make
clear
that
this
is
a
one
item
agenda
necessitated
by
our
move
towards
the
end
of
the
consultation
phase
of
the
devolution
deal
before
we
get
on
to
discussing
the
paper
in
front
of
us
if
we
could
go
through
the
formalities
so
jared,
please
item
one.

today's
meeting.

anyone

I'm
not

coming

So
there
are
no
minutes
from
former
meetings
to
take
on
this
agenda.

I
think
we
had
the
opportunity
to
have
a
full
discussion
with
all
group
leaders,
speaking
and
members
of
their
groups
contributing
as
well
and
so
without
going
into
all
of
the
details
at
this
particular
moment.
The
process
I
understand
is
that
we
take
the
paper
today
and
then
that
will
be
submitted
to
government,
along
with
other
resolutions
from
the
five
district
west,
the
inside
of
the
five
west
yorkshire
district
councils
into
the
process.
So
the
government
can
can
make
the
assessment
towards
moving
towards
signing
the
deal.

quite
happy
to
hand

and

there
are
any

comments

I
think
there's
no
need
to
rerun
the
debate
that
we
just
had
for
an
hour
and
a
half.
The
one
thing
I
did
want
to
pick
up
was
just
to
correct
something.
You
said
at
the
end
in
your
summing
up
in
the
meeting
where
you
suggested
that
our
group
had
not
supported
when
you'd
lobbied
for
the
not
to
be
a
mayor
which
isn't
correct
and
we
we
were
right
with
you
on
that
at
the
time.

I
hope
you'll
you'll
correct
that,
and
also
just
to
pick
up
on
councillor
galton's
literary
references.
I
hope
he's
read
the
defaultion
deal
because
it
didn't
seem
like
he'd
read
don
quixote
because
it
was
actually
quite
complimentary
to
councillor
carter.
I
think
so.
I
hope
he
spent
more
time
reading
reading
the
deal
than
he
did
reading
the
book,
but
other
than
that
I
think
given
where
we
are.
We
need
to
push
this
forward
and
make
some
progress.

I'm
happy
to
support
the
recommendations.

would
ask
counselor
lam
to
actually
read
don
quixote
instead
of
just
the
preface,
and
then
he
might
get
a
better
understanding
in
the
same
way
that
I've
got
a
better
understanding
of
devolution
by
having
been
on
the
combined
authority
and
slaved
through
bid
documents
for
transport
funding
in
terms
of
understanding
how
we
are
and
how
we
get
to
where
we
are.

As
I
said
in
the
debate
in
in
the
council,
we
need
to
make
sure
that
whatever
deal
we
get
on,
paper
is
one
that
we
are
able
to
develop
and
make
meaningful
for
the
people.
It's
meant
to
have
been
struck
for
this
deal,
because
at
the
moment
I
think
most
people
don't
know
what
the
combined
authority
does.
What
devolution
is
going
to
deliver
for
them?

What
change
they're
going
to
see,
and
at
a
time
when
kovid
is
making
us
fretful
for
our
future,
especially
for
those
people
who
think
their
jobs
might
be
at
risk
actually
having
the
ability
for
meaningful,
localized
enablement
of
things
like
employment
is
going
to
be
really
key
for
us
and
let's
get
the
agreement
done
agree.

It's
not
the
best
one
and
think
about
how
we
can
actually
build
on,
what's
being
given
to
us
as
an
opportunity,
and
even
if
it's
not
written
for
us
on
paper
in
terms
of
what
we
can
do,
we
can
certainly
use
that
louder
voice
that
we
might
have
in
the
areas
that
we've
been
given
some
authority
on
to
actually
challenge
the
way
things
are
done,
and
I
note
that
councillor
robinson
in
the
debate,
for
instance,
pushed
forward
the
idea
of
a
land
tax
as
an
alternative
to
the
precept
that
any
elected
mayor
might
be
able
to
have
at
their
disposal.

Now,
I'm
not
sure
if
that
would
involve
a
renegotiation
of
the
deal
or
whether
we
would
have
to
have
some
kind
of
special
ministerial
dispensation
for
that
kind
of
taxation
model
to
be
used.
But
I
think
all
these
suggestions
are
helpful
when
we're
looking
at
a
mode
of
government
which
is
in
development
thanks,
chair.

I
I
must
admit
I
have
no
recollection
of
you
of
your
group
arguing
against
the
directly
elected
mayor
model.
I
know
before
the
election
in
2015.
A
It
was
actually
liberal,
democrat
policy
that
it
wouldn't
be
a
prescriptive
model,
but
the
one
of
the
first
things
that
george
osborne
did
when
he
came
into
minority
government
was
to
was
to
insist
that
that
was
part
of
the
legislation.
So
we
are
where
we
are
with
that,
but
we
have
to
have
to
move
forward.
So
I'm
not
aware
that
either
of
you
really
want
to
open
up
any
debate
at
this
stage.
I
don't
know
if
any
of
my
members
want
to
come
in
at
all.

this
stage,
I
think
everyone
had
the
opportunity
to
outline
the
the
great
potential
that
we've
got
from
having
the
deal
going
forward,
and
I
I
think
we
will
inevitably
join
with
the
other
regions,
who
already
have
elected
mayors
in
recognizing
that
the
devolution
journey
in
this
country
is
very
much
in
its
infancy.

think
we
perhaps

move

agreeing

recommendations.
