B
Hi,
thank
you
good
evening,
everyone
and
welcome
to
this
remote
meeting
of
inner
northwest
community
committee.
My
name
is
comes
with
java
doctor
and
I
will
be
chairing
this
evening's
meeting.
B
B
As
we
begin
the
meeting,
could
I
ask
the
attendees
to
mute
their
microphones
and,
let's
invite
them
to
speak.
This
will
avoid
deception
from
background
noises.
Could
I
now
invite
members
and
officers
to
introduce
themselves
and
mute
your
mic
once
you
have
introduced
yourself
I'll
start
from
counselor
kelly
brooks.
B
B
Now
that
we
have
introduced
ourselves,
can
I
now
take
the
opportunity
to
move
the
agenda
item
one
and
I'll
pass
that
to
andy.
A
Right,
thank
you,
chair
under
agenda
number
one.
There
have
been
no
appeals
against
the
refusal
of
inspection
of
documents
under
item
number
two.
There
are
no
items
where
we
need
to
require
the
exclusion
of
press
and
public
from
the
meeting
under
item
number
three.
There
are
no
late
items
of
business
under
agenda
item
number.
Four:
do
any
members
have
any
declarations
of
interest
to
make
I'll?
Take
that
silence
as
a
no
agenda
item?
Number:
five.
A
So,
in
the
run-up
to
this
meeting,
we
publicize
a
meeting
with
the
local
community
and
in
doing
so
have
invited
members
of
the
public
to
make
written
submissions
in
advance
of
the
meeting
so
that
it
can
be
read
out
and
considered
as
part
of
the
open
forum
with
two
submissions
today
so
chair.
If
you're
happy
I'll
start
with
the
first
one
easier
and
if
you
just
bear
with
me
a
second
right
so
the
first
one
we
have
to
today
is
from
an
organization
known
as
love
in
a
box
and
their
submission
goes.
A
We
are
a
field
bank
and
closed
bank
operating
from
the
leeds
grand
mosque.
We
normally
operate
next
together
with
oblong
and
rainbow
junction
and
open
every
week
on
a
sunday
morning.
All
customers
that
normally
visit
both
oblong
and
rainbow
will
now
be
referred
to.
Also,
this
will
be
for
the
period
of
july
and
august
and
we
will
have
to
open
on
an
extra
day
during
the
week,
and
now
we
will
have
to
get
more
food
during
this
period.
A
B
Thank
you
does
any
member
have
any
any
comments
or
any
questions,
because
I
think
it's
important
that
we
we
recognize
some
of
those
organizations
who
have
really
worked
extremely
hard
during
the
pandemic
and
loving
the
box.
Grand
mosque
was
was
part
of
our
team
during
those
times.
So
I
we
all
know
that
the
work
they
have
done
in
the
community
has
made
a
huge
difference
to
our
residents,
so
I'll
open
up
for
any
comments
from
members.
B
Now
are
we
all
in
support?
Sorry,
neil,
yes
and
then
then
abigail.
D
Yeah,
thanks
just
to
say,
I
think,
yeah,
that
they
are
doing
good
work
and
that
they're
well
organized
and
they've
been
reaching
important
parts
of
the
community.
So
I
think
if
we
can,
we
should,
but
let's
sort
out
the
details
of
of
what
we
can
actually
do,
because
their
request
is
quite
vague,
which
I
very
much
appreciate
that.
But
I
think
we
should
have
the
resources
to
help
out.
C
Yeah
just
agree
with
what
council
walsh
has
said,
and
obviously
they
really
played
a
very
huge
part
over
the
pandemic
and
still
do
especially
meeting
multicultural
food
around
the
area
where
they're
situated.
So
if
they're
going
to
start
feeding
from
all
the
other
hops
that
were
feeding
and
who
are
currently
not
feeding
now
you
can
actually
justify
why
we
should
be
supporting
them
so
that
they
can.
They
can
cushion
the
other
areas
that
are
currently
not
supplying
food
to
the
area.
At
this
moment
in
time,.
B
C
B
C
Yes,
I
was
just
going
to
say
similar
to
abigail.
I
know
from
my
involvement
with
the
north
west
food
bank
that
yeah
the
donations
drop
off
over
the
summer
so
to
support
it
over
july
and
august
is
really
important
and
also
yes
for
kind
of
you
know
food
that
people
eat
from
different
cultures
aren't
always
donated.
So
I
guess
that
might
be
the
reason
why
they
might
need
to
buy
appropriate
food
in
so
yeah.
C
I
don't
know
how
much
to
give
as
neil
was
saying,
but
I
think
we
should
support.
B
I
think
in
principle,
if
we
support
and
then
we'll
come
to
the
the
the
budget
and
the
well-being
and
what
we
have
spent
and
what
we've
got
left
over
and
what
we
can
do,
not
something
that
we
can.
We
can
have
a
discussion
when
it
comes
down
to
the
that
particular
item
and
then
obviously
we
can
as
we
what
we
have
said
earlier
on.
This
is
an
advisory
meeting.
B
Any
recommendation
will
then
be
carried
on
on
the
on
the
future,
but
we
there's
there's
no
sort
of
ways
to
to
to
stop
us
by
talking
to
grand
mosque
and
other
organizations
in
in
the
meantime,
so
yeah.
Thank
you.
Sorry,
jonathan,
yes,
jonathan
bentley,.
E
B
Not
normal
normal
practice
is
that
obviously,
people
do
put
the
application
in
either
well-being
or
the
small
grants,
but
I
think
what
they've
done
here
is
that
they
just
taken
the
opportunity
for
open
forum
and
that's
something.
I
think
we
need
to
have
a
further
discussion
with
them,
but
since
they
have
submitted
the
the
to
the
open
forum,
I
thought
it
would
have
been
opportunity
to
just
discuss
and
also
to
highlight
some
good
works.
Our
local
communities
are
doing
in
our
part
of
the
city.
E
B
A
Yep,
okay,
the
the
next
one
we've
got
in
is
from
leeds
residence,
anti-social,
behavior
support
group
and
the
questions
they
would
like
to
ask.
The
community
committee
are
as
follows:
over
the
last
15
years,
headingly
and
hyde
park
residents
have
suffered
due
to
student,
anti-social
behavior
in
the
area
it
has
made
residents.
B
Does
anybody
want
to
come
come
in,
I
I
do
have
a
bit
to
say,
but
I
give
you
the
opportunity.
Neil,
yes,.
D
Thanks
chair
yeah,
it's
it's!
It's
a
helpful
open
forum
contribution.
So
what
I
probably
want
to
do
is
pick
up
a
couple
of
points.
D
I'm
sure
other
elected
a
lot
of
things
to
say,
but
probably
just
to
summarize
the
the
meeting
we
had
today
this
morning,
in
fact
that
I
chaired
with
members
of
parliament
elected
members
vice
chancellor
of
beckett
university,
the
director
of
sustainability
from
leeds
university
and
council
colleagues
from
the
dental
social
behavior
team,
from
cleansing
and
environment
and
an
inspector
aldridge
from
west
georgia
from
the
neighborhood
bleaching
team,
westeros
police,
very
productive
meeting,
I'm
just
gonna,
we
put
out
a
summary
on
our
heading.
The
high
park
orders
use
facebook
page.
D
We're
aware
of
that
over
certainly
the
past
10
years,
the
amount
of
resources
put
into
dealing
with
anti-social
behavior
from
all
its
causes,
as
has
gone
up
under
our
administration,
but
I
think
particularly
the
last
two
years,
particularly
the
last
16
months
of
where
we've
had
our
various
elements
of
lockdown
have
really
really
put
the
community
under
strain
for
various
different
reasons.
So
we
very
much
recognizing
that
and
thinking
right.
So
we
have
various
policies
and
processes
in
place
from
stakeholders.
D
D
So
particularly,
obviously
we
folks
this
meeting
was
focusing
in
noise,
nuisance,
anti-social,
behavior,
all
around
environmental
issues
like
cleansing,
particularly
broken
glass,
which
is
one
of
our
huge
bug,
bears
in
the
area.
So
we
we
went
in
the
meeting
with
sort
of
five
kiosks
elected
members,
so
the
university
does
the
universities
do
provide
extra
resources
chair
as
you
know,
but
we
think
they
need
increasing,
but
also
the
nature
of
them.
Changing
the
nature
of
them
needs
to
change
somewhat.
D
D
We
need
to
look
at
that,
and
residents
need
more
feedback
from
what's
happening
when
they
make
complaints,
because
people
just
think
it
goes
into
a
to
a
sort
of
a
vacuum
and
they
need
to
have
a
more
detailed
set
of
response
and
there
needs
to
be
a
lot
more
community
engagement
from
the
universities,
so,
for
example,
becky's
part
does
has.
We
were
told
today
in
the
meeting
has
disciplined
over
200
students,
but
I
think
that
was
the
first
time.
D
We'd
heard
that-
and
I
don't
think
many
members
of
the
community
know
that
so
it's
clearly
a
job
of
work,
communicating
what
is
happening
needs
to
happen
and
there
needs
to
be
a
lot
more
work,
basically
educating
students
that
they're
living
in
a
in
a
community
in
a
residential
area,
and
it's
not
a
student
area.
It's
an
area
with
a
really
mixed
community
and
one
of
the
reasons
why
you
know
it's
mixed
communities
here.
D
As
we
all
know,
elected
members,
our
primary
schools
are
by
and
large
full
now,
where
I
say
10
years
ago,
15
years
ago.
That
certainly
wasn't
the
case,
but
now
they
are
so.
I
think
communicating
that
and
keep
keep
very
the
repetition
of
communication,
so
it
becomes
part
of
what
people
know
about
our
areas
is
really
important
and
we
need
improvements
to
student
registration
process.
So
we
basically
everyone
knows
where
students
are
where
they're
living,
and
so
they
can
add
all
our
stakeholders.
D
When
there
are
noise,
united
states
should
we
have
your
issues,
so
it's
really
wide
ranging
discussion.
It
was
an
honesty,
it's
a
frank
discussion.
You
know
we
laid
down
the
law
to
the
universities
as
to
the
issues
that
that
they're
helping
cause,
if
you
like,
the
student
bodies
are
causing-
and
let's
be
clear,
though
it's
not
holy
students
at
all
that
are
causing
these
issues.
I
mean
it
goes
across
across
the
community,
shall
we
say
yeah,
so
we
had
a
frank
exchange
of
views.
D
We're
gonna
put
proposals
to
them
and
we're
gonna
have
a
discussion
about
how
we
improve
services,
and
I
think
that's
the
the
best
way
to
categorize
it
at
the
moment
is
an
important
process.
We
will
be
having
another
meeting
in
a
month's
time
and
that
meeting
won't
be
where
we
share
our
our
proposals.
That
process
is
going
on
in
between
the
meetings,
because
we
want
new,
new
new
services
and
new
approaches
in
place
for
september
when
the
new
academic
year
starts,
so
there's
a
lot
to
be
done
quite
quickly
and
we'll.
D
What
we'll
do
is
we'll
keep
updating
and
via
our
various
social
media,
and
what's
our
groups
and
whatnot
just
just
a
couple
of
other
outcomes,
though,
was
the
we
want.
The
universities
agreed
to
be
more
engaged
in
in
in
residence
groups
on
social
media
so
that
they
can
see
what
the
issues
are
and
also
report
about,
what's
happening
more
clearly
and
there's
a
commitment
to
look
at
putting
in
more
resources
in
various
forms.
I
think
that's
probably
about
as
much
as
I
can
say
at
the
moment,
but
it's
it
was.
B
D
Well,
it
was
the
we
wanted.
A
meeting
and
they'll
include
all
elected
members
in
the
affected
areas,
which
is
three
awards
and
and
and
also
we
can
certainly
include
wheatwood
in
that
as
well.
But
it's
it
was
organized
from
alex
over
mp's
office
to
get
things
moving
quickly,
make
sure
a
huge
thanks
to
alex
and
natalie
and
the
team.
And
then
we
had
representatives
from
both
universities,
including
the
vice
chancellor,.
D
Yeah
yeah
it
has
yet
yeah
so
but
they'll
be.
B
I
was,
I
was
thinking
if
it's
gone
to
all
the
elected
members,
was
it?
Was
it
one
member
per
award
or
was
it.
D
E
B
Note
that's
going
to
come
out
from
the
outcomes
of
the
meeting
future
meetings
near
one
second,
the
point
I
was
trying
to
make
was
obviously
it's
important
to
have
the
elected
members,
but
also
the
it's
important
to
have
some
sort
of
representation
from
the
residents
groups
as
well.
We
all
see
things.
B
So
if
they
can't
get
to
sleep
at
night,
it's
not
fair
and
then,
when
they're
going
to
the
school
and
and-
and
they
are
tired
and
same
goes
for
the
parents
as
well
so
well,
well,
well
done
for
for
attending
those
meetings
and
and
taking
our
messages
to
those,
but
in
and
I
think
on
the
next
meeting,
if
we
can
get
some
sort
of
representation
from
the
residence
groups
as
well.
Yes,
kelly.
C
I
found
out
about
the
meeting
two
days
ago
and
then
I
tried
to
well.
I
sent
you
an
email
about
it.
We
did.
We
did
try
to
attend,
but
it
was
at
the
same
time
as
our
scrutiny
board.
B
B
Yeah,
thank
you.
Clearly
anybody
else.
B
C
Jonathan
yeah
chair,
I
completely
agree
that
it's
really
important
that
okay
headphones
out
now.
It's
really
important
that
the
residents
do
take
part
in
it
in
in
the
review
that
the
university
has
taken-
and
this
was
a
point
that
the
wheels
council
has
raised
in
this
meeting
and
the
university
is
undergoing
this
review
and
they've
got
their
neighborhood
helpline
email
that
any
residents
can
contact.
C
Chair,
if,
if
I
just
come
in
the
meetings
themselves,
are,
are
quite
business,
oriented
they're,
quite
detailed
as
to
what
happens
so
residents
absolutely
need
their
input
and
that
and
that's
why
we
pushed
for
that.
But
equally
you
know
there
are
some
meetings
which
are
just
very
process
driven
which,
which
are
the
ones
which
kind
of
was
counselors,
are
in
so
it's
there
are
two
different
types
of
meeting.
If
that
makes
sense.
Yes,.
C
And
I
was
just
gonna,
add
them,
but
we've
also
been
talking
to
just
in
case
you're,
not
aware,
I'm
responsible
for
leads
watch
amongst
other
responsibilities.
C
So
so
you
know
that
we
have
been
in
lots
of
discussion
with
colleagues
in
west
yorkshire,
police
and
last,
but
about
how
we
support
local
councillors
and
local
residents
around
these
very
issues.
So,
and
so
we
are
as
service
leads
as
well,
very,
very
engaged
and
trying
to
tackle
this
issue
moving
forward.
C
B
B
But
shall
we
move
on
to
item
eight
then
in
that
case
please,
community
committee
appointments,
andy.
A
A
If
I
take
you
to
paragraph
six
of
the
report,
there's
a
table
there
that
shows
you
existing
appointments
and
vacancies
and
what
I'm
going
to
do,
I'm
just
going
to
share
it
on
screen,
so
we
can
go
through
them
one
by
one.
If
that's
okay,
yeah.
B
A
C
Sorry
chair
I've
got
a
question
about
this.
Yes,
if,
if
appointments
are
made
tonight,
do
we
need
to
then
wait
until
we
meet
in
person
to
ratify
it,
for
them
to
be
taken
up.
B
A
A
A
C
A
A
B
C
A
I
don't
know
council
books,
I've
only
got
them
by
the
those
names,
so
I
can
look
into
it
after
the
meeting
for
you.
If
that's
okay,.
B
A
E
A
A
C
A
Council
player
and
with
that
you
automatically
become
the
representative
on
the
corporate
parenting
board.
But
what
I'll
say
about
that
is
any
member
of
the
community
committee
can
sit
on
the
corporate
parenting
board
if
they
just
want
to.
Let
us
know
that
can
be
arranged:
okay,
employment
skills
and
welfare
champion.
That's
a
vacancy
was
formerly
councillor
knight.
Do
we
have
a
nomination
for
that.
A
Yeah,
okay,
so
councillor
brooks
fair
employment
skills
and
welfare
champion.
Then
we've
got
the
health
and
well-being
and
adult
social
care,
which
is
currently
council
of
wall
street
yeah.
I'd
be
happy
to
continue
yet
if
it's
continued
good
right
and
the
only
other
one
that
we
had
left
was
the
extended
services
northwest
cluster
which
councillor
howley
was
appointed
to
now.
We've
had
a
few
discussions
prior
to
the
meeting
regarding
this
one,
and
it
appears
that
this
cluster
has
been
dissolved.
F
A
Okay,
okay
I'll
do
some
further
research
into
that
for
you
before
the
next
meeting
council
hallelujah
and
let
you
know
thank
you,
okay,
so
so
that
that
covers
all
the
appointments
today
on
that
report,
the
only
other
thing
to
note
is
counteract
ours.
Continued
appointment
as
chair
of
the
community
committee
for
the
remainder
of
the
municipal
year,
okay,.
B
G
It
is
actor,
thank
you
for
that.
Okay.
So,
in
terms
of
the
finance
report,
the
the
report
gives
the
committee
an
update
on
the
budget
position
for
the
four
delegated
budgets
that
are
given
to
the
committee.
So
we've
got
the
well-being
fund,
the
youth
activity
fund,
the
capital
budget,
but
also
the
sale
budget.
G
So,
first
of
all,
if
I
can
refer
committee
members
onto
paragraph
13,
please,
as
this
is
the
first
committee
meeting
of
the
new
municipal
year,
what
we
do
need
to
do
is
just
get
ward
members
to
agree.
The
conditions
for
making
decisions
outside
formal
committee
meetings
and
paragraph
13
just
refers
to
the
conditions
that
are
being
approved
previously,
so
we've
got.
Consultation
must
be
undertaken
with
our
committee
or
relevant
world
members
prior
to
a
decision
being
taken.
G
We've
got
a
delegated
decision
must
have
support,
for
a
majority
of
the
committee
represented
on
the
committee
are,
in
the
case
of
funds
delegated
to
a
committee,
to
individual
words,
the
majority
of
world
councillors
and
then
finally,
details
of
any
decisions
taken
under
such
delegated
authority
will
be
reported
back
to
the
next
committee
meeting
for
members.
Information
so
and
I'd
just
like
to
invite
what
members
to
review
those
conditions
and
indicate
as
to
whether
or
not
they're
supportive
of
those
conditions.
G
Okay,
thank
you
chair.
So
if
I
can
refer
the
committee
on
to
paragraph
15
and
beyond
so
I'll,
give
the
committee
an
update
on
the
well-being
budget
position
for
this
financial
year,
so
the
total
revenue
budget
approved
by
exec
ford,
was
ninety
four
thousand
and
thirty
pounds
for
the
in
a
in
a
northwest
committee
table
one
shows
a
carry
forward
figure,
twenty
nine
thousand
six
hundred
and
seventy
nine
pounds,
and
that
includes
underspends
from
projects
completed
in
the
last
financial
year.
G
The
total
revenue
funding
available,
therefore,
for
this
financial
year,
is
one
two,
three
seven
or
nine.
So
that's
hundred
and
twenty
three
thousand
seven
hundred
and
nine,
but
in
paragraph
17
it's
just
asking
the
committee
to
know
that
there's
remaining
balance
and
his
word
members
will
see:
there's
not
a
great
deal
of
available
budget
left
for
this
financial
year.
So
the
balance
is
only
seven
thousand
eight
hundred
and
twelve
pounds
and
thirty
three
pounds
and
that's
referred
to
in
table
one.
G
So
there
has
been
a
large
number
of
projects
that
have
already
been
completed
or
approved
by
the
committee
and
in
terms
of
those
decisions
that
have
been
taken
by
the
committee.
Paragraph
18
onwards
gives
the
committee
an
update
on
the
ddn,
the
delegated
decisions
that
are
being
taken
since
the
last
committee
on
the
third
of
march.
So
in
terms
of
ring
fences,
we've
got
small
grants
and
skips
of
three
three
thousand
pounds.
We've
got
community
engagement
of
three
thousand
pounds.
G
We've
got
a
youth
summit
budget
of
twelve
hundred
pounds,
we've
got
festive
lights
of
12
500
and
then
in
terms
of
specific
projects
from
the
well-being
budget,
we've
got
woodhouse
more
by
law
enforcement,
which
is
10
597
pounds.
We've
got
wood
sleep,
women's
projects,
10
000,
big,
clear
out,
1,
000,
infant,
safer
sleeping
commission
project,
that's
4,
028
pounds
and
then
just
moving
on
to
the
capital
budget.
We've
got
your
pantry
at
meanwood
community
center
we've
got
four
thousand
eight
hundred
and
fifty
five
pounds
and
eighty-five
pens
for
that.
G
G
we've
got
jungle,
kids,
our
term
which
is
375,
and
then
we've
also
got
a
fab
project
which
is
422
pounds
and
79
pence
and
then
just
moving
on
to
paragraph
23,
just
a
list
of
the
projects
that
have
been
funded
specifically
from
the
app
budget.
So
we've
got
I'd
park,
active
of
4
000
pounds.
We've
got
ad
park
football
club
of
4
000
pounds.
G
Once
again,
we've
got
leeds
youth
service,
wheatwood
youth
project,
that's
1435.,
we've
got
the
inner
northwest
holiday
project
2020
pounds,
we've
got
our
camp
extravaganza
1470
we've
got
the
welcoming
youth
group
of
8855
and
then
finally,
just
moving
on
to
the
sale
budget.
For
this
year,
we've
got
already
the
gateway
church.
Ecological
survey
that's
been
approved
through
the
ddm
process,
and
that
equates
to
1
387
pounds
and
ninety
two
pounds.
G
So
then,
if
I
can
move
the
committee
on
to
new
applications
for
consideration,
I
would
just
like
ward
members
to
bear
in
mind
the
very
small
well-being
budget
they
have
remaining
and
therefore
certainly
for
the
two
wellbeing
projects
that
we're
asking
the
committee
to
consider.
G
G
B
If
we
can,
you
use
some
of
that
money
for
some
of
the
projects
and
also,
if
you
can
do
just
I
mean,
there's
an
x
amount.
Is
it
five
thousand
per
ward.
B
So
if
we
can
use
some
of
that
money
for
some
of
these
projects
and
what
I
agreed
was
that
let
the
members
obviously
decide-
and
if
there
are
any
discussions
around
and
any
ideas
so
I'll
leave
it
to
to
all
the
other
elected
members
and
see
how
how
you
feel.
C
Yeah,
I
don't
have
enough
clarity
in
terms
of
the
last
statement
with
the
covered
ring.
Fencing
amount
compared.
Is
that
different
from
what
you've
just
said
to
us
cal
so.
G
So
in
in
terms
of
the
the
covered
ring
fence,
budget
council
of
qatar
and
what
you've
currently
agreed
with
the
committee
is
a
ring
fence
for
this
financial
year
of
fifteen
thousand
pounds.
Now,
when
I've
looked
into
the
finances,
there's
only
been
a
very
small
amount
of
budget.
That's
been
taken
out
of
that
ring
fence,
so
just
for
ward
members
to
consider
is
the
possibility
of
reducing
that
ring
fence.
B
F
I
I
am
concerned
that
we
don't
know
where
cove
is
going
to
go
and
we're
still
relatively
early
on
within
the
municipal
year
and
when
we
got
into
the
winter
last
year,
and
particularly
the
the
december
holidays,
we
did
need
funding
to
support
food
projects
and
the
like
in
our
ward.
So
I
wouldn't
want
to
be
too
rushed
with
that
money.
Right
now,.
E
Sorry,
thank
you,
chad,
I'd
I'd
be
reluctant.
I
think
we
we
made
a
good
decision
to
ring
fence
some
money
for
the
unknown,
with
with
covid
and-
and
I
think
at
this
early
stage,
I
wouldn't
want
to
be
dipping
into
that.
For
other
things,
perhaps
a
decision
we
can
take
a
bit
later
in
the
year,
but
I
think,
with
the
winter
coming
up.
E
It's
it's
very
unpredictable,
so
I
I
I
wouldn't
really
support
dipping
into
the
the
curvy
dream
fence
at
the
moment.
B
F
Is
there
an
opportunity
to
revisit
things
like
the
money?
That's
been
allocated
to
festive
lights
and
you
know
which
you
could
deem
is
less
important
than,
for
example,
the
the
eat.
Well
cafe
as
an
issue.
B
Emma
and
I'll
yeah
I'll
I'll
respond
to
your
question
chris,
but
emma,
do
you
want
to
say
anything?
Sorry,
oh.
C
Sorry
yeah,
I'm
a
bit
new
to
all
this.
I
was
just
wondering
how
much
money
was
spent
from
this
budget
on
food
over
last
winter,
so
whether
we
could
work
out
like
if
we'd
need
a
similar
amount,
this
winter
as
councillor
bentley,
was
saying:
I'm
not
I'm
not
completely
against
cutting.
How
much
we're
ring
fencing.
B
Well,
when
the
pandemic
started,
the
council
obviously
funded
33
hubs
in
the
city
5000
to
start
off
with,
and
then
obviously
we
had
to
find
another
10
000
per
ward
to
fund
some
of
the
projects
in
in
the
area
relating
to
the
coveted
19
approach.
B
So
in
total
I
think
we
spent
more
than
15
000
in
in
some
cases
in
in
in
our
world,
so
yeah,
it's
it's
something
that
I
hope
things
will
will
improve
as
we
are
coming
out
to
pandemics,
but
then
again
as
as
the
members
have
agreed,
let's
leave
that
15
000
as
it
is,
and
then
we,
if
we
can
revisit
some
of
the
other
projects
but
with
regards
to
the
eat.
Well,
cafe
is
something
I
think
our
residents
definitely
were
supporting
this
particular
project
in
london
area
and
because
of
the
pandemic.
It
was
closed.
G
Yes,
charlotte
casa
will
cancel
our
actor
okay,
so
moving
on
from
the
eat.
Well,
obviously,.
E
Just
didn't
answer
to
your
question
about
wordpress
mischief
and
I
I
obviously
don't
want
to
interfere
in
whatever
awards
have
got
planned,
but
just
for
your
information,
a
paper's
going
to
execute
next
week,
which
shows
all
the
world-based
initiative,
balances
and
heading
in
hyde
park.
We've
got
130
000
pounds
and
little
london
and
woodhouse
have
got
438
000
pounds.
B
Yeah,
but
what
you
need
to
understand,
jonathan,
that
before
the
pandemic,
we
had
some
projects
in
mind
because
of
the
last
18
months.
We
could
not
have
done
anything
in
london
and
with
us,
and
I
can
only
speak
for
our
own
world
other
than
some
very
good
project.
We
started
with
the
help
from
heading
then
high
park
councillors,
the
cctv
cameras
in
on
in
berlin
lodges
and
on
queen's
queens
road.
B
So
these
projects
are
are
something
that
we
will
be
supporting
and
there
are
many
other
projects
that
we've
got
in
our
mind
but
because
of
the
pandemic,
unfortunately,
nothing
nothing
had
happened.
So
I
was,
I
can
understand
what
you're
saying,
but
it's
just
something
that
we
need
to
really
revisit,
and
I
already
agreed
with
regards
to
this
15
000
pounds
and.
E
G
Thank
you
chair,
so
so,
for
my
own
peace
of
mind,
counselor
actor
are
we
are
we
moving
on
from
project
25,
paragraph
25
and
26,
because
we're
saying
that
the
committee
doesn't
have
the
available
budget
to
be
able
to
consider
and
support
those
projects
at
this
point
in
time.
B
G
Yeah,
okay,
thank
you,
chair,
okay,
so
if
I
can
move
the
committee
on
to
the
budget
position
for
the
youth
activities
fund
for
this
financial
year,
and
so
the
total
available
for
spend
in
the
inner
northwest
committee,
including
the
carry
forward
from
the
previous
year,
was
just
over
twenty,
eight
thousand,
so
twenty
eight
thousand
ninety
one
pounds
and
seven
pounds
and
that's
listed
in
table
two
and
there's
a
total
of
twenty
one
thousand
seven
hundred
and
eighty
pounds
that's
been
allocated
to
projects
so
far,
so
once
again,
there's
only
a
very
small
amount
of
remaining
budget
available
to
spend
on
the
youth
activity
fund
projects
and
the
full
list
of
projects
is
available
in
table
two
and
and
by
that
same
talk
and
there's
a
couple
of
projects
chair
that
we
were
going
to
invite
committee
members
to
consider
and
now
I
know
that
you
don't
have
the
available
budget
within
the
wellbeat.
G
B
And
I
will,
I
will
happily
put
this
to
the
to
the
members
how
they
feel
any
comments.
Chris.
F
Thanks,
given
that
it's
only
a
short
shortfall,
would
it
be
fair
just
to
pro
rocha?
What
is
available
that
these
are
two
two
great
things
that
serve?
You
know
a
need
in
the
summer
holidays
when
most
of
the
demand
for
youth
activities
is
present,
it
would
seem
sensible
to
me
to
to
do
and
say
a
pro
writer
of
the
remaining
funds.
G
Yeah
I
mean
I
mean
what
we
can
do
is
I.
I
am
pretty
certain
that,
over
the
course
of
the
next
financial
year,
there's
probably
going
to
be
some
projects
that
come
on
slightly
under
budget.
So
I'm
pretty
certain
that
you
will
get
some
of
that
available
balance
increasing
in
terms
of
the
af
budget
so
to
fully
support.
G
It
would
take
you
all
the
budget
slightly
by
just
under
a
thousand
pounds,
but
what
we
can
do
is
take
on
board,
can't
allow
his
comments
and
make
sure
that
we're
able
to
support
both
applications,
but
take
into
account
those
comments
so
that
we
are
basing
the
decision
on
that
basis.
Chair.
B
G
Okay,
okay,
so
moving
on
then.
So,
if
I
can
move
the
committee
on
to
paragraph
34,
so
this
is
the
small
grant
and
skips
budget
so
table
three
references.
Now,
I'm
not
sure
if
committee
members
have
got
the
updated
version
of
this,
because
I
sent
through
a
slightly
updated
version
for
andy
today
and
but
just
to
give
ward
members
an
update.
G
G
So,
as
of
june
of
this
year,
you
have
got
a
remaining
balance
of
121
867
pounds
and
78
pence.
I
think
the
previous
amount
reported
was
around
40
000
pounds,
so
you
can
see
there's
a
massive
increase
there,
a
massive
difference
for
the
committee
to
be
able
to
use.
G
And
that
the
well-being
budget,
the
finance
report
counsellor.
G
G
Now
I
did
have
a
conversation
with
councillor
akhtar
last
week
before
the
committee,
and
he
did
ask
me
to
draw
just
a
few
brief
highlights
from
the
report,
which
I'm
more
than
happy
to
do.
But
one
thing
we
do
need
to
do
is
get
ward
members
to
make
the
subgroup
nominations
for
this
municipal
year
and
now
I
understand,
members
have
already
considered
appointments
to
outside
bodies
and
champions
elsewhere
on
the
agenda.
But
what
we're
now
asking
them
to
do
is
make
the
nominations
for
the
committee
subgroups.
G
We
have
got
two
subgroups,
we've
got
the
environmental
subgroup
and
we've
also
got
the
children
and
family
sub
group.
There
are
three
places
available
and,
and
my
understanding
is,
that
there's
a
vacant
slot
at
the
moment
for
little
london
and
woodhouse
and
we've
got
the
current
appointees
listed,
but
we've
also
got
the
champions
which
I
know
we've
already
appointed
elsewhere.
On
the
report
counselor
at
time
sure.
G
Well,
actually,
councillor
katong,
we've
we've
got
three
places
available
and
so
one
per
ward
for
each
of
those
sub
groups,
so
we've
got
three
available
places
for
the
environmental
subgroup
and
we've
got
three
for
the
children
family
subgroup.
Now
we
know
that
councillor
gathway
has
expressed
already
that
she
wants
to
continue
to
be
part
of
the
environmental
subgroup
and
she's
already
been
appointed
as
champion.
So
it
makes
sense
that
she
represents
that
world,
but
the
others
are
open
for
discussion.
B
Do
you
want
to
go
by
each
each
section,
so,
if
anybody's
interested
they
can
put
the
name
to
it,
call
please.
C
Sorry
chair,
I've
just
got
a
bit
of
a
query.
I've
had
my
hand
up
for
a
while.
C
So
it
says
vacant
slot
for
little,
london
and
widow,
so
I'm
pretty
sure
that
I
was
nominated
at
the
last
last
time
to
do
that.
I'm
sure
I
was
because
I've
been
going
to
I've
been
going
to
the
meetings.
G
G
E
I've
been
on
it
chair,
I'm
quite
happy
if
one
of
the
other
wheatwood
members
wants
to
take
it
on,
I'm
quite
happy
to
stay
so
I'll
leave
it.
F
C
Okay,
I
was
going
to
say:
I'd
prefer
to
do
children
and
families,
but
if
it's
already
taken,
that's
fine.
E
B
F
B
G
Yeah
so
there's
still
two
available
slots
for
the
children
and
families
sub
group
counsellor
councillor
actor-
I
know
councillor
has
already
been
appointed
as
the
champion,
so
it
kind
of
makes
sense
that
and
he's
the
odd
member
for
that
one,
but
we've
still
got
one
available
space.
I
was
still
going
with
councillor
katong
for
that
one
who
was
the
current
appointee.
G
Thank
you,
and
I
know
you
said
counselor
act
either
other
than
the
sub
group
reps.
There
was
not
much
else
that
you
wanted
me
to
highlight
in
terms
of
the
update
report,
but
if
you
don't
want
me
to
cover
anything,
I'm
more
than
happy
to
do
that
or
do
you
want
to
move
on
to
the
next
review?
Let's
go.
G
Okay,
so
moving
on
to
the
to
the
final
report,
then
counselor
actor.
So
this
is
the
af
consultation
report,
and
so,
first
and
foremost,
it
just
gives
some
background
and
context
to
the
fact
that
we
were
not
able
to
deliver
a
user
in
the
last
financial
year
and
it
gives
the
committee
an
update
on
the
consultation
that
took
place
with
young
people
and
also
aims
to
inform
the
committee's
budget
spend
for
this
financial
year.
Although
that
kind
of
is
beside
the
point
now,
because
you've
spent
most
of
your
money
anyway.
G
To
be
perfectly
honest
and
then
also
it
gives
some
reflections
from
the
last
year
in
relation
to
kobe,
19.
and
so
really
quickly
in
terms
of
reflections
from
the
last
year.
If
I
can
draw
members
attention
to
paragraph
15,
16
and
17.,
and
so
over
the
course
of
the
last
13
months,
there's
various
organizations
and
youth
providers
that
have
continued
and,
first
and
foremost,
to
adapt
to
the
challenges
that
the
pandemic
has
presented
them
with,
and
they
have
had
to
work
quite
differently
and
a
lot
of
those
activity.
G
Providers
have
moved
their
provision
to
online
virtual
platforms,
and
I
know
in
particular
in
the
in
the
northwest
committee
area.
What
they
decided
to
do
was
fund
fly
the
youth
activity
fund,
various
activity
packs
in
accordance
with
the
youth
service.
So
it
was
called
a
youth
service
guide
to
lockdown,
and
I
know
that
included
a
range
of
contacts
range
of
websites
that
young
people
may
need
included.
G
And
then
paragraph
18
just
draws
attention
really
briefly
to
the
to
the
temporary
youth
activity
fund,
revised
criteria
that
was
agreed
last
year
november
of
last
year
and
then
there's
a
section
that
is
called
digital
inclusion,
and
I
know
in
particular
the
inner
northwest
committee
allocated
some
of
their
available
funds
to
support
digital
inclusion
for
children
and
young
people
in
their
own
communities,
and
I
know
in
particular
that
has
been
a
challenge
across,
not
just
this
committee,
but
all
ten
committees.
G
Digital
exclusion
has
been
a
significant
challenge,
not
just
for
young
people
but
a
lot
of
people
in
those
local
communities
and
then
just
really
quickly,
because
I
know
you're
running
out
of
time
chair
in
terms
of
the
that
yaf
consultation
survey
itself.
If
I
can
draw
award
members
attention
to
paragraph
27,
so
a
paragraph
27
just
explains
that
the
committee
received
seven
responses
to
the
survey
and
and
then
it
moves
on
to
the
findings
and
recommendations
from
that
survey.
G
So
there's
some
key
highlights
from
the
survey
itself.
The
first
one
is
the
youth
activities
on
the
basis
of
that
feedback
states
that
offer
for
provision
should
be
in
venues.
Such
as
community
centres,
youth
clubs,
sports
centres,
as
well
as
being
delivered
outdoors,
the
the
majority
of
the
provision
takes
place
after
school
in
the
evenings
and
on
the
weekend
with
some
holiday
camps,
that
the
activities
are
inclusive
and
friendship.
G
Groups
have
refreshments
available
and
have
good
quality
staff
and
the
top
key
themes
for
for
spend
for
the
af
budget
sports
club,
such
as
rugby
and
football
dj
skills
and
other
music
related
activity.
And
then
we've
got
drama
and
dance,
and
then
paragraph
29
just
refers
to
the
fact
that
a
key
priority
over
the
course,
the
next
12
months,
is
that
we're
able
to
deliver,
in
accordance
with
the
committee
itself,
the
physical
summit
as
soon
as
it's
safe.
For
us
to
be
able
to
do
that.
We
know.
G
B
Thank
you
yeah.
If
there's
nothing
on
nothing
else,
you
want
to
stay
on
this
particular
item,
then,
in
that
case,
even
though
there's
no
any
other
business
on
the
agenda,
but
if
you
want
to
say
anything
you're
more
than
happy,
I'm
more
than
happy
to
listen,
okay
date
of
the
days
and
times
of
future
meetings.
Now
these
are
only
proposals
I
mean
in
is:
is
six
o'clock?
