premises

the
grocery
store.

representations
from
other
persons
in
which
the
application
has
attracted
one
from
a
member
of

public,
largely
on
the
grounds
of
public
nuisance
related
matters.

comprehensive
conditions
were
offered
in
the
original
application
and
no
objections
from
responsible
authorities.
In
addition,
we've
submitted
training
manual
and
compliance
documents

help
with
the
running
of
the
premises.
So
I
won't
repeat
those
items
here

they're
all
in
the
the
report
there's
one
objection,
supported
document
has
been
submitted.
Regarding
the
objection,
I
have
to
say,
I'm
not
quite
sure
what
this
says
about
the
actual
premises.

Now
I'll
just
refer
to
the
the
objection
made,
it
states
my
wife
and
I
wish
to
object
to
the
application
to
sell
alcohol,
the
reason
being
that
alcohol
can
already
be
bought
in
at
least
two
similar
shops
within
100
metres,
not
to
mention
a
large
supermarket
and
many
more
outlets
at
a
slightly
larger
range.

The
objection
goes
on
when
I
did
jury
service.
Every
case
I
heard
was
alcohol
related.
You
will
be
aware.
The
fronts
of
such
shops
has
often
been
places
where
young
people
congregate,
causing
a
nuisance
and
trying
to
obtain
alcohol.
This
particular
shop
has
a
large
paved
frontage
that
could
encourage
this.
I
know
that
it
is
even
intended
to
be
open
on
a
sunday
and
again
until
late
at
night,
which
neither
iron
or
the
church
officer
would
welcome.
That's
the
part
of
the
representation
in
the
original
conditions.

They've
said
that
if
there
was
any
issues,
they
would
talk
to
the
pcsos,
the
local
pcsos
and
engage
them.
If
there
were
any
issues
arising
of
public
nuisance,
the
representation
goes
on
to
state
there's
already
a
new
overbright
illuminated
sign
above
the
shop
that
causes
great
glare
and
unnecessary
light
pollution,
which
appears
to
be
on
all
day
and
night,
even
though
the
shop
hasn't
opened.
Yet
it
is
misspelling
of
a
word
etc
and
contravenes
planning.
We
don't
think
planning
is
an
issue
as
regards
licensing.

Any
sort
of
issue
of
that
could
be
dealt
with
under
existing
legislation
with
environmental
health.
So
we
don't
think
that's
a
consideration
for
licensing
matters.
As
far
as
we
know,
planning
is
not
related
to
licensing.
It
stands
alone
on
its
own
issues
and
any
any
any
issues
can
be
brought
up
with
environmental
health.
If
there's
it's,
if
it
becomes
light
pollution,
we
don't
think
the
objection
does
not
really
address
the
actual
application
and
just
seems
to
be
speculation
which
case
law
states
cannot
be
considered.

Bearing
in
mind
the
original
conditions
offered
and
the
training
compliance
documents
to
help
run
the
premises,
we
hope
the
panel
can
see
fit
the
grant.
The
application
has
applied
for
they,
they
got
no
interest
in
serving
street
drinkers,
and
people
like
this
or
drunks,
and
that's,
I
think,
in
the
original
application.
They
mentioned
this
sort
of
thing
I
think,
bearing
in
mind
I've,
I've
addressed
the
the
representation,
I
think,
and
we've
sent
the
documents
in
etc
and
the
conditions
are
there
and
no
responsible
authorities.

would

is
is

broken
I'd
like
to
ask
vulnerable
adults,
don't
they
also
get
covered
by
the
licensing
act
in
the
same
way
that
young
people
do
they're
very
difficult,
very
often
for
shopkeepers,
to
differentiate
between,
but
they
also
need
protecting,
as
well
as
young
people
from
what
would
be
an
abundance
of
alcohol
outlets,
and
I
know
that
there
are
many
such
people
in
this
particular
area.

The
very
long
hours,
seven
days
a
week,
seems
unnecessary
to
to
us
and
gives
the
vulnerable
more
opportunity
and
temptation.
I'm
asking
whether
those
hours
could
be
reduced.

It
was
on
the
bbc
news
not
too
long
ago,
and
he
was
talking
about
the
increased
consumption
of
alcohol,
drawing
the
pandemic
and
the
problems
that
it
is
causing
and
the
fear
that
it
is
helping
to
overwhelm
the
nhs
recently
publicans
and
bar
owners
have
been
on
the
news
saying
that
they
are
seeing
people
coming
out
of
the
bars
their
bars
at
10
o'clock,
the
early
closing
times
and
going
straight
into
off
licenses.

So
at
the
very
least,
couldn't
you
delay
this
new
outlet
until
this
pandemic
is
over?
I
wish
the
applicants
for
the
license
all
the
best
in
their
food
aspect,
but
they
could
actually
provide
a
unique
small
shop
if
they
majored
on
a
non-alcoholic
range
for
the
drink
side
of
their
business.
That
would
be
a
most
constructive
change.

you
have
to
get
a
large
supermarket
to
get
a
good
range
of
non-alcoholic
drinks,
so
we
think
that
this
alcohol
outlet
is
the
very
last
thing
that
the
area
needs
with
two
exactly
similar
businesses
being
present
in
in
the
same
very
small
area.

have
a
bit
of
market
research
around
there
right
and
according
to
what
residents
was
told
telling
me

happy

license

to
most
people,
because
it's
not
only
the
off
license,

shop
is
a
convenience
store.
It's
a
grocery.
Obviously

is
not
the
main

have
seen
that
in

particular

applicant

so
that
won't
wouldn't
affect
him
because
he
would
be
closed
at

p.m.
So
people
turfing
out
the
pubs
all

the
same
time,
which
doesn't
seem
very
helpful.
