feedback
granted
we're
still
early
on
in
the
year.
H
That's
fine
chair,
but
do
I
take
it
from
that
that
the
council
didn't
across
leeds.
A
If
I
might,
if
I
may,
I
believe
that
the
the
the
survey
did
also
go
out
to
brews
breeze
group.
So
if
the
groups
were
registered
with
brees,
they
would
have
got
that
that
piece
of
that
survey,
but
we
can
pick
it
up
and
certainly
very
valuable
feedback
for
us
in
terms
of
how
we
do
this
moving
forward.
Counselor
carter.
H
Well,
given
that
answer
chair
then
seems
to
me,
the
answer
is
that
we
didn't
consult,
not
blaming
this
committee,
but
the
council
did
not
consult
directly
with
any
of
the
scouts
or
guide
troops
which
would
probably
have
doubled,
in
our
case,
the
number
of
responses
we
got
and
I
think
whoever
decided
on
this
consultation
has
missed
a
major
opportunity.
So
I
hope
that
we
certainly
now
to
west
can
make
sure
we
make
contact
with
them.
A
E
Thank
you,
chair
yeah
item.
Nine
is
the
finance
report,
so
there
are
a
few
things
to
go
through
in
the
finance
report.
So
I'll
do
my
best
to
keep
going
through
as
quickly
as
possible.
We
have
got
updates
on
the
following,
so
a
decision
on
the
minimum
conditions
for
decision
making
for
the
upcoming
year.
We
have
an
update
on
budget
positions
for
each
of
the
funding
pots.
E
So
the
community
committee
has
previously
approved
the
following
minimum
conditions
in
order
to
reassure
members
that
all
delegated
decisions
would
be
taken
within
an
appropriate
governance
framework
with
appropriate
member
consultation
and
only
when
such
conditions
have
been
satisfied.
A
consultation
must
be
taken
with
all
committee
and
relevant
ward
members
prior
to
a
dedicated
decision
being
taken
b.
A
delegated
decision
must
have
support
from
a
majority
of
the
community
committee.
E
Elected
members
represented
on
the
committee
or
in
the
case
of
funds
delegated
by
a
community
committee
to
individual
wards,
a
majority
of
the
ward
councillors
and
see
details
of
any
decisions
taken
under
delegated
authority
will
be
reported
at
the
next
available
community
committee
meeting
for
members
information
as
per
paragraph
15.
At
this
point,
the
committee
is
invited
to
review
these
conditions
previously
agreed
on
consider
whether
any
amendments
are
required
prior
to
agreeing
such
conditions
for
operating
in
the
forthcoming
municipal
year.
A
G
Forgetting
the
microphone
I
got
that
I
got
that
used
to
be
doing
it
on
computer.
I
forgot
I
forgot
about
the
map.
You
know
one
of
the
one
I
think
the
difficulties
with
that
is
his
things
being
cancelled
and
johnny
last
last
15
months
and
I've
got
to
say
that
I'm
not
oh
and
I'm
I'm
usually
on
top
of
this,
I'm
I'm
usually
one.
G
I
know
exactly
where,
where
where
money's
been
spent,
because
of
leaving
me
nature
to
do
that,
but
I
am
not
sure
on
the
spread
of
the
the
grants
I
know
private
well,
quite
a
few
years
ago,
officers
used
to
keep
a
sort
of
running
total
of
how
much
was
spent
in
each
ward
and
I'm
not
clear
that
that's
been
done
now.
G
I
know
what
one
time
all
the
major
things
used
to
go
in
front
of
the
chair
before
they
came
to
us
and
if
there
were
any
anything
that
looked,
not
quite
right
that
were
picked
up
then,
and
then
we
discussed
with
local
members
as
well,
and
that
doesn't
seem
to
be
being
done
and
the
other
thing
is
and
I'll
give
you
an
example,
and
that
was
a
small
grant.
The
walking
football
which
was
down
as
pudsey
well,
28
of
the
people
were
in
family
and
workly
that
used
it.
G
Well,
it
might
have
been
situated
in
pudsey,
but
it
would
announce
a
west
thing
and,
and
it
wasn't
clear
what
what
we
were
getting
and-
and
I
I
think
we
need
a
bit
more
information
on
what's
coming
to
us
and
because
things
has
been
sort
of
hit
and
miss
and
things
have
been
cancelled.
We
need
some
idea
of
where
the
money's
been
allocated
per.
H
G
I'm
talking
about
cancelled
events,
and
I
might
be
it
might
be-
it
was
one
of
the
council
of
carter's
constituents
that
mentioned
this
to
me,
it
seems
that
certainly
in
one
seaside
resort,
they've
been
having
bang
concerts,
as
is
the
ban
on
bang
concert
so
far
this
year
down
to
lee
city
council,
making
the
decision
or
is
it
down
to
what's
in
national
guidelines,
because,
quite
honestly,
it
seems
like
some
of
the
places
they're
having
them.
So
can
you.
F
Yeah,
thank
you.
Yeah
we've
had
a
number
of
documents
sent
through
with
not
enough
information.
I
don't
think
to
to
agree,
or
you
know
the
funding
application,
and
I
think
we
do
need
more
information
to
come
from.
You
know
before
we
can
agree.
I
think
a
number
of
us
have
gone
back,
asking
some
more
questions
about
where
the
based
and
who
they're
for
and
and
where's
the
rest
of
the
money
coming
from
so
you
know,
I
think
we
need
to
see
more
of
the
application
before
we
can
approve
it.
A
A
I
Can
I
just
mention
the
same
subject:
the
band
concerts
you've
probably
noticed
that
this
year
it
looks
if
we're
going
to
get
half
of
them.
I
It's
led
to
confusion
because
a
simple
fact
of
saying
when
they
are
and
then
they
aren't-
and
I
found
myself
going
on
parks
just
to
see
if
anybody's
turned
up
and
in
some
cases
they
have,
because
I
haven't
known
that
the
band
is
being
cancelled
and
now
we've
got
a
new
set
of
dates,
but
only
for
four
of
them
now
they've
sent
us
back
they
well,
we
paid
for
some
extra
and
they've
sent
us
back
that
money
and
because
well,
obviously,
they'll
have
sent
back
the
money
to
the
outer
west
as
well
for
for
the
ones
that
that
they
paid
for
half
of
them,
and
so
we
need
to
decide
if
there's
going
to
be
some
extra
ones
next
year
or
not
with
that.
I
A
So
can
we
ask
mike
that
when
applications
come
in,
if
there
isn't
sufficient
information,
you
send
it
back
to
them
and
ask
them
for
that
additional
information
about
the
spread
of
people
across
the
world
and
any
other
information
that
the
committee
is
likely
to
ask
for
and
we'll
await
for
the
information
coming
back
on
the
bands
on
whether
it's
a
legitimate
or
whether
it's
something
that
is
national
with
that
can
can
we
agree
the
report.
E
Thank
you,
chad,
so
still
within
the
the
finance
report.
Now,
if
I
could
bring
your
attention
to
page
30
paragraphs
20
to
22.,
this
asked
the
committee
to
note
the
total
well-being
revenue
budget
for
outer
west
approved
by
the
executive
board,
was
94
210
pounds.
E
The
committee
is
asked
to
note
that
when
this
is
added
to
the
available,
carry
four
figured
from
last
year
of
forty
five
thousand
four
hundred
and
four
pound
twenty
eight,
the
total
available
well-being
budget
for
out
to
west
for
the
financial
year
is
set
at
139
thousand
six
hundred
and
fourteen
pound
twenty
eight.
E
The
committee
is
asked
to
note
that
today
it
has
allocated
a
total
of
sixty
five
thousand
six
hundred
and
ninety
nine
pound
sixty
two
to
projects
and
ring
fences,
leaving
a
current
remaining
well-being,
balance
of
seventy
three
thousand
nine
hundred
and
fourteen
pounds.
Sixty
six
pay
on
page
thirty
one
table
one
provides
a
breakdown
of
this
information.
Also.
E
And
and
then
keeping
within
the
the
well-being
funds
next
in
the
report
comes
to
our
first
application
for
consideration,
which
is
a
large
grant
from
the
well-being
budget.
E
E
The
name
of
the
organization
is
building
futures
together
and
the
proposed
amount
is
five
thousand
five
hundred
and
forty-five
pounds
from
the
well-being
funds
covering
pudsey
carvely
and
fosley
farnelly,
with
a
proposed
start
date
of
the
27th
of
july
chair.
Would
you
like
me
to
read
through
the
project
description,
so
the
project
description
is
as
follows:
building
futures
together
provide
support
for
employability
amongst
young
people,
especially
for
those
who
may
be
drawn
into
anti-social,
behavior
crime
or
those
young
people
seeking
employment
after
criminal
justice.
E
We
want
to
reduce
the
risk
of
crime
or
serious
violence
and
increase
positive
behavior,
whilst
providing
practical
learning
to
increase
aspirations
and
develop
a
positive
relationship
and
smoother
transition
for
employers.
The
funding
grant
will
cover
the
cost
of
a
series
of
10
workshops
across
the
summer
holidays,
with
eight
participants
attending
each
session
sessions
will
run
from
10
a.m,
to
3
p.m
and
are
based
in
a
live
business.
Setting
that
introduces
young
people
to
the
industry
by
taking
part
in
various
exercises,
including
plumbing
electrical
and
fabrication
activities.
H
H
When,
given
the
antisocial,
behavior
we're
struggling
with
at
the
moment,
this
could
only
be
a
good
thing.
However,
what
are
we
going
to
put
in
place
to
ensure
that
we
know
children,
young
people
from
all
three
wards
actually
attend
this?
H
We,
I
think,
sometimes
it's
difficult
to
farm
this
often
on
our
offices,
but
the
monitoring
leaves
a
bit
to
be
desired,
and
I
know
one
of
the
bases
is
farsi.
Celtic,
which
is,
is,
is
great,
but
I
think
it's
important
with
this
sort
of
money
that
we
ensure
that
that
there
are
young
people
from
each
of
the
wards
getting
there.
So
how
are
we
going
to
make
sure
they
do
get
there.
H
H
In
order
that
we
can
properly
judge
the
the
success
of
this
and
I'm
sure
we
all
think
if
it's
successful,
then
it
will
be
great,
but
we
do
need
to
know
this
is
not
an
inconsequential
amount
of
money.
Is
it.
I
A
What
we
can
do
is
we
can
we
can
feedback
to
the
group
subject
to
approving
them
that
we
want
to
see
want
to
know
a
bit
more
about
how
they're
going
to
promote
and
encouraging
people
from
across
the
outer
west
area
to
get
involved
and
then
make
sure
that
this
monitoring
of
all
their
participants?
A
I
think,
more
generally,
just
picking
up
the
point
that
was
made
earlier.
We
can.
We
can
also
make
sure
that
that's
happening
much
more
than
then.
It
appears
to
be
at
the
moment
across
the
more
general
applications
that
we're
getting
here
on
here
on
in
elsa
smith,.
C
Thank
you
chair,
so
it's
ten
workshops
with
eight
participants
in
each
session,
so
presumably
that
that
could
be
80
young
people.
So
how
do
we
follow
up
on
these
80
people?
Is
it
just
one
day
that
we're
going
to
spend
with
them
or
is
there
a
follow-on
because
I
don't
think
we're
going
to
make
much
of
an
inroad
with
them
in
just
one
day,
so
I'd
like
to
know
where
we
follow
on
and
and
how
it
actually
fulfills
its
objection
or
is
objective.
I
Sorry,
yes,
when
I
was
wondering
how
it
was
going
to
be
divided
up,
because,
like
council
smith,
I
worked
out
yes,
80
young
people
into
three
you're
talking
about
26
27,
but
it
wouldn't
need
closely
monitoring
whether
you
are
getting
that
amount
of
people
from
each
world.
That's
what
you
try
and
do,
and
obviously
I
can't
see
here-
I
don't
know
if
it's
my
eyes
and
up,
I
can't
see
what
counselor
character
said
it
was
going
to
be
held
at
palsy
celtic.
I
I
don't
see
where
it
says
that,
but
if
it
is,
it's
gonna
be
a
problem
for
people
from
our
world
to
to
get
there
unless
they're
taken
there,
I
mean
the
buses
to
start
off
with
you
know
it's
just
out
of
the
way.
Really.
I
I
don't
see
any
reason
why
the
cat
hold
this
sort
of
thing
at
local,
community,
centers
or
church
halls.
Really
that's
what
we're
not
sure
of
them.
That's!
Okay!
I
would
want
some
feedback
to
know
because
it
is
a
large
amount
of
money
if
you're
putting
something
on
and
half
of
the
half
of
the
youngsters
are
appearing
for
whatever
reason.
D
Out
chad,
like
kamsa
carter,
I
think
this
is
a
really
excellent
project
if
it's
done
really
well
in
the
so
I
studied
some
of
the
detail
in
the
original
report
that
I
think
mike
sent
over.
It
appeared
to
have
two
sets
of
locations
listed,
one
was
fastly
celtic
and
another
was
clubs
in
and
around
the
pudsey
area.
D
So
then,
obviously
your
concerns
ann
would
would
suggest
that
maybe
we
need
to
go
back
and
look
at
what
they
could
do
specifically
ensuring
three
wards,
and
we
have
the
areas
in
it-
did
have
a
really
useful
bit
at
the
end,
around
they're
recruiting
the
students
through
schools,
which
I
think
is
a
really
positive
way
of
finding
the
ones
who
who
could
most
benefit,
but
also
that
they
continue
to
work
with
the
schools
and
see
if
they
could
nurture
them
through
to
an
apprenticeship
or
college
or
similar
on
any
of
the
skills
they
enjoyed.
D
You
know,
I
just
think:
that's
something
we'd
probably
want
to
monitor
if
we
sponsored
this,
and
it
may
want
to
come
back
in
future
years,
how
many
of
them,
over
the
year
we've
caught
up
with
how
many
of
them
did
go
on
to
to
college
or
apprenticeship
in
the
similar
idea,
because
it
could
be
a
real
opportunity
for
young
people
at
the
moment.
H
Play
holy
stink
about
kids,
committing
anti-social
behaviour
and,
on
the
other
hand,
then
turn
down
what
looks
on
paper
to
be
an
excellent
way,
so
isn't
the
way
forward
to
agreeing
principle
subject
to
getting
clarification
that
all
three
wards
are
somehow
going
to
be
properly
included,
and
given
that
that's
the
case,
then,
as
I've
just
been
said,
you
know
if,
if
we're
going
to
watch
this
and
if
they
want
it,
if
they
want,
we
want
it
to
work.
E
Thank
you,
chair,
okay,
so
next
in
the
finance
report,
we
move
on
to
the
the
af
budget.
If
I
can
bring
you
to
page
33,
starting
on
paragraph
26.
This
asked
the
committee
to
note
that
the
total
available
for
spend
by
outer
west
in
21
22,
including
carry
forward
from
previous
years,
is
69
371
pounds
and
two
pence.
E
So
far,
the
committee
has
approved
a
total
of
43
990
to
ring
fences
and
projects,
leaving
a
current
remaining
balance
of
twenty
five
thousand
three
hundred
and
eighty
one
pounds
and
two
pence
and
again
that's
been
portrayed
in
the
table,
two
on
page
33
and
then
flowing
on
from
that
we
come
from.
We
next
come
on
to
the
three
yaf
applications
that
are
available
for
consideration
from
the
committee,
so
details
of
these
can
be
found,
starting
on
paragraph
30,
on
page
34
of
the
reports
pack.
E
So,
firstly,
we
have
the
putty
youth
cafe,
which
comes
from
the
putty
wellbeing
charity.
The
the
total
amount
proposed
for
this
project
is
two
thousand
two
hundred
and
sixty
pounds.
E
E
This
is
due
to
them
having
to
buy
pre-prepared
food
for
attendees,
rather
than
being
able
to
prepare
fresh
due
to
covered
restrictions
in
terms
of
the
project
description,
the
cafe
has
it
opened
its
doors
in
january
2017
on
wednesday
evenings
from
6
30
to
8
30
exclusively
for
young
people,
they've
created
a
safe
space
in
potty,
where
young
people
can
gain
a
positive
social
experience
and
the
group
members
it
supports
members
with
learning
disabilities,
as
well
as
offering
sanctuary
for
vulnerable
young
people
in
the
local
area.
H
H
E
Okay,
so
moving
on
to
the
next
application,
then
this
is
called
targeted
program
and
it
comes
from
the
youth
service
and
the
amount
proposed
from
the
f
budget
is
1
500
pounds
covering
carbon
and
farsily
pudsley,
putty
and
fondly
and
wertly
starting
in
august,
the
outer
west
youth
service
team
aims
to
work
in
partnership
with
the
clusters
to
develop,
deliver
some
targeted
summer
youth
provision.
The
main
objective
would
be
enable
some
of
the
most
hard
to
reach
and
vulnerable
young
people
to
access
positive
activities.
E
The
programme
will
help
tackle
some
of
the
highlighted
priorities
of
youth
nuisance
and
improving
support
where
there
are
additional
health
needs.
Specifically,
the
funding
will
be
used
for,
firstly,
a
four-week,
accredited
canoeing
and
kayaking
course
on
yudentan
sailing
center,
of
which
there
are
eight
places
available.
G
David
again,
in
principle,
I
think
this
is
this
is
a
good
project.
Only
consideration
I
have
is,
it
seems
to
be
aimed
at
deprived
communities
more
than
anything
and
it's
okay,
it's
passing
this,
but
what
we
want
is
we
want
some
feedback
that
the
right
people
are
are
going
there.
So
can
we
have
some
feedback
of
where
and
I
don't
mean
necessarily
an
award.
This
is
here.
I
think
some
of
it
needs
to
be
what
communities
are
from.
I
This
should
be
the
cluster
that
covers
family
and
also
that
these
places
should
go
be
divided
up
between
the
three
worlds
again,
and
this
is
what
concerns
me
when
we
get
this
sort
of
good
ideas
down,
but
only
with
so
many
places
and
to
cover
such
a
wide
area,
and
it
doesn't
necessarily
say
well,
it
says
about
the
yorkshire
deals
and
the
canoeing
in
eden
town,
but
I
don't
know
where
the
other
places
are
going
to
be.
I
I'm
assuming
that
they're
going
to
take
people
there,
but
again
it
just
sort
of
skims
round
the
activities
it
doesn't
make
it
clear
and
particularly
when
it
says
cluster,
as
I've
said,
the
cluster
covers
only
as
well.
So
I
need
to
know
well
as
far
as
my
world
are
concerned,
about
how
many
youngsters
this
is
going
to
well
how
many
youngsters
will
be
involved,
because
in
family
and
workly,
a
lot
of
them
need
this.
You
know
a
lot
of
them,
don't
get
taken
on
holiday
or
anything
and
it'd
be
really
boost
to
them.
H
Well,
it's
like
other
things,
we've
discussed
already
today.
We
we
just
need
to
be
sure
that
it
trickles
down
to
all
three
wards,
and
I
entirely
agree
with
that.
You
know
we
need.
We
need
some,
I'm
not
against
it,
and
I
think
we
obviously
need
to
move
on
it,
but
we
do
need
to
get
some
real,
proper
feedback
here
that
we've
actually
got.
H
I
mean
I
can
see
this
being
of
of
more
use
in
farley
and
wordley
and
possibly
part
of
pudsey
than
carved
him
fastly,
but
that
doesn't
mean
I'd
be
against
it
and
that
probably
be
even
more
in
favor,
but
we
have
to
identify
these
kids
first
and
if
one
of
the,
if
one
of
the
wards
is
a
different
cluster,
I
can
see
something
falling
between
the
cracks.
D
A
C
Thank
you,
chair,
based
on
some
of
the
other
monies
that
we
spend.
This
doesn't
seem
like
a
huge
amount
from
our
budget
and
it's
not
reaching
very
many
of
the
youngsters.
I
wondered
if
there
was
any
capacity
to
actually
double
what
they
can
offer.
Now
I
don't
know
whether
youth
services
are
able
to
do
that
based
in
their
own
capacities,
but
that
way
we
could
be
really
sure
of
making
sure
that
it
was
spread.
C
You
know
to
the
to
the
youngsters
that
that
really
needed
to
you
know
to
have
that
support,
and
it's
saying
that
it's
it's
through
the
summer
holidays,
which
are
you
know
six
weeks
long.
So
if
we've
got
a
four
week
course
we're
still
leaving
them
for
two
weeks.
If
you
know,
if
it's
different
children
doing
that
to
something
else,
so
I
wonder
whether
there
was
capacity
to
actually
double
it,
and
that
way
we
could.
We
could
reach
more
and-
and
you
know,
have
a
better
offering.
A
So,
do
you
want
to
defer
this
ask
for
more
information,
or
do
you
want
to
pass?
It
agree
it
and
get
the
additional
information
afterwards.
H
E
Thank
you,
I'm
sorry.
Thank
you,
chair
yeah.
I
can
certainly
take
all
those
comments
forward
and
speak
to
stephen
harper
at
the
youth
service
and
see
if,
as
you
say,
councillor
smith,
doubling
it
is
an
option.
We
might
as
well
ask
the
question
absolutely
and
then
certainly
I
can
work
closely
with
youth
service
to
get
information
on
who
the
participants
are
and
ensure
that
they're
covering
all
three
awards,
as
they've
said
that
they
would,
in
the
application
form,
that's
no
problem.
E
Thank
you
chair,
and
so
our
final
application
from
the
the
yaf
fund
is
the
project.
Title
is
mini
summer
sports
program.
2021
again,
this
is
coming
from
the
youth
service
and
the
amount
proposed
from
the
budget
is
720
pounds.
E
The
wards
covered
are
kavli
and
farsely
and
pudsey
there's
no
activities
in
finland
workly,
and
it
does
say
that
on
europe,
the
the
finance
report,
but
that's
a
typo,
so
this
will
just
be
carvely
and
farsali
and
pudsey
a
start
date
of
the
fourth
of
august
and
the
project
description
is
the
outer
west.
Youth
service
team
will
deliver
16
one
and
a
half
hour
sports
sessions
across
carville
and
fasley
and
pudsey
based
at
haynesworth
park,
carverly
park,
swinomore
and
turtle
park.
E
Each
session
can
cater
for
up
to
20
young
people
with
at
least
two
sports
on
offer.
Within
each
session.
Youth
youth
workers
will
also
be
in
attendance
at
each
session
and
the
funding
will
be
used
to
provide
qualified
sports
coaches
at
each
session,
and
this
would
meet
best
city
for
communities
best
city
for
children
and
young
people
and
best
city
for
health
and.
I
I
G
I
mean
I
just
wondered
about
this
because
we
do
have
the
football
sessions.
Finally,
don't
we
and
well,
I
used
to
pay
for
them
out
of
the
mice
morning,
and
then
they
decided
to
put
application
in
into
air,
and
this
is
again
about
the
thing
that
things
are
not
joined
up.
You
know,
is
this
additional?
You
know
to
what
what's
being
get.
Oh,
is
this
an
alternative
to
what
we
you
know
because
we've
got
to
even
finally
work
like
the
two
worlds
are
getting
it?
G
Oh,
is
it
an
additional
thing
and
if
it's
an
additional
thing,
we
should
get
some
some
something
out
of
it
as
well,
and
it's
not
clear,
as
I
said
I
fully,
I
fully
support
this.
I
mean
spending
most
of
my
youth
playing
football
or
rugby
running
or
playing
cricket
and
keep
it
that
kept
me
out
of
out
of
trouble,
and
I
think
you
know
the
more
we
can
do
that.
The
better.
You
know.
H
Around
it,
chair
is
that
we
go
back
to
the
youth
service
and
tell
them
we
expect
equivalent
service
for
the
young
people
in
family
and
workly,
and
if
that
is
not
forthcoming,
then
you
consult
the
car
that
puts
it
carved
in
fastly
the
the
war
councillors
for
punishing
carving
fastly
about
funding
this
themselves
from
mice.
D
Thanks
jeff,
I
think
I'm
thinking
back
at
it,
because
this
is
the
project
that
we
sort
of
created
when
nothing
was
running
and
we
went
back
to
the
youth
service.
I
do
think
maybe
at
the
original
one
when
it
was
just
football
we
were
having.
I
think
they've
obviously
broadened
it
to
more
sports,
which
I
think
is
great,
because
it's
been
really
popular
in
the
parks,
because
it's
very
visual
and
the
kids
just
come
over
and
have
a
chat,
and
it's
really
connected
with
those
young
people
that
we
haven't.
D
Otherwise,
I
do
remember
them
saying
at
the
beginning
that,
because
there
was
something
in
family
already,
this
was
in
essence
adding
to
carving
fastly
and
pudsey
what
that
was
in
family.
However,
I
see
that
this
has
increased
beyond
just
the
football,
so
it
probably
now
has
got
to
that
point
where
it's
an
imbalance,
whereas
we
were
before
just
adding
on
to
our
wards
what
you
already
had.
This
has
taken
it
wider,
so
I
think
maybe
you're
completely
right
on
that.
If
we
can
join
it
up
and
just
see
how
we
can
tie
it
up.
D
F
F
A
G
I
mean
you
mentioned
dazzle
thing
and
this
this
is
what
I'm
saying
that
things
are
not
joined
up.
The
reason
we
got
dazzle
was
originally
all
the
fine
art
all
the
stuff
like
this
went
to
a
general
purposes
committee.
We
won
from
each
world
and
we
went
through
that
and
what
we
were
being
offered
was
delivered
through
laser
center
in
amelie,
and
I
kicked
it
in
a
touch
and
what
happened
was
we
says
right?
G
Finally,
the
public
has
that
called
project,
and
we
were
given
that
amount
of
money
to
come
up
with
a
project
that
was
acceptable
to
us
and
that's
how
we
got
dazzled,
but
it
was
joined
up
and
the
thing
is:
we're
not
joined
up
now,
so
we
don't.
We
don't
know
if,
if,
if
that's
you
know,
if
that
summer,
that's
already
been
delivered
somewhere
else
in
another
world
already.
E
Thank
you,
councillor,
carlo
you
you're
right.
This
was
the
project
that
the
inception
behind
it
was
in
the
height
of
covid
last
year.
E
So
that's
when
it
was
first
introduced
and
I
think
they've
basically
replicated
the
offering
there
councillor
blackburn
you're,
also
correct
in
in
what
you
said
that
finally
weren't
included
in
the
offering
on
this-
and
I
know
I
I
very
briefly-
saw
an
email
before
we
came
in
here
this
morning,
because
we
have
there's
a
there-
is
a
discussion
already
with
the
youth
team
about
creating
something
for
finally
and
wertly
because
of
their
omission
on
this
one.
E
So
I
think
stephen
harper
is
trying
to
put
something
together
that
can
either
be
added
to
this
existing
project,
obviously
for
slightly
more
money
or
can
sit
separately,
but
it
would
just
fill
that
gap
in
provision,
so
those
conversations
are
already
have
going
on.
So
hopefully,
in
the
next
few
days,
we'll
be
able
to
share
that
information
with
you.
If
it's
not
come
through
already.
H
So
we
could
agree
this
subject
to
a
provision
being
identified
in
carvilly
and
in
in
farley
and
wertly
of
of
like
sort
and
feedback
to
you
from
the
ward
members
for
farley
and
werkley
yeah.
E
That
right,
thank
you
for
that.
So
I
believe
that
just
moving
swiftly
on
their
next
stop
on
the
finance
report
is
the
small
grants
and
skips
on
page
36
provides
a
breakdown
to
the
committee
of
the
small
grants
and
skips
budget
and
asked
the
committee
to
know
that.
So
far
there
have
been
three
skip:
requests
approved
and
two
small
grants
approved
from
the
budget
so
far,
leaving
a
remaining
budget
of
3300
pounds
and
46
pence,
and
we
do
have
two
small
grant
project
applications
currently
outstanding
for
the
committee.
E
So
moving
on
to
page
37,
the
first
of
these
is
the
project.
Title
is
cricket
net.
The
organization
is
carvely,
saying
wilfred's
cricket
club
asking
for
500
pounds
covering
carvilly
and
farsely,
and
the
funding
will
be
used
to
purchase
a
new
concertina
qriket
net
for
use
by
the
expanding
junior
section
for
boys
and
girls.
Also,
the
existing
nets
are
extremely
old
and
take
a
long
time
to
set
up
and
take
down
eating
into
valuable
practice.
E
Thank
you
chair
the
next
one,
following
on
in
paragraph
43
project
title
traditional
karate
makes
champions
for
life.
The
name
of
the
group
is
the
dado
traditional
karate
club,
asking
for
432
pounds
covering
pudsey
ward
with
a
start
date
of
the
6th
of
september.
E
The
project
has
a
main
purpose:
to
promote
traditional
karate
for
young
people
from
the
local
community.
Karate
classes
will
help
young
people
to
improve
their
physical
and
mental
health,
build
self-esteem
and
strengthen
their
self-confidence.
The
effects
will
have
an
improvement
on
academic
performance
by
raising
energy
levels,
focus
and
concentration.
E
The
age
range
target
is
eight
years
to
17
years.
Classes
will
be
held
at
swino
community
centre
every
monday,
starting
at
6,
30
and
finishing
at
8..
The
number
of
participants
is
set
to
start
from
15
to
30
students,
depending
on
the
measures
in
place
in
september,
priorities
met
best
city
of
children
and
young
people
best
city
for
health
and.
I
Yes
chair,
this
sounds
very
interesting.
I
just
wondered
if
mike
could
get
in
touch
with
these
dado
traditional
karate
club,
I've
never
heard
of
them,
but
and
ask
if
they
could
do
something
in
well
either
family
or
worldly,
but
I
suppose
family
up
at
all
around
the
community
center
would
be
a
good
place
and
just
see
if
they
will
be
willing
to
do
something
similar
there,
and
let
me
know.
E
Thank
you,
council,
blackburn
yeah.
Of
course
I
can
get
in
touch
and
see
if
there's
an
option.
Yeah
I've
not
heard
of
them
either
so
I'll,
have
a
conversation
with
them
and
see
if
they've
got
any
flexibility
to
add
extra
in.
A
E
Thank
you
chair.
So
next
we've
just
come
to
the
capital
budget
on
page
38.
E
So
after
a
recent
injection,
the
committee
is
asked
to
note
the
new,
total
and
ward
balance
is
outlined
in
table
four
carboline
farsley
with
13
522,
pound
36.
E
Finally,
workly
with
14
457
pound
26
putsy,
with
9358
pound
38,
a
total
of
37
338,
which
brings
us
on
to
our
final
outstanding
application
of
the
day,
which
is
on
page
38..
E
This
capital
project
title
is
changing
rooms.
New
build
the
organization
is
the
farnley
falcons
rugby
league
football
club,
the
amount
requested
from
finally
worklet
is
5
000
pounds
to
start
as
soon
as
possible.
In
july
2021,
the
club
is
looking
to
rebuild
changing
rooms
that
are
currently
not
fit
for
purpose
by
players
as
part
of
the
project
we'll
build
a
four-spec
england,
changing
rooms,
an
official's
room
and
a
kitchen
and
community
space.
We
will
also
be
installing
off
street
parking
and
outdoor
viewing
areas.
E
The
grant
itself
will
help
furnish
the
community
room
which
will
be
accessed
by
a
number
of
local
organizations
throughout
the
week
by
creating
a
community
space
on
site,
we'll
be
able
to
increase
our
revenue
streams
by
selling
additional
food
and
drink.
The
club
have
raised
over
250
000
pounds
in
match.
Funding
through
a
number
of
sources,
including
the
rugby
league,
world
cup
legacy
fund
sports,
england
and
the
national
lottery
priorities
met
would
be
best
city
for
communities
best
city
for
children
and
young
people,
ambassador
for
health
and
well-being.
D
G
I
just
thought
I'd
mention
I've
been
involved
with
the
mp
and
myself
in
supporting
their
bid
to
rub
the
league
world
cup
for
some
money.
They've
got
really
big
plans
to
to
to
to
do
it
and
there's
loads
and
loads
of
youngsters
throughout
from
throughout
wesley.
Who
will
go
there?
I
think
when
they
eventually
get
everything
that
they
want
to
do
done
there.
I
think
it
will
be
great
for
the
local
area.
I've
got
to
say.
I
fully
support
this
game.
A
I
have
to
say
I
watched
these
guys
play
the
other
week
and
rugby
league
is
the
poor
relation
of
rugby
and
it's,
I
think,
they're
really
well
deserving
group
of
young
people
to
receive
something
like
this.
H
Well,
it's
also
nice
to
see
like
garvest
wilfrid's
someone
come
forward
with
a
bid
for
support
from
us.
Who've
raised
money
elsewhere
and
they
just
don't
expect
a
hundred
percent
handing
over
from
us,
but
they've
put
some
real
effort
in
to
raising,
in
this
case
a
massive
amount
of
money.
So
I
yeah
like
it's
your
decision
anyway,
in
fact,
but
I
would
support
it
far.
Nearly.
I
I
just
add
to
that
that
it
isn't
just
found
the
youngsters
it
started
and
a
lot
of
the
people
that
run
it
in
family,
but
because,
obviously
it's
a
rugby
club
and
they
are
getting
very
popular
now
I
remember
when
they
started.
I
bought
the
youngsters
equipment
to
well
to
help
them
really
with
what
they
was
wanting
to
achieve,
because
you
get
these
big
rugby
players
and
you
were
too
older
and
to
play
them
just
for
experience.
I
You
know,
then,
just
get
knocked
about
on
that,
but
now
they've
they've
really
got
on
the
fate
they're
doing
well,
which
means
that
they
attract
people
from
outside
the
world,
because
the
the
club's
got
a
good
name
and
that's
what
you
find
with
football
rugby
and
that
isn't
it
so
the
youngsters
can
come
from
some
come
from
bramley.
I
know,
but
they'll
have
them
from
all
over
the
place,
but
the
place
is
based
in
family.
I
They've
got
the
pitches
in
family
and
that's
what
they're
trying
to
do
is
improve
the
facilities,
because
they've
just
got
like
a
couple
of
there's
a
sort
of
like
container
bases
now
with
like
windows
in
where
the
the
meeting,
and
so
if
they
could
have
something
better.
I
think
it'd
be
better
for
all
of
them
to
go.
There.
A
E
Thank
you
chair,
so
we're
nearly
through
the
budgets
now
so
moving
on.
Next
we've
got
the
sill
budget
on
page
39,
with
table
five,
just
with
the
latest
figures
on
there
so
shows
cobley
and
falsely,
with
the
remaining
budget
of
eight
thousand
five
hundred
and
twelve
pound
sixty
one
finally
and
wertly,
with
the
remaining
budget
of
nineteen
thousand
one
hundred
ninety
four
pounds
and
eight
putty.
E
Eighty
three
thousand
two
hundred
and
eighty
five
pounds
and
five
total
remaining
balance:
110
991,
pound
74.,
I'm
sorry
just
moving
on
briefly.
We've
brought
forward
the
coveted
19
budgets
from
last
year,
which
are
still
open.
These
were
the
ones
that
were
ring
fenced
back
in
march
by
the
outer
west
community
committee,
so
table
six
on
page
39
shows
putty
with
the
remaining
balance
of
2200,
carving,
fastly
3500
and
finally,
in
werkley
2500,
so
tilted
remaining
across
the
three
wards
8
200.
H
Not
not
a
request
for,
but
just
to
check
that
how
long
this
money
is
going
to
be
remaining
ring
fenced.
Is
it
going
to
be
taken
away
from
us
or
have
we
time
to
see
post
19th
of
july
how
the
effects
of
covid
have
affected
different
groups
of
people
in
our
own
wards?
H
I
wouldn't
like
to
think
we
lost
this
money
because
we've
we've
not
made
a
decision
today
because
I
think
we'll
be
faced
with
some
some
interesting
situations
with
the
effect
of
coving
on
on
various
people,
not
curving
itself,
but
the
the
lockdown.
And
what
have
you
and
I
think
we
should
we
mustn't-
lose
this
money.
A
Come
in
mike
asked
david,
then
you
can
pick
it
all
up
at
the
end.
G
I'd
agree
with
what
andrew
was
saying
I
mean
the
thing
is
after
the
epidemic
is
over.
There's
still
there'll
be
still
things
to
pick
up
from
the
you
know,
there's
happening,
I
mean
if
we
take
the
the
grant
the
mind.
You
know
the
small
gram
for
the
battle
to
all
the
people.
I
mean
that
was
actually
covered,
relayed
because
it
wouldn't
have
been
stored
in
this
club
that
went
bankrupt
and
and
got
all
mold
all
over
it,
so
what
they
needed
new
equipment.
G
E
Them
thank
you,
councillors,
councillor
carter,
just
to
respond
to
you
there.
This
was
the
money
that
was
ring
fenced
from
your
well-being
fund
last
year,
so
it's
not
gonna
be
taken
off
yet
it
could
have
gone
back
into
the
pot
of
the
start
of
this
year,
but
we
brought
them
forward
as
open
funding
pot,
as
we've
said,
because
we're
still
in
covid
we're
still
going
to
be
having
to
respond
to
things
like
council
blackburn
says
that
a
room
for
scene.
E
I
just
wanted
to
check
at
this
point,
if
there's
anything
particularly
outstanding,
that
no
that's
absolutely
fine
and
then
just
the
final
budget
that's
listed
in
there.
I
won't
go
through
this
in
detail,
but
it's
the
this
is
the
budget
that
was
granted
to
the
committee
by
central
government
and
it
just
shows
all
the
grants
that
were
paid
out
of
each
ward,
and
it
was
just
really
included
for
reference.
E
Everything
has
been
spent
up
from
each
ward
and
I
just
wanted
to
say
a
massive
thank
you
for
all
of
your
support
and
making
sure
that
happened
and
there's
some
really
good
projects
that
came
out
of
that
budget.
So
I
just
want
to
say
thank
you
to
the
committee.
There.
H
Sorry,
chair
just
the
third
nata
bench
that
we
board
members
agreed
for
carving
and
fastly
ward.
We've
now
gone
back
to
the
original
proposal
because
the
master
memorial
gardens
wasn't
suitable
for
the
native
bench.
Can
you
pursue
with
parks
when
they're
going
to
get
the
third
one
put
in
place?
F
A
Thank
you
very
much
mike
for
all
that
hard
work
and
just
have
thanks
that
simon
sirius
said
about
you.
The
covid
funding
you've
worked
so
hard
on
that
and
we
do
appreciate
it
we're
ringing
up
all
peculiar
times
and
you're
always
there
for
us.
Thank
you.
Okay.
Next
one.
B
Thank
you
chair.
This
is
the
report
of
the
city
solicitor,
which
comes
to
each
and
every
first
meeting
and
it's
for
appointments
within
the
community
committee.
B
B
The
appointments
for
the
outside
bodies
include
the
cluster
partnerships,
housing
advisory
panels
and
the
local
care
partnerships
appendix
one
of
the
report
actually
set
out
the
appointments
which
we
are
actually
doing
today
and
if
you
go
to
section
six
of
the
report,
I
believe
it
has
yeah.
There
is
a
schedule
of
appointments
and
the
committee
is
invited
to
review
the
details
in
the
table
below
so
the
outside
bodies
that
we're
actually
appointing
to
today
are
the
borough
of
pudsey
charity.
B
We
have
the
farsley
and
carville
charities
and
also
the
jersey,
flecton
charity.
I
understand
that
the
farsley
and
carville
charity.
They
will
remain
the
same
this
time,
because
I
understand
that
once
you're
appointed
as
ward
members,
they
just
continue
until
you
actually
resign
step
down
or
whatever
so
the
borough
of
pudsey
charity.
B
B
All
right,
then
councillor
dawn,
syria
will
be
appointed
to
the
borough
of
pudsey
charity
and
the
next
one
is
the
josie
flepton's
charity.
Now
this
one
has
also
been
left
vacant,
because
formula
mark
harrison
has
actually
resigned.
Well,
he's
stepped
down,
hasn't
he,
but
that's
also
vacant
as
well.
So
could
we
have
a
nomination
for
that.
B
Thank
you.
Thank
you
now,
then,
we're
also
appointing
to
the
thomas
and
sarah
lund
arms
house
trust.
Now
you
may
recall
that
at
the
last
meeting,
where
we
actually
decided
the
appointments,
which
was
back
in
2019,
there
was
some
issues
around.
This
particular
trust.
B
B
B
B
D
To
the
cluster
is
the
meetings
of
all
the
schools,
as
well
as
the
services
that
provided
to
support
the
group
of
schools,
the
meetings
actually
quite
difficult
to
attend
because
they're
obviously
not
arranged
within
the
council
calendar,
so
it's
quite
difficult
to
get
to
all
of
them,
but
really
it's
where,
where
the
head
teachers
and
the
chairs
of
governors
and
the
support
services
around
the
schools
meet
and
discuss
the
needs
around
looking
after
their
their
pupils
jointly
in
essence,
and
the
schools,
those
in
pudsey
and
carville
and
parsley
for
this
one.
D
B
G
You
missed
the
the
care
partnership.
B
I
think
there
was
some
confusion
about
what
the
local
care
partnerships
actually
wanted
and
who
would
be
standing
and
where
the
boundaries
were
now.
I
understand
that
since
then,
the
local
care
partnerships
have
continued
and
there
was
reference
to
this
as
part
of
the
report
which
was
at
and
just
look,
I
think
it's
0.26
no
0.17.
B
A
B
Yeah
as
far
as
I'm
as
far
as
I'm
cons
as
aware
the
part,
the
actual
partnerships
now
cover
west
leeds,
bramley,
werkley
and
middleton.
Those
would
be
the
two
partnerships
that
would
cover
the
outer
west
area.
B
Okay,
and
will
you
be
attending
both
the
bramley,
werkley
and
middleton,
and
also
the
west
leeds
ones.
D
If
so,
I
believe
the
west
leads
is
pudsey,
ward
and
cleveland
wood,
so
very
happy
to
attend
that
one.
If
councillor
blackburn
would
they'd
like
to
attend
the
the
alternative.
That's
right,
yeah.
A
C
B
We
now
move
on
to
the
champions
role
within
the
community
committee
and
we
have
four
champions
to
nominate
two,
that
is,
children's
services,
which
is
currently
councillor
carlill,
environment
and
community
safety,
which
is
currently
amanda
carter,
employment
skills
and
welfare,
which
is
currently
david,
blackburn
and
health,
wellbeing
and
adult
social
care,
which
is
currently
council
and
for
safe.
D
If,
if
the
board
agree-
and
I
did
have
some
conversations,
councillor
forsath
was
interested
in
the
role
also,
I've
discussed
with
her
the
possibility
of
a
job
share
and
we
and
we
both
look
after
that
bit
because
there
are
three
different
sets
of
meetings
that
you
attend.
On
behalf
of
that
that
would
cover,
I
think,
the
corporate
parenting
board
as
well.
Inner
west
have
two
delegates
from
theirs
that
share
it.
D
So
I
think,
with
her
experience
on
the
more
formal
education
side,
I'm
more
interested
in
the
youth
service
side
and
the
and
the
extracurricular
side,
so
I
think
we'll
be
able
to
do
that
if,
if
everyone's
happy
with
that.
B
G
Yeah,
yes,
but
I'd
like
officers
to
find
out
what's
happened
to
these
meetings
we
used
to
have
within
the
wedge
and
at
city
level,
where
we
could
coordinate
things.
I've
got
to
say
the
ones
that
were
west
west
west
northwest
were
very
useful
in
the
when
you're
talking
about
jobs
and
skills
and
that
sort
of
thing
actually
the
west
wedge
is
one
place.
You
know
people
tend
to
live
in
one
bit.
You
know
in
the
western
working
outer
western
vice
versa,
and
I
think
I
found
that
was
useful.
G
G
Executive
member
well
executive
member,
and
then
there
was
jim
mckenna
myself
and
somebody
from
in
the
northwest
and
out
in
north
westwood
offices,
which
usually
was
to
meet
at
emily
library
and
they
seemed
seem
to
have
stopped
as
well.
I
mean
it
might
be
because
of
because
the
core
video
stopped.
But
I
don't
know.
B
We'll
make
some
checks
and
we'll
get
back
to
you
on
that
one.
If
that's
okay,.
B
Yeah
I'll
make
those
checks
and
I'll
I'll
come
back
to
you
if
that's
okay,
so
the
health,
well-being
and
adult
social
care
one
if
counselor
for
safe,
is
actually
going
to
be
joint
for
the
children's
services.
Would
another
member
prefer
to
take
on
the
health,
well-being
and
adult
social
care.
A
B
Them
all
right,
thank
you
very
much
for
that
counselor
and
blackburn
I'll.
Take
that
nomination.
Thank
you,
and
karen
corporate
parenting
board
will
obviously
be
the
two
members
councillors
carlill
and
forsake,
who
will
take
on
that
role
of
corporate
parenting
board,
and
that
will
be
the
end
of
the
appointments
for
this
time.
Thank
you.
E
So
yeah
item
11
is
the
update
report
so
included
in
this
update
report.
We've
got
contributions
from
quite
a
number
of
services,
so,
as
we've
done
previously
and
in
the
interest
of
time
it
was
agreed
that
the
full
report
would
be
taken
as
read,
but
there
are
there's
one
decision
to
make,
which
is
around
the
environment
and
safety
subgroup
nominations.
E
Other
entries
into
the
report
includes
a
clean,
enabled
team,
gully
cleansing,
which
and
and
blackburn
I
know
you
mentioned
at
the
last
meeting.
You
were
keen
to
to
see
so
that's
included
in
this
report
as
well:
health
and
well-being
from
public
health,
the
housing
team,
the
hap
team
cctv,
the
putty
hub
children,
families,
some
info
on
the
youth
summit
there
as
well,
an
update
from
breeze
and
the
social
media
report,
which
covers
the
last
three
months.
Also
so
just
addressing
the
one
decision
as
a
matter
of
importance.
E
So
members
have
just
considered
appointments
to
outside
bodies
and
community
champions,
and
members
are
now
asked
to
make
the
nominations
for
the
outwest
community
subgroup
for
community
safety
and
environment,
and
so
on
page
58
of
the
report.
We
can
see
the
existing
appointments
with
council
amanda
carter,
councillor
david
blackburn
and
councillor
simon
siri,
and
with
council
amanda
carter.
As
the
the
champion,
which
I
know
she's
been
agreed.
E
Chair,
thank
you
very
much
chat
and
then
so.
The
only
other
real
update
I
just
wanted
to
highlight
to
the
committee
is
the
entry
from
the
breeze
team,
which
is
contained
within
the
report
on
page
104,
which
is
page
73..
I
just
wanted
to
highlight
this
because
breeze
has
gone
undergone.
A
large
review
of
its
aims,
approach
and
offerings
to
young
people
in
leeds
they've
highlighted.
E
Their
key
aim
is
to
give
all
children
and
young
people
in
leeds
access
to
a
wide
range
of
rich
and
diverse
cultural
and
sporting
activities
through
a
range
of
free
discounted
and
vip
access
services,
and
some
of
the
key
changes
that
they've
made
include
moving
from
a
free
breeze
card
to
an
annual
membership
offering
offering
a
free
membership
to
children
on
free
school
meals,
they're
undergoing
a
complete
rebrand
of
the
membership
to
position
it
as
a
new
product
whilst
maintaining
those
links
to
external
services
and
internal
providers.
E
They
want
to
engage
with
council
services
and
the
commercial
sector
to
secure
more
discounts
and
exclusive
vip
offers
across
a
range
of
different
outlets,
they're
redeveloping
the
existing
website
and
introducing
a
new
app
to
support
this
membership
and
they're
developing
a
young
people's
project
team
to
ensure
that
ongoing
consultation
with
young
people
is
secured.
Moving
forward
included
in
the
update
report
is
also
an
additional
appendix
from
breeze,
which
provides
just
more
of
a
kind
of
visual
insight
into
the
new
branding
and
the
route
moving
forward.
E
Thank
you
chair.
That's
that's
everything
from
the
report.
H
H
H
Bearing
in
mind
everything
from
alco's
hill
downwards
ends
up
in
either
well
in
rodley
or
carville,
bridge
or
parts
of
carvely.
So
I'm
I'm
very
concerned
that
we
are
not
getting
these
non-flowers
cleared
quickly
enough.
A
We
can
feed
that
feed
that
into
to
our
colleagues
in
highways
council
carter,
castle,
blackburn.
G
Thank
you.
Picking
up
on
that
point
on
gullies
I'd
like
to
see
asked
that's
the
center,
but
whether
they're
doing
any
work
on
actually
collapse.
Gullies
would
which
chandra
mentioned
briefly
there
I
mean
it
must
be
the
last
five
years
I
brought
an
amendment
which
opposition
has
supported
to
put
some
money
into
the
to
budget
for
collapse
of
gullies
and
on
all.
All
you
ever
seem
to
get
from.
Department
is
self-denial
that
that
is
actually
happening,
but
quite
clearly
some
of
them
are
collapsed
and
that's
why
the
the
blocking.
A
Thank
you
for
that.
I
think
what
was
really
helpful
is
when
we
asked
james
rogers
to
come
in
and
have
the
consultative
meeting,
and
we
could
question
him
on
what
is
actually
happening
with
with
the
bins
etc,
and
I
think
that
we
should
continue
to
ask
officers
in
that
are
pertinent
to
the
issues
in
our
area.
A
So
if
we
want
something
from
gully
cleansing
children
that
we're
at
whatever
department,
we
should
ask
them
in
to
our
meetings.
Quite
often
we
get
offices
in
and
we
don't
particularly
want
to
talk
to
them
about
that
subject.
At
that
time,
it's
I
think
it's
very
important
that
we
address
the
issues
that
are
affecting
the
outer
west
at
any
particular
time.
So
I'm
more
than
happy
to
ask
officers
in
if
the
committee
agree,
simon.
F
I've
just
got
one
issue,
obviously
we're
seeing
what's
happened
in
heavenly
with
the
students
leaving
and
obviously
resources
getting
pulled
from
our
areas
across
there.
We're
seeing
street
bins
not
been
emptied
and
we've
got
footpaths
that
are
not
being
cut
back.
You
know
they
need
trimming
more
than
cutting
back,
but
they're
not
doing
their
maintenance.
So
obviously
they
need
to
look
at
the
bigger
issue
in
heavenly
and
and
how
to
tackle
it,
and
it's
not
fair
that
the
pulling
resource
from
the
outer
areas.
G
A
Can
I
I
take
that
back?
Obviously,
I
think
it's
a
good
suggestion
to
bring
the
officers
to
the
meeting
to
have
a
specific
discussion,
but
I'm
just
conscious
the
next
round
of
meetings
won't
be
till
the
early
autumn
time
september
time.
A
So
if
I
go
away
and
speak
to
gary
bartlett
in
highways-
and
I
can
pick
up
with
james
and
john
walmar
around
some
of
the
ongoing
issues
in
terms
of
environmental
cleansing
and
refuse
collection
and
see
if
we
can
get
something
sooner
around
the
flooding
issue,
I
can
certainly
raise
the
issue
of
the
gullies
and
the
collapsed
gullies.
A
I
did
know
on
the
notes
from
the
21st
of
june
that
there
is
a
big
effort
being
made
now
to
try-
and
you
know,
get
things
back
back
up
to
normal,
the
normal
cyclical
program
of
works,
that
they
do
around
goalie
cleansing,
which
has
been
hampered
somewhat
because
of
them
covey.
But
so,
if
you
could
just
let
me
take
it
away
and
come
back
to
you,
that's
absolutely
fine.
A
Thank
you.
Can
we
note
that?
Thank
you
so
last
item
now,
which
is
the
do's
and
don'ts
of
commission.
We
should
have
had
this
at
the
beginning,
but
everybody's
a
dear
to
it
anyway.
B
So
well
done
everybody
say:
that's
just
there
for
members,
it's
not
actually
as
an
item.
H
H
Councilor
carter's
going
to
say
there
is
one
item
of
the
business
next
year
in
june,
marks
the
platinum,
platinum
jubilee
of
queensland
ii,
and
I
think
I'm
already
getting
requests
from
groups
in
the
community,
and
I
think
we
should
ring
fence
two
and
a
half
thousand
pounds
per
ward
for
platinum,
jubilee,
events
which
hopefully
will
will,
to
a
large
degree
with
self-funding.
H
So
we
can
actually
do
something
permanent
to
market,
but
I
think
we
should
reserve
some
money
now
because
we'll
be
getting
requests
before
next
year-
and
I
already
am
doing
so
yeah
and-
and
I
should
point
out
that
I
have
already
registered
carving
fastly
and
pudsey
for
the
national
beacon
celebrations
and
we've
been
accepted
to
places
on
woodhall
hills
as
as
we
have
in
the
past,
so
we're
already
registered
for
the
national
beacon
lighting.
H
H
Unfortunately,
as
you
previously
mentioned
my
right
hand,
man
is
no
longer
with
us,
so
we
may
have
to
just
cop
up
a
bit
of
money
to
get
the
beacon
up,
but
we'll
manage.
A
Yes,
rod
was
very
good
at
organizing
beacons.
He
was
his
favorite
thing,
was
fireworks
and
beacons
and.
A
A
Is
everybody
happy
with
that
excellent
past
then
mike
okay,
and
we
have
done
really
well
and
did
it
oh
liz?
I
was
just
going
to
say
that
I
have
actually
been
sent
some
information
from
the
lord
lieutenant
around
what
efforts
we're
making
in
later.
If
anybody
wants
the
links
into
the
broader
national
arrangements,
then
I'm
very
happy
to
send
those
through
to
everybody.
