deserve
top
class
services,
and
this
is
one
he
wants
to
provide
here
and
it's
only
through
the
provision

top
class
services,
mainly
through
independence
in
areas
such

chapel

that
these
these
areas
can
effectively
improve
and
become
more
attractive
places
for
people
to
visit
and
people
to
live
for
your

four
aisles
and

have
to
say
when
I
went
there,
it's
extremely
well
stocked.

emphasis

eastern
european
foods-
polish,
romanian,
bulgarian,
czech,
lithuanian,
but
there
will
be
english
foods
and
fruit
and
vegetables,
cold
meats,
sausages,
continental
sausages.

be
household
products,
it'll
have
a
whole
supermarket
range
of
goods
and
we're
talking
about
probably
the
cost
of
stocking
it.
Excluding
alcohol

pounds

there
that
my
clients
already
put
a
huge
investment
in
of
200
000
pounds
and
he
wants
the
ability
to
sell
alcohol

complement
the
goods
which
he
sells

the
store
when
looking

the

say
that
applicants

deprived
areas
should
carefully
considered

the
measure
relating

the

concerns

their
behalf
in
relation
to
this
application
in
order
to
help
them
get
their
points
across
as
best
as
possible.
I
The
residents
know
the
area
very
well,
as
will
the
council,
as
I'm
sure,
and
hopefully,
you've
all
seen
the
local
area
profile
that
was
filed
when
I
will
try
not
to
repeat
too
much
of
what
is
in
that
document
in
terms
of
the
local
area.
However,
briefly,
there
are
five
main
reasons
why
the
while
the
residents
believe
this
application
should
not
be
granted.
I
I
There
are
frequently
references
in
the
media
to
gang
turf
wars
as
well.
The
local
area
profile
submitted
demonstrates
this
further
and
includes
the
crime
statistics
for
leeds
northeast
as
a
whole,
which,
in
august
included
1032
crimes
as
a
minimum.
367
of
these
were
actually
centered
on
japantown
lee's
council's
statement
acknowledges
the
link
between
the
availability
of
alcohol
and
violent
crime
and
domestic
violence.
I
Secondly,
matters
of
public
safety
and
prevention
of
public
nuisance.
Historically,
the
following
have
been
very
serious
issues
in
the
area:
vagrancy
public
urination,
verbal
abuse,
littering
and
loitering.
There
are
already
problems
with
men
loitering
outside
premises
on
chapel
town
road,
as
can
be
seen
from
the
objections
you've
received,
and
there
is
a
very
real
fear
of
this
becoming
a
problem
on
the
same
scale
as
hair
hills,
loitering
and
verbal
abuse
is
also
something
recognised
in
the
statement
as
a
potential
issue.
I
In
particular
harassment
of
women
and
girls
by
groups
of
men
drinking
in
the
streets,
as
the
councillors
will
know,
harehills
has
an
extremely
high
crime
rate
and
is
an
accumulative
impact
area.
Whilst
the
residents
do
appreciate
that
this
is
not
hair
hills,
chapel
town
is
in
the
same
lower
super
output
area,
which
is
the
scale
of
deprivation,
that's
used
and
has
a
high
crime
rate
already.
I
It
was
once
home
to
one
of
the
most
notorious
pubs
in
britain
and
has
a
reputation
for
being
a
dangerous
place.
The
residents
are
keen
for
the
steadily
improving
reputation
of
the
area
to
continue
public
health
is
always
a
concern,
and
the
availability
of
alcohol,
especially
cheap
alcohol,
adds
to
the
existing
problems.
The
recent
pandemic
has
also
affected
the
nation's
mental
health.

I
It
is
also
a
very
family
orientated
area,
with
plenty
of
parks
and
family
houses.
The
bus
stop
located
near
the
premises,
which
is
a
great
concern
to
a
number
of
residents
and
has
been
referencing.
Quite
a
few
of
the
objections
is
frequently
used
by
school
children
going
to
and
from
school,
and
these
children
will
see
people
in
and
around
the
shop
and
potentially
consuming
alcohol
outside
the
statement
of
the
council
refers
to
the
normalization
of
abuse
of
alcohol
abuse
and
the
effect
this
has

granted
will
not

licensing

whole
area
of
chapel
town
suffers
from
problems
with
crime
and
disorder,
and

sale
of
alcohol
will
exacerbate
these
problems.
The
evidence
is
clear
for
this.
In
the
experiences
of
the
residents
and
in
the
area
profile,
including
the
crime
statistics,
this
area
is
improving
and
they
the
residents,
welcome
a
convenience
store
and
anyone
else
willing
to
continue
in
the
improvement.

residents
know
this

their

young

issues
and
I'd
like

bear
that
in
mind.
