are
amendments
to
the
constitution
arising
out
of
changes
that
the
leader
made
to
her
executive
arrangements
back
in
july.

It
is
an
amended
report.
That's
been
sent
through
one
recognizing
the
fact
that
the
report
should
actually
be
in
the
name
of
the
city
solicitor
and
I'd
originally
submitted
it
in
the
name
of
the
chief
office
of
financial
services,
which
was
my
error
based
on
me
having
work
and
changed,
who
I
work
for,
but
the
report
does
come
from
the
city
solicitor
as
being
responsible
for
the
constitution,
and
I've
also
removed
one
of
the
amendments,
but
I'll
get
to.
Why
with
that?

The
report
that
was
originally
issued
to
members
included
an
appendix
c,
which
was
the
monitoring
officer
protocol
amendments
need
to
be
made
to
that
document
as
well,
but
that
document
belongs
to
the
standards
and
conduct
committee,
so
I've
removed
that
from
the
report
and
will
take
up
those
amendments
separately
with
the
chair
of
that
committee
and
make
sure
that
that
follows
through.

I'm
putting

recommendation
onto

council

These
arise
out
of
changes
that
we're
making
in
the
way
that
we
record
delegated
decisions
that
are
taken.
What
became
clear
at
the
beginning
of
the
covet
19
pandemic
was
that
officers
were
needing
to
take
a
considerable
number
of
decisions.

developed
a
new
style
delegated
decision
notice,
which
provides
a
more
robust
record
of
those
decisions,
but
all
in
one
place
and
is
capable
of
acting
as
a
stand-alone
record
that
meets
all
the
legal
requirements
for
us
to
be
able
to
publish
a
record
of
our
decisions
following
time
and
we're
now
six
months
into
these
decisions
being
made.
The
report
sets
out
the
numbers
of
decisions
that
have
been
taken
and
we're
looking
to
to
now
get
everything
on
track
and
have
one
way
forward
for
the
ways
that
officers
record
the
decisions
that
they
take.

reassure
members
of
this-
is
changing
any
of
the
thresholds
as
to
when
a
key
decision
is
a
key
decision
when
a
significant
operational
decision
should
be
recorded
as
a
significant

decision.

just
the
means

which
we
record
those
decisions
that
we're
looking
to
change.

note
the
proposed
change
to
the
delegated
decision
notice
and
we
will
use
that
one
and
that
one
only
moving
forward,

guidance
for
officers
in
terms
of
which
forms

in
and
that
you
make
a
recommendation
on
to
full
council
just
to
amend
the
executive
and
decision
making
procedure
rules
in
that
way.
