event

with
a
maximum
capacity

Camping
provisions
have
also

licensing
act,
the
council's
highways
department
are
not
considered
a
responsible
authority.
They
are,
however,
one
of
the
safety
advisory
group
partners

submitted

attention

traffic
management
points

event.

comments
and
the
applicant's
responses
included
for
members
information
in
the

consultation

the

that
ran

festival,

the

see

granting

the
application,
as
outlined
just
now
by
mr
nelson
in
relation
to
a
one-day
event
and
now
with
no
camping
as
per
the
amended
operating
schedule.

festival
is
aimed
a
student
orientated
crowd
with
a
profile
of
ages
20
to
25
years
of
age.
The
specialist
team
were
employed
are
highly
experienced
at
running
events
and
have
worked
with
leeds
city
council.
Previously,
you
have
met
them,
but
just
by
their
background.
Obviously
shane
graham,
is
the
owner
director
of
mint
festival,
who
founded
the
mint
brand
in
leeds
and
runs
a
mint
nightclub
within
the
city.

We
then
have
warren
king
from
aec,
a
very
experienced
acoustic
engineer
and
indeed
has
worked
with
mint
previously
other
recent
events
include
v
festival
and
isle
of
wight.
Then,
in
terms
of
security,
david
bellas,
from
g4s,
a
north
of
england
manager
for
g4s,
will
head
up
the
security
recently
coming
off
a
grand
national
and
a
very
similar
renaissance
dance
event
over
instant
helens.

Finally,
james
silson
is
from
scp
transport
management,
who
will
deal
with
any
transport
related
issues,
and
indeed
he
ran
the
mint
festival
last
year
in
conjunction
with
the
yorkshire
2019
cycling.
Also
in
terms
then
of
linkage
to
the
leads
statement
of
licensing
policy,
if
the
event
was
to
be
licensed,
it
would
be
in
line
with
the
council's
wish
to
establish
leads
as
a
major
european
city
and
cultural
and
social
center.
The
granting
the
premises
license
will
also
fall
in
line
with
paragraph
212
and
the
statement
of
licensing
policy.

the
outset,
mint
has
sought
to
engage
with
the
multi-agency
sag
that
has
been
mentioned,
and
indeed,
close
liaison
has
taken
place
and
will
continue
to
take
place
there
being
a
condition
incorporated
on
the
license.
The
state,
the
event
management
plan
and
revision
to
the
event
management
plan
must
be
approved
by
the
safety
advisory
group.

ease,
as
at

it
sets
out
the
key
timings
for
liaising
with

sag
and
just
to
confirm
that
we
are
well
within
them
for
an
event
this
september.

application
initially
was
for
a
weekend-long
four-day,
camping
event
and
as
outlined
due
to
the
representations,
the
festival
has
taken
these
on
board
and
has
reduced
that
to
a
single
one-day
event.

hour
sort
can
be
seen
as
per
your
supplemental

in
the
green
highlighted
elements,
and
they
are
for
a
saturday
between
the
hours
of
100
and
2300
hours
for
plays
films,
live
music
performance
of
dance
and
anything
similar
for
recorded
music,

hours
to
23.45,
for
the
sale
of
alcohol,
100
to
23.45
and
then
late
night,
refreshment
2300
to
midnight.
So
the
reason
for
the
slightly
longer
hours
for
recorded
music,
sale
of
alcohol
and
late
night
refreshment
are
to
aid
disbursement.

understand
it's
not
a
land
grab
for
to
continue
the
festival
beyond

300
hours.
There
is
an
agreed
condition
with
the
aho
that
states
noise
from
the
license
site
will
be
inaudible
inside
the
nearest
sensitive
premises,

premises
after
2300
with
windows
open
in
a
manner
that's
for
typical
ventilation.
So
it
is
purely
for
dispersal
element
that
extra
hour
after
2300
hours.

there
will
be

screening,
that's
covered
at

and
anyone
who
cannot
prove
their
age
or
is
deemed
under
the
influence
of
alcohol
drugs
will
be
refused
entry
protocols.
Then
I
won't
outline
them
now,
for
obvious
reasons
will
be,
will
then
be
followed.

has
also
been
made
of
a
previous
event
held
in
leeds
I'm
uncertain
of
that,
but
I'm
sure
council
dobson
will

let
us

he

event
it
was
and
therefore
we'll

noise,
specifically
in
relation
to
noise.

the
noise
management
plan

ongoing

means

noise
will
be
controlled
and,
namely
by
sight
and
sound
design
at
the
event
site.
There

be
sound
level
analyzers
at
the
mixer
decks
positions
and
noise
levels
will
be
continually
monitored.

offsite
measurements
will
also
be
conducted
at
locations
agreed
with
the
ho,
as
well
as
in
response
to
any
complaints
there
may
be,
and
indeed
the
measures
that
I've
already
alluded
to
in
the
community
plan
will

telephone
hotline,
the
further
conditions
I've
alluded

I
suppose,
most
importantly,
there

a
noise
log
kept,
and
indeed
the
inaudibility

it
being
ignored

terms

previous
events,
there

a
very
thorough
litter,
cleanup
done
not
only
on
site
but
around
the
local
area,
currently
we're
liaising

services

ric
plant
services
that
were
used
in
2020.

customers

won't

issue
in
terms
of
anti-social
behavior
that
council

talks
of
it
won't
be
tolerated
at
the
event.
As
per
the
entry
screening
process,
those
demonstrating
any
anti-social
behavior
will
be
refused
entry,
as
per
agreed
conditions
with
the
police.
There
will
be
an
incident
report
register
and
then
recording
any
antisocial
behavior,
and
indeed
there
will
be
cctv
in
place,
as
is
conditioned.

misuse
and
drugs
alcohol,
as
stated
previously,
there
is
a
specific
alcohol
and
drugs
policy
found
at

of
the
agenda.
Anyone
found
trying
to
enter
under
the
influence

drugs

is
a
zero
tolerance
policy
towards
drug
nuisance.

policy,
this
is

the

campfires,

an
issue.

was
mentioned,
drunk
people
roaming
about
after
the
event,
there
will
be
a
shuttle
bus
link
into
leed
city
center,
obviously
a
short
distance
away,
so
the
frequency
will
be
high.
So
we
don't
envisage
this
being
an
issue,
but
as
in
previous
years,
at
lee's
east,
there
is
a
minibus
on
standby
to
do
sweep
up
of
any
stragglers
for
want
of
a
better
word
from
previous
events.
It's
been
alleged
that
mint
is
poorly
managed
and
there
was
an
ill-equipped
security
company.

is
totally
refuted
in
the
strongest
possible
terms
and
you'll
note
that
the
letter
from
selby
district
council
and
the
relation
to
the
management
of
the
festival
over
the
last
two
years
at
least
eids
air
sport,
the
final
paragraph
stating
officers
from
the
licensing
and
police
and
environmental
health
attended
the
events
from
selby
council
licensing
perspective.
We
found
that
the
event
was
well
run
and
well
managed.
We
were
satisfied
that
the
event
organizers
had
done
everything
asked
of
them.

there
being
an
issue
with
ticket
touts.
The
majority
of
the
ticket,
touts
will
all
sorry
majority
ticket
the
majority
of
tickets
will
all
be
pre-sold
and
there's
a
very
limited
number
of
tickets
held
on
the
gate
for
emergencies,
and
indeed
this
has
not
been
an

isn't
gathered

swillington

sits

the
cartilage

the
time
when
those
events
took

being
the
exec
member
for
parks
and
countryside
and
obviously
the
event
in
question
took
place
on
council
premises
and
I'm
offering
advice
and
a
warning
to
the
subcommittee
this
morning
that
the
event
in
question
caused
a
whole
raft
of
issues
in
terms
of
the
objectives
of
the
licensing
act,
and
it
is
not
for
me
to
say,
and
I'm
sure
there
will
be
a
strong
rebuttal
from
the
applicant
that
that
is
one
of
the
reasons
why,
for
the
last
few
years,
it
hasn't
taken
place
within
the
cartilage
of
leeds.

it's
some
time
ago,
I
accept,
but
some
of
that
disorder
was
linked
to
use
of
illegal
substances
and
legal
substances.
That
meant
that
dispersal
was
shambolic,
a
danger
to
the
public,
a
danger

attendees

not

any
way
shape
or
form
constitute
any
of
the
objectives
of
the
licensing
act.

problem
we
have
today
is
you're
effectively
being
asked
to
consider
an
application
that
really
doesn't
take
into
account
the
historic
failures
of
previous
events,
and
it's
actually
quite
heartening
to
see
the
glowing
response
from
selby
council,
which
clearly
is
something
on
my
watch
when
the
event
last
took
place
in
with
us
that
that
we
would
have
been
able
to
offer
in
any
way
shape
or
form,
I
actually
did
have
a
word
with
parks
and
countryside.

recently
to
say
look
would

allow
this
to
take
place
on
council
premises

answer
I
got
was
somewhat
woolly.
You

times
have
changed.
Memories
have
faded
who
could
possibly

the
event
on
council
premises
so

the

would
appear

the
organization
has

journey

those
events

consider

points
if
anybody
is
telling
us
that
the

stop

entry

the
festival
are
such
that
nobody
will
be
entering
that
site
in
possession
of
illegal
substances
upon
their
person,

will
happily
accept
that,
but
obviously,

the
event
takes
place,

there
is
anything
to
the
contrary,

think
questions
need
to
be
asked
going
forward
around
how
long
the
council
and
licensing
subcommittees
can
listen
effectively

the
same
kind
of
evidence

brought
forward

on
year
