If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Good
evening,
everyone
and
welcome
to
this
meeting
of
the
inner
northeast
community
committee.
My
name
is
council
shahzad
and
I
will
be
chairing
today's
meeting
it's
great
to
be
having
a
meeting
in
person
today
after
such
a
long
time.
Could
I
remind
everyone
that
we
are
holding
this
meeting
in
a
way
that
is
coveted,
secure
and
everyone
present
is
appropriately
spread
out
and
has
been
allocated
a
specific
seat?
B
Before
we
begin,
could
I
inform
members
that,
whilst
we
await
updated
gardens
following
the
government's
confirmation
that
we
progress
to
step
four
of
the
roadmap
from
today,
we
will
continue
to
adhere
to
existing
existing
guidance
we've
received
from
the
health
and
safety
team,
which
recommends
that
the
meeting
should
be
concluded
within
90
minutes.
So,
whilst
I
do
not
suggest
that
we
curtail
debate,
could
I
ask
members
to
bear
this
in
mind
when
we
come
to
discuss
the
substantial
item
on
this
agenda?
B
E
B
A
A
Thank
you.
Under
agenda
item
five.
I've
received
apologies
from
council
dowsing
android
agenda
item
six.
This
is
where
we
usually
do
the
open
forum,
part
of
the
meeting,
where
we
consider
any
written
submissions
received
prior
to
the
meeting.
A
So
on
this
occasion
we've
received
one
written
submission
I'll
read
out
to
the
community
committee,
and
this
was
also
circulated
to
members
prior
to
the
meeting
this.
The
submission's
been
received
from
amina,
akbar
on
behalf
of
heroes
warriors
and
leaders,
community
group
in
relation
to
plant
boxes
in
chapel
town.
A
So
the
submission
reads:
lots
of
the
community
are
not
happy
with
the
big
plant
boxes
blocking
all
our
roads.
In
addition,
this
was
done
without
consultation
and
during
lockdown,
so
people
did
not
have
a
choice.
They
should
have
gone
through
the
temporary
chapel
town
neighborhood
forum.
The
overwhelming
response
is,
we
do
not
want
them.
Petitions
were
raised
and
we
really
are
committed
to
opposing
them
as
a
community.
A
So
that's
the
submission
is
received
now
it's
over
to
members
to
respond
to
that
and
yeah
submit
any
comments.
You
wish
to
go
back
to
that
community
group.
D
D
Yes,
there
is
plant
pattern,
chapel
town
road,
when
chapel
town
road
in
the
area,
also
in
chapalalette
as
well-
and
it
is
a
part
of
the
government
scheme
and
encouraging
people
to
walk
and
cycle
instead
of
driving
cars.
I
do
understand
that
there
wasn't
enough
consultation,
which
I
did
speak
very
early
in
that,
and
them
have
words
with
the
officers.
You
don't
just
put
things
in
without
cancel
the
community
because
that's
where
they
live.
E
Thank
you
chair,
and
it's
not
a
great
deal.
I
want
to
add
to
what
councillor
taylor
has
already
said,
just
to
say
that
it
is
a
very
much
a
six
months
temporary
scheme
which
was
brought
in
by
government
across
the
country.
It's
not
just
chapel
town,
and
I
believe
this
is
one
of
11
wards
where
this
scheme
was
adopted
here
in
leeds
on
a
pilot
basis
for
six
months
now
it's
important
that
those
who
are
in
favor
of
it
or
against
a
sending
their
submissions.
E
You
know
you
can
send
it
online
and
those
will
be
taken
account.
Personally,
I
think
you
know
this
is
something
we
have
to
fight
tooth
and
nail
with
the
with
with
the
officers
from
the
what
the
original
version
was.
This
is
actually
a
well
torn
down
version.
What's
actually
there,
it's
not
anything,
we
agree
with,
but
it's
a
scheme.
I
think
the
aziz's
benefits
he
has
these
pitfalls.
E
So
I
think
it's
for
people
to
kind
of
make
their
representations
for
us
to
take
it
forward
over
the
council
to
take
it
forward.
D
Graphique
says
it's
not
things
that
we
agree
with
and,
as
I
pointed
out
to
the
officers
at
the
time
the
resident
lives
there
is
there.
You
know
their
neighborhood,
they
know
best,
but
at
the
same
time
is
for
safety,
where
kids
could
play
it
in
the
street.
I
have
it
in
my
area,
just
a
street
up
from
me
and
the
resident
died
for
it.
You
know
they
don't
want
it
to
move,
went
further
down
in
chapel
town.
D
They
wanted
to
move,
it's
not
everyone
cup
of
tea,
but
it's
also
safety
for
the
young
kids
and
we
are
promoting
healthy
living
for
young
kids
to
walk
and
not
a
lot
of
people
complain,
but
most
is
who
drive
and
lazy
to
just
go
to
the
other
street.
But,
as
I
said,
it's
50
50
with
the
survey
that's
out
at
the
moment,
so
we
will
see
what
happens
when
it's
happened.
B
Thank
you,
council,
taylor
and
thank
you
council
rafiq
for
your
response
and
I'm
sure
our
localities
officer
they
lunate
will
be
sending
out
an
official
response
to
the
submission
that
we
have
received,
and
there
can
you
make
a
note
of
that.
B
Please
that
you
will
be
sending
an
official
response
to
the
submission
that
we
have
received
and
taken
into
account
the
arguments
made
by
the
councils
regarding
why
I
was
brought
in
and
it's
a
temporary
scheme
for
up
to
six
months
and
once
the
six
months
are
up,
it
will
be
looked
at
again
and
hopefully,
if
it
does
stay,
there'll
be
further
consultation
to
take
take
place
before
it's
actually
made
permanent.
Thank
you.
B
A
Thanks
jess,
this
is
the
annual
report
of
the
report.
This
is
a
city
solicitor
that
requests
members
to
consider
the
appointments
within
the
community
committee
and
to
note
the
appointment
of
council
shazada's,
chair
of
the
inner
northeast
and
the
appointment
of
council
dowsing
as
deputy
chair
for
2021
2022.
A
B
B
B
Thank
you
right,
so
we
we
did
have
open
forum
in
item
number
seven
for
some
reason.
But
can
we
go
on
to
the
minutes
of
the
last
former
community
committee
meeting,
which
would
be
under
item
a.
B
B
Right
and
is
everybody
okay
for
the
minutes,
yeah
any
matters
arising
from
the
minutes.
B
A
Thanks
chad,
so
again,
so
if
we
were
to
note
the
appointment
of
council
shazadis,
chair
of
the
inner
northeast
community
committee,
the
appointment
of
council
dowsing
as
deputy
chair
for
2021-2022,
the
appointments
we're
considering
today
is
those
to
the
outside
bodies,
including
cluster
partnerships,
housing,
advisory
panels,
local
care
partnerships,
as
well
as
the
community
committee
champions
and
the
appointment
to
the
corporate
parenting
board.
The
proposed
appointments
will
be
considering
are
listed
at
section
6
of
the
report.
A
A
So
if
we
start
with
outside
bodies
so
for
the
morality
and
elderly
car,
there's
one
place
for
this
one
and
we've
got
council
shazad
proposed
members
happy
with
this
community
action
for
round
here.
Elderly
there's
one
place
for
this
one
and
councillor
zara
hussain
you're
down
for
this
one,
yes
yep
and
then
moving
on
to
clusters.
The
token
cluster
there's
one
place.
A
Members
are
sharing
out
this
rule,
so
we've
got
councillors,
dowson,
taylor
and
rafiq.
I
believe
you're
attending
one
one
meeting
each
and
throughout
the
year
are
all
members
happy
with
this
one.
B
It's
one
meeting
that's
been.
D
But
I
like
to
have
it
in
my
diary
to
reflect
my
other
committees.
If
you
know
what
I'm
trying
to
say
not
a
last
minute:
okay,.
E
E
B
Right
since
the
appointment's
been
agreed,
are
you
happy
for
your
meeting
to
be
put
in
the
diary,
so
you
know
which
meeting
you're
attending.
B
Clerk
can
we
sort
that
out
so
that
the
meeting
that
council
turner
attends
that
it's
in
a
diary
forever
yeah.
A
A
A
B
Sorry
for
this,
can
I
just
get
in
quickly
I'm
supposed
to
be
on
environment
and
council
rafiki's
community
safety
champion.
B
A
A
C
A
B
B
C
D
Sure
we've
got
no
choice.
We
have
to
be
happy
with
yours
with
you,
but
maybe
you
could
answer
this
question,
which
I'm
getting
the
quite
a
few
members
asking
why
it's
not
every
area
of
a
deputy
chair.
Why
do
only
some
areas
of
deputy
chair.
B
Yeah,
it's
just
to
help
in
certain
areas
because
we
were
going
on
zoom,
so
we
needed
to
put
somebody
in
place
to
actually
cover
it.
In
case
there
was
any
technical
issues,
so
we're
sticking
with
that
in
case
we
have
to
go
back
to
those
for
this
year,
but
next
year,
hopefully
it'll
be
a
different
situation.
That's
why
we're
making
sure
that
we've
got
all
bases
covered.
Some
people
had
internet.
F
B
G
Please
thank
you
chair.
It's
actually
the
finance
report
first,
and
can
I
ask
members
to
refer
to
page
31,
page
31
of
their
documentation?
Please
and
paragraph
14
just
for
terms
of
reference
just
need
to
go
through
that
particular
paragraph
and
for
the
purpose
of
our
two
new
councillors
for
the
round
hair
award
as
well.
G
The
community
committee
has
previously
approved
the
following
minimum
conditions
in
order
to
reassure
members
that
all
delegate
decisions
will
be
taken
within
an
appropriate
governance
framework
with
appropriate
member
consultation
and
only
when
the
following
minimum
conditions
have
been
satisfied
and
they
are
as
follows.
A
consultation
must
be
undertaken
with
all
committee
valume
war
members
prior
to
a
delegated
decision
being
taken
b.
G
A
delegate
agent
must
have
support
from
a
majority
of
the
community
committee,
elected
members
represented
on
the
committee
or
in
the
case
of
funds
dedicated
by
a
community
committee
to
individual
wards
or
majority
of
the
world
councillors
and
see.
Details
of
any
decision
taken,
such
as
delegated
authority,
will
be
reported
to
the
next
available
community
committee
meeting
for
members
information
is
everybody,
okay
with
paragraph
14,
yeah?
Okay,
thank
you
very
much
for
that.
G
Can
I
ask
now
members
to
refer
to
page
32
table
1,
which
gives
the
in
and
off
is
well
being
budget,
so
the
total
available
balance
for
20
21
22
was
165
530
pounds
17
pence
with
all
the
expenditure
highlighted
in
table
1.
The
remaining
available
balance
is
59
589
pounds
20
pence
at
the
point
of
writing.
This
report
are
all
members
happy
with
that
council
lantern.
C
I'm
not
saying
I'm
not
happy,
I'm
asking
a
question
with
regards
to
the
summer
bands
in
the
park
yep.
I
think
some
of
them
are
cancelled.
Aren't
they.
G
Yes,
what
will
happen
with
summer
bands
in
the
park
due
to
code
compliance
and
safety
checks?
A
couple
of
concerts
have
been
cancelled.
I've
emailed
ward
members
to
that
effect,
so
there
will
be
an
underspend
on
that
amount.
So
it
says
one
thousand,
it
says
1950
in
essence,
it'll
be
a
lower
figure
because
they
won't
be
charging
us
for
all
the
concerts.
G
G
They
put
a
funding
bidding
for
525
pounds
for
the
in
an
office.
Community
committee
and
members
agreed
525
pounds.
It's
an
arts
festival,
there's
busking,
there's
music,
there's
arts,
there's
local
trade
associations
getting
involved.
Is
everybody
okay
with
that
chad?
You
want
me
to
go
through
all
these
individually
and
then
make
a
decision
towards
the
end.
Or
do
you
want
me?
Do
you
do
you
want
me
to
do
it
on
a
one
case?
My
case
basis?
Sorry
yeah.
G
D
Yes,
absolutely
chair,
but
in
the
open
remarks
a
minute
ago
you
said
members
agreed
to
it,
but
then
you're
asking
the
question
again.
Does
members
agree.
G
Right
what
what
we're
basically
saying
here
is:
it
has
been
agreed
by
the
in
an
office,
finance
subgroup
meeting
and
it's
to
be
ratified
at
the
community
committee
meeting.
So
at
that
point
obviously
sorry
yeah
yeah
nobody's
that's
fine.
Okay!
G
Much
okay,
moving
on
paragraph
22,
page
33,
your
your
local
pantry,
meanwood,
interact,
church
and
community
partnerships.
They've
got
quite
a
massive
projects
for
a
food
bank.
Total
cost
is
44
916
pounds.
The
ask
for
the
community
committee
was
485
pounds
in
an
office.
Financing
subgroup
agreed
4885
pounds.
It's
going
to
be
run
by
volunteers.
It's
a
membership,
they'll
pay
3
pounds
50
a
week.
G
They'll
have
an
average
of
10
to
15
pounds,
saving
on
their
grocery
it'll
be
open
on
a
monday
and
tuesday
for
four
hours.
That's
when
the
demand
is
they
were
going
to
open
on
the
weekend,
but
local
people
wanted
it
on
the
weekday
members.
Okay
with
that
particular
one.
C
D
Oh
I'm,
okay
with
it,
but
sam,
you
wrote
all
my
thoughts
with
food
banks.
I
just
honestly
think
you
know.
Yes,
there's
a
lot
of
people
out.
There
need
food
and
a
lot
of
people
need
attention
and
support,
but
there's
food
banks
and
food
banks.
Is
it
going
to
the
right
people
who
need
it
you?
You
know,
you
know
my
thought,
I'm
not
saying
I
won't
go
against
it,
but
we
need
to
look
careful
and
food
banks.
Are
we
going
to
continue
providing
it
for
a
long
term
thing?
D
Are
we
going
to
encourage
individuals
to
go
back
to
where
they
were
before,
but
this
particular
one?
Yes,
I
do
support
it
because
they
know
that
they
do
a
brilliant
job
and
their
food.
I
know
it
goes
to
the
navy,
but
there's
a
lot
of
food
banks.
I
feel
to
be
looked
at
because
a
lot
of
people
going
in
saying
food
banks.
C
This
is
a
slightly
different
to
a
food
bank.
This
this
is
a
shop
and
it's
going
to
be
a
club
where
people
put
towards
they're
coming
and
it
do
do
the
shopping
and
they're
paying
towards
it.
So
it's
slightly
different
to
the
normal
food
bank
that
you
come
in
and
and
get
a
bag
and
go
away
so.
C
Well,
I'll
go
on
to
say
that
why
this
has
changed,
people
don't
like
going
to
food
banks,
they
go
because
there
is
a
need
and
the
need
to
to
to
go
and
they
want
to
pay
towards
it.
This
is
why
this
is
different:
they
don't
they
don't
want
to
feel
that
they're
begging
or
they're
getting
and
out.
So
this
is
slightly
different
and
food
banks
is
a
need.
Otherwise
it
wouldn't
be.
There.
G
Thank
you
there,
members
for
your
contribution,
obviously
take
on
board
with
what
the
members
are
saying
there.
G
Moving
on
to
page
34,
paragraph
23,
rjc
dance
based
at
mandela,
center
I've
been
doing
some
fantastic
dance
and
keep
free
online
classes,
particularly
for
the
most
vulnerable
and
people
over
the
age
of
50
that
are
generally
housebound
or
have
got
some
mobility
issues
and
the
ask
there
was
2550
and
in
an
office
financial
group
agreed
2550
and
it's
for
an
eight
week
class
online
for
people's
kind
of
mobility,
health
and
fitness
stamina.
That
kind
of
stuff
are
members
in
agreement
with
that
particular
one.
D
G
Thank
you
very
much
to
the
councillors
for
that
one.
Moving
on
to
page
35,
paragraph
24
more
than
a
coffee
morning,
this
is
a
coffee
morning,
but
there's
a
lot
of
other
activities
taking
place
such
as,
and
craft
sowing,
cooking.
All
those
kinds
of
activity.
G
G
Thank
you
very
much
there,
paragraph
25,
page
35
leads
money.
Buddies
is
a
project
where
it
was
discussed
at
the
in
an
office.
Finance
sub
group
members
had
some
questions
which
haven't
been
fully
answered
and
those
issues
are
replicated
through
other
world
areas
in
leads
as
well.
So
we
are
waiting
for
the
information
before
a
decision
is
made
on
that
particular
one
and
then
turning
over
to
page
36,
paragraph
26,
and
this
is
a
youth
activity.
Funding
from
maine
wood
valley,
urban
farm.
G
They
have
a
summer
play
scheme
which
attracts
hundreds
of
young
people,
they're
particularly
tagging
young
people,
from
the
chapel
town
area
to
attend
and
there's
a
cost
implication
involved
with
the
summer
play
scheme,
which
is
they
wanted
to
funded
these
places.
So
the
total
project
cost
is
8968.74.
G
C
Yes,
I
support
this
chair
because
it's
been
going
for
a
long
time
and
they
attract
hundreds
of
children
and
it's
absolutely
fantastic
and
we
as
counselors
normally
pop
down
one
of
the
days
when
we
get
invited.
E
Yes
agree,
I
just
don't
know
what
counselor
hamilton
said.
I
think
the
the
urban
farm
is
it's.
It's
a
it's
a
really
great
organization
to
be
to
to
be
in
our
community
committee
area
and
happy
to
support
this.
G
Thank
you
chair
and
thank
you
members
for
that
input.
Last,
but
not
the
least
paragraph
27
on
page
37,
new
new
horizon
summer
youth
project,
total
cost
of
the
project
is
5
352
pounds.
The
ask
was
1691
from
inner
north
east
and
1691
from
inner
east,
because
the
clientele
of
groups
that
they
make
contact
with
are
from
hair
hills
and
chapel
allerton
area
predominantly
so
it's
to
fund
15
places
from
each
of
those
two
areas.
G
Thank
you
there,
members,
if
I
can
refer
you
to
page
38
now
and
we've
had
some
applications
since
the
last
community
committee
meeting
in
in
march,
where
it
was
agreed,
the
following
projects
were
agreed
through
the
delegated
decision
process,
so
for
well-being,
newborn
noir,
125
pounds,
irish
arts
and
cultural
activities,
2500
prince
philip,
they
sent
the
fab
club,
1
352.94,
you've
got
your
world
pots
and
then
you've
got
yaf
and
sale
and
all
members,
okay
with
those
particular
projects,
they've
already
been
agreed
by
the
ddm
process.
G
G
Okay,
if
I
can
refer
members
on
to
paragraph
33
and
34
of
page
39
and
the
world
pots
start
of
the
year,
chapel
artina
27
675.26
on
the
world
pots,
more
town,
22,
375.43
and
round
here.
Twenty
thousand
nine
hundred
sixty
eight
remaining
balance
available
on
your
water
pots,
now
chappelle
ellen
eighteen,
seven,
six
hundred,
sixty

twenty

more
town,
nineteen
thousand
four
hundred
and
ten
forty
three
and
round
here,
twenty
thousand
three
hundred
fifteen.
Fifty
five
is
everybody.
G
Okay,
with
that
okay
table,
six
of
the
capital
budget
there's
been
no
spend
and
the
balance
remaining
from
the
first
of
april
to
date
is
20
348
pounds
any
questions
on
that.
One:
okay!
Moving
on
to
table
7
on
page
41,
which
is
your
community
infrastructure
levy
budget.
G
At
the
start
of
the
year,
chapel
allerton
had
67
4296
markdown
had
8053.32,
and
around
here
had
45
369,
306
pounds
and
90
pence.
There's
only
chapala
two
more.
That's
spent
quite
a
lot
on
the
projects
this
year,
which
leave
them
a
remaining
balance
of
forty
two
thousand
one
hundred
ninety.
Ninety
six
for
more
town
is
800,
eight,
eight
thousand
and
fifty
three
pounds
32
and
forty
five
thousand
three
hundred
and
six
pounds
ninety
pence
respectively
for
round
here
award
just
to
make
members
aware
for
both
the
capital
and
the
community
infrastructure.
G
G
Agreement-
okay,
that
includes
the
finance
report.
If
the
chair
is
happy,
I
can
move
on
to
the
update
report.
B
Yeah,
if
you
can
move
up
to
the
update
report,
that
be
much
appreciated.
Thank
you.
Thank
you.
Chair.
G
So
going
on
the
update
report,
we
discussed
the
appointments
on
page
43
to
45
and
then
on
on
page
45,
we've
got
the
breeze
membership.
Some
members
will
be
aware
that
the
breeze
membership
is
changing,
they've
totally
revamped.
The
scheme
and
they've
got
new
partners
on
board
to
provide
activities
for
young
people
in
the
city,
and
what's
happened
with
that?
G
Particular
item
is
kids
that
are
on
free
school
meals,
won't
pay
the
five
pound
charge,
they're
gonna
charge
every
young
person
five
pounds
per
year
now
for
the
membership
card,
that's
to
cover
the
admin
costs
and
other
related
costs
with
running
the
breeze
program,
and
I
know
an
email
has
gone
out
to
members
in
relation
to
the
five
pound
charge.
G
Counselor
towson
has
raised
issues
in
terms
of
whether
they'll
be
extending
the
waiver,
and
the
information
that
I
have
from
brees
is
that
it's
easy
to
get
the
data
from
the
free
school
meals.
Moving
on
as
the
work
develops
and
evolves,
they
will
be
looking
at
other
cohorts
of
young
people
where
they
might
be
able
to
waiver
the
five
pound
fee
as
well.
D
Not
a
question
it's,
I
know
it's
first
free
school
meals,
but
there's
also
some
families
just
as
worse.
They
may
be
just
earning
a
penny
more
than
the
requirements
and
then
that
and
free
school
meals.
So
quite
a
few
kids
going
to
be
left
out
because
of
that,
if
you
know
what
I'm
trying
to
say
big
family,
it's
not
really
a
question.
It's
just
a
comment
if
they
could,
as
counselor
doesn't
says,
to
look
into
it,
but
there's
few
poor
families
out
there.
G
Council
telling
you
make
a
valid
point
there
I'll
take
that
point
on
board,
with
the
other
points
that
counselor
dowson
has
raised
to
breeze.
So
what
you're?
Talking
about
young
people
that
are
on
the
periphery
of
free
school
meals,
borderline
cases.
D
G
B
Yeah
this
will
be
my
last
report
because
this
is
from
last
year
and
council
zarussen
will
be
taking
over
the
children's
champion
roles
from
me.
So
in
the
last
year
we
had
lots
of
issues
with
children
not
having
the
devices
to
work
on
from
home.
So
at
the
community
committee
we
invested
a
lot
of
money
in
providing
these
devices
for
the
children
to
work
at
home,
both
for
the
primary
and
the
secondary
schools.
B
In
total,
we
provided
113
laptop
stroke,
chromebooks
and
that
equated
to
over
17
000
pounds
invested
in
sporting
learning,
and
this
was
mainly
provided
to
children
in
schools
that
could
not
actually
afford
these
devices
without
the
input
of
the
inner
northeast
community
committee.
B
So
I'm
grateful
to
all
the
awards
that
I've
actually
taken
part
in
this,
and
I
hope
it
allows
children
that
are
having
to
self-isolate
now
as
well,
that
they're
able
to
carry
on
with
their
schoolwork
whilst
they're
self-isolating,
and
hopefully
it
will
go
on
to
help
many
others
to
become
used
to
having
these
devices
going
on
in
the
future,
because
I'm
hoping
some
of
the
schools
are
going
to.
B
Let
some
children
keep
these
devices
once
all
the
pandemic
is
over,
and
hopefully
some
of
the
poorer
children
can
actually
have
these
devices
to
access
for
as
long
as
they're
working.
G
Thank
you
chair
for
that
update.
Can
I
ask
councillor
sharon
hamilton
as
the
environment
portfolio
holder,
to
give
us
a
quick
update
on
her
portfolio.
C
Well,
this
is
my
last
report
on
the
cleaner
neighborhood
teams,
as
it'll
be
moving
over
to
my
colleague,
councillor
shazad,
and
at
the
time
of
right,
this
report
was
written.
It
stated
that
the
cleaner
nape
teams
were
back
from
shielding
and
we'll
get.
We
were
getting
back
slowly
to
normal.
However,
things
could
have
changed
since
the
the
this
report
was
written.
C
There's
also
a
number
of
vacancies
across
due
to
the
turnover
of
staff
with
the
early
leavers
initiative,
and
the
service,
however,
hasn't
been
able
to
to
recruit
as
fast
as
we
we
would
like
due
to
the
pandemic,
but
hopefully
over
the
next
couple
of
months,
and
they
should
start
recruiting,
and
the
last
three
months
have
we've
gained
extremely
cha.
We've
had
extremely
challenging.
C
Times
due
to
the
staff
being
at
home
due
to
covid
and
more
and
more
people
being
at
home,
with
more
cars
being
parked,
and
so
therefore
it's
been
difficult
to
with
the
sweeping
of
the
streets
due
to
the
cars
and
we've
had
more
and
more
outsole
outsole
waste
generated.
C
The
team
are
also
been
working
with,
with
highways
in
some
of
the
high
risk
areas
in
the
earlier
in
the
year
with
the
britain
for
public
safety
and
staff,
and
especially
at
the
vaccination
center
footpaths
outside
saint
james's,
seacroft,
etc,
and
the
shelter
block
there
isn't
much
more
really
to
to
go
on
just
to
say.
The
the
team
also
has
been
working
closely
with
refuge.
C
They've
been
going
out
and
collecting
some
of
the
bins
behind
the
cr.
The
team
on
on
certain
days
when
they
were
able
to
so
they've,
had
to
distribute
stuff
and
then
they've
been
collecting
the
extra
additional
waste
and
spillage
and
cleaning
up
the
street,
and
I
do
hope
we
would
be
able
to
continue
going
forward.
But
I
don't
think
that
will
happen
so
the
staff,
when
everybody's
back
not
working
normally.
C
Will
the
team
will
do
the
cleanup
and
not
rely
on
the
extra
team
that
has
been
out
helping
them
and
the
other
thing
as
well?
I
hope
they
start
putting
the
bins
back,
because
I
get
nothing
but
complaints
about
bins
being
left
anywhere
everywhere,
instead
of
being
pushed
back
to
in
in
in
the
correct
place
where
they
found
them,
but
obviously
with
councillor
rafiq
and
so
we'll
try
and
drum
that
home.
And
that's
all
I
have
to
say
on
that.
D
I
agree
with
so
that
I'm
melting
with
the
bins
I'm
going
to
look
at
the
phone
because
the
turkey
banks
from
there,
I
believe
it
and
the
pavement,
I'm
only
speaking
for
my
street
what
I've
witnessed
and
I
think
it's
appalling,
because
it's
75
pounds,
some
people
have
gone
to
work,
not
home
and
I'm
always
cautious
of
push
chairs
and
the
patient
and
the
pavement
and
partial
blinds.
So
when
they
move
the
beams,
could
the
place
send
the
message
put
it
back
where
they
get
it
from,
and
this
one
is
straightforward
tidy
and
two.
D
E
So
parks
and
country
side
and
ground
maintenance
comes
and
counselor
salma
arif.
Now,
no,
but
the
the
refuge
collection
is
still
my
responsibility.
Can
I
just
say
at
this
difficult
time
if
your
bin
is
getting
emptied,
then
see
as
a
bonus,
because
we
are
envisioning
at
the
moment
some
of
the
biggest
problems
since
the
start
of
the
pandemic.
E
E
It's
got
to
a
point
where
we
are
probably
at
a
point
where
we'll
probably
stop
not
it's
not
finalized
yet,
but
we
have
to
stand
down
about
four
to
six
routes
on
brown
bin,
so
the
priority
is
brown,
sorry,
black
beans,
green
beans
and
then
brown
beans.
So
if
we
haven't
got
enough
stuff-
and
if
it
carries
on
like
this
for
another
few
days,
it
may
be
that
we're
gonna
stand
down
all
the
or
stop
doing
the
brown
bean
collections
with
regards
to
actually
the
placing
the
build.
E
It's
never
easy
because
you
know
we,
you
gotta
have
some
sympathy
for
for
the
crew
actually,
because
of
the
way
the
cars
are
parked
and
sometimes
they're
having
to
reverse
in
to
certain
streets,
and
I
mean
when
you
got
when
you
finishing
working
on
a
task
and
finished
basis,
and
you
got
so
many
bins
to
empty.
E
I
mean
their
minds
are
all
over
the
place
and
knowing
where
you
collected
the
bin
as
long
as
put
it
on
I'm
not
so
yes
we'll
we'll
feed
it
back
to
them,
but
I
wouldn't
you
know,
kind
of
expect
to
be
exactly
the
same
place
where
the
bin
was.
It
should
be
outside
on
the
payment
on
on
the
right
for
a
property
not
on
somebody
else's
property.
I
agree
with
that,
but
having
it
and
it
should
be
obstructing,
but
having
exactly
the
same
place.
I
think
it's
it's
a.
E
It
is
a
probably
at
the
moment,
with
the
staffing
issues
and
different
crews,
working
different
areas
and
temporary
crews
and
agency
staff,
and
even
we
got
staff
from
from
clean
and
hebrews
teams
and
from
the
city,
enterprise
working
and
and
and
refused
as
well,
took
just
to
carry
the
gaps
fill
in
the
gaps.
So
but
you
know
I
take
your
point
I'll.
I
will
feedback.
Okay.
B
Thank
you
for
that.
Counselor
rafiq
really
appreciate
that,
and
we
do
really
appreciate
all
the
work
that
the
staff
have
been
doing
through
the
pandemic
and
I
do
understand
it
have
been
a
very
difficult
time,
especially
with
people
having
to
isolate
and
haul
bubbles
having
to
stand
down.
But
I
think
council,
taylor
has
just
got
one
last
point
and
before
we
move
on.
D
Councillor
k
rafik,
I
do
under
the
men
during
the
pandemic.
They
have
done
absolutely
a
brilliant
job.
I've
got
nothing
to
say
about
them,
my
bin's
empty
every
week
and
I'm
grateful
they
are
a
frontline
worker
just
like
everyone
else,
but
what
I'm
saying
is
where
they
just
take
they've
been
from
here
and
throw
that
there
that
air
that's
wrong.
They
take
it
from
here
that
by
not
able
to
put
it
there,
but
they
can
put
it
as
close
and
don't
leave
it
and
the
pavement
that
kids
walking
in
the
pavement
partial
blinds
push
chairs.
D
E
Check
your
point,
I
will
feedback,
but
just
on
one
point
I
will
feedback
is
when
I,
when
I
see
bins,
certainly
and
they're,
not
always
kind
of
wondering
where
you've
got
like
grass
and
payment.
I'm
talking
about
my
area
where
I
see
it
and
they're,
not
always
where
they
should
be.
When
residents
you
know
put
their
bins
out,
you
know
they
are.
Probably
a
lot
of
time
is
obstructing
the
actual
normal
sort
of
walkways
and
people's
kind
of
what
so
so.
So
it's
it's.
Nothing
is
perfect.
E
You
know
not
everything's
perfect
chair,
but
yeah.
I
I
take
the
point
and
I'll
will
certainly
feed
back
into
the
crew
yeah
and
if
there's
a
particular
problem
I
mean
it
may
be
that
there's
actually,
because
I'm
this
is
a
you
know
a
first
time
for
a
long
time.
I've
had
this
feedback.
It
may
be
there's
a
particular
problem
with
certain
crew
as
well,
and
that's
something
we
need
to
take
back.
Yeah.
B
Yeah,
thank
you
councillor.
If
you
really
appreciate
that
and
thank
you
for
your
input,
council,
taylor
and
council
hamilton
and
hopefully
that's
something
that
counselor
if
he
can
feed
back
to
us
at
the
next
community
committee
meeting
and
I
will
look
into
it
as
well.
B
G
Thank
you,
council
hamilton
for
the
environment
up
there
and
thank
you
for
the
other
members
coming
on
the
environment
portfolio.
We
have
got
the
community
safety
environmental
subgroup
meeting
coming
up
in
a
couple
of
months
time
and
some
of
those
points
we
can
raise
it
with
the
appropriate
offices
as
well.
So
moving
on
to
this
update
report,
page
48
community
safety
champion
council
rafiq
for
the
community
safety
update,
please.
E
Okay,
thanks
thanks
zach,
the
last
bet
team
continues
to
work
largely
from
home
due
to
due
to
corvid
and
and
continue
to
utilize
councils.
You
know
this
assessment
resources
and
also,
where
possible,
visit
people
do
letter
drops
and
door
knocking
and
and
noises
and
seizures
as
well
as
anything
else,
that's
required.
E
E
I
think
the
majority
course
involved:
neighbors
reporting
other
neighbors
about
noise.
News
sounds
music
playing
and
I
think
it
seems
to
be
a
particular
pattern,
particularly
in
certain
time
of
the
year,
which
is
summer
when
people
lay
evenings
people
are
out
about
and
playing
music
in
the
garden.
So
that
seems
to
be
the
kind
of
a
particular
trend
in
a
way
other
than
that.
You
know
it's
it's.
It
all
seems:
okay,
one
of
the
biggest
cases
recently
we
had
is
is
a
modern
two
seas.
E
Noise,
making
equipment
from
addressing
in
chapel
town
is
a
together
housing
property.
The
case
is
still
ongoing.
He
has
been
adjourned,
but
obviously,
while
he
goes
to
court
for
the
person
to
be
to
be
sentenced
or
one
way
or
the
other
or
fined
in
the
meantime,
I
think
the
police
and
the
last,
but
officers
got
a
warrant
to
seize
the
equipment
from
the
premises.
E
Okay,
there's
always
been
a
an
issue
with
the
a
number
of
beggars,
I
believe,
outside
north
north
side
retail
park,
with
with
with
aldi
being
the
main
complainant.
That's
something
it's
it's
an
ongoing.
I
think,
and
the
police
and
and
the
officers
are,
are
trying
to
issue
injections
and
warnings
where
possible.
E
They've
also
been
referred
to
the
street
sport
team,
because
it's,
but
there
are
still,
I
believe,
some
ongoing
cases,
and
I
know
it's
not
some
something
just
immune
to
this
area.
There
are
some
isolated
cases
across
the
city
as
well,
but
very
small
numbers,
maybe
about
two
to
four
chair:
okay,
I'll
stop.
There.
G
G
G
The
first
one
was
installed
on
26th
of
march
at
steinbeck
urc
church
and
was
jointly
funded
by
chapel,
allerton
and
moretown
world
councillors
from
their
wild
well-being
budgets.
The
second
one
was
installed
at
minimum
valley
urban
farm,
with
funding
contributions
from
more
town,
chapel,
areatin
and
wheatwood
councillors,
and
some
funding
from
the
inner
northeast
housing
advisory
park
advisory
panel.
G
G
If
you
haven't
got
that
for,
let
me
know
I
can
send
you
that
out,
so
members
are
aware
of
where,
where
the
difficulties
are
in
their
ward
areas,
moving
on
to
this
report
further
along
the
neighborhood
centers,
I've
been
doing
some
work
with
businesses
in
the
area
in
terms
of
compliances,
there's
a
bit
on
there
on
page
50.
G
And
if
you're
going
to
page
52
about
the
housing
advisory
panels,
paragraph
38
in
an
office
housing
advisory
palace
started
the
year
in
april,
with
a
budget
of
thirty
four
thousand
and
thirty
nine
pounds
lemon
pens,
including
the
california,
four
thousand
three
hundred
and
two
pounds,
the
one
pence
so
far.
They
have
funded
three
projects,
accumulated
spend
of
six
thousand
three
hundred
ninety
seven
pounds
and
they
were
basically
focusing
on
environment
and
housing,
1.54,
health
and
well-being
17.34.
G
The
three
projects
I
will
approve:
a
chapel
town,
community
nursery
litter-free,
meme
mood
for
some
equipment
and
your
pantry
main
wood,
which
is
the
food
bank
shop
that
we're
funding
as
well.
So
they've
got
some
match
funding
shop,
so
we've
got
some
match,
match
funding
there
as
well.
G
G
Those
organizations
are
touched
soon
in
chapala,
10,
interacting
more
town
and
say
ambulance
church
in
round
here
they
have
responded
fantastically
to
support
our
communities
and
provide
further
evidence
of
a
strong
and
vital
voluntary
sector
with
the
he
says
on
the
report
with
the
encouraging
trajectory
of
falling
infection
rates.
Unfortunately,
they're
rising
at
this
moment
in
time
due
to
the
indian
variant,
but
the
coordinators
have
played
a
very
important
role,
working
with
council
officers
in
those
communities
and
obviously
mandala
center
in
chapel
alton
area.
G
D
Yeah
and
the
last
note
of
the
community
volunteers,
third
sector,
I'd
like
to
press
my
thanks
to
all
the
third
sectors
across
the
city,
not
just
in
chapel,
allison,
motown
or
just
the
class
for
the
brilliant
work
and
how
they
have
contributed
to
the
vulnerable
during
the
pandemic
and
late
city
council
would
have
last
without
the
third
sector,
and
we
are
grateful
for
the
work
that
they
have
done.
Thank
you.
B
Thank
you
councillor,
taylor.
I
echo
your
sentiments.
We
are
very
grateful
to
all
the
volunteers
throughout
the
pandemic
and
even
now,
as
they
continue
to
help
and
support
many
many
projects,
and
especially
the
health
service,
regards
the
vaccine
take
up
so
we
are
really
grateful
for
them.
Moving
on
to
agenda
item
11,
which
is
the
youth
activity
fund
consultation
zach,
would
you
be
okay
to
run
through
that?
For
me,
please.
G
Certainly
chess,
thank
you
very
much
for
that.
As
most
members
would
be
aware.
Normally
we
have
a
youth
summit
at
the
civic
hall
due
to
the
current
awareness
pandemic.
This
year
we
weren't
able
to
do
one.
Normally,
we
have
primary
schools
and
secondary
schools
coming
from
across
the
indian
office
area
and
partaking
in
some
activities
getting
to
know
about
how
council
framework
works,
how
counselors
work
and
it's
quite
an
enjoyable
session
in
the
morning-
it's
a
kind
of
full
day,
nine
till
three
kind
of
session.
G
So
what
we
did
instead
of
that
is.
We
did
a
lot
of
consultation
with
young
people,
so
our
youth
service,
colleagues,
who
are
doing
some
engagement
work
with
young
people
in
the
in
the
northeast
area,
and
if
I
can
ask
members
to
refer
to
page
59,
paragraph
paragraph,
15
and
I'll
just
read
the
three
paragraphs
out
there.
G
Obviously,
with
the
digital
inclusion,
counselor
suzanne
alluded
to
the
fantastic
distribution
of
laptops
and
chromebooks
to
the
most
in
need
over
17493
pounds
was
spent
on
that.
So
what
we
did
was
we
started
a
consultation
questionnaire.
It
was
sent
out
to
all
the
schools
and
youth
groups
and
we
strongly
encourage
those
schools
for
young
people
to
fill
the
forms
in
in
some
areas.
G
The
youth
workers
were
very
eager
and
they
basically
did
a
session
where
the
young
people
filled
the
consultation
farming
in
those
areas,
the
take-up
rate
was
high.
Unfortunately,
in
our
areas
the
take-up
play
wasn't
that
good?
To
be
fair,
we
only
received
57
survey
responses.
G
However,
from
that
57
seven
responses,
I've
got
a
quick
synopsis.
So
if
you
have
a
look
at
page
63.
G
So
first
it
was
sports
and
when
we
broke
it
down,
it
was
more
football
and
rugby
that
came
out,
and
then
it
was
youth
club.
Young
people
wanted
to
meet
up
in
a
safe
place
where
they
can
chill
out
with
their
friends.
You
know
they've
been
to
school
all
day.
They
want
to
have
a
laugh
and
joke
somewhere.
They
can
gather,
have
conversations
that
kind
of
stuff
and
then
cooking
surprisingly,
was
third,
a
lot
of
young
people
like
baking.
G
They
like
cooking,
they
like
having
food
and
then
dance
outdoor
activity,
music,
arts
and
crafts
and
coding
they
came
respectably
four,
five,
six,
seven
and
eight
most
of
the
activities
young
people
they
would
like
inside.
If
the
weather
is
bad
outside.
If
it's
cold,
it's
raining
and
they,
like
you
know
they,
like
the
open
green
spaces.
G
They
like
to
go
in
the
park
have
a
game
around
this
play
football
chill
out
with
their
friends,
play
some
music
that
kind
of
stuff,
and
then
we
ask
them
the
question
you
know:
do
you
want
your
activities,
local
or
away
65
water,
to
have
projects
nearby,
and
only
five
percent
wanted
activities
away
from
where
they
live
and
30
wanted
them
both
in
terms
of
timings?
You
know,
when
would
you
like
to
see
the
youth
activities
the
crucial
time
for
the
in
the
northeast
area?
G
So
that's
a
quick
synopsis
and
a
quick
overview
of
the
youth
activity
report.
We
have
got
the
breeze
event
coming
coming
up.
I've
sent
you
all
the
dates
for
the
breeze
event
and
what
I'm
going
to
do
at
the
breeze
event.
Is
I'm
going
to
do
the
youth
activity
survey
again
to
boost
the
rates
up
because
there's
going
to
be
a
catchment
of
a
lot
of
young
people
at
that
event,
and
I'm
going
to
try
my
best
to
boost
this
figure
up.
G
C
C
Definitely,
youth
club
sport
is
always
there.
We
always
get
for
sport,
but
the
youth
clubs.
We
need
to
to
look
at
because
it's
come
out.
I
this
time
you
know,
and
we
do
need
to
occupy
the
young
people
and
also
we
need
to
look
at
some
of
the
providers.
That's
the
word
that
we're
looking
at
to
see
if
they
could
do
some
weekends
one,
because
not
all
children
go
go
to
football,
singing
dancing
on
a
weekend.
C
You
know
some
of
them
are
not
into
fitness
like
football
like
have
we
split
with
who's,
taking
oh
to
what
football
game
in
my
family
with
the
grandchildren
so
yeah?
I
think
this
is
quite
good.
Yes,
we
do
need
a
lot
more
feedback,
but
and
those
who
are
putting
in
for
the
youth
activity
fund
I'd
like
to
see
the
youth
club
on
there
if
they
could
provide
it,
we
did
start
have
one
started
at
meanwood
meanwood.
C
It
was
a
friday
night
club
and
then
it's
still
going
and
it's
really
popular
but
they've
got
lots
of
activities
that
meanwood
community
center
are
meant
to
say
and
also
just
to
go
on
and
say
that
the
boxes
of
items
that
were
given
out
because
I
presented
a
couple
to
the
young
people,
the
the
youth
workers-
are
very
innovative,
very
clever.
The
way
the
work
with
young
people
because
in
there
was
cooking
certain
things
for
them
to
vacate
and
they
were
doing
it
via
zoom,
and
I
wouldn't
have
thought
of
that.
C
I
mean
I
mean
I
know
we
have
had
a
meeting
where
we've
all
had
a
drink
and
and
our
meals,
but
it's
the
way
they
did
it
with
the
things
with
the
young
people
really
really
good,
really
clever,
not
just
dancing
and
things
but
cooking
and
and
painting,
and
things
that
I
would
never
thought
of
that.
But
that's
their
job.
G
Thank
you
there,
council
hamilton,
for
your
points.
I
will
take
on
board
and
look
at
the
youth
club
setting
and
see
whether
there's
some
organizations
interested
in
applying
for
the
youth
activity
funding
and
also
you
mentioned
the
weekend
element
in
terms
of
provision
there
for
some
kind
of
capacity
to
do
some
weekend
activities
as
well.
Thank
you.
C
Oh,
oh,
it
could
be
studying
at
weekend,
though.
That's
a
club
into
doing
different
things.
D
B
Thank
you,
council
turner.
Thank
you,
council
hamilton,
just
to
point
out
if
you
can
get
councillors
out
of
the
same
involved
with
the
service
as
the
new
children's
champion.
So
at
the
breeze
event,
so
hopefully
we
could
get
a
better
response,
sorry,
counselors
and
for
the
extra
responsibility.
B
And
that
brings
us
to
any
other
business.
Has
anybody
got
anything
to
discuss.
B
Okay,
so
just
a
couple
of
points
from
me:
we've
got
our
next
meeting,
which
is
going
to
be
taking
place
on
the
6th
of
september,
which
is
a
monday
evening
at
6
00
p.m.
B
Again,
what
it
is
is
we're
gonna,
hopefully
depending
on
the
current
situation,
with
the
pandemic
and,
if
you're
not
into
another
lockdown
or
anything
like
that,
my
suggestion
is,
we
start
taking
our
meetings
back
to
the
communities
that
we
represent,
so
I'm
hoping
to
look
at
the
regional
center
or
somewhere
in
chapel
alton
first,
but
we
want
to
do
these
revolving
and
take
it
to
round
and
unto
the
more
town
amin
woodward.
Also,
so
are
all
members
happy
with
that.
G
Yeah
just
to
make
members
aware
once
we
do
take
these
meetings
to
the
relevant
world
areas,
regional
center
or
another
community
building,
members
of
the
public
will
attend
those
meetings.
However,
we
won't
have
the
hybrid
options
to
record
the
meeting
online.
C
Can
I
just
say
that
you
know
we
need
to
look
at
how
many
people
are
watching
this
on
zoom
or
whatever,
because
some
area
they
are
going
to
continue
to
keep
some
of
theirs
on
on
zoom
because
they
have
had
a
fantastic
amount
of
people,
watches
it
and
you
know
so.
Obviously,
hours
of
always
we
we
win
lovely
in
a
northeast
lead.
So
they
trust
us.
C
So
they
don't
really
turn
out
for
hours,
they're
very
low
numbers,
no
matter
what
we
do,
but
we
keep
open
they'll
come,
but
if
we
can
just
check
if
we've
had,
if
they're
watching
us
audience-
and
you
know
if,
if
it's
a
turnout
than
coming
in
person,
we
need
to
just
have
a
base
and
and
continue
zooming.
C
You
know
we
keep
going
to
different
parts
around
more
town,
chapel,
allerton
and
they're,
not
turning
out,
but
if
we're
getting
a
better
turnout.
This
way
we
have
one
single
venue
because
of
quite
a
few
of
the
other
area.
Committees
are
planning
that,
because
they've
had
like
200
and
500
people
looking.
B
G
Thank
you
that
council
met.
I
have.
I
have
looked
at
the
figures
now
in
terms
of
the
figures.
I
do
send
a
recording
out
to
our
key
partners
on
my
contact
list
as
well,
so
the
viewing
will
generally
go
up
in
terms
of
participation
and
in
in
terms
of
the
community
committee
having
that
kind
of
local
local
public
coming
in
it's
very
hard
to
measure
that,
because
we
don't
know
where
these
people
are
viewing
it
from,
are
they
local
to
the
area?
Are
they
just
really
it's
one
of
them.
Yeah.
F
B
Yeah
yeah
yeah.
Thank
you
everyone.
B
Thank
you.
Thank
you,
everyone
for
that
and
taking
those
points
into
mind,
we
will
look
at
it,
but
obviously,
when
decisions
are
made,
we
will
have
to
still
hold
those
meetings
in
person
until
we
get
a
proper
system
which
allows
us
to
make
those
decisions
on
virtual

So
for
the
moment
we'll
look
at
a
hybrid
option,
but
I'd
like
to
thank
all
those
that
have
been
viewing
and
all
the
officers
for
conducting
today's
meeting,
and
I
like
to
thank
all
the
councils
for
participating
in
today's
meeting
and
hopefully
see
you
at
the
next
meeting,
take
care
and
have
a
good
night.
Thank.
