reports

various
tragic

disturbing
things
that
happened

I
just
wanted
to
check
that
we're
going
to
be
discussing
and
evaluating
the
whole
situation
at
a
future
meeting.
When
there's
been
a
chance
to
get
all
the
facts
straight
and
we
can
have
appropriate
representation
of
the
relevant
bodies
and
stakeholders.

first
thing
to
say
is

behalf
of
the
committee
that
our
our
thoughts
are
with
David,
gelino's,
friends
and
family
at
this,
this
tragic
time
as
an
update
for
the
committee
councilor

met
with
officers
and
partner
agencies
yesterday
to
discuss
some
of
the
issues
that
arose
from
Leeds
Festival.

was
clear
from
that
meeting
is
that
there
was
still
evidence
being
gathered
from
from
partner
agencies.
We
agreed
that
we'll
look
to
the
sarg
report,
so
that's
the
safety
Advisory
Group
report
for
more
information
and
from
there
we'll
make
a
decision
about
how
we're
going
to
progress.

shall
move

a
gender

which
is
taxi
and
private,
hire
licensing,
review
of
policies
and
conditions
and
could
I
invite
officers,

taxing
and
private
higher
licensing

this
is
the
first
of
a
number
of
policy
reviews
that
we
plan
to
carry
out
over
the
next
two
or
three
years.

The
council
has
got
in
excess
of
20
different
policies
and
conditions
and
sort
of
supporting
documents,
and
this
very
brief
report,
together
with
a
brief
terms
of
reference,
is
really
designed
to
prompt
some
discussion,
some
prioritization
and
prompts
of
interest
from
members
to
play
a
role
in
terms
of
the
the
working
groups
at
the
sort
of
exploration,
exploring
options,
consultation
and
then
record.

recommended
policies
for
those
members
who
weren't
on
licensing
committee
when
we
outlined
the
themes
of
policy
reviews
I'll
draw
your
attention
to
that.
So
it's
on
page
12.
It's
part,
paragraph
two
on
page
12

your
bundle
and
I'll
just
go
through
the
the
six
areas,
so
we've
got
a
vehicle
policy
review
and
and
I've
highlighted
that,
including
reviewing
CCTV
and
vehicles
that
we
actually
completed
an
awful
lot
of
the
work
before
covert
and
lockdown.

Secondly,
private
hire
operator
policy
review.
Thirdly,
decision
making
review.
Fourthly,
driver
policy
review,
fifth
compliance
and
enforcement
review
and
sixth
Gathering
and
sharing
information
review
and
those
correspond
to
different
chapters
of
the
single
licensing
policy
where
I'm
aware
that,
because
we've
got
lots
and
lots
of
different
policy
documents,
it's
quite
hard,
sometimes
for
people
to
see
the
wood
for
the
trees.
So
we'll
we'll
return
to
updating,
reviewing
a
single
licensing
policy
and
we'll
see
the
other
specific
policies
and
conditions
documents
as
supporting
the
main
single
licensing
policy.

So
at
the
most
recent
licensing
committee,
where
we
discuss
prioritization
and
then
at
various
trade
meetings,
we
haven't
really
done
a
lot
of
stakeholder
engagement
in
terms
of
what
the
stakeholders
would
like
to
see
do
first,
but
there's
a
very
strong
push
for
vehicle
conditions
to
be
reviewed
first
and
I.
Think
that
makes
sense
in
terms
of
things
like
the
cost
of
living,
the
dilemmas
around
replacing
updating
vehicles.

Some
of
the
the
questions
we've
had
around
the
impact
of
kobit
and
on
the
either
on
the
standard
of
vehicles
or
the
way
in
which
the
council
has
continued
to
inspect
Vehicles.
It
also
touches
on
the
the
discussions
that
we've
had
in
around
risk
and
whether
our
vehicle
conditions
really
address
risk
or
whether,
in
some
cases,
people
see
that
they
go
too
far
or
they
address
the
wrong
the
wrong
area
so
for
for
the
council,
I
think
it
makes
sense
to
talk
about
vehicles
and
vehicle
conditions.

doesn't
mean
that
we,
when
we're
discussing
vehicle
conditions,
we
might
not
touch
on
other
areas
as
well,
but
the
aim
then
would
be
to
focus
on
the
vehicle
conditions,
policies,
recommendations
which
might
include
the
areas
of
other
policies,
for
example,
for
private
hire
operators
or,
for
example,
for
for
other
policy
areas
that
we
would
want
to
look
at
as
well
so
section
three
sorry,
paragraph
three
just
outlines
the
as
a
suggestion
for
four
working
groups,
each
to
have
an
exploration,
phase,
options,
appraisal,
phase,
consultation,
phase
and
then
sort
of
fine-tuning
implementation
phase,
and
we
suggested
four
policy
themes
within
that
vehicle
conditions,
themes,
Hackney,
Carriage,
Vehicles,
private
hire
vehicles,
non-standard
vehicles,
either
larger
vehicles
or
very
small
Vehicles
Executives.

The
statutory
guidance
talks
about
stretch
limousines
which
the
council's
not
had
a
policy
for.
So
it
would
feel
like
an
emission
on
our
partner
I
think
we
would
want
to
address
that,
but
that
might
be
linked
to
Executive
private
hires
novelty
Vehicles.
There
is
one
novelty
vehicle
in
Leeds,
but
we've
also
had
applications
from
people
to
have
a
Hackney
carriage
or
a
private
high
vehicle
that
is
towed
by
a
bicycle.

Now,
that's
called
a
petty
pedicab
and
again
with
the
past,
we've
refused
and
we've
said
we
would
deal
with
that
under
any
future
vehicle
conditions
review,
and
this
would
seem
to
be
the
the
correct
point
to
do
that
and
then
finally,
equipment
and
adaptations
to
vehicles,
and
that
would
include,
but
not
limited
screens,
that
initially
were
for
safety.

But
now,
if
we
feel
that
there
is
almost
as
much
for
reducing
covert
coping
transmission
CCTV
in
vehicles
advertising,
but
that
might
also
be
other
AIDS
equipment
adaptations
as
well
things
like
Telemetry
things
like
technology
in
the
in
vehicles,
so
they're
the
four
broad
themes.

is
really
just
an
introductory
report.
I
think
what
I'd
like
to
flag
up
in
terms
of
the
the
suggesting
the
the
themes
for
discussion
is
the
table
in
the
terms
of
reference
that
just
fleshes
out
in
a
little
bit
more
detail
what
we
might
discuss,
what
we
might
explore,
what
information
we
might
need
that
might
also
include
special
representation,
whether
that's
representation
from
other
authorities
or
trade
bodies
or
the
department
for
transport
or
other.

know
other
other
groups
there.

this
is

it's

I've
suggested
there
a
number
of
themes-
that's
not
exhausted,
but
it's
designed
to
have
a
have
a
discussion
about
what
we
would
focus
on,
including
things
like
age
limit
inspection
regime.

There
are
some
specific
areas
around
Hackney
carriages
that
the
council
has
a
legal
power
to
limit
the
number
of
happy
carriages,
but
we
also
have
conditions
on
how
many
carriages
that
we
don't
have
on
private
hire
such
as
50
of
those
carriages
need
to
be
wheelchair
accessible.
That's
a
particular
challenge
now
for
the
carriage
owners,
but
also
for
passengers
as
well
I.

Think,
particularly,
we
get
a
stream
of
complaints
from
people
saying
I'm,
a
wheelchair
user
and
I
find
it
very
hard
to
get
a
hacky
Carriage,
and
that
touches
really
on
things
like
the
types
of
vehicles
approved.
People
will
know
that
the
generally
there's
more
Vehicles
now
that
are
higher
off
the
ground.

That
might
mean
they're
easier
to
get
into
for
some
people,
but
it
might
mean
the
risk
of
slipping
and
falling
out
is,
is
worse.
So
we've
got
at
the
moment:
we've
got
a
limit
that
says
vehicles
that
are
particularly
high
off
the
ground,
wouldn't
be
licensed,
and
yet
they're
very
good
for
things
like
hybrid
they're,
also
good
for
luggage
provision
as
well.

There
is
there
are
new
regulations
in
force
from
this
summer,
around
Vehicles
needing
to
accommodate
Mobility
equipment,
by
which
I
would
interpret
that
as
a
fold-up
wheelchair
or
a
walking
walking
frame
as
well
as
luggage,
so
maybe
larger
vehicles
that
our
IRS
program
might
be
better
able
to
do
that,
and
we
would-
and
we
would
look
at
those
areas
as
well
in
terms
of
the
other
areas
there.
That
might
also
be
areas
work
that
I've
called
Livery.

Other
authorities
have
changed
that
there
is
a
line
in
the
department
for
transport
best
practice
guidance
that
is
definitely
not
finalized
and
issued
yet,
but
in
terms
of
the
consultation
to
say
that
Authority
should
look
at
tolerating
allowing
tinted
windows
but
may
consider
other
measures
as
well
like
CCTV
and
vehicles
too,
address
risk
primarily
for
passengers,
but
we
also
know
drivers
are
generally
supportive
of
CCTV
in
terms
of
the
other
areas.

There
things
like
non-standard
vehicles,
executive,
Vehicles
we've
got
some
exemptions
for
executive
Vehicles,
so
executive
vehicles
don't
have
to
have
the
stickers
and
delivery.
They
don't
have
to
meet
the
the
conditions
on
tinted
windows
and
so
on,
but
they
meet.
They
meet
the
standards
through
other
measures.
Their
drivers
are
generally
required
to
wear
uniform
and
so
on.
So
we
can
discuss
executive
Vehicles.

We
could
discuss
larger
vehicles
that
might
be
relevant
when
it
comes
to
passenger
transport
and
we
might
involve
passenger
transport
in
the
discussion
and
then,
finally,
that
is
the
sort
of
AIDS
adaptations
equipment.
So
that
might
include
how
we
look
at
Mobility,
AIDS
and
Mobility
equipment.
How
we
look
at
wheelchairs,
how
we
look
at
accessing,
guide
and
assistance,
dogs
and
safety
screens,
but
there
may
also
be
other
areas
of
Technology
there,
including
things
like
Telemetry
that
provide
a
link
to
whether
a
vehicle's
been
driven
safely
and
so
on.

So
it's
a
number
of
areas
that
I
think
we
could
explore
that
there
is
a
very
strong
push
from
the
representatives
of
the
local
Leeds
trade
to
as
well
address
things
like
the
cost
of
living
in
terms
of
the
the
lifespan
of
a
vehicle.
So
that
might
not
just
be
the
age
at
which
a
vehicle
is
first
licensed,
but
how
long
a
vehicle
should
be
licensed
for
as
well.
So
there's
quite
a
lot
to
discuss
there.
We've
got
something
like
13,
separate
documents
that
address
these
issues
currently
I'd.

clear
guidelines,

2022

types
of

has
got
a
particular
process
for
approving

for

wheelchair,

of
the
things
we'd
like
to
do

those
vehicles
in
front
of
members

Licensing
Committee
in
front
of
trade
Representatives,
but
also
in
terms
of
Passenger
groups.
So
we've
got
a
particular
commitment
to
engaging
with
Leeds
access
committee
as
well,
so
we
would.

look

specifically,
maybe
starting
with
Hackney
Carriage
Vehicles
Hackney,
Carriage,
wheelchair
accessible
Vehicles,
looking
at
types
of
vehicles
and
saying,
let's
get
those
vehicles

front

as
showing
exactly
what
our
officers
do
when
it
comes
to
licensing
and
inspecting
a
vehicle.
It's
not
the
same
as
an
mot.
It
does
go
into
more

we've

put
a
lot
of
work
into
that
over

the
last
couple

problem
with
people

voluntary,
the
subcommittee,

will
be
one
subcommittee
and

be
volunteers
to

wants

beyond

There
is
a
requirement
for
a
minimum
of
three,
so
I'll
probably
be
on
that.

there'll
be
two
people
that
have
been
mandated
from
the
committee,
but
I
don't
think
if
we'll
see
any
problems
with
with
three
people
be
interested
to
be
on
the
committee,
the
entire
committee
can
be
on
it
if
they
wanted
to
and
there's
my
understanding.

much
hope
for
us
to
reduce
the
number
of
separate
policies
and
I
I'm,
not
necessarily
sure,
starting
with
going
through
every
existing
policy
line
by
line
is
the
most
helpful
way
to
do
that.

push

understanding
where
the
pain
points
are
understanding
where
the
areas

uncertainty
are

lack
of,
like
a
lack

clarity,

we've

general
aim
of
updating,
refreshing

would
still
want
to
take
legal
advice
in
terms
of
the
specific
Provisions

specific
wording

policies

that

there
are
definitely
some
policy
areas
that
relate
only
to
Hackney
carriages
and
not
to
private
hire
only
to
private
hire,
not
tactic
Carriage
only

Executive
vehicles
and
not
to
either
private
hire
or
carriage,
and
then
only
about
AIDS
and
adaptations
and
other
things
that
might
not
apply
to
any
vehicles.

So
it's
something
where
I
think
we
can
clarify
that.
But
the
aim
is
not
to
put
everybody's
reading
through
all
13
appendices
and
saying
tell
us
tell
us
what
you
think
we
should
change
is
more
of
it
is
to
have
that
exploration
stage
and
that
discussion
remembering
to
to
make
sure
the
local
trade
has
a
voice
that
members
have
a
voice.
That
officers
can
talk
about,
what's
not
working,
but
also
we're
giving
passengers
passenger
groups,
commissioners
of
transport
say
as
well,
and
that
was
something
that
actually
we
did.

it's
something
where
I
think
we
want
to
focus
on
the
bigger
issues
rather
than
go
through
in
fine
detail,
every
the
wording
of
every
single
policy
that
doesn't
mean,
then
we
wouldn't
need
to
rewrite
the
policies,
but
I'd
very
much
hope
that
we
can
simplify
and
reduce
the
number
of
separate
documents
that
we've
got
and
I
guess
I.
Think
that's
the
aim
over
time
isn't
to
have
a
periodic
review
where
you
introduce
a
policy.

We've
got
a
policy,
that's
around
aligning
with
the
Clean
Air
Zone
we
implemented
at
a
certain
time
about
a
year
or
so
before
we
thought
the
clean
airzone
was
going
to
come
in.
That
was
very
timely
at
the
time,
but
we
now
don't
have
a
clean
out
zone,
so
we
can
align
that
more
more
with
the
mainstream
vehicle
policy.
So
I
think
it
would
see
timely
to
do
that,
but
the
aim
is
not
to
have
people
spend
all
their
time
reading
exactly
what
the
policies,
if.

could
bring
in
Council
of
Forsyth.

I
think
that's
it.
That's
definitely
part
of
what
I
call
the
pedicab.
So
that
is
a
vehicle
pulled
by
a
cycle.
We
would
certainly
need
to
change
the
vehicle
condition
because
the
vehicle
talk
about
Motors
or
engines,
or
things
like
that
and
there'll
be
a
question
mark
about
whether
those
Vehicles
could
be
used
for
hire
or
whether
they
would
go
use
a
pre-planned
route
and
therefore
people
could
hop
on
or
hop
off,
which
is
a
variation
that
we've
seen
in
some
places.

For
example
in
London
it's
used
in
Hyde,
Park,
London,
Zoo
or
elsewhere.
It's
exactly
that
sort
of
thing,
I
think
around
non-standard
type
vehicles,
I
think
the
the
council
has
always
been
quite
wary
of
issuing
licenses
to
the
to
Vehicles
pulled
by
cycle,
but
I
think
that
I
think
you
know
the
the
city's
change
the
layout's
changed,
but
that
may
be
limited
to
a
specific
geography,
for
example,
and
that
might
be
where
we
need
to
hear
from
other
cities
that
have
done
something
different.

emergency

recommendations
on

the
representatives
of
the
working
party,
you've
mentioned
reps
of
passenger
and
stakeholder
I'm,
just
wondering
how
on
Earth,
you're,
gonna,
select
three
people
or
the
maximum
three
people
or
minimum
three
people
of
the
hundreds
of
thousands
of
passengers,
stakeholders
who
actually
used
taxis,
private
hire,
outnumber
Hackney,
Carriage
vehicles
and
drivers
by
a
considerable
number
will
the
representation
or
the
representations
for
those
two
groups
of
the
trade
be
truly
representative.

terms
of
people
representing
passenger
stakehold,
the
people
we've
already
made
contact
with
passenger
transport
access
committee
focusing
on
disabled
people
and
maybe
a
group
something
like
lead,
older
people's
Forum.
So
on.
We
also

contact
with
school
Governors
and
we
made
contact
with
people
around
children,
children
using
such
Vehicles.
It
may
well
be
when
we
come
further
down
the
line.

people
are
focused
rather
more
on
some
areas
of
the
of
the
working
group
or
some
meetings
rather
than
others,
and
it
may
well
be
