A
Thank
you
very
much,
and
we
will
begin
our
proceeding
this
afternoon
by
looking
at
our
agenda
and
the
chair
will
now
entertain
a
motion
for
the
approval
of
the
minutes
of
the
february
9
20
21
meeting.
A
Is
there
a
second
second
all
right?
Is
there
any
unreadiness,
those
in
favor
of
approving
the
minutes
of
the
february
9
20
21
minutes
as
written?
Please,
let
me
know
about
your
hands
motion
carry
paula!
Thank
you
very
much
proceeding
with
our
agenda
this
afternoon.
The
preservation,
leadership,
class,
update
and
christian
want
to
provide
some
guidance
for
us
on
this.
D
I'll
start
with
our
exciting
news:
first,
we
were
asked
by
the
city
of
prattville.
If
their
board
members
might
be
able
to
attend
this
class
virtually
which
got
us
thinking
that,
maybe
we
should
ask
the
historical
commission
if
they
would
share
this
with
all
of
the
certified
local
governments
in
the
state
and
they
agreed.
D
We
have
five
cities
who
have
expressed
interest
in
attending
this.
Just
the
four
classroom
classes
virtually
as
part
of
their
board
training.
So
this
this
went
from
a
a
nice
thing
to
do
to
kind
of
a
big
deal,
so
we
do
need
each
of
you
to
to
sign
up
for
a
class
to
help,
because
we're
going
to
have
to
monitor
the
chat
and
see
if
there
are
questions
coming
in
from
the
remote
locations.
D
We
know
we've
got
people
registered
from
the
city
of
birmingham,
but
there's
al.
We
also
may
have
people
from
fairhope,
foley,
trussville
and
prattville,
and
and
possibly
one
uga
design
student
who's
from
montgomery.
So
the
the
virtual
aspect
of
it
was
something
we
really
hadn't
contemplated
initially,
so
we'll
we'll
need
help
getting
folks
checked
in
and
with
some
of
those
extra
needs.
This
year,.
A
Okay,
now,
let's
look
at
each
one
of
the
dates
we
have
here
march,
31st
april
7
april
14
april
21st
april
28th
and
march
5.
carol.
Is
there
anything
you
want
to
say
about
your
march
31st
classroom?
Were
you
a
co-presenter.
A
Right
now
we
have
no
one
listed
for
the
april
21st
classroom.
D
And
we
have
our
architectural
review
board
chair.
That
just
means
that
no
hpc
member
is
slated
as
a
co-presenter.
That
day.
D
D
We've
got
a
new
house
construct
constructed
next
to
winter
place
that
went
through
the
arb
process
that
the
owners
have
said
that
if
time
allows
they
would
let
folks
come
in
and
look
at
the
at
the
new
build
and
then
we'll
end
with
some
commercial
properties
under
renovation
at
the
corner
of
gulthwaite
and
clayton
street.
So.
B
D
A
All
right
may
5:
what
can
our
patrons
expect
from
our
oakwood
cemetery.
A
All
right,
okay,
all
right!
Anybody
has
a
question
about
anything
regarding
these
classes
and
anybody
like
to
volunteer
for
something
as
we've
already
written.
We
don't
want
people
to
anybody
to
feel
like
he
or
she
is
alone
in
this
work.
D
D
So,
but
especially,
you
know,
I
said
before
I
am
not
the
hpc,
so
mine
is
not
the
only
face
they
need
to
see,
especially
if
we're
doing.
If
we,
if
we
have
a
virtual
audience,
our
our
reach
is
going
statewide
with
this
and
that's
that's
kind
of
a
big
deal
and
I
would
like
them
to
see
who
you
all
are,
and
then
them
say
how
did
y'all
how'd
y'all
pull
that
off.
Well,
let
me
tell
you.
A
A
D
I
don't
know
I
didn't
get
to
see
the
tour
last
time,
because
I
was
coordinating
the
dinner
at
the
on
the
other
side
of
the
cemetery.
So
I
don't
know
I
don't
know
how
far
they
walked.
I
think
they
kind
of
stayed
up
on
the
flat
part
of
the
last
time.
D
A
The
graves
are
more
dispersed
and
hey
william's
part
they're,
more
concentrated
for
the
for
the
original
part,
but
I
would
invite
all
of
us
to
avail
ourselves
on
may
five
and
and
bring
a
guest
to
oakwood.
D
C
A
D
All
on
wednesdays,
and
I
need
one
of
you
to
sign
up
for
a
class
to
help
just
tell
me,
which
date
you
want
to
come.
You
can
come
to
more
than
one,
but
tell
me,
which
day
that
you
will
guarantee
you'll,
be
there
to
help
to
be
honest,
because
we
check
people
in
at
the
beginning
of
class
because
they
have
to
attend
five
or
six
classes
to
graduate.
D
And
there
I'm
sure
there
will
be
technical
difficulties
just
because
there
are
always
technical
difficulties,
so
I
just
need
one
of
you
to
say
I
will
be
there
on
that
date.
So
march
31
is
an
architectural
overview
of
styles
april.
7
is
terminology
and
house
parts
and
we'll
talk
about
different
roof
lines.
You
know
what
different
roof
lines
are
and
what
different
porches
look
like
kind
of
the
details
of
some
of
the
of
the
styles
we
looked
at
the
week
before
the
14th
is
on
survey.
D
A
portion
of
that
class
will
be
outside
as
well
the
21st
we're
going
to
talk
about
legal
framework
and
architectural
review
board,
and
then,
of
course,
we
we
talked
about
the
the
walking
tour
on
the
28th
and
oakwood
on
the
5th.
So
I
just
I
just
need
a
warm
body
to
say
I
will
be
there
on
the
31st,
the
7th,
the
14th,
the
21st,
the
28th
or
the
5th.
That's
all.
I
need.
A
When
is
your
suspense
on
that?
What's
your
deadline.
D
B
I'll
do
the
14th
in
the
fifth,
because
I
want
to
see
the
old
world
center.
C
B
D
D
And
again
we
will
not
have
a
regular
meeting
in
april
because
of
this.
So
oh.
D
D
5
30.,
so
I
will
I.
D
Oh
they're,
at
old,
alabama,
town,
okay,
so
I
think,
are
you
all
going
to
put
together
something
to
send
out
to
everyone
that
we
can
copy
the
board.
D
D
D
C
A
B
B
B
D
B
I
think
well,
it's
we're
on
there
over
and
above
no,
I.
B
B
D
B
A
Okay,
anything
else
regarding
our
leadership
class,
I'm
going
to
direct
to
christie
or
just
want
to
say
generally
all
right.
Chris
there's
some
exciting
news.
D
B
D
A
D
D
D
A
D
Taking
public
testimony
in
favor
or
opposition
of
a
designation,
because,
right
now
it
is
in
our
city
code
that
requires
60
of
property
owners
to
consent
in
writing
to
the
designation
before
it
can
move
forward
before
it
can
even
become
before
it
can
even
come
to
y'all
for
review
the
state
enabling
legislation
can
consent
is
not
a
designation
criteria.
Designation
criteria
are
it's.
Something
is
significant
for
history,
significant
persons,
architecture
or
archaeology,
that
those
are
consent
is
not
in
that.
D
So
that's
the
real
critical
piece
that
those
changes
have
been
reviewed
by
the
historical
commission.
They
have
been
sent
to
the
mayor's
office,
so
I
think
it's
very
important
to
have
bylaws
that
reflect
that
we
we
have
already
addressed
that
concern,
because
that's
going
to
be
a
concern,
I
think,
to
have
that
removed
that
there's
still
going
to
be
a
process
that
people
can
express
their
feelings
about
it,
but
it,
but
it
removes
it
from
the
the
designation
process.
D
And
frankly,
it
removes
you
from
the
political
part
of
it,
because
either
something's
going
to
meet
the
defined
criteria
or
it's
not
and
city
council
is
really
in
a
better
position
to
make
the
political
decision
if
they
decide
not
to
designate
something
because
a
bunch
of
slumlords
are
fussing
about
it,
which
is
likely
what's
going
to
happen.
So.
B
B
So
all
of
the
historic
districts
and
historic
properties
in
the
city
of
montgomery
have
been,
I
mean
it
says,
a
lot
for
them,
actually
that
that
75
percent-
you
know
wanted
it,
but
now
it
is
just
50
plus
one
have
to
not
want
it.
B
So
it's
really
going
to
open
up
neighborhoods
like
morning
view
del
reyda
capital
heights,
yeah,
the
rest
of
capital
heights,
some
west
montgomery
line
street
centennial
hill.
Now
all
of
these
folks
can
jump
ahead
and
get
historic
designation.
D
I
would
say:
for
those
who
are
not
familiar
with
the
process,
this
doesn't
mean
we
can
just
start
magic
wand
and
things
and
make
them
historic.
So
you
know
to
meet
to
demonstrate
that
you
meet
that
criteria.
D
You
know
a
petition
for
a
neighborhood
designation
has
to
have
a
survey
completed,
so
those
alabama
historical
commission
survey
forms
we're
going
to
go
through
in
one
of
the
classes
is
what
needs
to
be
prepared
for
each
property
in
that
proposed.
District
and
historical
research
has
to
be
done
and
all
that
has
to
be
compiled,
and
I
have
to
make
sure
it's
correct
and
make
sure
it
meets
the
criteria
before
it
ever
makes
it
to
you.
D
I
don't
have
anything,
that's
ready,
you
know
I
I've
got
surveys
for
south
hall
that
are
10
years
old
at
this
point,
and
one
person
bless
your
heart
filled
out
a
bunch
of
survey
forms
and
every
gable
roof
in
that
neighborhood
is
listed
as
a
hip
roof.
You
know
it's
just
they're,
not
correct,
so
I
mean
there's
nothing,
that's
ready
to
go,
but
it
will
open
the
opportunity
up.
D
I
think,
and
I
did
survey
workshops
for
neighborhoods
on
saturdays,
where
we
walked
the
streets
and
showed
them
how
to
fill
out
the
forms
but
because
collecting
the
signatures
has
been
the
big
stumbling
block
right.
D
They're,
all
sorts
of
notification
requirements
of
you
know
sending
certified
mail
and
legal
notices,
and
you
know
notifying
property
owners
of
record
as
part
of
this.
So
it's
it's
not
going
to
slip
through
under
cover
of
darkness.
It's
going
to
be
a
long,
drawn-out
process.
When,
however,
it
happens.
B
D
D
D
Of
convenience,
I
think
so
this
this
will
help
potentially
clean
up
some
things
that
were
designated
by
consent
in
the
past
or
consent
is
what
drew
the
boundaries
for
designation,
which
is
not
the
right
way
to
do.
It.
B
C
Midtown
montgomery,
you
know,
we
have
mcgee
states,
we
have
myrtle
wood
and
edgewood
and
and
hellwood
hillwood.
That's
what
I
meant
to
say.
C
Yes,
it
is,
you
know
the
old
cloverdale
district
was
created
in
1996.,
my
own
house
in
old
cloverdale
was
built
in
1925.,
so
that
meant
at
the
beginning
of
old
cloverdale.
My
house
was
71
years
old
of
the
old
cloverdale
association
and
the
designation
excuse
me
not
the
association,
the
designation
of
the
district.
C
My
house
was
71
years
old.
Now
the
people
wisely
saw
the
benefit
to
creating
a
historic
district
and
it's
it's
worked
out
very
well
for
our
neighborhood
home
values
are
secure
and
there's
consistency,
and
you
know
renovation
and
curb
appeal,
all
that
and
thanks
be
under
the
city
for
all.
You
do
to
make
sure
the
regulations
are
followed.
But
you
know
when
I
remember
when
I
bought
my
house,
I
needed
to
come
to
the
city
to
make
some
applications
and
I
bought
my
house
in
five.
C
And
all
I
heard
was
about
the
hysterical
association
and
the
hysterical
this
and
that
there
is
a
misconception
about
being
in
historic
district
that
I'm
afraid
these
midtown
neighborhoods
that
are
about
to
be
the
same
age.
You
know,
as
as
my
house
was
when
it
became
historically
designated
in
the
district
they're
about
to
be
there,
the
houses
in
edgewood
and
hillwood,
or
you
know,
they're.
You
know
some
remember:
1950
1950s
well,
they're,
coming
up
pretty
soon
on
70
years
old,.
C
I
know,
but
they're
the
authority
time
high
time
that
these
neighborhoods
had
some
kind
of
protection,
and
I
think
there's
a
misconception
as
to
the
that
there
are
that
the
negatives
outweigh
the
positives,
that
you're
restricting
your
property
that
you're
putting
a
burden
on
yourself.
C
But
you
know,
if
you
just
look
at
the
home
values
in
a
cloverdale,
idlewild
or
cloverdale
or
somewhere-
that's
historically
designated.
It's
just
well
worth
it
not.
I
wish
that
there
were
people
from
those
areas.
I
don't
believe
they
are
that
are
that
are
involved
in
the
seminar
for,
for
instance,
are
they
it's
mainly
from
designated
areas
right.
D
B
D
And
you
know
that
I've
got
a
new.
I
need
to
go
by
and
see
if
it's
if
it's
changed,
but
the
new
poster,
the
old
poster
child
for
designation
was
that
house
on
glenn
groton,
it's
a
little
1920s,
stucco
or
kind
of
tutory
with
stucco
and
brick,
and
they
built
a
two-story
metal
edition
on
the
side
of
it.
C
D
D
Of
calls
about
that-
and
we
said,
we're
sorry
it's
outside
the
historic
district
and
it
meets
all
the
setbacks
and
the
building
department,
measured
it
and
met
building
code
and
nothing,
nothing
can
be
done.
The
latest
one
there's
a
house
being
built
on
allendale
that
appears
to
be
all
metal,
the
siding's
metal,
the
roof's
metal,
not
sure
if
the
metal
is
supposed
to
be
a
backing
for
a
brick
veneer
haven't
been
back
by
lately.
Getting
lots
of
calls
about
that.
C
Well,
you
know,
if
you
look
through
the
real
estate
listings
for
vacant.
Lots
in
midtown
allendale
is
quite
popular
for
vacant
lots.
People
seem
to
tear
down
and
homes.
C
Way,
right,
merlewood
to
to
to
crew,
to
those
lots,
are
desirable
and
there's
some
lovely
homes
that
have
probably
met
the
wrecking
ball
just
because
the
lots
are
just
desired.
D
B
I
don't
know
I
want
to
say
our
digitized
records
are
back
to
the
mid
to
early
1960s,
but
for
those
that
are
not
digitized,
whether
the
the
paper
cut.
You
know
the
books,
the
black
abstract.
C
It
would
be
interesting
to
see
how
many
phases
there
are
to
these
neighborhoods
I've
mentioned
and
if
any
of
them
might
be
candidates
for
historic
districts
based
upon
the
plant,
because
I
don't
know
if
you
would
have
gone
in
and
just
created
one
plant
for
a
hillwood
or
for
a
edgewood
or
amiga
states.
They
were
probably
multiple
plants.
D
C
B
D
Have
multiple
plants
and
are
re-platted?
Well,
you
know,
capital
heights
is
the
same
way.
They.
They
were
started
by
land
development
companies
that
bought
big
chunks
of
land
on
the
edge
of
town
and
started,
dividing
it
up.
So,
but
even
I,
I've
been
talking
to
someone
over
in
del
reyda
and
who's
interested
in
designating
their
street.
I'm
like
can't
do
that,
but
looking
at
the
plat,
it's
only
it's
like
two
blocks
by
two
blocks
square.
D
D
You
know
the
policy
has
been
that
the
the
process
needs
to
be
initiated
by
the
neighborhoods,
that
you
know,
I'm
not
going
in
with
my
survey
forms
and
you
know
just
running
rampant
through
the
city.
A
good
chunk
of
west
montgomery
has
been
surveyed
now
as
as
well
as
centennial
hill
through
the
paleo
west
survey
that
was
completed
last
year.
D
Some
of
that,
I
think,
is
going
to
take
some
thinking
this.
This
actually
falls
to
you
all,
since
you
come
up
with
guidelines
for
the
arb,
whether
or
not
we
need
to
investigate
doing
conservation
type
districts
in
some
of
these
areas,
which
would
look
at
major
developments,
demolitions,
new
constructions
and
not
so
much
whether
or
not
they're
changing
out
windows
and
doors.
D
Where-
and
I
I
don't
want
to
say
they
should
be
treated-
there's
an
economic
reality
to
asking
someone
to
put
you
know
forty
thousand
dollars
worth
of
windows
in
a
house-
that's
worth
thirty
thousand
dollars,
and
we
can't
do
it.
We
can't
ask
someone
to
do
that.
So
that's
something
to
consider.
I
call
it
preservation.
Light
conservation
districts
might
be
a
way
to
to
to
ensure
that
if
there
is
new
development
in
some
of
these
areas,
it's
compatible
with
with.
What's
there.
D
I've
got
the
building
data
on
my
my
map
layers.
So
when
I
pull
up
the
property
data
in
our
map
system,
I
can
see
what
all
the
construction
dates
are,
and
if
there
are
too
many
of
those
in
phil's,
then
you
know
we
need
to
have
at
least
50
percent
of
the
properties
contributing
to
a
district
to
create
a
district.
B
D
So,
anyway,
that
all
that
to
say
is
that,
with
this
change
with
changes
in
the
code,
it's
not
as
though
some
something's
magically
going
to
happen
and
all
of
a
sudden,
all
these
properties
are
going
to
be
historic
because
they're
not
because
they're
going
to
have
to
be
surveyed
and
if
they're
surveyed
by
the
residents,
then
I'm
going
to
have
to
go
out
and
recheck
all
their
work
and
there's
only
one
me:
if
we
become
a
clg,
we
might
have
access
to
grant
funds
that
would
pay
for
some
of
those
surveys.
D
D
D
B
I
had
a
on
article
three
in
the
meetings
on
page
four,
we've
just
been
talking
about
the
on
for
the
committees
for
b
awards.
It
says
responsible
for
annual
awards
program
to
be
held
annually
for
historic
preservation
month
well
this
year,
we're
going
to
not
do
it
on
history,
so
maybe
we
should
take
that
out
or
not.
D
B
Will
the
chair
entertain
a
motion?
Yes,
are
we
ready?
Okay?
I
I
move
that
we
approve
the
revised
bylaws
of
the
historic
preservation
committee.
A
A
A
Okay,
but
man.
A
All
right,
no
problem
motion
fail.
Clg
update.
D
I've
the
code
changes
have
been
sent
to
the
mayor's
office.
I've
not
heard
anything,
but
it
is
my
part's
moving
moving
forward.
So
I'm
not
sure
what
they're
doing
with
it,
but.
D
D
C
D
D
Yeah
there
there
has
been
pushback
from
council
in
years
past
about
removing
that
provision
from
the
code,
which
is
stop
the
process.
We
have
to
remove
that
provision
from
the
code,
the
consent
provision
to
become
a
certified
local
government.
Nobody
else
has
it
in
their
code
and
they
seem
to
manage
just
fine.
B
D
D
B
D
B
D
D
They
get
to
be
more
arbitrary
and
capricious
than
than
city
boards
do
because
they
have
constituents
to
answer
to
and
you
don't
you
have
criteria
to
follow
all
right
so
that
that's
the
big
piece.
B
D
B
C
A
No,
we
we'll
come
back
to
that
today:
okay,
yes,
okay,
anything
else,
christie
having
a
parting
words.
C
C
D
C
Your
question:
why
did
mr
long
think
it
necessary
to
introduce
a
restriction
on
the
the
commission's
ability
to
pursue
legal
action
and,
and
has
this
body
ever
pursued
legal
action
before
and
if
it
would
did,
who
would
represent
it,
the
city
attorney's
office
or
or
what?
What?
What
was
the
motivation?
If
he's
not
here,
did
he
communicate
to
you
or
anybody
else
why
he
thought
inserting
this
legal
action
paragraph
was
necessary.
C
C
C
D
Well,
as
I
said,
this,
adopting
them
doesn't
mean
that
they
have
to
stay
unaltered,
because
there
were
some
other
issues
as
well.
So
I
mean
you
could
move
to
adopt.
C
C
C
I
would
like
to
move
that
we
accept
the
bylaws,
as
submitted
with
the
exception
of
number
eight
legal
action
until
I
have
an
opportunity
to
speak
with
mr
long
and
hear
from
him
as
to
his
thought
process
for
for
including
that,
knowing
that
we
we
we
will
revisit
the
issue,
because
I
I
also
have
some
changes
to
bylaws
I'd
like
to
make.
D
So
so
move
could
you
also
add
the
amending
article
3
to
delete
preservation
month?
That
was
part
of
the
first
motion,
because
we
do
we
need
to
delete
that
as
well.
C
Right
god,
I
I
move
that
I
I'm
in
my
motion
to
include
that
deletion
and
substitution
as
well.
B
D
I
would
like
the
city
council
to
know
if
I
have
to
go
and
explain
to
them
why
the
changes
need
to
be
made
to
our
laws
to
say
this
is
one
of
them
and
if
you
all
are
concerned
about
it,
the
hpc
has
already
adopted,
as
part
of
their
bylaws
a
procedure
for
handling
this
provision
that
we
can
no
longer
have
in
our
code.
That's
what
I
want
to
be
able
to
have
in
my
hand
when
that
time
comes
and
that
time
could
be
next
week
and
it
could
be
six
months
from
now.
D
A
Okay,
emotions
still
on
the
floor.
Is
there
a
second
for
commission
man's
motion?
Second,
alright.
Second,
any
unreadiness,
all
those
in
favor,
let
it
be
known
by
show
of
hands
motion
care.
Thank
you
very
much,
and
and
chris
thank
you
also
for
bringing
that
to
our
attention
the
timeliness
of
what
we
have
at
hand.
Any
other
points
we'd
like
to
make
carol.
We
want
to
say
something.
B
Yeah
I
just
wanted.
Everyone
has
a
flyer
for
the
next
renovators
open
house,
which
will
be
thursday
march,
the
25th
we're
going
to
revisit
a
house
on
in
the
garden
district
1616,
south
perry
street.
We
looked
at
almost
two
years
ago
and
christina
and
spencer
caden
are
inviting
us
back
to.
B
Let
us
see,
you
know
how
far
they've
gone
as
well
as
touring
their
garage
dependency
in
the
back
too
so
they've
also
at
this
point,
bought
a
piece
of
property
and
are
living
in
a
historic
house
to
the
south
of
this
one
as
well
so
they're
kind
of
made
a
commitment
to
south
that
block
of
south
perry
street.
So
please
take
that
and
join
us
if
you
can,
if
it's
free
to
landmarks
members-
and
you
can
become
a
member
there,
if
you
want
to
so
it's
gonna,
be
fun.
I.
C
Would
encourage
you
if
you
are
interested
in
this
home
and
have
instagram
to
follow
them
on
the
1616
house,
that
is
the
1616
house
on
instagram.
They
have
a.
C
They
have
an
account
where
they
are
methodically
photographing
and
posting
videos
of
the
renovation
process
and
is
quite
interesting,
and
they
highlight
the
contractors
who
do
all
the
the
work,
such
as
the
plaster
people,
the
wind
to
people,
and
they
also
go
through
in
just
intricate
detail
the
processes
they
use
to
restore
the
wood
to
to
strip
the
paint
to
it.
It's
it's.
A
real
learning
experience
to
follow
their
instagram
account.
