is
slightly
wider

hire

he's

role
of
head
of
service
for
parking
services
in
our
area
and
we'll
be
taking
a
lead
in
some
City
Center
organizational
arrangements
as
well,
which
includes
the
cleaner
neighborhoods
team
for

city
census.

2022

January

statistical
information

for
that
period

a
summary
of
performance
with
statistics
for
members
to
read
and
ask
questions

a

of
the
entertainment
licensing.

an

of
the
taxi
private
hire
licensing
part

the
entertainment
licensing
team
watched
the
full
Council
last
last
month
now
and
and
all
the
comments
that
from
the
licensing
committee
that
were
very
warm
and
grateful
for
all
the
great
work
that
you've
been
doing

I'll

over
to
you

I
just
wanted
to
point
out
a
few
things
that
show
that
we
are
still
dealing
with
the
fallout
from
the
pandemic.
So
if
you
look
at
page
seven,
the
number
of
applications
that
we
received
in
2021
and
2022,
you
will
see
in
2021,
received
194
applications
for
premises
licenses.

This
was
a
higher
than
normal
figure
and
we
felt
that
this
was
a
rebound
from
2020.
The
figure
of
170
that
we
dealt
with
in
2022
is
more
normal.
M
If
we
turn
the
page
to
the
community
of
impact
policy
areas,
you
will
see
that
we
had
a
number
go
through
for
headingley
High,
Park,
Hills
and
armley.
The
ones
for
armies
just
wanted
to
explain,
because
normally
we
would
bring
all
applications
for
Army
to
a
licensing
subcommittee.

The
two
that
were
agreed
with
conditions,
one
was
for
a
new
premises
license
for
a
non-licensed
which
we
felt
was
to
be
encouraged
and
the
second
one
was
for
a
new
application,
but
the
applicant
varied
his
application
in
such
a
way
that
his
application
didn't
actually
change
his
original
license
at
all.
So
it
went
through
with
conditions
agreed,
but
that
was
because
there's
actually
no
real
decision
to
be
made
on
that.
You'll
see
the
the
from
the
other.
Two
one
was
refused
and
one
was
pending
as
we
turned
the
air.

If
I
can
direct
you
to
the
temporary
event
notice
figures
you'll
see
that
we
had
a
a
large
jump
between
2021
and
2022.
We
doubled
the
number
of
temporary
event
notices.
We
were
dealing
with
that's
still
below
normal.
We
would
normally
deal
with
around
1500
a
year,
so
we're
still
a
little
bit
under
our
normal
levels
and
then
just
moving
on
to
complaint
handling.

On
page
13.,
members
will
have
noted
that
the
2022
figures
for
unlicense
activity
and
basically
noise
complaints
have
more
than
doubled,
and
we
do
believe
that
this
is
in
direct
correlation
with
the
pandemic
and
people
being
less
tolerant
of
noise
in
their
neighborhoods,
and
this
is
probably
because
they're
they've
experienced
two
years
of
much
reduced
noise.
We're
expecting
those
complaints
to
to
to
regularize
part
of
this
might
be
the
increase
in
outside
drinking
that
we
have.
Since
we've
had
a
regulatory
easement
on
off
sales.

A
lot
of
people
are
now
using
their
outside
spaces,
and
we
expect
that
to
continue
I
think
a
lot
of
the
businesses
have
enjoyed
using
their
outside
spaces
and
and
we
feel
that
we're
supporting
business
by
doing
that.
But
it
does
mean
that
we
will
have
to
deal
with
a
slightly
higher
than
usual
level
of
noise
complaints
which
which
our
enforcement
team
are
dealing
with
and
then.
Finally,
just
on
page
15,
looking
forward
to
Future
projects
for
2023,
we
will
be
reviewing
the
Armory
and
juicy
Road
areas
in
relation
to
community
of
impact.

Certainly,
in
our
consultation
last
year
we
were
asked
to
extend
the
Army
commutative
impact
area,
which
we
will
be
looking
at
this
summer
and
we
have
had
a
long-standing
agreement
with
members
in
South
later
we
will
look
at
dewsbury
road
again.
To
be
honest,
we
did
look
a
number
of
years
ago
and
we
couldn't
justify
a
commutative
impact
area
at
that
time,
but
it's
timely
that
we
should
review
that
now.
So
that's
our
plan
for
2023

don't
know
if
we
want
to
take

the

Don't
imagine
anyone
has
a
priority
to
go

behave
poorly,
so
I
wondered
what
exactly
was
meant
by
that.

there
are
different
Behavior
standards.
As
we've
come
out
of
the
pandemic,
it's
really
difficult
to
analyze.
Why
I've
done
quite
a
lot
of
research
into
behavioral
change,
around
Global
events,
and
it's
quite
it's
well
established
that
people
re-entering
into
society
after
a
a
global
event
like
this,
do
have
different
Behavior.

Some
of
that
can
be
around
a
feeling
of
entitlement
of
wanting
feeling
so
that
they
have
a
right
to
be
out
and
about
because
they've
been
restricted
so
long,
and
this
is
sometimes
at
odds
with
the
bar
staff
and
the
door
staff,
and
so
there
have
been
some
issues
around
that
kind
of
behavior
standard.
That's
basically
where
we
were
coming
from
and
as
I
say
in
the
as
we
go
on
to
explaining
the
next
paragraph.

The
priority
for
the
customers
is
that
they
want
to
go
out
and
have
a
good
time,
regardless
of
the
impact
on
other
people,
including
residents
and
so
on
and
I.
Think
that's
been
very
clearly
shown
in
the
difficulties
we're
experiencing
headingly,
whereas
it's
almost
people's
priority
is
that
they
will
have
a
good
time
regardless,
because
they've
been
restricted
for
so
long.

there's
a

I'm
just
finding
it
of
multi-agency
liaison,
which
is,
is
very
useful,
but
could
we
add
the
end
violence
against
women

girls
working
group

city

know

yourself

been
a
very
valuable
member
of
that,
and
it
is
something
in
light
of
all
the
reports
of
sexual
harassment
and
assault
and
so
on
by
women
that
come.

safety
Advisory
Group
I
was
wondering
what
the
remit
of
that
is.
Could

do
they
only
help
with
outdoor
events
and
only

license
sensible
activities.

they

well
partially.
The
safety
Advisory
Group,
it's
coordinated
by
the
resilience
and
emergency
team
within
Leeds
city
council,
but
it
involves
a
lot
of
stakeholders,
both
internal
and
external,
to
the
council,
and
we
use
the
secure
platform
called
resilience.
Direct
for
sharing
all
events,
information
documents,
but
it's
not
necessarily
just
licensed
events.

It
could
be
community
events,
marathons
Etc,
even
demonstrations
and
matches
through
the
city
center,
so
it
it,
but
they
maintain
a
diary
of
all
events
throughout
Leeds
and
the
district
which
all
agencies
have
access
to,
and
so
it
can
inform
police
resources
highways
road
closures,
etc,
etc.
But
it
is
a
really
good
tool
for
out
for
the
purpose
of
our
licensed
events,
because
that's
where
the
event
organizers,
what
their
event
management
plans
and
then
the.
If
you
like,
the
multi-agency
meetings,
they're
coordinated
through
the
safety
Advisory
Group,
you
know.

probably
not

the
discussion

but
I
had
sort
of
concerns
about
the
three
areas.
Really,
it
was
the
medical
cover,
crime
disorder
and
Public
Safety.

There
were
concerns
of
various
sort
of
levels
raised
at
the
debrief
that
we
had
here
a
couple
of
months
or
so
ago,
and
I'll
answer
my
surprise
that
the
commanding
control
of
the
events
is
actually
the
responsibility
of
Festival
Republic
and
that
we
sort
of
serve
an
advisory
sort
of
capacity
and
oversee
it
by
way
of
the
resilience,
the
emergency
resilience
committee
and
the
safety
Advisory
Group.
But
given
the
concerns
that
were
raised,
I
think
these
are
issues
that
need
to
be
discussed
by
the
working
group.

mentioned
before
and
I
would
also
like
to
have
members
of
the
resilience
team
on
the
safety
Advisory
Group
present
at
those
meetings.

condition
of
the
events
is
that
we
are
supposed
to
see
the
event
management
plan
in
advance
and
we
didn't
see
it
or
we
didn't
see
the
final
version
of
it,
because
it
wasn't
ready
and
it
was
I,
think
passed
down
to
officers
to
agree
and
they
did
do.
This
is
the
condition
of
this
festival,
and
it's
a
condition
of
this
Festival
that
this
committee
actually
passes
it
and
I
want
to
see
it
in
full
and
complete
and
finalized
before
we
give
our
go
ahead
for
this
year's
Festival.

concerns

some

the
points

about

didn't

recognizes
the
significant
efforts
and
determination
of
of
drivers,
operators
and
our
staff
as
we
continue
to
recover
from
covert

city
and
also
restore
passenger
taxi
travel
to
levels
closer
to
pre-coded
levels,
but
obviously
we're
not
there.
Yet
so
I'll
just
pick
out
some
key
aspects
of
the
report
and
then
I'm
sure
you
have
questions
so
in
terms
of
page
16,
which
is
page
32
of
the
pack.

The
report
sets
out
how
we
utilize
funds
from
the
covid
economic
development
budget
that
was
worth
some
2.1
million
in
total
to
license
holders
by
way
of
Grants.
These
funds
were
used
to
offer
a
three-year
license
with
390
pounds
or
existing
drivers,
and
the
initiative
was
received
really
positively
by
our
trade
colleagues,
page

of
the
report
and
that's
page
33
of
the
pack
talks
about
the
vehicle's
emissions
and
free
licensing
grants.

So
once
we
don't
have
a
clean
air
zone,
we
have
still
retained
some
ability
to
to
make
grants
available
through
the
clean
air
fund
in
our
efforts
to
help
shift.

Colleagues
in
the
trade
from
Diesel
and
petrol
to
low
emission
vehicles
and
80
over
1800
owners
took
up
this
offer
of
a
grant
above
600
pounds
in
total,
and
that
was
1.1
million
was
allocated
in
this
last
year.
So
once
again,
another
positive
effort
by
the
team.

trend
has
continued
away
from
Diesel
and
petrol
Vehicles
towards
low
emission
ones,
3
000
of
our
4000
300
odd
vehicles
on
our
petrol
hybrid
with
a
fever
129,
electric
or
LPG
Vehicles.

compliance

was
undertaken

this
last
year

total

1187
Vehicles
were
inspected
by
our
enforcement
teams.

enforcement
teams
operate
seven
days
a
week,
24
hours
practically.
So
it's
a
it's
quite
an
extensive
compliance
operation
and
there's
some
further
information
on
page
20
of
the
pack,
which
is
page
30,
so
page

pack

relation
to
refusals
and
the
replication
decision.
Some
of
those
relate
to
voicemail
and
compliance
in
terms
of
Licensing
and
applications
which
are
discussed
on
page

the

In
the
second
half
of
2022
we
processed
326
licensing
applications.

400
new
vehicles
were
listed,
3600
vehicle
inspections
have
been
carried
out
this
year
by
the
garage
team
managed
by
Phil,
however,
drive
around
vehicle
application
numbers
do
remain
lower
than
2020
levels
and
Driver
applications
have
actually
reduced
in
the
city
and
that's
shown
in
the
figures.
This
is
a
national
Trend,
as
drivers
moved
away
into
other
areas
during
the
pandemic,
and
some
have
not
returned
happy
to
take
any
questions
on
that.

forward

the
committee
will
be
aware
that
we've
announced
the
commencement
of
the
vehicle
and
conditions
review
and
we
have
our
first
meeting
of
the
working
group
next
week
on
the
20th
and
we'll

looking

meet

trade

user
groups
between
now
and
the
end
of
July
and
to
hopefully
start
addressing
some
of
the
most
pressing
and
challenging
issues
we
face
in
terms
of
getting
a
wide
range
of
vehicles
onto
our
Fleet
safely,

with
more
flexibility
and
also
to
meet
the
diverse
needs
of
the
users
that
we
have
in
the
city,
particularly
those
that
are
using
wheelchair,
accessible
vehicles.

are

increase
every

on
the
number
of
vehicles
from
other
authorities

to
the

disappointing

emissions
and

emissions
in

of
our

grants

understanding

why

drivers

be
opting

as
