walk

through
briefly
what
a
traffic
impact
study
is
and
what
it
encompasses.
So
it's
federally
process
them.
There's
a
organization
called
The
Institute
of
Transportation
Engineers,
which
I'm
a
member
of,
but
one
of
the
things
that
ite
does.
Is
they
publish
trip
generation
manual
that
has
hundreds
of
land
uses
from
around
the
country
where
they've
collected
trip
generation
data
and
then
published
it
in
the
book
and
then
online
as
well.

So
one
of
the
first
things
you
do
when
you're
doing
a
traffic
impact
study?
Is
you
Baseline
everything,
so
you
go
out
there
and
we
collect
the
tournament
counts.
If
we're
in
a
very
urbanized
area,
like
I
worked
a
lot
in
Washington
DC
and
Atlanta,
we
have
to
collect
pedestrian
counts
and
Transit
vehicle
counts.
Depending
on
how
many
bus
lines
you
would
have.
This
isn't
the
case
here,
but
essentially
everything
that's
using
the
road
would
need
to
be
counted
in
Baseline,
and
then
that
gives
you
your
existing
conditions
level.

The
service,
when
you
combine
that
count,
data
with
your
traffic
signal,
timing,
data
and
your
roadway,
intersection
geometry.
So
that's
how
you're
getting
up
with
the
level
of
service
of
a
through

for
the
existing
conditions.
The
next
thing
we
do
is
to
develop
the
background
conditions,
which
is
the
future
conditions
without
the
Paul's
development.
So
the
background
conditions
includes
the
things
like
the
school
that
they're
mentioning
other
developments
on
Taylor
Road
and
Vaughn
Road
as
well.
We
also
incorporate
a
regional
growth
factor
so
like
in
the
case
of
Taylor
Road.

There's
growth
happening
on
Taylor
Road,
that's
independent
of
all
of
this,
because
it's
a
regional
facility
across
Montgomery
and
so
there's
another
growth
factor
that
you
have
to
add
to
account
for
the
overall
regional
growth
plus
the
local
growth
in
the
area.
And
then
you
combine
those
with
the
existing
accounts
and
you
end
up
with
the
what
we
call
Background
conditions
and
then
those
levels
of
service
are
what
I
was
reporting
as
the
without
development
condition.

then
the
final
future
scenario
that
we
describe
is
the
background
conditions
with
the
development
added
to
it,
and
in
this
case
the
ite
trip
generation
manual
is
used
to
calculate
the
number

trips
produced
by
this
development
during
the

there

currently

Central
Alabama,

one
down

really
has
nothing

houses
themselves
are

cars
in
a
garage
and
additional

cars
parking
in
the
driveway
with
no
parking

beautification
parcels
were
offered
and

why

this
is

Acres
total
being
developed
in
South
Alabama,
both
of
them

floodplains
as
defined
by
FEMA,
and
so
we're
talking
about
a
lot
of
asphalt,

hardscapes

lot

about
rainwater
and
where
it
goes

know
that
my
neighborhood

impacted

flood
waters

flooding
