first
bill
on
work
session
today
is
senate
bill
194,
sponsored
by
senator
lang
and
heard
by
the
committee
on
may
25th.

Sb
194
establishes
the
state
seal
of
civics
program
and
outlines
the
requirements
to
earn
the
state
seal.
It
requires
the
superintendent
of
public
instruction
to
adopt
regulations
to
allow
the
superintendent
to
provide
a
school
student
or
school
employee
with
a
civics
education
excellence
designation.
The
bill
further
requires
the
results
from
the
civics
exam
currently
administered
this
high
school
students
to
be
reported
to
nde
and
add
civics
to
the
list
of
subjects
included
in
social
studies,
starting
with
the
graduating
class
of
2027
social
studies.

one
proposed
amendment
to
the
bill
proposed
by
assemblywoman
bilbray
axelrod,
which
does
the
following
revises
the
score
requirement
on
the
civics
examination
from
at
least
85
percent
to
at
least
90
percent
in
subsection,
1b
2

section
3
adds
provisions
requiring
nde
to
develop
a
model
rubric
for
the
required
service
learning
project
in
section
three
and
delete
subsection
five
of
section
nine.

meet

set

this
amended

think
it
sets
a
good
goal
out

for
them

really
push

support
the
amendment
of
increasing

know

people
say

it's
voluntary.
Obviously,
students
don't
have
to
do
this,
but
I
know
that
when
I
look
at
the
equity
gaps
and
the
the
things
that
we
put
before
our
students,
we
have
a
group
of
students
that
are
already
working
themselves
immensely,
so
hard
they're
overachievers.

They
spend
hours
and
hours
and
hours
trying
to
maintain
that
status
and
will
already
have
so
many
other
accolades
when
they
graduate
and
for
those
students.
Sometimes
I
want
them
to
slow
down
a
bit
and
enjoy
life
and
enjoy
you
know
being
young,
as
all
of
our
parents
told
us
and
there's
then
there's
another
group
of
students
that
work
just
as
hard.

They
just
don't
have
the
extra
blessing
that
sometimes
other
kids,
who
are
a
little
more
academically
inclined
receive,
and
I
think
85
while
you
could
look
at
it
and
say:
oh
well,
that's
just
a

I
think
that,
for
some
students
it
also
is
a
huge
achievement
and
it
gives
it
just
gives
more
students
an
opportunity
to
a
to
achieve
a
special
accolade
as
well
those
who
often
have
to
work
harder,
but
again
in

the
spirit
of
being
more
inclusive
and
and
giving
wins
and
celebrations
for
more
of
our
students
to
build
their
confidence.

really
appreciated
the
original
form
that
it
wasn't
85
percent,
so
increasing
it
to
a
90.
I
just
that's
just
not
something
that
I'm
supporting
so
I'll,
be
a
no
on
this
measure.

colleagues

still
have
concerns

the
required
service
learning
project.
There
are
so
many
classes
that
have
learning
projects.

know
this
summer.

kids

bee
boxes
and
bat
boxes,
so
I
will
vote
this
out
of
committee,
but
I
do
want
to
reserve
my
right
because
I
just
think
that
that
might
be
asking

little
too
much.

The
bill
requires
nde
to
review
certain
examinations
and
assessments
administered
to
pupils
for
their
educational
benefit,
cost
and
redundancy
and
information
skills
and
abilities
measured.
It
also
requires
nde
to
adopt
regulations
prescribing
limits
on
the
actual
instructional
time
taken
to
conduct
the
assessment
and
the
total
number
of
assessments
administered
in
a
school
year.

If
these
assessments
exceed
limits,
the
school,
district's
board
of
trustees
and
the
charter,
schools
governing
body
must
request
a
waiver
from
the
state
board
of
education
and
finally,
the
bill
makes
an
appropriation
to
nde
for
costs
related
to
contract
services
and
adopting
regulations
to
carry
out
provisions
of
the
bill.

no
amendments
for
this
measure.

names
because

don't

to
sound
like
I'm
attacking
anything,
but
you
know
those
tests
where
the
whole
school
stops
and
everybody's
doing
it
and
it
cost
money
and
teachers
had
no
choice
in
it.

it's
a
sign
either
from
the
feds,
the
state,
the
districts
or
the
schools.

it's
not
to
measure
what
teachers
are
doing
as
part
of
their
daily
and
weekly
instruction
and
lessons.

know
we're

a
unit
test
we're
going
to
have
a
chapter
test.
I
don't
want
to
use
you
know,
formative
or
summative,
but
just
you
know
what
we
believe
as
quizzes
and
tests.

some
clarification

people
told

that
afterwards
they
they
felt
that
that
the
department,
or
that
their
understanding
was
that
it
would
do
an
inventory
of
what
teachers
were
doing
on
a
daily
and
weekly
basis

sure
that's
not
the
intent,
teachers
need
to
do
their
formative
and
summative
testing,
quizzes
and
stuff
as
part
of
their
lessons
and
instruction
and
measuring,
but
we're
talking
about
the
things

least

written

bill
requires
the
department

review
examinations

assessments
that
are
required

be
administered
under
chapter
390,
which
includes
both
state
and
federal

it
doesn't
require
the
department
to
review
those
assessments
that
are
given
by
teachers
it
they
can
still
do
that
under
the
bill.
But
it
does
not
require
that
at
all.

clear
that

because
again
in
totality,

you
looked

the
tests
that
were
administered
that
are
required
by
the
state
and
federal
government,
that's
not
where
the
utter
exhaustion
is
coming.

from
the
additional
test
placed

districts

even
more

individual
schools.

it
clarify
that
it's
really
to
get
at
those
additional
that
aren't
already
required

states

fact
state
and
fed,

seeing

authorizes,
doesn't
prohibit

department

reviewing
those
examinations.
So,
while
that's
not
specifically
clarified
in
the
bill,
they
can
certainly
do
that.
